Thank you for your follow up e-mail to me today. I was on days off
over the holidays and returned to work this evening. Rest assured I
was not ignoring or procrastinating to respond to your concerns.
As your attachment sent today refers from Premier Graham, our position
is clear on your dead calf issue: Our forensic labs do not process
testing on animals in cases such as yours, they are referred to the
Atlantic Veterinary College in Charlottetown who can provide these
services. If you do not choose to utilize their expertise in this
instance, then that is your decision and nothing more can be done.
As for your other concerns regarding the US Government, false
imprisonment and Federal Court Dates in the US, etc... it is clear
that Federal authorities are aware of your concerns both in Canada and
the US. These issues do not fall into the purvue of Detachment
policing in Petitcodiac, NB.
It was indeed an interesting and informative conversation we had on
December 23rd, and I wish you well in all of your future endeavors.

RCMP Commissioner Brenda Lucki was caught by surprise by New
Brunswick's push to remove the head of J Division in 2021, according
to a letter she wrote to the province's public safety minister.

The head of the Royal Canadian Mounted Police was caught by surprise
last year when the Higgs government asked for the removal of the head
of the force's J Division in New Brunswick.
Commissioner Brenda Lucki told the province's public safety minister
it was "unfortunate" that no one told her or her senior management
team that they had "concerns" about assistant commissioner Larry
Tremblay.
"There may have been an opportunity to proactively address some of the
issues you've raised," Lucki wrote to then-minister Ted Flemming in a
July 29, 2021 letter obtained by CBC News.
Flemming had written to Lucki two weeks earlier, invoking a section of
the province's policing contract with the RCMP that allowed him to ask
the force to replace Tremblay.

"I do not invoke article 7.4 lightly, and I regret that it has become
necessary," Flemming wrote in his July 15 letter.
That section says the minister can request a replacement if the
commissioner is convinced "sufficient cause" exists that the head of J
division "no longer commands the confidence" of the provincial
government.
Flemming's letter opened by saying "as you are aware," Tremblay "no
longer commands my confidence" to act on drug crime and be accountable
to local communities.
In her response, Lucki said "neither I, nor my management, were aware
of any concerns" about Tremblay before Flemming's letter.

The Department of Public Safety turned down an interview request
Tuesday. "We have no additional comment on this matter," said
spokesperson Geoffrey Downey.
Lucki's letter said she hoped the RCMP could work with the province to
reach "a positive resolution that will ensure all parties involved are
treated with respect and dignity" without having to invoke Article
7.4.
When CBC first revealed Tremblay's removal last year, J Division
spokesperson Angela Chang claimed Article 7.4 hadn't been invoked and
Tremblay made a "personal decision" to retire at the end of October.
Chang later withdraw the assertion the article hadn't been invoked.

The RCMP rejected an interview request Tuesday. Spokesperson Robin
Percival repeated that Tremblay had made a personal decision to retire
effective Oct. 31, 2021.
CBC News obtained Lucki's letter to Flemming this week through an
access to information request to the RCMP.
In his letter to Lucki, Flemming complained that Tremblay did not help
the Higgs government "drive significant change" in policing,
especially on drug crime.
The minister said in an interview last October that J Division was
"not having the kind of leadership that we felt we needed" and the
situation was "out of control."
He said the province wanted to "declare war" on drug dealers.
Tremblay was removed from the job in J Division last year after a

Opposition Liberal MLA Rob McKee says Flemming often speaks about the
independence of the justice and policing system but his decision to
push out Tremblay "demonstrated just the opposite."
"The fact that now it's coming back that he did not even raise
concerns with them is even more concerning," McKee said.
"I think this shows that after the fact, Lucki is saying that she felt
due process wasn't respected in this case."
The province provided an extra $2.3 million for J Division's crime
reduction unit last year to try to reduce drug crime, part of a five
year addiction and mental health action plan.
This year's budget added another $3.3 million.
Tremblay was named assistant commissioner of the RCMP for New Brunswick in 2016.
Three days after CBC News revealed Flemming's push to remove him, the
RCMP said it had decided "to not proceed" with appointing Chief
Superintendent Kevin Leahy, head of the Parliamentary Protective
Service in Ottawa, as his replacement.

in the Higgs cabinet earlier this year, assuming the role held by Ted
Flemming, who remains justice minister and attorney-general. (Jacques

In January, DeAnna Hill was put in the assistant commissioner's job instead.
Flemming himself was later replaced in the role of public safety minister.
Premier Blaine Higgs shuffled Carleton MLA Bill Hogan into the
position in February, saying it would help "ramp up our intensity" in
fighting drug crime.
He said it wasn't a reflection on Flemming, who remains attorney
general and justice minister.
"I don't think it's a case of Minister Flemming not being able to
continue," Higgs said. "I think it's a situation where we're putting
an emphasis on public safety and rural communities and communities
throughout our province that have continued to face crime issues."

Trudeau calls public inquiry into use of Emergencies Act during convoy protestsSocial Sharing
Official inquiry into the federal government's use of the Emergencies Act headed by Ontario judge
Prime Minister Justin Trudeau called Monday for the establishment of an inquiry into the use of the Emergencies Act.
In a news release, Trudeau said an independent public inquiry called the Public Order Emergency Commission would be created to examine the circumstances leading to the declaration being issued.
Trudeau invoked the act for the first time in Canada's history during the Freedom Convoy, giving the federal government temporary powers to deal with the blockades and protests against pandemic restrictions.
"This includes the evolution of the convoy, the impact of funding and disinformation, the economic impact, and efforts of police and other responders prior to and after the declaration," the release said.
Paul Rouleau has been named as the commissioner heading the inquiry. He was first appointed as an Ontario Superior Court justice in 2002 and then joined the Ontario Court of Appeal in 2005.

Rouleau, who has also served in the territories during his career as a litigator, will be tasked with submitting the final report, in both official languages, to both Houses of Parliament before Feb. 20, 2023.
"In the coming days and weeks, I will be working to establish the Public Order Emergency Commission and will be offering more information on the functioning of the Commission in the near future," Rouleau said in a statement. "I am committed to ensuring that the process is as open and transparent as possible, recognizing the tight timelines for reporting imposed by the Emergencies Act."
Trudeau said in a statement Rouleau would look into the circumstances that led to the Emergencies Act being invoked "and make recommendations to prevent these events from happening again."
Critics say inquiry won't scrutinize the government
Those critical of the government's decision to invoke the act described the inquiry as overly focused on the actions of protesters and the role played by fundraising and disinformation in the event.
The Conservatives argue the Liberals are using that approach to deflect attention from the government's own actions and decisions.
"The Liberal government is doing everything in their power to ensure this inquiry is unsubstantial and fails to hold them accountable," said a joint statement from Conservative MPs Raquel Dancho, Dane Lloyd and Gérard Deltell.
The Canadian Civil Liberties Association — which is suing the federal government over its decision to invoke the act — said the inquiry does not appear to be focused on government accountability.
"The broader context is important, but the government's attempts to divert attention from their own actions is concerning," said the CCLA on Twitter.

Mendicino told reporters that Rouleau "will have broad access, including to classified documents." But there do appear to be limits on the information that can be disclosed through the inquiry.
The order in council that sets out rules for the inquiry calls on the commissioner to avoid disclosing information that could be "injurious" to Canada's international relations, defence and security.
During an interview on CBC's Power & Politics, Mendicino also did not commit to waiving cabinet confidences — the discussions and deliberations between cabinet ministers that are protected by law.
Trudeau cited 'serious challenges' when invoking Emergencies Act
The Emergencies Act was revoked Feb. 23 after police successfully cleared Ottawa streets and ended adjacent protests. By law, an inquiry into the use of the act must be called within 60 days of the declaration being revoked.
Trudeau cited "serious challenges to law enforcement's ability to effectively enforce the law" when he announced its use.
"This is about keeping Canadians safe, protecting people's jobs and restoring confidence in our institutions," he said at the time.
The unprecedented use of the Emergencies Act, according to Trudeau, gave police tools to restore order in places where public assemblies were considered illegal and dangerous activities, such as blockades.
Deputy Prime Minister Chrystia Freeland said at the time Canadian financial institutions could temporarily cease providing financial services in instances where there was suspicion an account was being used to further illegal blockades and occupations.
Freeland later confirmed that Ottawa directed financial institutions to freeze the accounts of people connected to the protest.
When first announced, premiers in Alberta, Saskatchewan, Manitoba and Quebec expressed concern over invoking the act.
Joint committee reviewing Emergencies Act
In March, a special joint committee of seven MPs and four senators started reviewing the use of the Emergencies Act.
That committee will meet again Tuesday. It has not yet released any findings.
The Emergencies Act sets out the terms for cabinet to set up the inquiry announced Monday. It says an inquiry must be held "into the circumstances that led to the declaration being issued and the measures taken for dealing with the emergency."
Inquiries typically involve witnesses offering testimony, the review of records and the use of experts to assist parliamentarians.

Rep. Alcee Hastings, D-Fla., died Tuesday after a more than two-year
bout with pancreatic cancer, NBC News confirmed.
Hastings, who served in the House for nearly three decades, was 84.
Throughout his career, he held several key committee assignments and
leadership positions, most recently as vice chairman of the rules
committee. He had also been Florida’s first Black federal trial judge,
appointed to the bench in 1979 by President Jimmy Carter.
“As an attorney, civil rights activist and judge, and over his nearly
thirty years in Congress, he fought tirelessly to create opportunities
to lift up working families, communities of color, children and
immigrants,” House Speaker Nancy Pelosi wrote in a statement.
President Joe Biden reacted to Hastings’ death on Tuesday afternoon.
“Across his long career of public service, Alcee always stood up to
fight for equality, and always showed up for the working people he
represented,” he said in a statement. “Jill and I are saddened to
learn of his passing.”
Democrats now hold a narrower advantage in the House, 218-211, giving
the party a smaller margin of error in passing legislation. Six seats
are vacant, four of which were previously held by Democrats and two by
Republicans.
Three of the four Democratic House seats were vacated by appointments
to positions in President Joe Biden’s Cabinet. Deb Haaland, of New
Mexico, was appointed secretary of the Department of Interior; Marcia
Fudge, of Ohio, was named head of the Department of Housing and Urban
Development, and Cedric Richmond, of Louisiana, became senior advisor
to the president and director of the White House Office of Public
Engagement.
One of the two vacant GOP seats is no longer up for contest. Julia
Letlow of Louisiana was elected in late March but has yet to be sworn
in. Julia will replace her late husband, Luke Letlow, who was elected
to the seat but died before being sworn in due to Covid-19
complications.
In 1983, when Hastings was a federal judge, he was acquitted in
criminal court on a charge of conspiring to solicit a bribe in
exchange for leniency in a sentencing.

Nevertheless, the House impeached Hastings in 1988 amid accusations
that he perjured himself during that criminal trial. The Senate voted
to convict him, removing him from the bench, but did not vote to
disqualify him from holding future office.
Hastings appealed the impeachment conviction in 1992. A federal judge
overturned the conviction, on the grounds that a 12-member Senate
committee, rather than the full Senate, conducted the impeachment
trial. This was the first time a Senate conviction was overturned by a
federal judge.
The next year, the U.S. Supreme Court ruled federal courts do not have
the authority to review the procedures of a Senate impeachment trial.
Hastings’ legislative career, which began with his election in 1992
and continued until his death, was unaffected by the decision.

Ukraine says Russia massing troops on border; U.S. warns Moscow

KYIV, UKRAINE -- Ukrainian President Volodymyr Zelensky on Thursday accused Moscow of building up troops on his country's border as the United States warned Russia against "intimidating" Ukraine.
Kiev has been locked in a conflict with Russian-backed separatists since 2014, and this week Ukrainian officials reported Russian troop movement in annexed Crimea and on the border, near territories controlled by Moscow-backed separatists.
On Thursday, Zelensky's ministers discussed the escalating security situation with Western allies including U.S. Secretary of Defence Lloyd Austin.
"Muscle-flexing in the form of military exercises and possible provocations along the border are traditional Russian games," Zelensky said in a statement.
He accused Moscow of seeking to create "a threatening atmosphere" as Kiev hopes to resume a ceasefire brokered last year.
The U.S. State Department said it was "absolutely concerned by recent escalations of Russian aggressive and provocative actions in eastern Ukraine."
"What we would object to are aggressive actions that have an intent of intimidating, of threatening, our partner Ukraine," State Department spokesman Ned Price told reporters.
Some observers say the reported Russian troop buildup is a test for the administration of U.S. President Joe Biden, who caused an uproar in Moscow last month by calling his Russian counterpart Vladimir Putin a "killer".
This week, Moscow and Kyiv blamed each other for a rise in violence between government forces and Kremlin-backed separatists in eastern Ukraine, which has undermined the ceasefire.
Zelensky said 20 Ukrainian servicemen had been killed and 57 wounded since the start of the year.
Separately, the military announced that a Ukrainian soldier was wounded in an attack it blamed on separatists.
'READY FOR AN OFFENSIVE'
On Thursday, U.S. Secretary of Defence Austin called his Ukrainian counterpart Andriy Taran, Ukraine's defence ministry said.
Austin said during the call that Washington would "not leave Ukraine alone in the event of escalating Russian aggression", the ministry said.
Ukrainian Foreign Minister Dmytro Kuleba for his part discussed the "aggravation by the Russian Federation of the security situation" on the frontline with his Canadian counterpart Marc Garneau.
Ukraine's military intelligence accused Russia of preparing to "expand its military presence" in the separatist-controlled eastern regions of Donetsk and Lugansk.
In a statement, the intelligence service said it "does not rule out" an attempt by Russian forces to move "deep into Ukrainian territory".
A high-ranking Ukrainian government official, speaking on condition of anonymity, claimed that the Russian army was practising "military co-ordination" with separatists.
"From mid-April their combat units will be ready for an offensive," the official told AFP.
WEST SHOULD NOT 'WORRY'
Moscow has repeatedly denied sending troops and arms to buttress the separatists and Putin's spokesman stressed on Thursday that Moscow is at liberty to move troops across its territory.
"The Russian Federation moves its armed forces within its territory at its discretion," spokesman Dmitry Peskov told reporters, but he did not directly confirm a troop buildup on the Ukrainian border.
He added that "it should not worry anyone and does not pose a threat to anyone".
The war in eastern Ukraine broke out in 2014 when Russia annexed the Crimean peninsula following a bloody uprising that ousted Ukraine's Kremlin-friendly president Viktor Yanukovych.
On Wednesday, the Pentagon said U.S. forces in Europe had raised their alert status following the "recent escalations of Russian aggression in eastern Ukraine".
Mark Milley, chairman of the U.S. Joint Chiefs of Staff, also spoke with his Russian and Ukrainian counterparts, Valery Gerasimov and Ruslan Khomchak.
Khomchak said this week that 28,000 separatist fighters and "more than 2,000 Russian military instructors and advisers" are currently stationed in eastern Ukraine.
On Thursday, the deputy head of Zelensky's office, Roman Mashovets, called for joint drills with NATO forces to "help stabilise the security situation".
Zelensky was elected in 2019 promising to end the years-long conflict, but critics say a shaky ceasefire was his only tangible achievement.
The fighting has claimed more than 13,000 lives since 2014, according to the United Nations.
