Premier Brian Gallant said the Progressive Conservatives are
filibustering their own bills with stalling tactics in the
Legislature.
Liberal and PC MLAs traded insults and accusations Wednesday over
dozens of opposition bills and motions that have ground the
legislature to a halt.
Government House Leader Rick Doucet called the Progressive
Conservative tactics unprecedented and a waste of time.
"Zero minutes were spent on business," on Tuesday, Doucet told
reporters. "Zero minutes were spent on debating what we're here to do.
There was zero advancement of the government agenda."

The PCs introduced 16 bills and begin introducing 49 motions on
Tuesday. The 49 motions are virtually identical, calling on the
government to consult each of the province's 49 electoral ridings on
the two per cent sales-tax increase that takes effect Friday.
The bills cover a range of issues that the PCs say are important,
though the Tories waited until this week to introduce them. PC MLA
Jody Carr says he'd have introduced his earlier if the legislature had
been sitting more often.
The PCs invoked their right to a standing vote on first reading of
each of the 16 bills on Tuesday, a rarely used and time-consuming
step. Each standing vote requires a 10-minute pause in house business.
The sitting day ended Tuesday before all those votes could take place,
pushing them back to Wednesday. Premier Brian Gallant says the PCs are
in effect "filibustering their own bills."
Liberal legislation stalled
Among the Liberal legislation now stalled on the order paper are
amendments on how Court of Queen's Bench judges are transferred, an
increase in the harmonized sales tax, and a bill to establish free
tuition for low-income students.
Doucet and deputy house leader Victor Boudreau didn't mention the
bills on judges and the HST when they spoke to reporters, but hammered
the Tories for putting up roadblocks to the tuition legislation.
"The next school year starts soon and students want to apply for the
program," Boudreau said. "The bill has to pass the house and it's
clear the opposition wants to avoid that bill and others passing."

When asked how long the Progressive Conservatives would stall Liberal
legislation, Leader Bruce Fitch told reporters the situation was

In Question Period, PC Leader Bruce Fitch said the opposition would be
more cooperative if the Liberals withdrew Bill 21, which would give
the justice minister a veto on how the chief justice of the Court of
Queen's Bench moves judges on his court.
The PCs also want changes to the tuition program, but Gallant said
Wednesday the Liberals will not agree to anything that delays the
bill.
"We're not going to play that game," the premier told reporters.
After Question Period Wednesday, the PCs resumed introducing their 49
HST motions, then moved on to a series of other procedural motions.
Sitting day changes
The PC manoeuvres were motivated in part by their anger over Liberal
rule changes that reduced the number of regular sitting days, which
deprived the opposition of their daily platform in Question Period.
"This government changed the rules in order to favour their majority,
and now that we're working within the rules, they're squawking about
it," Fitch said.
The Liberals responded by saying their rule changes, which created a
greater role for committees to study bills, had actually increased
transparency.
Doucet says each Liberal bill got an average of 70 minutes of debate
this session, compared to 43 minutes under the old rules.
Green leader David Coon says the PC moves are "legitimate tactics" but
he would not have used them.
Even so, he said the Tory stonewalling stemmed from frustration with
the Liberals for reducing sitting days and refusing to accept
opposition amendments to government bills during committee debates.
"They've reaped this situation," he said.
The Liberals say delaying the HST bill will not prevent the tax hike
from taking effect Friday because that's done by federal regulation.
The provincial portion of the tax will jump from eight to 10 per cent,
raising the total rate from 13 to 15 per cent.

Why complain? We are all in the same boat. We all must suffer from the
nonsense of the majority governments that most of you voted for.
correct? Whether to politicians wear a red or blue of orange or green
coat it makes no difference they are all the same to me. For what it
is worth I my humble opinion an minority government is the only way
for us to go under the current system and two parties should never be
allowed to make a deal and join forces in order to have a majority
like they often do in other jurisdictions. My favourite systems are
the no party system in the NWT or the one in New Hampshire where a
small state has Reps and Senators etc but they are only paid $100 plus

he and Brian discussed politics for years and it is Brian's intent to
become Prime Minister of Canada. Perhaps it's time that voters in New
Brunswick make a major change and delete the Liberal/Conservative

Two groups of overpaid, underachieving civil servants who have
achieved nothing in the past 10 years. When I was going to school they
had Model Parliament and we had to sit through an entire assembly
listening to this kind of drivel. And they thought we enjoyed it. How
