Prime Minister Justin Trudeau told a press conference in New Brunswick on Tuesday that Canada will send heavy artillery to support Ukrainian forces.

"We've been in close contact with President (Volodymyr) Zelensky since the very beginning and we're very responsive to what it is that they need most specifically," Trudeau said. "Their most recent request from Canada is to help them with heavy artillery, because that's what the phase of the war is in right now."

The federal budget tabled earlier this month earmarked $500 million for military aid to Ukraine. Last week, Defence Minister Anita Anand said a portion of that aid will come from current inventory but the rest will need to be purchased.

Trudeau said Tuesday that more details about the heavy artillery shipment will be released in "the coming days."

On Tuesday, U.S. President Joe Biden held a call with allied leaders, including Prime Minister Trudeau, to discuss the ongoing war and measures to hold Russia accountable.

Maria Lavrova, the wife of Russian Foreign Minister Sergei Lavrov, was also named in the latest round of sanctions.

Russia has ratcheted up its battle for control of Ukraine's eastern industrial heartland, intensifying its assaults on cities and towns along a front hundreds of kilometres long in what officials on both sides have described as a new phase of the war.

After a Russian push to the capital failed to overrun the city, the Kremlin declared that its main goal would be the capture of the eastern Donbas region. If successful, that offensive would give President Putin a vital piece of Ukraine and a victory that he could present to the Russian people as justification for the mounting casualties and economic sanctions brought on by Russia's invasion on Feb. 24.

In recent weeks, Russian forces withdrew from Kyiv and regrouped in preparation for an all-out offensive in the Donbas. Moscow-backed separatists have been fighting Ukrainian forces in the region for the past eight years and have declared two independent republics that have been recognized by Russia.

With defence poised to receive another $8 billion, it's a new era in federal finance

It's not the kind of language Canadians are used to hearing from a federal budget.

Speeches on budget day tend to be built from long passages of arid prose — part statistics, part economic back-slapping and part political pep rally for the governing party.

What Finance Minister Chrystia Freeland delivered to the House of Commons on Thursday was a remarkably stark assessment of the tumultuous world beyond Canada's borders — one that hinted at the kind of sacrifices and choices that lay ahead.

Her remarks were framed around the Liberal government's planned $8 billion increase in defence spending — $500 million of which has been set aside to arm Ukraine to resist the Russian invasion.

Implicit in her argument was that sanctions on Russia — money measures that can devastate balance sheets and bottom lines — have failed to stop the slaughter of innocent Ukrainians.

"Russia has become an economic pariah but the mutilated people of Bucha, shot with their hands tied behind their backs, have shown us that this is not enough," said Freeland, referring to the massacre of hundreds of civilians in a suburb of Kyiv — an atrocity that was uncovered after the recent retreat of Russian troops from the Ukrainian capital.

In what bordered on a wartime speech, Freeland warned of the struggle ahead.

"Putin and his henchmen are war criminals. The world's democracies — including our own — can be safe only once the Russian tyrant and his armies are entirely vanquished," she said.

"The world's dictators should never mistake our civility for pacifism. We know that freedom does not come for free, and that peace is guaranteed only by our readiness to fight for it."

A 'remarkable' shift in tone

Ukrainians are the ones doing the fighting and dying and Freeland argued it's in Canada's "urgent national interest to ensure that they have the missiles and the money they need to win."

One defence expert said Freeland's choice of language in the budget speech — with its references to "free" people defeating totalitarian rulers — was "remarkable."

"It's incredibly strong language," said Dave Perry, the president of the Canadian Global Affairs Institute, an Ottawa think-tank that has occasionally hosted events sponsored by defence contractors.

"That comment to me looks like a reinforcement, or echoing, of [U.S.] President [Joe] Biden's comment that [Russian President Vladimir] Putin's got to go."

If the speech was clear about Russia's actions and the consequences of not supporting Ukraine, the budget itself was less specific about what's ahead for the Canadian military.

A down-payment to NATO

CBC News reported Wednesday the Liberal government plans to spend an additional $8 billion at the Department of National Defence over five years. That sum was confirmed on Thursday but the lion's share of the new money — $6.1 billion — appears to be a down-payment on future commitments to continental defence and a reshaped, hardened NATO.

According to officials, the $6.1 billion is earmarked for the multi-year modernization of NORAD, the joint U.S.-Canada air and maritime defence command. Negotiations with Washington on that project have yet to conclude and the final price tag has not been settled.

Another part of the appropriation will be set aside for future NATO commitments — initiatives that are expected to be agreed upon when leaders of the western military alliance meet in Madrid at the end of June.

While the budget commits to arming Ukraine, it makes no reference to replenishing the stocks of weapons Canada has donated to the embattled eastern European country and says nothing about covering urgent equipment gaps.

"There's a lot of vagueness and lack of detail about the money that's going to go to our Department of National Defence," said Perry. "A lot of it seems to be an IOU awaiting the defence policy review."

Perry said the vagueness of the plan worries him because of the Ukraine crisis and the fact that there are clear gaps in the Canadian military's equipment inventory.

"There is no clear indication they're willing to replace what they took out of the hands of our own soldiers to put into the hands of Ukrainian soldiers," he said.

The federal budget does set aside $100.5 million over six years to support culture change and justice reform within the military. Another $144.3 million is earmarked to improve military health services. The budget also makes a specific commitment to an additional $845 million to bolster cyber defences at the Communications Security Establishment.

Thursday's budget also saw the Liberal government vow to refine the ability of the foreign affairs minister to forfeit and dispose of assets seized from Russian oligarchs under sanction. It highlighted how Canada, along with international partners, formed the Russian Elites, Proxies, and Oligarchs (REPO) Taskforce to target "the assets and ill-gotten gains of Russia's elites."

Electronic espionage agency getting major funding boost to ward off cyber attacks

CSE says there’s a risk of Russian attacks on critical infrastructure

The federal budget, tabled Thursday in the House of Commons, promises to give the Communications Security Establishment $875.2 million over five years, starting in the 2022/2023 fiscal year, and then $238.2 million annually "to address the rapidly evolving cyber threat landscape."

"As Canadians grow more dependent on digital systems, the potential consequences of cyber incidents continue to increase, and Canada needs to be ready," says the budget document.

The budget includes money to enhance the agency's abilities to launch cyber operations to prevent and defend against cyber attacks — $263.9 million over five years starting in 2022-23, and then $96.5 million annually thereafter.

CSE has both active powers — to disrupt foreign online threats to Canada's systems — and defensive powers that allow it to take action online to protect Canadian systems.

Using its active powers, CSE could (for example) prevent a terrorist group from communicating about a planned attack by disabling their communication devices.

The budget also sets aside more than $180.3 million to boost CSE's ability to prevent and respond to cyber attacks on critical infrastructure, such as hydro plants and provincial health authorities.

Newfoundland and Labrador experienced the real-life effects of cyberwarfare last year when a cyberattack threw its health care system into temporary chaos, forcing the cancellation of thousands of procedures ranging from surgeries to chemotherapy to X-rays.

CSE has issued multiple warnings this year to power companies, banks and other critical players in Canada's economy, urging them to shore up their defences against Russia-based cyberwarfare activity as the Western world responds to Moscow's invasion of Ukraine.

The budget also includes $252.3 million to allow CSE to make critical government systems more resilient to cyberattacks, and $178.7 million over five years — starting in 2022-23 — to expand cybersecurity protection for small departments, agencies and Crown corporations. 

Earlier this year, the National Security and Intelligence Committee of Parliamentarians identified potential points of vulnerability in the government's cyber defences. It said Crown corporations and organizations such as airport authorities are known targets for state actors — but they don't fall under the Treasury Board's cyber-related directives or policies and need better protection.

A large portion of the new money heading to CSE will go to increasing its staffing complement and tackling the agency's IT needs.

Separately, the government is also spending just over $17.7 million over five years to permit CSE to set up up a research chair program to fund academics' research on technologies relevant to its mandate.

"This expertise can be leveraged to ensure Canada's security and intelligence community stays one step ahead of our adversaries," reads the budget document —  which didn't say what types of technologies CSE is seeking.

After years of warnings from Canada's intelligence and security agencies about vulnerabilities in Canada's research sectors, the budget also pledges millions of dollars to  to protect federally funded research.

That includes $125 million over five years, starting in 2022-23, and $25 million annually thereafter to build capacity within post-secondary institutions "to identify, assess, and mitigate potential risks to research security," says the budget document.

"Canadian research and intellectual property can be an attractive target for foreign intelligence agencies looking to advance their own economic, military, or strategic interests," reads the document.

Canadian Security Intelligence Service director David Vigneault has been warning governments for years now about the risk foreign interference — notably from China and Russia — poses to Canada's security and economy.

Last year, Vigneault said his domestic intelligence agency has seen "espionage and foreign interference activity at levels not seen since the Cold War."

Federal budget moves ahead with new tax on big bank and insurer profits

1-time fee will be levied on 2021 profit, along with slightly higher rate moving forward

The government says the county's major financial institutions made significant profits during the pandemic and have recovered faster than other parts of the economy, largely thanks to government support programs.

"The federal government is accordingly proposing two measures to ensure those large financial institutions help support Canada's broader recovery," according to budget documents.

The federal budget was tabled Thursday in the House of Commons.

The main part of what the government is calling a "Canada Recovery Dividend" consists of a one-time tax of 15 per cent on their profits over $1 billion, for the 2021 tax year. That move is expected to bring in about $4 billion.

A second change will see the government inch up the corporate tax rate for banks and insurers on their profits over $100 million to 16.5 per cent, from 15 per cent previously. That move is expected to bring in $445 million annually to government coffers. Over the five years of the budget forecast, that brings the total of the bank tax changes to more than $6 billion.

“If you’re for democracy, why do you condone the sale of weapons of mass destruction to Saudi Arabia,” said one of the protesters.

A town hall organized in Toronto, Canada by the National Council of Canadian Muslims with Canadian Foreign Affairs Minister Chrystia Freeland ended abruptly Sunday after protesters repeatedly called her “warmonger,” and made the event impossible to continue.

“If you’re for democracy, why do you condone the sale of weapons of mass destruction to Saudi Arabia,” said one unidentified man. “Why are you waging economic war against the people of Venezuela who have done no harm to Canada? Why are you a warmonger?” the protestors chanted.

According to The Canadian Press, demonstrators held signs and banners that read slogans on the issue of the blockade against Venezuela, and the war in Yemen.

After several interruptions, the event called “What’s at stake this Federal Election?” and held in the University of Toronto was brought to an end.

Human rights organizations have continuously demanded the North American country to stop selling arms to Saudi Arabia, first recalling the alarming record of the Arabian country regarding human rights and then arguing that the arms could be used in the bloody conflict raging in Yemen. According to the United Nations, the war in Yemen has led to one of the world’s worst humanitarian crisis

Videos and images released online in the past few years, revealed that Canadian rifles and combat vehicles were effectively being used in Yemen, with weapons specialists validating their authenticity. Canadian companies have also supplied Saudi Arabia with surveillance technology, aircraft, and pilot training.

On the other hand, Sunday’s incident came days after photos of Prime Minister Justin Trudeau’s 2001 blackface emerged sparking a scandal in the country with less than five weeks to go before a national election.

Dean Roger Ray comments then the blog which shows T-1557-15

     The Troll that handed me the codes and entry to an account I
believe was Patrick Sawyer.  I immediately smelled Patrick sawyers set
up as he has done many times before.  Patrick sawyer was Sylvan Lakes
version of cointelpro who earlier harassed my uncle in partnership
with Garth Comfort.  Patrick Sawyer and Garth Comfort targeted my
mother and Jim Alexander and my guess was some realestate mogul was
trying to buy up the downtown of Sylvan lake (proof of my claims is
simple, the people who own most of downtown everyone in town knows
they are crooks and own the politicians)  My Uncle Jim Alexander owner
of the former home hardware store had to stop renting out the building
because it was condemned.(Sharon Alexander told me this)  I believed
her due to the businesses (doller store and check cashing)  left.
Then the Arena collapsed and Patrick Sawyer who worked part time as a
Zamboni driver was supposedly in the building when it collapsed.
Something very fishy about the whole thing.  They used plastic tabs to
hold snow on a roof that was partially condemned to only hold a foot
of snow on the roof.  After the Hockey Arena collapse Jim Alexander is
back in business and his building was ok and free to take on renters.
I believe who ever David Raymond Amos worked for censored him so he
could not rat out his employers and connect with government.  He
picked on Charles Leblanc and other bloggers exposing the Ritalin
scandles where parents on welfare got a letter for permission to
observe their kid and then they would prescribe Ritalin created by an
MKULTRA scientist Ewan Cameran kicked out of the USA for mind control.
  David Raymond Amos kid thinks her father is 007.

His daughter Grace thinks it is cool what her father does for big
money and she knows they are above the law.  She attacked my youtube
account, I knew then she was not authorized and thought back then Amos
was finished.  When the government has to hire terrorists to protect
themselves we are near a collapse and if I had taken the hacked
account and entered it I would of been shot and Patrick Sawyer would
of collected his cheque and bought another Ford Truck.  Now my videos
are evidence in some court case and I never been contacted by either
side.  After reading the actual file in a blog I have to say something
serious is going on.  I am not called a name or called a troll and not
accused of a crime so somethings up????

" Murray Sinclair already has an impressive resumé.

He's the first aboriginal judge appointed to the bench in Manitoba,
co-commissioner of the Aboriginal Justice Inquiry and chairman of the
Truth and Reconciliation Commission.

But if a group of Canadians has its way, he will get one of the
highest honours in the world to add to the list: Nobel Peace Prize
recipient.

"He and Phil Fontaine should share a Nobel Peace Prize," said Wab
Kinew, associate vice-president for indigenous relations at the
University of Winnipeg.

Kinew said a group of people in Winnipeg, Toronto and Ottawa are
collaborating to nominate the two men, who they believe are jointly
responsible for giving back hope to Canada's indigenous people that
hasn't existed in a long time.

"They made it into something that is peace-building and
nation-building," Kinew said. "It has really transformed our country."

of the Liberal’s many fair tax promises since 2015, while falling
short on key areas of taxing extreme wealth or excess corporate
profits, and on addressing root causes of the housing crisis.


Transparency and tax-dodging: Budget 2022 delivers a key tool in
fighting tax-dodging and transnational crime: a public, searchable
registry of the beneficial owners of companies and trusts by 2023,
which will be integrated with provincial and territorial data. This
important tool will help stop criminals and tax-dodgers, who have been
taking advantage of Canada’s weak transparency laws to hide behind
anonymous shell companies.

“We are very pleased that Canada will finally take a strong stand
against tax-dodging and financial crime,” said C4TF economist Dr. DT
Cochrane. “After years of hard work, this is a huge win for Canadians
for Tax Fairness and our allies in the End Snow-Washing Coalition –
Transparency International Canada, and Publish What You Pay Canada.”


Housing affordability: The housing crisis has been exacerbated by a
tax break for real-estate investment trusts (REITs) that allows them
to collect profit tax-free. Budget 2022 acknowledges that large
corporate investors have put pressure on housing prices, but only
makes a vague promise to evaluate the situation with no timeline.

“We can’t solve the housing crisis until we stop treating people’s
houses like assets, instead of homes,” said Katrina Miller, Executive
Director of C4TF . “This budget has failed to address the root causes
of a major crisis. Building more affordable housing alone is not
enough.”


Corporate taxation: Corporations made 20-year high profit margins in
2021, while paying ultra-low effective tax rates. Budget 2022 imposes
1-time 15% surtax on banks and life insurance companies, on taxable
income above $1 billion. It also imposes a permanent 1.5% increase on
the same companies for any income above $100 million. However,
corporate profits remain under-taxed with little rationale as to why.

“Any excess corporate profit tax on banks and insurance companies
should apply to all large companies, which are raking in huge gains,
especially during a global pandemic,” said Dr. Cochrane.  “Canada’s
corporate tax rate is at an all-time low of 15%, contrasted with over
40% in the 1980s.”


Wealth taxation: Canada’s wealthiest 1% control over a quarter of the
country’s entire wealth, and are able to avoid taxes through various
sophisticated means. The Liberals promised to impose a 15% effective
minimum tax rate on the top 1% of earners, to ensure they pay their
fair share. Despite acknowledging the problem, Budget 2022 only offers
to examine the issue. Canada should follow President Biden’s lead in
proposing a 20% minimum tax rate on wealth over $100 million USD.

“Budget 2022 continues to put Canada at the back of the pack in terms
of taxing wealth,” said C4TF Executive Director Katrina Miller, “We
need to get serious about taxing wealth if we want to tackle
inequality and invest in services and projects that make life better
for everyone in Canada.”

OTTAWA: The federal government confirmed an accelerated timeline for a
company beneficial ownership registry and made a new announcement for
a registry of real property as part of Budget 2022. This is a
game-changing win against corruption and is enthusiastically applauded
by a coalition of civil society organizations – Publish What You Pay
Canada, Transparency International Canada, and Canadians For Tax
Fairness.

“We applaud Minister Freeland’s commitment to implementing these two
registries because they can deter hundreds of millions to billions of
dollars of illicit funds from entering Canada through shell companies
and properties each year,” says Sasha Caldera, Beneficial Ownership
Campaign Manager at Publish What You Pay Canada. “Publicly accessible
registries complement existing sanctions and send a powerful message
to criminals everywhere: Canada will no longer be a dumping ground for
your dirty money.”

Canada has a notorious reputation as a country where it is easy to
hide dirty money, dodge taxes, and fund illegal activity from abroad,
known as ‘snow-washing’. Civil society, industry associations, and
experts, including former RCMP officials, have recommended
implementing publicly accessible beneficial ownership registries as a
means to combat snow-washing. Without a comprehensive registry that is
publicly accessible, criminals can avoid detection even if they are on
sanctions lists. Money laundering of this volume perpetuates Canada’s
opioid crisis and undermines government tax revenues worldwide.
Laundered funds also distort Canada’s housing market and take away
much needed supply.

“Canada is being actively marketed by international consultants to
their clientele as a secrecy jurisdiction to hide dirty money and
dodge taxes,” said James Cohen, Executive Director of Transparency
International Canada. “It’s great to see the government boost the
priority on ending Canada’s ‘snow-washing’ image. Provinces need to
get on board with this, as no one wants to be Canada’s hold-out
secrecy jurisdiction.”

Canada’s announcement brings it in line with other G7 and G20
countries deploying publicly accessible registries, which have been
made more urgent given efforts to prevent Russian oligarchs with ties
to President Putin from hiding dirty money in liberal democracies.
Currently, 105 countries have made commitments to publicly accessible
registries.

“Tax dodging and money laundering costs the Canadian public billions
annually,” said Dr. DT Cochrane, Economist with Canadians for Tax
Fairness. “A publicly accessible registry can help all levels of
government recover significant revenues, including identifying and
forfeiting assets owned by sanctioned individuals.”

Moving forward, the coalition encourages the Canadian government to
learn from international peers in the UK and EU, who are already
implementing public corporate registries. The coalition urges Canada’s
large provinces, especially British Columbia and Ontario, to
participate in a federal-led scaled registry that is publicly
accessible. The coalition seeks for Canada to have a strong registrar,
with penalties, meaningful data validation and verification mechanisms

Agency fails to seize Toronto condo cash, while London flat hides
behind offshore company

Charles Shaker, centre, made tabloid headlines in 2013 for buying a
£330,000 ($500,000) round of champagne at the Billionaire Club in
Monaco. At the time, the Canada Revenue Agency was pursuing him over a
relatively modest tax bill that later grew to the millions of dollars.

He's a self-described money manager for the ultra-rich, with a
penchant for pricey champagne and a personal wealth in the eight
figures.

But Charles Shaker also has a penchant for not paying his taxes, the
Canada Revenue Agency (CRA) claims. And thanks to a lack of
transparency — in tax havens but also in Canada — around who owns
certain kinds of assets, it's proving hard for the CRA to do anything
about it.

Shaker, a British-Canadian financial adviser, made tabloid headlines
in 2013 when he ordered a $500,000 round of choice bubbly for
revellers at a Formula One party in Monaco. The incident was later
featured in a CNBC show called The Filthy Rich Guide.
A video of the 2013 Monaco Grand Prix party shows a procession of
waiters bringing in bottles of brut — the biggest one was 30 litres —
held high over their heads, sparklers crackling in hand. (YouTube)

What the news stories didn't reveal is that around the same time,
auditors in Ottawa were poring over his finances — in large part
because his name was on a whistleblower's list of 130,000 people and
entities with ties to confidential accounts at HSBC's private bank in
Geneva.

Shaker already had a relatively modest balance owing of $32,797 at
that point, court records show. But after CRA accountants went back
over his file, they issued the multimillionaire an updated tax bill
for the hefty sum of $3.8 million in 2017.

Five years later, Shaker — who moved from the Ottawa area to England
in 2009 and took up residency in Monaco around 2015 — hasn't paid, the
CRA says in court filings. With interest, his bill now sits at more
than $4.8 million.
Court files show the CRA wrote to Charles Shaker earlier this year
about his huge – and growing – tax bill, saying it could take action
to seize his assets. (CBC)

He says this is the first he's hearing of it, and he will contest the amount.

"The CRA has not been in contact with me since the creation of the
alleged reassessments giving rise to the purported tax debt," the
42-year-old said in a sworn statement filed in court.

"The CRA has repeatedly made mistakes in sending out correspondence
over the course of a number of years."
CRA fails to nab penthouse proceeds

The dispute is playing out in Federal Court.

In early November, the government filed a motion to force Shaker's
sometime lawyer, Chadwick Boyd of Ottawa, to provide information about
a luxury downtown Toronto penthouse that had Boyd's, Shaker's and
another man's name on the land title.

If Shaker actually owned part of the condo, the CRA could go after it
to recoup his tax debt.

Weeks after the CRA tried, so far unsuccessfully, to get the records
from Boyd, the penthouse and another one in downtown Toronto were put
on the market. They both sold around New Year's — one went for $2.5
million, the other for $1.8 million — and closed two weeks ago.
The online real estate listing for one of the penthouses shows a
2,200-square-foot, four-bedroom unit with floor to ceiling windows and
views of Lake Ontario. (bhtours.ca)

The CRA once again went to court, this time to get a cut of sale
proceeds, arguing that Shaker had an interest in both properties that
could be used toward his alleged $4.8 million in tax debts.

But the government hit a snag — the penthouses were owned in trust, an
arrangement where one or several people have legal ownership of an
asset but only for the benefit of third parties. One of the condos was
held by Shaker, Boyd and another man for the "Richie Rich Holdings
Trust," the other for an entity called the "Vinyl Spin Investment
Trust."

Court records show the CRA had been trying to get Shaker and others to
provide information about the trusts, and who the real beneficiaries
were, since at least 2015, to no avail. Without that information, the
agency couldn't prove Shaker was a beneficiary, and he himself said in
a sworn statement he had no "personal interest whatsoever" in either
property. So a judge refused to allow the CRA to touch the proceeds.

"Mr. Shaker is a judgment debtor in his personal capacity and not in
his capacity as a trustee of the RRH Trust," Federal Court Judge
Elizabeth Walker ruled on March 24. "Trust property is not available
to the creditors of a trustee where the debt in question is the
trustee's personal debt."

Ironically, she ordered the government to pay Shaker $12,000 for his
legal costs.
Pandora Papers leak reveals $4M flat in London

The federal treasury will now have to look elsewhere for assets it can
seize. But that could prove even more difficult than the government's
doomed attempt to go after the Toronto condos.

Records from a number of leaks of tax-haven financial data, shared
with CBC News through its collaboration with the Washington-based
International Consortium of Investigative Journalists, show Shaker at
one point owned or was a director of several offshore companies in the
British Virgin Islands and Barbados.

He's in the Pandora Papers leak from last fall, where CBC News found
his name on a BVI company called Branstead Ltd.

Officially, that company has other people apparently serving as
"nominees," or stand-ins who sign their names on paper as the
directors and shareholders — as fronts for the real owner,
essentially. The sole shareholder, on paper, is another corporation
called Monet Investment Ltd., with an address in the Seychelles,
according to the files in the Pandora Papers.

But one of the leaked documents is a form dated 2017 from an offshore
services provider called Trident Trust, declaring Shaker is the
"beneficial," or actual, owner of Branstead Ltd. The company's
declared activity is "property holding."
A form dated 2017, found in the Pandora Papers leak (with some details
redacted by CBC for privacy), is the only record of Charles Shaker’s
ownership of an offshore company called Branstead Ltd. In its official
registries, the company has what appear to be front people listed as
its directors and shareholder. (CBC)

It is legal in most jurisdictions, including Canada, to use nominee
directors and shareholders, but it's often a tactic — especially in
tax havens — to hide the people who truly control a company and its
assets.

Branstead Ltd., in turn, owns a penthouse apartment in the Canary
Wharf area in London that was purchased in 2010 for the equivalent of
$4 million, U.K. property records show.

The CRA told CBC News that, in general, it could potentially use terms
in Canada's tax treaty with Britain to try to recover a tax debt from
someone living in England.

Without access to the Pandora Papers leak, though, the CRA would
almost certainly not be able to make the link between Shaker and the
multimillion-dollar London apartment.

That's because Britain, like most of Canada, does not record the
identities of the beneficial owners of property — the real owners
behind layers of corporations or trusts — in its land registry. And
the British Virgin Islands, like most of the world, doesn't require
corporations to disclose who their real shareholders are.

"[The CRA's] hands are tied because they simply don't have the tools
to be following those assets around the world," said Kevin Comeau, a
lawyer and expert on corporate transparency.
Public registries would help CRA, lawyer says

Comeau, alongside numerous transparency groups, has been advocating
for years for countries and Canada's provinces to adopt
beneficial-ownership registries that publicly record who the real
owners are of land and of significant shareholdings in private
companies.

Not only would that help crack down on money-laundering, by
potentially exposing where criminals or their known associates park
ill-gotten gains, but in the tax arena, it could give revenue agencies
like the CRA "much more information and an ability to trace those
funds" of people who might not be paying their fair share, he said.

    Money laundering funded $5.3B in B.C. real estate purchases in
2018, report reveals

British Columbia is the only jurisdiction in Canada with a beneficial
ownership registry for property, implemented in the wake of findings
of significant money-laundering in the province's real estate sector.

Meanwhile, the federal government has pledged to implement one for
corporations by the end of 2023, as part of the deal between the
minority Liberals and the NDP.
Shaker 'denies any allegation or implication'

The CRA wouldn't comment on its legal spat with financial adviser
Shaker, citing strict taxpayer confidentiality rules.

But it said that in general, initiatives to promote transparency are
"a positive step" to help enforce tax laws.

"Having access to information on the true owners, beneficiaries,
directing minds or related parties of an entity or asset better
positions tax administrations around the world to tightening the net
on those high net-worth individuals, corporations and entities who try
to avoid paying their fair share of taxes," the CRA said in a
statement.
Shaker's British passport and Monaco residency card are among the
leaked records in the Pandora Papers (edited by CBC for privacy).

CBC News sent a list of questions and preliminary research findings to
Shaker and his lawyers — among them, the fact that his offshore
company Branstead Ltd. appears to make use of nominee directors and
shareholders, and that this would tend to frustrate the CRA's ability
to collect on any tax debt he owes.

They did not answer specific queries, but one of those lawyers replied
broadly last week that Shaker "denies any allegation or implication
set out in your list of questions" and that "he will continue to
legally establish his case in the courts."
