Trudeau open to electoral reform talks if re-elected but won't support proportional representation
Trudeau says ranked ballot is his preference because it makes for less-divisive elections
Liberal Leader Justin Trudeau says he remains open to getting rid of Canada's first-past-the-post electoral system if his party is re-elected, provided there's consensus on the issue — something he says was lacking in the past.
Trudeau says, however, that he would not favour proportional representation as an alternative, because it "gives more weight to smaller parties that are perhaps fringe parties."
Instead, he says a ranked ballot would be his preference because it contributes to less divisive elections.
"This is something that we approached years ago. There was no consensus. If ever there is more of a consensus, it could be interesting to follow up on, and I'd be open to that, 'cause I've never flinched in my desire for ranked ballots," he said during a stop in Aurora, Ont.
"But that's not the priority, and this is the first time in 36 days that anyone has asked me about about electoral reform."

The Liberal leader first raised the prospect of electoral reform in 2015 by promising that the federal election held that year would be the last to use the first-past-the-post method, a pledge he would ultimately renege on.
Under a ranked ballot that Trudeau favours, voters mark their first, second and subsequent choices. If no candidate wins more than 50 per cent of the vote, the contender with the fewest votes is dropped from the ballot and his or her supporters' second choices are counted. That continues until one candidate emerges with a majority.
NDP, Greens support change
Under first-past-the-post, voters pick one candidate in their riding and the person with more votes than any other candidate wins the riding. The successful candidate doesn't need to win a majority of votes to take the riding.
Advocates of electoral reform want this changed to some other voting system, such as proportional representation, which they say would reduce the practice of strategic voting and more accurately reflect voters' views.
The NDP has committed to replacing our voting system with mixed-member proportional representation as part of their first mandate, if elected.

Under mixed-member proportional representation, voters have to make two choices on a ballot: one for a candidate to represent them locally and one for a party.
The Green Party supports proportional representation but is not advocating for a particular model.
The Conservative Party's platform does not include electoral reform.
Since Trudeau's initial promise, two provinces have held referendums on electoral form.
In December 2018, British Columbians voted against moving to proportional representation by 61 per cent to 39 per cent. Four months later, in Prince Edward Island, the vote was different but the verdict was the same, with Islanders saying no to proportional representation by 52 per cent to 48 per cent.

How the censorship law affects us
In order to avoid the onerous and extreme reporting requirements for “Third party advertisers”, we must adhere by the Liberal-imposed gag period of August 16th to Election Day, 2021.
According to the Elections Canada rules, we cannot make our website content publicly available without triggering extreme and onerous reporting requirements. CLC is not willing or able to trigger Third Party Advertising rules, so our federal election resources will no longer be available to the public until after the election.
Throughout the remainder of the election period, we are only permitted to make our voter guide and candidate rating pages available to our private database of donors, supporters and stakeholders.

Rural voters want jobs, representation in New Brunswick Southwest
New Brunswick Southwest historically has elected Conservative MPs, opponents hopeful riding ready for change
New Brunswick Southwest has been a Conservative stronghold for the past two decades, but in this campaign even the incumbent, Conservative John Williamson says the riding "isn't a sure thing" for the party.
"You can't take anything for granted in today's volatile election cycle," Williamson said during a series of candidate profiles.
"The big issue, door to door, is jobs and the economy and what the government can do to help, what government can improve the situation for working families, businesses, so our tomorrow's are going to be better than today and I think we have a good record on that."

In 2011, Williamson secured more than 56 per cent of the vote.
It wasn't necessarily a surprise, since the region has historically elected Conservatives since 1968, dating back to the old Carleton-Charlotte riding.
Opponents hope there is enough desire for change among voters to finally overtake the Tory dominance in the large rural riding in the southwest corner of the province.
The only time a Liberal candidate has captured the riding was in 1993 when the Progressive Conservatives collapsed under Kim Campbell.
Liberal candidate Karen Ludwig says she's up for the challenge to do it again in the southwestern riding.
She says the biggest issues facing the riding are sustainable jobs, health care and dealing with an aging population.
"For a long time, New Brunswick Southwest felt like a forgotten riding in terms of attention from Ottawa, attention in terms of infrastructure investments, focus on jobs," Ludwig said.
"I'm told the incumbent hasn't represented their interests and they feel embarrassed."

"Many tourism businesses in New Brunswick Southwest could benefit from greater exposure. It's encouraging when people come to the area and are amazed at the possibilities, the beauty, the diversity of the area and they ask the question, 'How can I work here?'" Ludwig said.
"They look for business opportunities, they look for high-speed internet, in rural New Brunswick, high-speed internet is an issue. They're looking at expanding markets in St. Stephen and St. Andrews and students graduating form local community colleges are looking for jobs."
Over the last decade, the NDP has overtaken the Liberals for second place in the riding, taking 23 per cent of the vote in 2011.
It is Andrew Graham's fourth time running federally for the NDP.
Graham, a carpenter and woodworker, says he is also hearing that constituents are looking for better job prospects.
"They want a change in how government looks at rural communities. Farmers feed cities, we need resource extraction that can build a diversified rural economy," Graham said.

Graham says he's also hearing that people feel overlooked and want stronger rural representation.
"Just because people living in rural areas doesn't mean they don't want something positive and progressive for the communities. And as we can see with the closing of rural schools and threatening our courthouses in St. Stephen, people are tired of these worn out policies that are breaking down our rural communities," he said.
"They want real change. And some vision."
Pipeline concerns
Gayla MacIntosh, a taxi driver, is the Green Party candidate for New Brunswick Southwest.
She says even though she's also hearing the push for jobs, people don't want projects, such as TransCanada Corp.'s proposed Energy East pipeline, to come at the expense of the environment.
"What is the risk we're taking by bringing in the pipeline, by bringing in shale gas? Is it worth the risk?" MacIntosh said.
"I would rather it be put back on the table and backed off. We're giving away most of our resources instead of getting out of them what we should be getting … I don't want to put our environment into risk."
The riding was formed in 2004 by taking 90 per cent of Charlotte-New Brunswick Southwest and adding 11 per cent of Fundy-Royal.
Charlotte-New Brunswick Southwest had been created in 1996, with the majority of its residents coming from the old Carleton-Charlotte riding.

Candidates running in Fundy Royal are appealing to the middle class in the typically Tory-dominant riding, with a focus on jobs and the economy.
The Conservatives have strong roots in the southern New Brunswick riding — this area has given its support to the Conservatives in every election for the past century, save for 1993, when Liberal Paul Zed won office.
In 2011, Conservative incumbent Rob Moore captured nearly 60 per cent of the vote.
Moore said he hopes the party's record, with its focus on the economy and direct benefits to people, will earn him another term in office.

The Tory incumbent pointed to programs, such as the Universal Childcare Benefit, as well as family income splitting and pension income splitting, that has left more money in the pockets of Canadians.
But, he said, he has also delivered on bringing federal cash to his ridinng.
Moore says the biggest question he's heard at the door is how the next government will move the regions's economy forward.
He says the answer lies in TransCanada Corp.'s proposed Energy East pipeline.
"The [Irving Oil] refinery is employing many people in our region, there's a lot of spinoff benefits, and if we can bring that resource from Alberta to New Brunswick to be refined and sold from our port, that is a great economic opportunity," said Moore.
Liberals focus on seniors, middle class
Liberal candidate Alaina Lockhart said she is trying to appeal her campaign to the middle class.
"That's the majority of Fundy Royal," said Lockhart, who has owned Lockhart's Weddings and Special Occasions Inc. since 2004.
"People working everyday to make ends meet and the fact that we have a national campaign focused on strengthening the middle class to put more money in their pockets to then stimulate the economy, I'm encouraged by that," she said.
Lockhart says her party's focus on seniors through initiatives like affordable housing, strengthening the Canada Pension Plan and guaranteed income supplement would benefit the region.
"They worked hard their whole lives and we need to make sure they have secure retirements," she said.
Hopeful for change
NDP candidate Jennifer McKenzie says she's sensing an eagerness for change in the large riding.
McKenzie, an electrical engineer living in St. Martins, threw her name in after becoming "discouraged and disillusioned by the current government."
People want our youth back, we want to have reasons to stay here.

The region has lost a lot of its youth because of the Harper government's lack of focus on the economy, she said.
" be part of the economy and have jobs," she asid.
"The current government's focus on the prairie provinces in the oil and gas industry left New Brunswick and the Atlantic provinces neglected, and we actually had a three year recession here."
McKenzie says the NDP's focus on small business would better serve the area's economy.
"Our agricultural industry should be flourishing, we have to make sure we protect the family farm, there's fishing, forestry, I'm proud of our tourism initiatives, so much is a good fit to the NDP," she said.
Lost youth
Stephanie Coburn, the Green Party candidate for Fundy Royal, says the promise of 14,000 direct and indirect full-time jobs across Canada is "hugely exaggerated."
"The pipeline is a bad idea for people locally and we heard about the pipeline spills in northern Alberta and Michigan, and that ... oil they hope to bring in through the pipeline is impossible to cleanup," Coburn said.
"It's a bad idea nationally because it's all going to be exported … And it's going to contribute so much to the greenhouse gases we're trying to avoid to the globe, and exacerbate global warming terribly."
Coburn says she has heard encouragement for her party at the door, a big turnaround from when she first stepped into the political arena in 2010.
"Now I feel I'm finally not talking into the wind as I have been a long time about environmental issues," said Coburn.
"People are aware of the environmental problems we experience, and we're going to experience if we don't make some changes. That's a positive change from when I first ran."
Fundy Royal contains parts of the counties of Albert, Kings, Queens, Saint John and Westmorland and includes St. Martins, Salisbury, Sussex and Petitcodiac, as well as part of Quispamsis.

Police are searching for a gunman after four officers and an unknown
number of civilians were injured Friday in a shooting near a Planned
Parenthood clinic in Colorado Springs, Colo.
Police initially said the gunman had been "contained" but later
couldn't confirm that report.
"This is an active situation," Colorado Springs Police Department
spokeswoman Lt. Catherine Buckley told reporters in comments broadcast
on Fox News.
When asked whether the shooter had taken hostages, she replied: "There
is that possibility. There are a lot of possibilities with this
scenario."
Authorities received a call of shots being fired near the Planned
Parenthood clinic before noon.
Responding officers exchanged gunfire with the shooter, Buckley said,
adding it was not known if the shooting had any connection to Planned
Parenthood.

Denise Speller, the manager of a nearby haircut salon, said she heard
as many as 20 gunshots in the span of less than five minutes.
She told the Gazette of Colorado Springs that she saw a police cruiser
and two officers near a Chase Bank branch, not far from the Planned
Parenthood facility.
One of the officers appeared to fall to the ground. The other office
knelt down to render aid and then tried to get the officer to safety
behind the car, she said. Another officer told Speller to seek shelter
inside the building.
"We're still pretty freaked out," Speller said by phone. "We can't
stop shaking. For now we're stuck back here not knowing."
As the event unfolded Friday, ambulances and police vehicles were
lined up near an intersection, and police told people via Twitter to
stay away from the "active shooter scene."
Mike Pelosi, who works at a deli at a nearby grocery store, said he
heard over the store's loudspeaker just before noon that nobody could
leave the store.
Pelosi said customers and store employees were confused about what was
going on but not panicked. He said a couple of dozen customers were
standing near the store entrance waiting for instructions.
"It's not usually a busy day for us, and no one is panicking or
anything," Pelosi said. "But they haven't told us anything except that
we're not allowed to go outside."

The Planned Parenthood clinic is located next to a building that
houses several medical offices. The facility provides abortions,
screening for sexually transmitted diseases, pregnancy testing and
other services, according to its website.
"At this time, our concern is for the safety of our patients, staff
and law enforcement. This is a developing situation, and we'll
continue to share updates as we have them," Vicki Cowart, president of
Planned Parenthood Rocky Mountains, said in a statement.
Recent controversy over Planned Parenthood
Planned Parenthood — which provides reproductive health services and
education, including abortion — has been a political flashpoint in
recent weeks as several Republican-controlled states tried to cut the
group's funding. The moves came after an anti-abortion group released
video it alleged featured discussions about the illegal sale of fetal
tissue.
U.S. Congress has launched an investigation into the footage, which
was first released in July and prompted a campaign by Republicans in
Congress to try and defund the organization, which gets about $500
million US in federal funding per year.
The Colorado Springs clinic has been the target of repeated protests
and in recent years moved to its current location, which has been
derided as a "fortress" by anti-abortion advocates.
Hundreds of protesters picketed in front of the clinic in August as
part of the push to cut off public funding, according to the Colorado
Springs Gazette.
Colorado Springs is located about 110 kilometres south of Denver.
