Auto insurers' interest in N.B. credit scores is bad news for many
New Brunswick has Canada's highest rates of personal insolvency and some of its lowest credit scores
Figures show the rate of New Brunswick adults coping with serious financial problems is the highest in Canada for the fourth year in a row, adding a wrinkle to the introduction of credit scores as a factor in setting auto insurance rates in the province.
Over the last several months, the New Brunswick Insurance Board has given several insurance companies the go-ahead to ask customers for permission to use credit scores as a factor in setting auto premiums.
It could be a significant change in a province where an unusually high number of people struggle with personal finances.
According to figures compiled by the Office of the Superintendent of Bankruptcy Canada, about one in 87 New Brunswick adults — 7,246 in total — filed for insolvency over a 24-month period ending in July.
That's the highest number per capita in the country over those two years and about 65 per cent above the national average.
An insolvency can involve an outright personal bankruptcy or a formal "proposal" to creditors to settle debts for a partial payment.
Financial troubles nothing new
But high rates of personal financial trouble are nothing new in New Brunswick.
Over the last 10 years, 40,000 New Brunswick adults — about 1 in 16 — have sought some kind of protection from creditors.
Andrew Graham, CEO of the free online credit score site Borrowell, said credit problems among New Brunswick residents show up in his own company's data.

"When you look at credit scores across Canada and you look at scores in the largest cities, three of the bottom five are in New Brunswick," said Graham.
Last spring, in a national compilation of average credit scores of Borrowell users in 20 Canadian centres, residents of Moncton finished 20th. Saint John residents, who posted even worse credit scores, would have been last but were not included in the survey.
Credit scores are compiled by companies like Equifax and TransUnion that track consumer borrowing and bill payment histories.
A perfect credit score in Canada is 900. Anything above 740 is considered excellent. Below that, scores tumble quickly into the good, fair and poor range.
According to Graham, the average credit score of Borrowell's New Brunswick users is 634, with average scores in Moncton slightly higher at 636 and Saint John well below the provincial average at 625.
Below national average
Fredericton residents had the best average scores of the three, at 656, but all three cities were below national averages with scores in the fair-to-poor range.
"For good, we typically think anything between 713 to 740, fair is 660 to 712 and below 660 it definitely gets harder to get credit," said Graham.

"New Brunswick is actually at the bottom, unfortunately, of the list of Canadian provinces."
Auto insurance companies have not said publicly how much credit scores might affect premiums in New Brunswick. But they argue it's an efficient way to differentiate between customers with otherwise similar driving records.
Citing their own New Brunswick accident data as well as several American studies, some more than 20 years old, insurers successfully convinced the board that bad credit points to risky personal behaviour that makes people accident risks.
"By including Credit Score, which has shown to be an apt predictor of risk, it will further segment our risks leading to the most just rates for policyholders," Wawanesa, New Brunswick's largest insurer, argued in its successful application.
"Those policyholders who are likely to generate the highest costs will be charged more than those who are likely to generate lower costs,"
In its decision granting Wawanesa the right to set rates using credit scores for customers who agree to the practice, the board said it had been satisfied by the company that there is a connection between bad credit and bad driving.

"[Wawanesa] argued an individual's level of risk taking, risk tolerance and responsibility with financial matters, as reflected in his/ her credit score, is a behaviour reflected in other expressions of risk taking, risk tolerance and responsibility, including driving patterns, risk avoidance and a general level of care," read the decision.
Graham said there is evidence to support the position of insurance companies that drivers with bad credit do pose a higher risk to make a future claim but notes credit scoring itself is not a flawless process and should not be relied on too heavily.
Tenants, for example, do not get the same credit for making rent on time that homeowners do for making mortgage payments.
Others with no credit history, like new immigrants, young people, spouses in marriages where one person controls the money and others, can be invisible to the credit scoring system and show up as a bad risk when they are not.
"Having no score, you know, is pretty much as challenging or almost as challenging as having a low score," said Graham. "It's certainly a tricky area and one I think that needs to be handled very cautiously. There's lots of reasons why people may have low scores or no credit scores."

Minister Morneau Launches Advisory Committee on Open Banking

The Government of Canada is committed to supporting a financial sector that promotes competition and consumer choice while continuing to deliver financial stability and economic growth.
In keeping with this commitment, Minister of Finance Bill Morneau today launched the Advisory Committee on Open Banking, and announced the appointment of its four members: Colleen Johnston, François Lafortune, Kirsten Thompson and Ilse Treurnicht. Biographical notes of the members can be found below. With their respective experience in the areas of financial services, financial technology and privacy, the Advisory Committee members will bring a broad range of perspectives and expertise to the review on open banking.
Establishing the Advisory Committee is the first step in a Government of Canada review of the potential merits of open banking, as announced in Budget 2018. A consultation paper will be released later this year to help guide the Advisory Committee's engagement with Canadians. Following consultations, the Committee will deliver a report assessing the potential merits of open banking for Canada, with the highest regard for consumer privacy, security and financial stability.
Open banking has the potential to offer a new, secure way for Canadian consumers—including small businesses—to share their financial transaction data with financial service providers, allowing them to benefit from a broader range of financial products and services. It is also expected that by giving financial technology companies (fintechs) and other financial service providers increased access to consumer financial transaction data, they will be able to develop products more tailored to consumer needs and preferences—helping to boost the level of competition in the financial sector.

Colleen Johnston
Colleen Johnston was most
recently Group Head, Direct Channels, Technology, Marketing and
Corporate & Public Affairs for TD Bank, where she helped reshape the
bank, its technology capabilities and the digital and customer
experience. From 2005 to 2015, she was TD's Chief Financial Officer, and
helped guide TD through the financial crisis and played a key role in
the bank's growth and North American expansion.
Among her many professional honours, Ms. Johnston was named CFO of the Year in 2012, an award that recognizes quality, insight, direction and leadership of Canada's senior financial executives.
Active in the community throughout her career, with a particular focus on health and well-being, Ms. Johnston has served on the Boards of St. Michael's Hospital, the Heart & Stroke Foundation and Bridgepoint Health, among others. Her contributions have received numerous awards, including the Catalyst Canada Honours in 2013 and a YWCA Toronto Women of Distinction Award in 2016.
François Lafortune
François Lafortune is a Montréal-based entrepreneur and investor with fifteen years' experience in building businesses and the financial technology sector. He is the founder and Chief Executive Officer of Diagram, a venture launchpad that helps create and launch technology companies pursuing disruptive innovation in the financial and insurance sectors, and a partner of the venture capital arm of Power Financial Corporation.
Mr. Lafortune spent seven years at McKinsey & Company, during which time he served as co-leader of McKinsey's Canadian Technology practice. He advised senior executives of leading North American banks and insurers on a broad range of technology-related topics, such as creating technology blueprints for digital transformations of a number of banks, and leading a multi-year transformation of the IT delivery organization of a major financial institution.
Mr. Lafortune earned a Bachelor of Engineering from McGill University (Honours Program, graduating with Great Distinction), and an MBA from the Stanford Graduate School of Business. At McGill, he received the J.W. McConnell Scholarship for outstanding academic performance and John D. Thompson Prize for Entrepreneurship in Engineering.
Kirsten Thompson
Kirsten Thompson is a partner in the law firm Dentons Canada in Toronto and is the national lead of their Transformative Technologies and Data Strategy group. She is also a key member of Dentons Privacy and Cybersecurity group. Previously she was a partner in another leading firm and founded and led that firm's Cybersecurity, Privacy and Data Management group as well as played a key role in its Fintech practice. She has both an advisory and advocacy practice, and provides privacy, data security and data management advice to clients in a wide variety of industries. She has provided privacy and cybersecurity advice and breach response services to some of Canada's largest financial institutions as well as many of Canada's innovative new participants in the financial services sector.
Ms. Thompson's expertise in privacy and data protection has received numerous accolades and she was most recently ranked again by Chambers Canada as a leader practitioner, as well as being recognized in The Best Lawyers in Canada as one of Canada's leading lawyers in Privacy and Data Security Law. She is active in her community and currently serves on the board of the Canadian IT Law Association, and was previously a board member of the Women's College Hospital.
Ms. Thompson holds a Master of Laws from Osgoode Hall Law School and a Bachelor of Laws from Queen's University.
Ilse Treurnicht
Ilse Treurnicht was most recently the Chief Executive Officer of the MaRS Discovery District, a leading innovation hub in Toronto, from 2005 to 2017.
Ms. Treurnicht came to MaRS from a seed-stage venture capital fund called Primaxis Technology Ventures, where she was president and CEO. Before that, she held senior management roles in a number of startup companies and had been involved in the commercialization of technologies in the health and cleantech sectors.
A Rhodes Scholar, Ms. Treurnicht received her DPhil in chemistry from the University of Oxford. She completed her graduate and undergraduate degrees in South Africa.
Ms. Treurnicht has been a tireless advocate for building a Canadian innovation ecosystem that fosters both economic and social prosperity, and for supporting women in innovation.

Today, the Honourable Chrystia Freeland, Deputy Prime Minister and Minister of Finance, welcomed the final report from the Advisory Committee on Open Banking. The report makes recommendations on how to modernize the Canadian financial services sector and implement a secure open banking system that gives Canadian consumers the confidence and convenience they are looking for in today’s economy.
The global economy is undergoing a rapid digital transformation—and the Canadian economy and financial sector are following suit. The Canadian financial sector must keep pace with the needs and expectations of consumers in the rapidly changing digital economy—while preserving the strengths of Canada’s banking system, which is recognized and admired around the world.
As noted in the Advisory Committee’s report, more than four million Canadians are currently accessing open banking-style services (e.g. personal budget planners, robo-advisors, and non-traditional lending) via “screen scraping,” which requires people to share their banking login credentials, and which is unsecure, inefficient, unregulated, and an unreliable method of data sharing. Canadians deserve a secure open banking system that is safe, regulated, efficient, and protects their interests. The government is committed to safeguarding the privacy of Canadians and ensuring they have control over their own data; this same approach will be adopted by the government as it moves forward with open banking.
With the appropriate security framework in place, open banking can contribute to economic growth in a data-driven, digital economy and improve the financial outcomes of Canadians and their businesses, which is vital for post-COVID-19 recovery.

How we built a tech company that is 50 percent women
Tech has a gender problem. According to Fortune, only 2.2 percent of venture funding in 2018 went to female-founded companies. Only 21 percent of American tech executives are female, compared with 36 percent in other industries. And a 2015 study of women working in tech in the Bay Area found that 60 percent of respondents had experienced unwanted sexual advances.
Statistics like these are well-known. And yet for anyone involved in building a tech company, particularly in the early days when resources are scarce and bouncing payroll next month is a fear, worrying about the gender makeup of your team can seem like a luxury. As a founder still in the early stages of scaling a company, I can understand this perspective. But I’ve come to believe that it’s wrong.
Borrowell’s journey
In mid-2016, two years into building Borrowell, we were failing badly at gender balance. Of our team of 16 people, only three identified as women. We had just hired five men in a row.

This was despite the best of intentions. Like many founders, I wanted to build a company made up of great people and that would naturally mean hiring from across the gender spectrum. I had recruited a female co-founder, Eva Wong, and had always thought of myself as someone who cared about diversity and inclusion. We thought we were aware of our biases and focused on hiring the best person for each job. But our hiring pipeline skewed male, and women weren’t getting through our interview process or accepting offers. The results were stark: 80 percent of our team was made up of men.
Fast forward three years and much has changed. As of this week, exactly 50 percent of the team – which is more than four times as large as in 2016 – identifies as female. So, what did we do to turn things around?
While we are far from perfect and have a lot of work to do when it comes to inclusivity, we believe these five things helped us reach our goal and can be easily adapted to suit other companies looking to hire more women.
1. Starting early
Eva joined at the very early stages and has become one of Canada’s most prominent female leaders in tech, being instrumental in helping to recruit and inspire many women at the company. Making a decision to focus on diversity in the early days made it an easier challenge to tackle; if we had been 100 employees and 80 percent male, the task would have been much harder.
2. Adopting inclusive hiring practices
In the early days, we’d write in our job descriptions that we were looking for “rockstars” and include long lists of required skills. The research is clear: such practices discourage female applicants. This is partially because, in general, men are more willing than women to apply for roles for which they don’t have all the required skills. Today, our job descriptions are written in inclusive, encouraging language and our hiring processes (after some trial and error) have been refined to accommodate different types of learning and presenting styles.
3. Setting a goal and measuring against it
We made it public that our goal was to reach gender parity. I believe that making it known internally with the team, featuring it prominently on our careers page, as well as posting about it on social media, tremendously helped our recruiting efforts. Being open about our goal and the struggles we faced demonstrated it was something we cared about as a company. We’ve always been clear that our motivations are two-fold. First, it’s the right thing to do. Second, diverse teams perform better.
4. Being present in the community
Both Eva, and our VP of Talent, Larissa Holmes, are highly visible in the Canadian tech scene. As leaders in tech, and frequent speakers on diversity and inclusion, they’ve been able to build strong personal brands that have helped us attract and retain talented women. As a straight white male, I’m doing what I can as well. For example, I don’t participate on all-male panels and will pass my invite to a female colleague if I’ve been asked to speak on a “manel.”
5. Realizing there is more work to do (and there always will be)
The diversity and inclusion journey doesn’t end. We still make mistakes and do our best to learn from them. I’m thankful that the team at Borrowell continues to challenge us to do better, and takes ownership to create an environment where people feel like they can be themselves. It’s important to be a diverse company, but it’s important for us to be a company where all employees feel like they belong.
Building a gender-balanced team can be done, but not without time and effort. As a community of entrepreneurs tackling some of the world’s hardest and most complicated problems, we need highly diverse teams of people working together to come up with the best solutions. We’ll do ourselves and our customers a disservice if we don’t succeed.
