New Brunswick premier won't rule out snap election call

Premier Blaine Higgs has said he hasn't made a decision about going to the polls sooner rather than later

Jordan Gill · CBC News · Posted: Jul 02, 2020 9:17 PM AT

Premier Higgs hasn't ruled out an early election, but none of the other parties seem keen on the idea. (Jacques Poitras/CBC)

New Brunswick's political parties seem to have mixed views on the possibility of a snap election in the coming months.

The province has had a minority government for 19 months, which traditionally would be considered getting long in the tooth.

But COVID-19 has made the premise of holding any mass gathering, like voting, potentially hazardous.

In an interview on Information Morning Fredericton last Friday, Premier Blaine Higgs wouldn't rule out holding an election sooner rather than later.
"I haven't made a decision on that at this point," Higgs said.

Under the province's fixed-election date act, the government does not have to hold an election until October 2022

Few expect the minority government to last that long and the province does need to hold at least two byelections soon, with a third seat possibly opening up in the fall.

"My ability to stay in office is really at the desire of those who are supporting me in the opposition parties because I don't have numbers by myself to do so," said Higgs.

"That obviously plays a role in the decision as well. So there's a number of factors."

Opposition reacts

For his part Liberal Leader Kevin Vickers said he does not want an election this year and said his party would not force an election in 2020. It's a drastic shift from earlier this year when he swore to help bring down the government.

"No one's eyes should be on an election right now," Vickers said in an interview Thursday. "This is the last thing this province needs."

Liberal Leader Kevin Vickers says his party won't force an election in 2020. (CBC)

VIckers said he believes the two byelections should be held, and that Elections New Brunswck should use those as test cases for how to proceed is a general election is required later in the pandemic.

Green Party Leader David Coon also said this isn't the right time for an election and he would be surprised if Higgs chose to go that route.

"The people of the province I don't think have any appetite for an election during a pandemic," he said.

Green Party Leader David Coon said New Brunswickers don't want to go to the polls. (CBC)

"They want us to focus on keeping them safe and secure and healthy,"

In an email to CBC News a spokesperson for the People's Alliance said while leader Kris Austin did not think New Brunswickers want an election, if one is called, his caucus will be ready.

Uncharted waters

J.P. Lewis, a political scientist at University of New Brunswick Saint John, said the ongoing COVID-19 pandemic and a lack of polling data make it difficult to determine what the governing Progressive Conservatives are likely to do, or if it's a good idea politically.

He said in normal circumstances he would say the likelihood of a snap election would be high, but these aren't normal circumstances.

"If we didn't have a pandemic I would say the odds are really good, if we were waging on this I would say I'll take that we're going to have an election," said Lewis.

Normally J.P. Lewis, a political scientist at the University of New Brunswick Saint John, would bet on an election happening now, but given COVID-19 there's too many unknowns to make a prediction (Graham Thompson/CBC)

"But just because of the situation we're in I think they almost need to wait and maybe the party will do a poll to figure that out because I think that's what they need to know."

Lewis said the fact the Liberals have said they wouldn't force an election makes it more difficult for the Tories to justify one to the public.

"If [the Liberals] had said, 'you know we're ready to go,' then if we have a general election anytime soon and it's unpopular you could say 'well the Liberals wanted this as well," said Lewis.

"Now [Higgs] is boxed in … if he decides to go it's his decision."

But a lot of that is predicated on the province's appetite for a vote, which Lewis said we really don't understand because not enough polling has been done on the subject.

"[For] someone who doesn't follow politics that closely if their next question is 'well do we have to have one?' And the answer is 'no.' Then they could say 'well why would we? Why don't we just keep trying to solve what's going on,'" said Lewis.

Does it really matter which party, Conservative or Liberal, forms the government in New Brunswick? After-all there is NO SIGNIFICANT DIFFERENCE between them, is there?

doug kirby
Reply to @Neil Gregory: no difference....this minority government sure has a lot of pull all on its own ...amazing actually. So yes any party will do ....just pull straws who is the next and save time and money they don’t have right now

Lou Bell
Reply to @Neil Gregory: Serious ? The ousted Liberals committed and undisclosed 130 million to their " Phonie Games " !! ( twice what they gave to Atconafter being told not to !! ) Gave 30 million to the City of Saint John for their seat there . Spent 10 million on a barge they gave away to a Quebec company . Sure there's a big difference !!!!!!!!

Obviously the last thing the 3 opposition leaders want is an election called now ! Especially the SANB Liberals who got caught steering an undisclosed 130 million of the taxpayers money to their " Phonie Games " !!

It will be two years this fall for a minority PC govt. ; and there will need to be THREE by elections in the fall . Since the Covid-19 out break seems to be contained , and people are moving freely about ; there is really no reason not to have an election in the fall . The results of the by elections may end up forcing an election anyway ; so just do a general election , and let the citizens of N.B. decide who they want to be their Premier , and let the cards fall where they may .

Murray Brown
Please call the snap election... This will be the first chance any Canadian's will be able to express their 'true' feelings and stick it to a politician who's been acting like dictator for the past 4 months... Next up... Trudeau and the federal Liberals... Adios to them as well.

Fred Brewer
Reply to @Murray Brown: It sounds like you want Premier Higgs to lose the election but I have news for you; If a snap election were called today, Higgs would win by a landslide and get a majority government. I am NOT a fan of Higgs and I won't be voting for him, but I can read the writing on the wall.

Roland Stewart
Reply to @Fred Brewer: He will call an election as soon as feels confident enough that the population won't turn on him. If you listen to people talk they believe the ONLY reason he didn't get hit hard with covid-19 is because of Higgs. People are still nervous about big gatherings and that may turn them off if he calls it to soon.
Higgs still wants to make cuts to Health care and needs a majority to do it. I just wish we had another option other than Vickers. He is just a puppet for the real Liberal leaders.

David News
Not sure why the rush, the lot of them are fools. No one appears capable or providing a vision that will address the economic woes of NB.
On one hand there is cut to the bone, pare back on services and lament the woes of the current deficit and on the other hands, spend like drunken fools.
Maybe if they do call one and no one shows up, they will get the message.

valmond  landry
Neither of them deserve a vote higgs one step ahead two steps back and vickers that has a hard time to express himself either in French or English and always against everything the opposition comes out with before he knows the content and then the green party another big jokes what a bunch of clowns !were not out of the woods .

James Smythe
Blaine doesn’t care about your health or safety, only about his chance of getting a majority government. He’ll close a few hospitals during the pandemic, and then probably open one in Bermuda to make sure his Irving handlers are well looked after. I can’t wait to get a chance to vote this guy out.

Lou Bell
Reply to @James Smythe: Boy , are you misinformed ! Take a look at the numbers ! Most popular Premier in Canada ! The Liberals attempted to pilfer 130 million from the pockets of N.B. taxpayers and got caught ! Then they elected a pahpett to be controlled by their SANB leaders , including Melanson who has been their spokesperson consistently !!

James Smythe
Reply to @Lou Bell: Who said anything about the Liberals Lou? Blaine is a power hungry autocrat just like the rest of them. I haven’t and won’t be voting for either of the two “main” parties for the rest of my life, especially after this pandemic fiasco, crippling of the middle class, and tearing up of Canadians Charter rights. My guess is that you’re all for more big government and big nanny state, I’ve been watching you cheer them on the whole time.

Nothing about Higgs policy resulted in our low case numbers, it’s all demographics, population density, and our “drive through province” status, combined with, and (thanks to people like yourself without a lot of sober second thought); “dumb luck”.

jacques laviolette
Mr.Higgs will only get another minority government, no seat from north of province, he had one minister from the North and he quite,

Lou Bell
Reply to @jacques laviolette: He'll get all he needs from the rest where people have come to realize who really runs the Liberals ! They'll have nothing in Saint John . Bought the last seat , won't happen this time ! May even get the seats from the Greens , the " we stand for nothing and will vote likewise " party !!

No offense but who is going to go vote? It's irresponsible in this pandemic era for politicians to politic at the cost of their fellow Canadians!

As long as Kevin Vickers never gains office I don't care what they do. Just the arrogance that emits from him is enough to make one vomit.

Reply to @Jeff LeBlanc: Sorry bud, Vickers will win if there is an election.

Jeff LeBlanc
Reply to @Dan Franklin: enough people know that Curtiss Barrett is the REAL hero at Parliment Hill and see through all the smoke. Higgs would win a majority if the election was today. Look at the polls.

jacques laviolette
Next one to leave Higgs government will be Minister of Education, his own party member voting again is vaccine bill, ,also MLA Bruce Northrup leaving party before election knowing the conservative will lose riding with the Sussex hospital ER fiasco.

Higgs's popularity has soared, but PCs still struggling to unlock the francophone vote

PC minority government is scoring record-high approval ratings

Jacques Poitras · CBC News · Posted: Jun 05, 2020 5:00 AM AT

A political poll has showed Premier Blaine Higgs is enjoying an unprecedented political honeymoon because of his handling of COVID-19. (CBC)

Premier Blaine Higgs heads into summer enjoying an unprecedented political honeymoon because of his handling of COVID-19.

But it's not yet enough for a breakthrough among francophone voters, who are still practising political distancing from the Progressive Conservatives.

Overall, the PC minority government, which was on the verge of being toppled just three months ago, is scoring record-high approval ratings in the midst of the pandemic.

The Angus Reid Institute recently had Higgs with the highest approval rating of any premier in Canada at 80 per cent.

And Narrative Research, formerly Corporate Research Associates, says the government's 81 per cent satisfaction result is the highest it has ever recorded in New Brunswick since it began polling more than 40 years ago.

Even 74 per cent of francophone voters, chronically cool to Higgs since he became PC leader in 2016, told Narrative they're mostly or completely satisfied with his job performance.

Yet many of those satisfied francophones remain reluctant to actually vote for him.

The Liberals had 51 per cent support compared to 32 per cent for the PCs among decided francophone voters.

"Among francophones in the north, we're seeing an increase in support for the PCs, but not necessarily enough that we can see them winning many seats in northern New Brunswick," says the CBC's polling analyst Éric Grenier.

Majority for PCs if election held now

CBC’s polling analyst Éric Grenier said while support for Premier Higgs by francophones in northern New Brunswick has increased it may not lead to winning more seats in the next election.

The overall 18-point PC lead provincially over the Liberals means a majority government for Higgs would "almost certainly be the result" if an election were held now, Grenier says.

But the seat gains would most likely come in the Fredericton and Moncton areas.

The Liberals say the high poll numbers reflect satisfaction with the province's collective effort on COVID-19, one that includes Chief Medical Officer of Health Dr. Jennifer Russell and, not incidentally, an all-party cabinet committee on which Liberal leader Kevin Vickers sits.

"It's a combination, it's not one specific government or one specific political party," says Liberal MLA and health critic Jean-Claude d'Amours.

But PC party executive director Andrea Johnson says a lot of the credit goes to Higgs.
"I think it shows the majority of the province has confidence in how the premier has led this government and the province through this pandemic."

D'Amours says the high marks for Higgs also reflect a national phenomenon.
"People are looking for their politicians to take care of them, and if you look across the country, the approval rating of each government is pretty high."

Grenier agrees and says another aspect of the New Brunswick trend is matched elsewhere: many voters are satisfied with their provincial governments but won't necessarily cast ballots to re-elect them.

"Even though they might like the way a leader is handling this particular issue doesn't mean they would vote for them in an election," Grenier says.

Francophone support for PCs has grown

Liberal MLA and health critic Jean-Claude d’Amours said the high rating is a combination of all the work done by the all-party committee. (CBC)

That's not to take away from the PC progress among francophone voters. The 32 per cent support is double what Narrative found last fall.

At that time, the PCs were at 16 per cent among francophones, in third place behind the Greens at 20 per cent and the Liberals at 55 per cent.

But the gains are unlikely to allow the PCs to challenge Liberal dominance in heavily francophone ridings.

"The [Liberal] lead isn't as big as it was just a few months ago," Grenier says.

"But a lot of the seats they won in northern New Brunswick were won by such huge margins that even if we see a 10 to 20 point swing between the two parties, it still might not be enough to flip a lot of those seats."

When Narrative measured party support in northern ridings, as opposed to among francophone voters, the Liberal lead over the PCs was 43-39, within the poll's margin of error and thus a statistical tie.

Grenier says that might allow the PCs to make gains in northern ridings with mixed English-French populations.

PC hopes of broadening support among francophones have been hampered by the premier's own inability to speak French and his involvement three decades ago with the anti-bilingualism Confederation of Regions Party.

He has said repeatedly that his views on language rights have changed since then.

The PCs elected a single francophone MLA in the 2018 election, Robert Gauvin in Shippagan-Lamèque-Miscou, but he quit the party in February to sit as an independent.

Gauvin left over a plan to close some small-hospital emergency departments at night, saying  the government wasn't sensitive to the realities of francophone and northern New Brunswickers.

The hospital plan was quickly reversed but d'Amours says the controversy, and other concerns such as some Service New Brunswick outlets remaining closed, explain the poor PC results in francophone and northern areas.

"All those things combined still create confusion when you're saying 'do I want to support this one or that one?'"

Historical support for Liberals remains

PC party executive director Andrea Johnson said the poll results reflect the work Higgs has done to lead the province. (Jacques Poitras/CBC)

Johnson says the Liberal support must reflect historical voting patterns because Higgs's commitment to the entire province is clear.

"A rising tide lifts all ships," she says. "His focus is the entire province and his being the calm in the storm, leading us through the pandemic, gives people across the province confidence in him. How that relates at election time is anyone's guess."

Angus Reid's poll sampled 237 New Brunswickers between May 19 and 24. The results for the province had a margin of error of 6.4 percentage points.

Narrative's poll was conducted from May 1 to 20 and sampled 800 New Brunswickers. The satisfaction numbers are considered accurate within a margin of error of 3.5 percentage points in 19 out of 20 polls.

The margin of error for the voter intention numbers, based on a smaller sample of 503 respondents, was 4.4 percentage points.
Those margins of error would be even higher among the smaller regional and linguistic sub-samples.
The numbers represent a snapshot in time, so it's not a foregone conclusion the PC honeymoon will last.

Higgs has talked about using the COVID-19 recovery to springboard to a sweeping overhaul of how government works.

Such an initiative might not enjoy the same consensus support as his pandemic response, and could trigger the kind of backlash seen over the hospital plan.

"Whether these kinds of numbers would hold right through to an election is another question entirely," Grenier says.

Tieing up the Francophone vote and getting enough of the Anglophone voters to get control of the Government goes back to the McKenna days when he sold out the Anglophones of N.B to the SANB solely for power. for power .

People tend to forget that it wasn't just Higgs who helped control the pandemic in NB. It was because of the all-party committee formed in government to help solve this crisis that we managed to control the situation at hand. Higgs was only implementing what the committee asked him to do. If we didn't have a minority situation in government, the story of how our premier would've handled this crisis would've been completely different than what we've seen so far. Basing his performance on how he managed this pandemic is not an ideal way of measuring his overall performance, since most of his actions weren't all his to begin with. I still didn't forget the time when he slashed funding to medical programs for post-secondary education, when the need of new nurses and doctors were high, months before COVID-19 struck. Or his lack of support towards nursing home workers earlier this year. Those stories seems to have been brushed off from some people's minds already.

Lou Bell

I do not support the Liberal government if that's what your comment translates to.

Brian Robertson
Reply to @Gabriel Boucher:
You would prefer no cuts then; and to continue to spend more than we take in.
And please, for all our sakes, don't roll out that nebulous old left wing chestnut of making the Irvings pay their fair share, when you don't know what they pay for taxes, and how much IS fair.

James Smythe
Reply to @Brian Robertson: Offshore tax havens aren’t fair, which is what they’ve used since the 70’s to dodge tens of billions of dollars in money that could’ve been repatriated to Canada towards our health care system during a global pandemic. These loopholes leave us vulnerable, and you are clapping like a circus seal in celebration of this vulnerability.

Gabriel Boucher
Reply to @Brian Robertson:
Those medical program funds were to pay for supplies for med students to practice their skill upon, which was severely underfunded to begin with. Now students have to pay extra on their tuition to cover that cost, meaning that they're seeing a hike on their tuition due to that funding cut. Please note that tuition cost is already at an all-time high to begin with. This isn't about left-wing, right-wing. This is about poor decision making from our current government. If we really need more nurses and doctors, we shouldn't be penalizing our new recruits like that.

Brian Robertson
Reply to @James Smythe:
You intentionally omit the very reason the Irving Corporation was driven out of New Brunswick and set up the holding company in Bermuda was because Liberal Premier Louis Robichaud was trying to bring in an inheritance tax that would have robbed them of hundreds of millions of Dollars on the death of K.C. Irving.
There comes a time when liberal greed for someone else's money simply drives investors and entrepreneurs away.

Brian Robertson
Reply to @Gabriel Boucher:
Those tuitions are already heavily subsidized by government.Don't believe me? Compare them to that of international students who aren't eligible for them.
There's a point where people have to start carrying their own weight.

James Smythe
Reply to @Brian Robertson: So people dodging inheritance taxes with another form of tax evasion is ok then? Got it. Thanks for the explanation. Good grief.

SarahRose Werner
Reply to @James Smythe: Please supply details on this supposed federal "inheritance tax" because I've been working in taxes for two decades now and I've never heard of it. The income of the deceased, including capital gains on assets deemed to be disposed of on death, are taxed in the year of death. If a trust is opened for the estate, the income of the estate is taxed for the years of its existence. But there is no tax on the inheritance per se, as there is in the States for estates of greater than a certain amount

David Webb NB
Reply to @James Smythe: For the most part, tax laws are federal. You should be talking to Ottawa.

David Webb NB

Reply to @Brian Robertson: So Irving moving to Bermuda had nothing to do with the fact that Bermuda has no income tax?? Hah. You could have fooled me. Why would KC Irving move permanently to Bermuda on the mere possibility of an inheritance tax? And if he did, why did he not return to Canada when the inheritance tax never materialized? Please answer these questions as I look forward to the spin.

Premiers’ Performance: COVID-19 responses prompt massive increases in approval for most, but not all

Premiers’ Performance: COVID-19 responses prompt massive increases in approval for most, but not all

Only Alberta’s Kenney and Manitoba’s Pallister have sub-majority approval this quarter

May 28, 2020 – Provincial leaders across the country have had one priority over the past three months: dealing with the spread of the COVID-19 pandemic. Thus far, the reaction of their constituents has been positive – albeit to varying degrees.

Higgs and Legault

The two Premiers with the highest levels of approval this quarter are facing significantly different situations within their provinces when it comes to COVID-19.

In New Brunswick, Blaine Higgs and his Conservative government are overseeing a province with only one current active case and just 121 cases in total. The province is moving into its “yellow phase” which will allow larger gatherings and more economic activity in the coming weeks after undergoing a lockdown similar to the rest of the country. Four-in-five residents of New Brunswick say they approve of Higgs’ performance, up 32 points from February.

Related: ARI COVID-19 Tracker

The epicentre of the COVID-19 outbreak in Canada has been Quebec, with close to double the number of cases in that province compared to Ontario, despite five million fewer residents. Montreal and surrounding areas have made up the bulk of cases, which has led Quebec to open other areas of the province first while leaving measures in place in its metropolitan core. Concerns over the reopening risks in and around Montreal persist but Quebec residents are positive about the stewardship of Premier Francois Legault. Three-quarters (77%) approve of his performance this quarter, an increase of 19 points over last quarter.

Horgan and Ford

Seven-in-ten residents approve of British Columbia’s John Horgan (71%) and Ontario’s Doug Ford (69%). Ford, until now, has never held majority approval since his election – an uptick likely attributable to a change in character some have dubbed the “new Doug Ford”. From segments aimed to reduce stress during the pandemic, like  “Cooking with Doug”, to auto-tuned songs of his speeches, Ontarians have seen a different side of their premier. Perhaps most importantly, previous ARI polling shows that most Ontarians are satisfied with his coronavirus response, with nine-in-ten saying he has done a “good job”.

Likewise, Horgan’s job performance managing the coronavirus outbreak on the west coast, sees a recovery after a dip in approval due to the Wet’suwet’en protests against the Coastal Gaslink pipeline that shook his province earlier in the year.

The two provinces, however, appear to be following different trajectories with respect to COVID-19 cases. In Ontario, daily cases have been more volatile, rising in the middle of May, which Health Minister Christine Elliot attributed to residents not following proper protocols on Mother’s Day two weeks prior. Ford himself was criticized after seeing members of his family who were not from his household on that weekend. More recently, Toronto Mayor John Tory apologized for not social distancing alongside thousands of others at Toronto’s Trinity Bellwoods Park. Cases have since dropped below 300 per day again, but the provincial government decided to delay an increase in the allowable group size in the province beyond the current five people.

In British Columbia, businesses have begun reopening, though public officials have asked residents to remain in their communities and keep travel close this summer. B.C. reported just 12 new cases from the May 23rd weekend. B.C.’s COVID-19 cases per 100,000 are just above 50, while Ontario’s is just over 190. Each are well below Quebec on a per capita comparison:

Moe, McNeil and Ball

In Saskatchewan, Premier Scott Moe maintains his high approval (65%), though he has more company this quarter than has traditionally been the case. Moe is joined by two Atlantic Canadian Premiers whose approval has jumped more than 30 percentage points this quarter. Nova Scotia’s Stephen McNeil is approved of by 63 per cent of residents and Newfoundland and Labrador’s Dwight Ball, who had just weeks before the pandemic announced his resignation, is approved of by 57 per cent.

Nova Scotia has been the hardest hit Atlantic Canadian province, with 114 cases per 100,000, but reported just one new case of the disease on May 23, 24 and 25. Premier McNeil inspired internet videos and merchandise after he told residents to “stay the blazes home” in early April.

Kenney and Pallister

Just two premiers fail to break majority approval this quarter. Alberta’s United Conservative Party leader and Premier Jason Kenney is approved of by 48 per cent of Albertans, while Manitoba Conservative Party leader and Premier Brian Pallister garners the approval of 47 per cent in his own province.

Alberta is home to what is reportedly the largest single-facility outbreak of COVID-19 in North America, after more than 1,500 cases were linked to the Cargill meat-packing plan in High River. Kenney’s approval has not worsened but has enjoyed the considerable warming in approval that most other premiers enjoyed this quarter.

Meanwhile, Manitoba has among the fewest COVID-19 cases in the country. Premier Pallister has not enjoyed the considerable increase in approval that some other leaders have but enjoys a slight bump, up four points from last quarter.

Narrow paths to victory for Blaine Higgs and Kevin Vickers, but PCs have the easier route

After falling a few seats short of a majority in 2018, which seats do the PCs and Liberals need this time?

That's all that stood between Blaine Higgs and a majority government in New Brunswick's 2018 provincial election. If his Progressive Conservatives can hold every seat they won in that vote, then that's all that will stand between Higgs and a majority on Sept. 14.

So where can he find them? And where does Liberal Leader Kevin Vickers need to look for enough seats to form a government of his own?

It's not a given that Higgs and the PCs will be able to win all 22 seats they carried in 2018. Robert Gauvin won the riding of Shippagan-Lamèque-Miscou largely thanks to his own personal profile but quit the cabinet and PC caucus in February over the government's proposed closures of six emergency departments at night.

Gauvin is now running for the Liberals in the riding of Shediac Bay-Dieppe and the PCs will be hard-pressed to hold Shippagan-Lamèque-Miscou without Gauvin carrying their banner.

That puts the PC search up to four seats.

Using the seat projection model of the CBC's New Brunswick Poll Tracker, it's possible to identify the seats the PCs have the best chance of gaining.

At the top of the list are two seats won by the Liberals by narrow margins in 2018. Carleton-Victoria was won by just 3.2 percentage points, while Saint John Harbour was won by only 10 votes. With the Liberals down and the PCs up in province wide polling since the last election, these two seats could be the first to flip.

Fredericton-York was won by the People's Alliance by just 2.8 points in the last election. Support for the Alliance has been cut in half since that vote. That will make it difficult to hold this seat.

With these three, the PCs would be at 24 seats — meaning they need just one more.

They could win one of either Fredericton North or Victoria-La Vallée from the Liberals. The PCs finished less than five percentage points short of the Liberals in these two seats. In Fredericton North, the PCs don't need to draw away much of the 21 per cent that went to the Alliance in 2018 to move ahead.

If the PCs could carry both of these seats, their count would be up to 26. That would give their majority government some stability, even if they named a speaker from their caucus.

For more of a cushion, the PCs could look to Moncton East and Moncton South. The Liberals took them by relatively wide margins in 2018 — 11 and 15 points, respectively — but with the 13-point swing the Poll Tracker is estimating between the two parties province wide, those are margins the PCs could overcome.

Fredericton-Grand Lake, the riding represented by People's Alliance Leader Kris Austin, could also be within the PCs' grasp if the sharp decrease in Alliance support throughout the province is replicated in Austin's own seat.

It gives Higgs some room to manoeuvre, including gains from both the Liberals and the Alliance in multiple regions of the province. But his options are relatively limited. Beyond these seats, the well looks pretty dry for the PCs.

Liberals need to hold their seats before thinking bigger

The Liberals have a far narrower path to government considering where they stand in the polls. Trailing the PCs in province wide support is no path to victory for the Liberals. Even a narrow lead might not be enough to overcome the PCs' better vote distribution.

But, let's assume the Liberals recover over the last days of the campaign and are able to hold the 21 seats they took in 2018. While that will be no easy feat — several of the seats mentioned above are trending PC — it would leave them only four short of a majority.

Two seats jump out as must-wins for the Liberals. Though Gauvin is running elsewhere, the party would need to win his previous seat of Shippagan-Lamèque-Miscou. The next would be Miramichi, the riding in which Vickers is running. He'll need to beat the Alliance's Michele Conroy, which is by no means a given. But it is hard to imagine a good night for the Liberals if their leader goes down to defeat.

The Liberals under Kevin Vickers are trailing in the polls, but if they can hold the seats they won two years ago, they won't need many more to form a government. (CBC News)

With those two gains and 23 seats, the Liberals might be able to form a minority government. If the aim is a majority, then they will need at least two more.

Their best options would be in the southeast of the province. Polls suggest the Liberals are running third in and around Fredericton, but they are much more competitive around Moncton.

If a Liberal recovery was due to a PC decline, then they might be able to wrest Moncton Northwest and Moncton Southwest from them. The PCs won these seats by narrow margins in 2018. Helping matters for the Liberals is the presence of an Alliance candidate in Moncton Southwest, unlike two years ago.

On the other hand, if the Liberals pull support from the Greens they might look to win back the seats of Kent North and Memramcook-Tantramar that were lost to the Greens in 2018.

Either of these scenarios, however, imagine a considerable improvement in the Liberals' position. What if, instead, the Greens continue to make inroads at their expense?

Greens need PC as well as Liberal votes

Finding new seats for Green Leader David Coon to win is not easy. His party won three in 2018 but finished second in only two others: Restigouche West and Restigouche-Chaleur. The Greens finished 21 and 54 points, respectively, behind the Liberals in these two seats. The party will need to make significant gains among francophones in the province in order to move into contention in these ridings.

Fredericton, where the Greens won a seat in the October 2019 federal election, has more promise — but only if support for the PCs comes down. Polls suggest the PCs have pulled a lot of support away from the Alliance in and around the city. If they hold that support on election day, the Greens would struggle to win any new seats with Liberal votes alone.

The Greens under David Coon made a breakthrough in the 2018 New Brunswick election, winning three seats. In order to grow their caucus, they will need to draw votes away from both the Liberals and PCs. (Graham Thompson/CBC)

The People's Alliance, too, needs to see PC support drop in order for them to have a hope of retaining all three of the seats they won in the last election. Keeping the balance of power in a minority government also depends on it. Gains will be hard to come by.

In the end, the fate of all four parties and their leaders could come down to just a handful of individual seats. The path to victory looks easiest for Higgs.

He has just over a week to take it.

New Brunswick Poll Tracker

From CBC poll analyst Éric Grenier, the Poll Tracker aggregates all publicly available polls.

While the final polls of the campaign suggest the race has tightened between the Progressive Conservatives and Liberals, the PCs have retained their lead and their vote distribution across the province is likely to be more efficient — as it was in 2018 when the party took one more seat than the Liberals despite placing second in the popular vote. This means the PCs are still in a strong position to contend for a majority government. Polls have indicated an uptick in Green support at the tail end of the campaign, while the People's Alliance has taken a big hit since 2018.

The provincial trend lines

Since 2018, the PCs have made gains at the expense of the People's Alliance and have largely held the inroads they made since the last election. The Liberals never recovered from their post-election slump and have been unable to gain any traction during the campaign. Instead, the Greens have picked up some of that departed Liberal vote and appear to be the only party with some positive momentum going into election day. Regional polling suggests the PCs are likely to pick up seats in southern, anglophone New Brunswick while the Liberals have held their advantage among francophones in the province.

> release of a survey that showed a lack of confidence by officers in
> the abilities of upper management.
>
> "What I am saying to the police is sit down, clean it up and deal with

>
> It also questioned the chief's accessibility, his vision for the

> police department.
> "We are going to address the issues that can be addressed and should

Moncton woman's medicare benefits arrive just days ahead of baby

Temporary residents experience long delays in visa renewal process

With her second child on the way, the last thing Giselle Bertolacini thought she'd have to worry about was paying for her scheduled C-section.

But after her visa expired in March, that's exactly what she was facing.

She began to panic about how she was going to pay the mounting prenatal fees and the cost of her June 2 delivery.

"It was a tough situation because every time I went to my doctor, the secretary was there to say that they were not being paid, and I would have to pay for my consultation."

Bertolacini was frustrated because she thought she had done everything right.

She moved to Moncton from Brazil in 2018 with her husband and young son. As temporary residents, they were covered under New Brunswick's medicare program.
In December, she applied to renew her visa — three months before it was set to expire.

She never dreamed it would take so long to process her application.

When her visa expired in March, so did her medicare.

But because she applied before her visa expired, she believed she was covered by "implied status," which stipulates that as long as a temporary resident applies before their visa expires, their status is automatically extended until a formal decision is issued.

Bertolacini believed that extension would also apply to medicare benefits.

"But that's not what happens in real life because when your visa expires, you SIN number and your medicare expire at the same time," she said.

Bertolacini wasn't exactly sure how much it would cost her family to deliver their second child, but she knew it would be more than she could afford — $3,000 per day for her hospital stay, another $2,000 per day for her baby, she was told. Add to that, the cost of the physician, the anesthesiologist, and other related fees.

"It was tough because we felt like we were left all alone here. Even though we worked full time and we paid our taxes just like any other Canadian or any other immigrant, we didn't have access to the benefits we were supposed to have," she said.

But good news arrived last week.

The Bertolacinis got a call from Immigration, Refugees and Citizenship Canada to tell them their application had been approved. That meant — with only days to spare before the scheduled C-section — their medicare benefits were reinstated.

And more good news arrived his week.

On Tuesday, Noah Bertolacini arrived by caesarean section, weighing in at 3.83 kg (eight pounds seven ounces) — and all costs were paid by medicare, said Giselle Bertolacini.

Noah Bertolacini was delivered by C-section on Tuesday, just days after his family's medicare benefits were reinstated. (Sumbitted by Giselle Bertolacini)

She said she and Noah are doing well. She just wishes she didn't have to fight so hard in the latter stages of her pregnancy, and she hopes her experience will help other families — and perhaps even change the system.

"I hope that other families will not have to struggle the way we struggled in such a special moment. When you prepare to receive a newborn, it's a moment of happiness."

She said the last thing expectant mothers need is the added stress of wondering how to pay the bills.

"I hope other families will not have to struggle with this kind of situation in the future and I also hope that my kids will learn from it as well — that you have to fight for what is right and being successful in life requires lots of effort."

Not alone

The executive director of the Multicultural Association of Greater Moncton says she knows of other women who find themselves in a similar position.

Myriam Mekni is worried that if the processing system continues to plod along at the current rate, other people will find themselves having to pay for medical care out of pocket.

Mekni said she also experienced "implied status" as she waited for her application to be processed.
She said the federal government, which is responsible for immigration, has left it up to provinces to decide what to do about medicare coverage during the implied status period.

Some provinces, including Alberta, have decided to extend coverage, but Mekni said New Brunswick has not.

She said her organization has been trying to convince the province to do so.
"There was a lot of conversations," she told CBC's Information Morning in Moncton on Monday.

"We haven't had a lot of response from the health department or medicare when we tried to resolve this situation and when we tried to advocate for other clients."

She said her group has only received "generic responses" from government officials.

"So I don't know if the health department, or medicare specifically, are making an effort to change this."

Loss of health benefits a side effect of COVID-19 pandemic for some

Myriam Mekni, the executive director of the Multicultural Association of Greater Moncton, says some foreign students and workers have lost health benefits. 10:06

Attempts by CBC to clarify the situation with New Brunswick's Department of Health weren't successful.

On Friday, department spokesperson Bruce Macfarlane said, "For privacy purposes, medicare cannot comment on individual cases. Should an individual have new information on their status such as a VISA, the individual should contact medicare immediately with the most-up-to-date information."

He did not answer the question of whether medicare coverage is extended during the "implied status" period.

Methinks the lady should count her lucky stars Higgy et all appear to enjoy keeping a "Stay" on my right to Health Care but I am saving the bills in order for me to sue them to pay me back tenfold Perhaps then they won't laugh so hard at me N'esy Pas?

Ray Oliver
Reply to @David Amos: No. They'll still laugh. Just the same as the rest of us do. Bank that one tenfold!

"We haven't had a lot of response from the health department or medicare when we tried to resolve this situation and when we tried to advocate for other clients."
Even New Brunswickers often recieve a "no response" from our health department. Its the culture here to not respond.

David Peters
Reply to @Dave Corbin:
It's a monopoly. They don't have to care what the individual service users think or say.

Terry Tibbs
Reply to @Dave Corbin:
Any government employee, who intends to remain a government employee, knows enough to "know nothing, see nothing, admit to nothing, decide nothing, and most importantly say nothing".
