If employees still haven't had their shots or received some sort of accommodation under the Canadian Human Rights Act two weeks after that date, they will face "disciplinary action that could ultimately cost them their job," a senior government official said at a technical briefing with reporters ahead of Trudeau's announcement.
Unvaccinated employees will be barred from going to work, either in person or remotely, and they will be put on administrative leave and denied pay. A senior official said these employees will not qualify for employment insurance (EI) benefits.
"These travel measures, along with mandatory vaccination for federal employees, are some of the strongest in the world because when it comes to keeping you and your family safe, when it comes to avoiding lockdowns for everyone, this is no time for half measures," Trudeau said.
"If you've done the right thing and gotten vaccinated, you deserve the freedom to be safe from COVID. To have your kids be safe from COVID. To get back to the things you love."

The employees who fall under this mandate will not have to produce their proof of vaccination documents. Instead, it essentially relies on an honour system: employees will have to sign an attestation form certifying that they've had the necessary shots.
These attestation forms will be audited and managers can ask for proof of vaccination at any time.
"Lying would mean disciplinary measures would be taken. It's consequential for an employee to lie," a senior government official said, adding that a false statement would breach the Values and Ethics Code for the Public Sector and could result in termination.
Federally regulated industries
Starting on Oct. 30, all employers in federally regulated air, rail and marine transportation sectors will be required to implement mandatory vaccination policies for their organizations. After a short phase-in period, these companies will be required to guarantee their employees are fully vaccinated; unvaccinated workers would be forced off the job.
All airline and airport staff, including people who work at restaurants or retail stores in the post-security area, must be fully vaccinated. All employees of federally regulated railways, including rail crew and track employees, must have their shots. Marine operators with Canadian vessels must also ensure their workers are vaccinated.

Other Crown corporations — including Canada Post and CBC/Radio Canada — and government entities like the House of Commons and the Senate will be "asked to mirror the same policy but will have to do it under their own governance and authority framework," an official said.
The acting chief of the defence staff will also soon issue a directive requiring vaccination for members of the Canadian Armed Forces.
Chris Aylward is president of the Public Service Alliance of Canada (PSAC), a union that represents tens of thousands of federal bureaucrats. He said he "fully supports a vaccination policy to protect the safety of our members and the Canadians we serve" — but he criticized the government's decision to roll out this policy so quickly.
"The government rushed their vaccination policy without any meaningful consultation with federal unions," Aylward told CBC News. "We were given less than a single business day to provide feedback on their policy and when we did, they failed to incorporate any of their changes into the final policy.
"We're encouraging our members to get vaccinated. If there's reasons why they can't get vaccinated, certainly we will work with them and we will defend the members that have any punitive action taken against them as a result of their vaccination status."
Vaccine mandate will apply to air, rail and marine travellers
As of Oct. 30, all travellers aged 12 and older taking flights leaving Canadian airports or travelling on VIA Rail and Rocky Mountaineer trains must be fully vaccinated before boarding. Marine passengers on non-essential passenger vessels like cruise ships must also complete the vaccination series before travelling.
"For the vast, vast majority of people, the rules are very simple — to travel, you've got to be vaccinated," Trudeau said.
"If you haven't gotten your shots yet but want to travel this winter, let me be clear, there will only be a few extremely narrow exceptions, like a valid medical condition."

It will be up to air, rail and marine operators to "establish processes to verify vaccine status," a government official said, adding the government expects these companies to accept provincial vaccine passports as proof of status. A standardized, pan-Canadian proof of vaccination document for international travel is still in the works, but the details have not yet been announced.
"We're delivering on the first of our vaccine commitments and in the weeks to come, we'll get the job done on a vaccine passport for international travel," Trudeau said.
The National Airlines Council of Canada, the lobby group that represents Air Canada, Air Transat, Jazz Aviation and WestJet, said Wednesday it supports mandatory vaccinations for employees but it's concerned about the government's tight timeline for verifying the vaccination status of all air travellers.
"While we are committed to effective implementation, it is imperative that the federal government quickly develop a standardized and digital proof of vaccination for air travel," the industry group said in a statement, adding that it wants the government to do away with mandatory pre-departure COVID-19 testing now that all passengers must be vaccinated to fly.
"We are urgently looking forward to immediate engagement with officials on the implementation details and proposed regulations, including the responsibilities of government agencies."
In a separate statement, a spokesperson for WestJet said more than 98 per cent of the company's employees have self-declared already that they are fully vaccinated.
With the transition to "a fully-vaccinated Canadian airline industry" now imminent, WestJet said it now wants "a recalibration of travel guidance and policies that were implemented prior to the widespread availability of vaccines."
Stephen Jones, CEO of discount carrier Flair Airlines, said he fully supports the new rules.
"It's a step towards a recovery that all Canadians are sorely looking forward to. And above all, this action will protect our customers, their families and our communities," Jones said in an email.
Measures aimed at vaccine holdouts
To qualify as a "fully vaccinated traveller," a person must have received a full series of a Health Canada-approved COVID-19 vaccine — a combination of approved shots is also acceptable — with the last dose having been administered at least 14 days prior to the day of travel. A government official said that there will be a "short transition phase" to allow travellers to show a negative COVID-19 molecular test result instead of proof of vaccination — up until Nov. 30.
The plan comes as public health authorities are urging vaccine holdouts to get a shot to curb a deadly resurgence of the virus in some provinces. The millions of Canadians who have so far avoided getting a shot have driven a fourth wave of the pandemic, with the much more contagious delta strain of the virus in circulation.
While 88 per cent of the eligible Canadian population has had at least one shot, Trudeau said more people need to roll up their sleeves at a time when vaccine doses are plentiful and case counts are on the rise.

Based on a CBC News estimate, there are still more than four million people over the age of 12 who have chosen to avoid a shot altogether, or to wait for a later date.
"Vaccine mandates work," Deputy Prime Minister Chrystia Freeland said, adding that some of the unvaccinated are not firmly opposed to the shots but simply need a "nudge to get them to take this action."
There has been a reported uptick in vaccination rates after some provinces announced that proof of vaccination will be required for those entering non-essential businesses, such as bars or restaurants.
"These mandates will push us to a higher enough degree of vaccination so that our economy can continue to be open and our kids can go to school," Freeland said.

Public Safety officers will enforce Thanksgiving weekend limit on gatherings, premier warns
Premier Blaine Higgs says the province decided to limit Thanksgiving weekend gatherings across New Brunswick to single households because household gatherings have been a "major source" of COVID-19 infections.
"Everyone gets together, some are vaccinated, some aren't. And then everyone walks out as a transmitter."
Asked why the province didn't place a ban on unvaccinated gatherings only, Higgs said a blanket ban will make enforcement easier.
"The fact is, 90 per cent would follow [the rules] but 10 per cent will throw caution to the wind," he told CBC's Information Morning Fredericton Wednesday.
On Tuesday, Higgs announced several measures aimed at limiting the spread of the virus and preventing further hospitalizations.
Among them, all New Brunswickers must limit their private holidays gatherings to their single households, both indoors and outdoors, starting Friday at 6 p.m. until Monday at 11:59 p.m.
They can still get together at restaurants and other businesses that check for proof of vaccination.
Travel outside the province is also permitted.
Public Safety officers will conduct checks throughout the province, with a focus on the "hot zones" subject to a two-week circuit breaker. These include Zone 1, the Moncton region, as far north as and including Sainte-Anne-de-Kent; Zone 3 in the Upper St. John River Valley north of and including Florenceville-Bristol; and all of Zone 4, the Edmundston region.
Non-essential travel in and out of these areas is prohibited and will also be enforced with random road checks, said Higgs.
"You can expect checkpoints but it's not going to be like a blockade on the road," he said. "We are relying on people to help us get over the hump here. It's not going to be done through enforcement."
Outbreak at psychiatric hospital
A COVID-19 outbreak has been declared at the province's only dedicated mental health hospital, says the Department of Health.
The outbreak at the Restigouche Hospital Centre in Campbellton is affecting its operation, including the forensic psychiatry assessment unit, said department spokesperson Gail Harding.
"Vitalité Health Network is working closely with Justice and Public Safety to manage the situation," she said in an emailed statement, without elaborating on what steps are being taken.
The unit is the only place in the province where accused are sent for a 30-day psychiatric assessment to determine their fitness to stand trial and whether they are criminally responsible. Fifteen-day assessments can be done in jail.
Harding did not reveal how many cases have been confirmed at the hospital or say whether they involve patients or staff.
"Public Health has a duty to protect each individual's rights to privacy and cannot provide further breakdown which could lead to the re-identification of individuals or a group of individuals in a constant effort to avoid stigmatization or blame," she said.
Restigouche has 140 beds, according to Vitalité's website.
In addition to forensic psychiatry, the hospital provides specialized medium- and long-term psychiatric rehabilitation services, consultation and stabilization for those suffering from complex psychiatric problems or related illnesses, and care for those who are not fit to stand trial or have been found not criminally responsible because of mental disorders.
UNB cancels in-person grad ceremony
The University of New Brunswick has cancelled its in-person fall graduation ceremonies, given the growing number of COVID-19 cases across the province.
Convocation ceremonies were scheduled to be held in Fredericton next Thursday and in Saint John next Friday.
"We have been very much looking forward to celebrating graduates' academic achievements in person and have dedicated substantial efforts and resources in ensuring that the celebration was well planned, memorable and safe," a notice on the university's website states.
"However, the current circumstances across the province are making it very challenging to hold an in-person graduation."
The decision to cancel is a difficult but necessary one, it said, in the best interests of graduates, their guests, the UNB community and the wider New Brunswick community.
These would have been the first graduation ceremonies to take place in person since the fall of 2019.
Graduates from last year and this spring who took part in virtual ceremonies had also been invited to participate.
782 active cases
The province announced another COVID-related death Tuesday and 90 new cases.
Fifty people are in hospital, 23 of them in intensive care. No one under the age of 19 is in hospital.
There are now 782 active cases across the province.
A total of 80.7 per cent of New Brunswickers aged 12 or older are fully vaccinated, up from 80.6 on Monday, while 89.7 per cent have received their first dose of a vaccine, up from 89.5.
New Brunswick has had 4,670 confirmed cases of COVID-19 since the pandemic began, with 3,818 recoveries so far and 69 COVID-related deaths.
A total of 476,714 tests have been conducted since the pandemic began, including 3,120 since the report Monday.

What to do if you have a symptom
People concerned they might have COVID-19 can take a self-assessment test online.
Public Health says symptoms of the illness have included a fever above 38 C, a new or worsening cough, sore throat, runny nose, headache, a new onset of fatigue, and difficulty breathing.
In children, symptoms have also included purple markings on the fingers and toes.
People with one of those symptoms should stay at home, call 811 or their doctor and follow instructions.

Fully vaccinated Saint John councillor tests positive for COVID-19
Coun. David Hickey is double-vaccinated and asymptomatic, but a rapid test came back positive at P.E.I border
Coun. David Hickey is double-vaccinated and asymptomatic but has been isolating since Friday, when he tested positive after a rapid test at the border with Prince Edward Island.
"I'm happy that it was caught, but it very easily could not have [been]," Hickey said Monday.
The councillor was on his way to the Island with his partner and two friends for a weekend getaway.
At the border, everyone in the car was given rapid tests and continued on with their journey.
Then, Hickey got a call from the P.E.I. border saying his test had come back positive.
Within two hours, he was taking a PCR test near Charlottetown.
Then he received a call from Dr. Heather Morrison, P.E.I.'s chief public health officer, who told him his test result had come back positive.
She advised Hickey and his friends to isolate and return to New Brunswick immediately.
"I was one of three cases that all travelled into P.E.I. that day," he said.
Public Health 'is struggling'
After returning home, Hickey said, he has been frustrated by the difficulty reaching Public Health in New Brunswick.
He said it took two days for officials to get back to him and start contact tracing.
"It's obvious that these people are doing absolutely everything they can to make sure that they get cases reported and make sure that there's continued effort and contact tracing," he said.
"But it's clear that they're overwhelmed. It's clear that they are struggling incredibly."
Moving on from COVID-19
Because he's asymptomatic, Hickey will be in isolation for 10 days — just under the two-week isolation period issued by Public Health.
Hickey said he's lucky he wasn't around vulnerable people the week before he tested positive.
"I'm ultimately thankful that mine was caught … and I didn't go on a visit to see my 89-year-old grandmother or visit to see immunocompromised friends or family that are in my bubble," he said.
He also wants the public to understand that getting vaccinated is the best way to beat COVID-19.
Even though he's infected, Hickey feels fine.
"I wouldn't be healthy right now if I wasn't vaccinated, and I would be at a much higher risk," he said. "I would be sick, for sure."
According to health officials, two doses of a COVID-19 vaccine do not prevent a person from contracting COVID-19, but vaccinated people are significantly less likely to be hospitalized because of the disease and are less likely to spread it.
Hickey said it's not clear where he contracted the virus, but he suspects it's from meetings he had last week in the Moncton area, where there are 240 active cases.
Province needs stricter rules
As of Monday, there were 47 active cases in the Saint John region, and 767 cases across the province.
New Brunswick has been seeing record case counts after removing all restrictions in July. Some restrictions have since been reinstated.
He said the province needs to implement more restrictions to prevent COVID-19 from spreading.
"We haven't necessarily seen the provincial government stepping up to make sure that stronger restrictions are in place," he said. "There is more we can do."
Hickey said so far none of his close contacts have tested positive, but some are still waiting on results.
At Monday's council meeting, Mayor Donna Reardon thanked Hickey, who attended the meeting virtually, for being open about his diagnosis.
She said the city has been working with Public Health and testing has been offered over the weekend to anyone who might've been in contact with Hickey.
The City of Saint John had previously instated a mandatory vaccine policy where employees have to either prove they're fully vaccinated, or wear masks and be regularly tested.

Trent Anderson is among the youngest of New Brunswickers to die from COVID-19.
After testing positive in mid-September, Anderson, who had no known underlying health conditions, battled insomnia and had difficulty breathing for days.
By Sept. 25, he was admitted to the emergency room in Fredericton. The following day, he was transported to Saint John Regional Hospital, where he was unconscious and connected to a respirator.
Anderson, a 39-year-old and father of two sons and two stepsons, died early on Oct. 1.
"I really didn't believe it was gonna be as bad as it was," said his wife, Jessica Anderson, while fighting back tears.
"The doctor called me about 3:30 in the morning to say they didn't think he was gonna make it. They were gonna let me come see him, but then they called and they said I wouldn't have time to get there. They let me FaceTime. I got to tell him that I loved him.... I don't know if he heard me."
She said both had been through difficult marriages and divorce and "we just ... we had something really special."

Jessica said her husband received his first dose of vaccine shortly before the onset of his symptoms.
"He decided to get one because they put regulations in place — you weren't allowed to go to sporting events and things — and so he wanted to have his vaccine so he could bring his boys to hockey [and the like]," she said.
She doesn't know what to make of the fact that his symptoms started just days after getting the vaccine.
"I don't know if his symptoms were worse because he just had it, like back-to-back, I don't know if it played a role at all." she said.
Experts say it takes at least two weeks for the immunity to take hold, and that two doses are needed to combat more transmissible strains, such as the delta variant.
A firefighting community mourns a beloved member
Anderson was born and raised in Fredericton and was a firefighter for 16 years. He was away from work this past year on medical leave.
But Barry Durling, the president of the Fredericton Fire Fighters' Association, said Anderson was still an important part of the team.
"I knew Trent from the day he was hired ... when he got his assignment, it was my platoon. I worked with Trent for 16 years," said Durling.
"He was a great firefighter and a great person. He had a smile that could light up the room and he had a giggle that would make us all laugh. Just a great guy."
Durling said Anderson always had the full support of his colleagues, and said that extends to his family.
"We'll wrap [our] arms around them and look after them from all over town. I let them know that the boys have 100 fathers now. We'll make sure they're OK."
Memory upheld by children and family
Anderson leaves behind his two boys, ages nine and 11, and stepsons ages 13 and 17.
Samuel Cormier, Anderson's 17-year-old stepson, said he knew Anderson from church. He said he was happy for his mother when they first got together.
Anderson was known to take his kids to sports games and out to hunt, and was always looking for ways to bond with each child.
"I have an interest in firefighting," said Cormier, who is a reservist with the Royal New Brunswick regiment.
"Back when I first met him — I was in Grade 9 at the time — he took me to the fire station. I've been there before when I was younger, but it was a different experience being there with him versus some random person that doesn't really want to give you a tour."

Cormier said that Anderson was direct, but had a big heart.
"The loss that we've experienced is difficult. And me, personally, I've never dealt with a death in the family before and I think everybody else has … so it's just been hard to kind of cope and deal with."
But Cormier said the family is receiving a lot of support and they'll get through it.
As for funeral arrangements, Jessica said it could take weeks to organize. Two family members are in hospital due to COVID and others are isolating.
"I'm still in shock. It's hard to think I'm not gonna turn around and just see him, you know?" said Jessica.

People aged 12 and older will have to show proof of COVID-19 vaccination and government identification to access certain New Brunswick businesses and events, such as restaurants and indoor funerals, starting next Wednesday in a bid to limit the spread of the virus and boost vaccination rates.
Anyone entering New Brunswick, including New Brunswickers returning to the province, will also have to pre-register and show proof of vaccination, Premier Blaine Higgs announced Wednesday. If they're not fully vaccinated, they'll have to self-isolate for 14 days unless they can provide a negative test result after 10 days.
In addition, people who work or live in certain communal settings, such as assisted living facilities, shelters, community kitchens and addiction and mental health treatment centres, will be required to be vaccinated, or to wear a mask and be tested for COVID regularly, he told the COVID briefing. Staff at nursing homes, special care homes and other adult residential facilities will also be required to either be fully vaccinated or wear a mask and be tested regularly.
The changes come as New Brunswick reported 63 new cases of COVID-19 on Wednesday, the largest single-day jump since the pandemic began, and another COVID-related death, the province's 48th and second since moving to the green phase of recovery.
A person in their 60s in the Miramichi region, Zone 7, has died "as a result of COVID-19," said Higgs, offering his condolences to family and friends.
The province is now on a trajectory to record 100 new cases a day every day, said Dr. Jennifer Russell, the chief medical officer of health.
"New Brunswick is facing a grave threat from COVID-19," she said.
Twelve people are in hospital, more than the province has seen since last April, she said, and seven of them are in intensive care.
There are now 293 active cases in the province.
Public Health is "deeply concerned" about the spread of the virus in every one of the seven health zones, said Russell, particularly in the Moncton area, the Upper Saint John River Valley, in and around Campbellton, as well as in Fredericton.

But "we can still turn the tide of this fourth wave."
Everyone who can get vaccinated must get vaccinated, she said.
"We have been patient and we have strived to be encouraging and we have tried not to judge. And our patience is running thin. I think certainly for people who are vaccinated, that's the case. But I think certainly for the people who operate our health-care system and are looking at ICU beds every single day and looking at our capacity.
"The plain fact is that if you remain unvaccinated, you are risking more than your own health. … You are jeopardizing the health of your family, your community and your province."
Although the province's original target was to have 75 per cent of the eligible population vaccinated, Higgs said that's no longer enough with the new highly transmissible variants. The goal is now 90 per cent.
The new measures under the Public Health Act and the Family Services Act are mainly targeting those aged 50 and under, he said. Their vaccination rate is only about 65 per cent, he said. This demographic is also seeing "significant" outbreaks.
The measures will help minimize the impact on the health-care system, ensure New Brunswick is able to remain in green and avoid lockdowns, which are detrimental to businesses and people's mental health.
Proof of vaccination will be required to access the following businesses, services and events:
- Indoor festivals, performing arts and sporting events
- Indoor and outdoor dining and drinking at restaurants, pubs and bars
- Movie theatres, nightclubs, amusement centres, pool halls, bowling alleys and casinos
- Gyms, indoor pools and indoor recreation facilities
- Indoor group exercise facilities
- Indoor organized gatherings including weddings, funerals, parties (excluding parties in a private dwelling), conferences and workshops
- Indoor organized group recreational sports, classes and activities
- Visiting a long-term care facility
Proof can be provided by showing an immunization record or a photograph of an immunization record from a regional health authority or pharmacy clinic, Public Health, the MyHealthNB portal or from other jurisdictions.
A QR-code-based app is coming within weeks, said Higgs.
People who are unable to receive a vaccine because of a medical exemption will be required to show proof.
Any individual or business that fails to follow the new regulations may be subject to fines ranging between $172.50 and $772.50.
"Enforcement officers will be monitoring compliance, helping everyone understand the rules and, where necessary, enforce the new rules," he said.
Asked whether businesses will have legal protections against being sued for refusing service to customers who fail to provide proof of vaccination, Higgs said the Canadian Federation of Independent Business has raised this as a concern and it will be addressed.
As long as it's clear businesses are following a government directive and not exercising individual discretion, they will be protected from discrimination allegations, he said.
The government will provide businesses with posters and other materials they can point to, he added.

The travel registration requirement will be "very much based on integrity" as there won't be any interprovincial border checkpoints set up — at least not yet, said Higgs.
Border checks would require the emergency order to be re-established, he said. "If necessary, we will go there."
Residents of Campobello Island who are travelling back and forth to mainland New Brunswick must register their travel but are not required to self-isolate, regardless of their vaccination status.

Russell agreed the measures are "needed and needed now."
She noted 83 per cent of the new cases and "most" of the hospitalized patients are not fully vaccinated.
In the past two months, more than 85 per cent of new cases have been among those not fully vaccinated.
She did not say how many of them are under 12 and too young to be vaccinated or unable to be vaccinated for medical or other reasons.
But she did say people who cannot get vaccinated for medical or other reasons represent only a "small fraction" of unvaccinated adults in New Brunswick. The rest have "chosen to remain unvaccinated for whatever reason."
Contact tracing has also shown that when young children who are ineligible to be vaccinated contract COVID, they most often have been infected by an unvaccinated member of their household or a family member, said Russell. "They urgently need our protection."
Unvaccinated New Brunswickers are at least 23 times more likely to be hospitalized for COVID-19 than someone who is fully vaccinated, she said, calling the figure "staggering."
Those hospitalizations add stress to the health-care system, which was already strained before the pandemic and how has 71 health-care employees off work for COVID-related reasons, she said.
They also take resources and time away from the care of other non-COVID-related illnesses.
"My dad had a heart attack three years ago," Russell said. "I'd really like to be confident that if he had another heart attack, that there would be an ICU bed for him. You know, my daughter has asthma. If she had a flare up, I'd really like to know that somebody would be able to look after her.
"And I'm sure you have family members and friends and loved ones that you care about that you want to make sure can receive care when they need it, including yourself."
Liberal Leader Roger Melanson and Green Party Leader David Coon have called on the government to take action to curb the growing number of COVID-19 cases.
Doctors support new measures
The New Brunswick Medical Society supports the new measures and believes they will help reduce transmission of the virus and protect vulnerable New Brunswickers, said president Dr. Jeff Steeves.
Physicians are "deeply concerned" about the province's rising case numbers and hospitalizations, particularly among children under 12 who have returned to school and are not yet eligible for vaccination, he said.
"We must, as a community, do all we can to protect ourselves, our children, and each other," Steeves said in a statement.

He suggested a voluntary return to mask usage in public, regular hand washing, and avoiding crowds as "a small price to pay to further protect each other."
"We must watch the case counts and routes of transmission closely and be prepared for further action in the weeks to come."
The medical society strongly encourages anyone who hasn't been vaccinated yet to do so, said Steeves. COVID-19 vaccines are safe and effective, he said.
Anyone with concerns should speak to their physician, other primary care provider, or pharmacist who can answer their questions and help them make an informed decision, Steeves said.
77.2% fully vaccinated
A total of 77.2 per cent of New Brunswickers aged 12 and older are fully vaccinated, up from 77 per cent on Tuesday, while 85.7 per cent have received at least one dose, up from 85.6.
A list of upcoming walk-in vaccination clinics is available online.
People can also book an appointment online through a Horizon or Vitalité health network clinic or through a participating pharmacy.
They are asked to bring their Medicare card, a signed consent form and, for those receiving a second dose, a copy of the record of immunization they received after getting their first dose.

New Brunswick has had 3,129 confirmed cases of COVID-19 since the pandemic began, with 2,787 recoveries so far.
A total of 427,650 tests have been conducted to date.
At-home learning continues
Some schools continued remote learning Wednesday because of positive cases of COVID-19.
A new positive case has been confirmed at West Riverview School, Public Health announced. A positive case was also confirmed at Riverview East School.
Students at both schools had an at-home learning day, along with students at Campbellton Middle School and Dalhousie Regional High School students in Grades 6, 7 and 8. Dalhousie High students in Grades 9 to 12 attended school in person.
Under New Brunswick's Healthy and Safe Schools guidelines, schools with cases must close or move to online learning for at least one calendar day to support contact tracing, risk assessments and operational responses.
People who have been in close contact with a case will be notified directly by Public Health for contact tracing.
On Monday, 11 schools had to close for at least one day for deep cleaning after positive COVID-19 cases were identified there. On Tuesday, two more schools had positive cases.
Grand Bay-Westfield says vaccine policy won't affect emergency response
The Town of Grand Bay-Westfield says its new COVID-19 vaccine policy for municipal staff and council members won't negatively impact the ability of its volunteer fire department to respond effectively to emergencies.
On Tuesday, the town announced firefighters who are not fully vaccinated against COVID-19 will not be permitted to respond on emergency calls.
On Wednesday, the town issued a followup news release stating that in developing the policy, it considered "all factors," including the number of firefighters currently vaccinated.
All but two of the department's 39 active firefighters are vaccinated, according to the news release. "This Policy was recommended and implemented with the confidence that it would not negatively impact the ability of our Volunteer Fire Department to respond effectively to emergencies," it states.
Fire Chief Troy Gautreau said the volunteers have continued to demonstrate their commitment to public safety throughout this pandemic and were among the first in line for their vaccine.
"This was not just to protect themselves, however, to also protect their families and those we respond to," he said in a statement. "I am humbled by their dedication, sense of duty to each other and our community and for their support of this policy."
Under the policy, town staff and council members will be asked to provide proof they are fully vaccinated, effective Sept. 20.
Those who choose not to disclose their vaccination status, and those who are not yet fully vaccinated, will be required to be tested weekly and wear a mask in the workplace when within two metres of others.
New employees will also be tested prior to their start date.
In addition, visitors to town facilities will be required to wear a mask. However, masks can be removed if physical distancing can be maintained, such as once seated for a meeting.
Homeless shelter outbreak rises to 31 cases
The total number of known positive cases of COVID-19 at Harvest House, a shelter and community centre in Moncton, has risen to 31.
Seven new cases have been confirmed, Dr. Jennifer Russell, the chief medical officer of health, announced Wednesday. She did not specify whether they involve guests or staff.
The previous 24 cases included 21 guests and three staff, executive director Marc Belliveau said earlier in the day.
He was expecting a low number of additional positive cases due to the measures they've implemented since the first positive case was detected last Thursday, he told CBC's Information Morning Morning.
The infected person was isolated immediately, all 14 of their buildings went into lockdown protocol, they've been swabbing twice a week, and volunteers are not allowed on-site right now, Belliveau said.
"The tension increases a bit every day. No one wants to be in lockdown."
Staff have been putting in 12 to 14-hour days trying to make sure people are comfortable and taken care of and trying to avoid any more cases if possible, he said.

But the reality is people are in very close quarters and the vaccination rate among the shelter population is very low, despite best efforts, Belliveau said. Five clinics were held, but only 18 people got their shots and most of them have since left.
Staff are wearing full personal protective equipment, including masks, gowns, gloves and face shields, and trying to find a suitable off-site location for the people who are infected.
Mental health and addiction issues create extra complexity dealing with the outbreak, he said. Mental health and addiction workers and people from the Salvus clinic are on-site to help.
Members of the provincial rapid outbreak management team, also known as PROMT, are also helping to make sure assessments and treatments are delivered so they don't end up dealing with overdoses or relapses or withdrawal symptoms that cause issues.
Belliveau hopes to bring in replacement staff on Thursday to give the staff a couple of days off.

Atlantic COVID roundup
Nova Scotia announced six new cases of COVID-19 on Wednesday, bringing the active number of cases to 159. The province has also started reporting the number of cases involving children aged 12 and under as a separate category. Previously, that age group was reported as part of a category that encompassed all people under the age of 20.
Prince Edward Island reported five new cases, reimposed mask requirements in indoor and public spaces and personal gatherings are now restricted to 20 people, down from 50. The province has 27 active cases, the second-highest total that's been recorded on the Island since the pandemic began. The highest was 28 in mid-March of this year.
Newfoundland and Labrador reported 10 new cases and announced some lingering COVID-19 restrictions will remain in place until the target 80 per cent of the eligible population is fully vaccinated. The province has 49 active cases.

What to do if you have a symptom
People concerned they might have COVID-19 can take a self-assessment test online.
Public Health says symptoms of the illness have included a fever above 38 C, a new or worsening cough, sore throat, runny nose, headache, a new onset of fatigue, and difficulty breathing.
In children, symptoms have also included purple markings on the fingers and toes.
People with one of those symptoms should stay at home, call 811 or their doctor and follow instructions.

Sayeh Hassan graduated from law school at the University of Ottawa in 2006 and was called to the Bar in 2007. John Carpay back after taking leave in July from Calgary-based Justice Centre for Constitutional Freedoms
"The board recognizes that the organization needs to end the uncertainty that comes with temporary leadership, to enable the Justice Centre to work more effectively in dealing with unprecedented challenges in our society," the JCCF said in a news release Monday.
"The board is also seeking to streamline and refresh its membership to better respond to demands on the organization."
Repeated attempts by CBC News to reach the JCCF for additional comment on Monday were not returned.
Investigator tried to catch judge breaking COVID rules
Carpay founded the JCCF in 2010. The organization describes itself as on a mission to defend "the constitutional freedoms of Canadians through litigation and education."
The JCCF had announced in mid-July that Carpay was taking an indefinite leave and would be replaced by interim president Lisa Bildy.
The announcement came after Chief Justice Glenn Joyal of the Manitoba Court of Queen's Bench said he had been tailed by a private investigator in an attempt to catch him breaking COVID-19 rules in order to embarrass him while he presided over a court challenge related to the province's lockdown measures.
Joyal revealed the information during a hearing for the case, which was brought forward by seven rural Manitoba churches represented by the JCCF.
Manitoba Court of Queen's Bench Chief Justice Glenn Joyal said he was deeply disturbed to learn a private investigator had been hired to follow him while he was hearing a case brought forward by seven rural Manitoba churches represented by the JCCF. (The Canadian Press)
The judge said he realized he was being followed by a vehicle when leaving the Manitoba Courts building in downtown Winnipeg and driving around the city.
A private investigator even followed Joyal to his private residence and had a young boy ring his doorbell while he wasn't home in an attempt to confirm where he lives. The private investigator also followed him to his cottage, Joyal said.
JCCF board said it didn't know what Carpay had done
At the beginning of the hearing, Joyal said he did not know who hired the private investigation agency and that it refused to reveal that information. He also said Winnipeg police were investigating.
But after a break in the hearing, Carpay said it was his organization that had retained the private investigator to follow Joyal as part of their efforts to hold government officials accountable.
Carpay apologized for the error in judgment.
Jay Cameron, another lawyer representing the JCCF in the court challenge, became aware of the surveillance a few weeks ago and also apologized to Joyal.
The JCCF board said it was unaware that Carpay had hired private investigators and condemned it.
"Surveilling public officials is not what we do. We condemn what was done without reservation," the JCCF board said in a release at the time, and apologized to Joyal "for the alarm, disturbance, and violation of privacy.
"All such activity has ceased and will not reoccur in future."
Allegations that Carpay breached lawyers' codes of conduct
Carpay's actions raised questions over whether he had breached provincial law societies' codes of conduct, which say a lawyer can't hire anyone to try and influence a court or judge, and could see him reprimanded, fined or even disbarred.
Ottawa human rights lawyer Richard Warman filed a complaint with the law societies of Manitoba and Alberta about the incident, calling it the "most egregious case of professional misconduct" he had heard in quite some time.
Others questioned whether Carpay's actions could have negative consequences for the JCCF's status as a registered charity.
Blumberg says it's vital for the charity sector to have public trust, and incidents like this can undermine that.
Carpay is a former provincial director of the Canadian Taxpayers Federation.
He has previously made headlines for comparing Nazi swastikas to LGBTQ pride flags, and challenging gay-straight alliances — peer-support groups that are meant to tackle bullying and provide supportive environments for LGBTQ students — as "ideological sexual clubs."
In 2017, before he became premier of Alberta, Jason Kenney compared Carpay's work to that of civil rights icon Rosa Parks — but he has since condemned remarks made by Carpay.

Justice Centre gives Ontario final warning over vax passports

TORONTO: The Justice Centre for Constitutional Freedoms has issued a
legal warning letter to the Ontario Government on behalf of four
clients demanding the vaccine passport mandate be revoked immediately.
The law requires Ontarians as young as 12 to provide proof of two
doses of the Covid mRNA vaccination as of September 22, 2021, or be
denied access to a wide range of businesses and organizations,
including field trips to city facilities. The Justice Centre has
notified the Province that it will file a legal action should Ontario
fail to halt its unconstitutional discrimination against those who
have not yet chosen to receive the experimental vaccines.
Since the vaccine passport has been announced, the Justice Centre has
received hundreds of emails from Ontarians concerned about loss of
employment, loss of ability to worship, and denial of access to
restaurants, bars, gyms, sporting events, meeting and event spaces,
and more, unless they show proof of their confidential medical status
of vaccination.
Ontario’s Ministry of Health has stated that the government will only
recognize two medical exemptions for vaccine passports: one for those
who are allergic to an ingredient in the vaccine, with verification
provided by an allergist, and another for those who experienced
myocarditis or pericarditis after the first dose of a vaccine. There
has been no provision for exemptions based on religion and creed, both
protected grounds under the Charter and Human Rights Act.
Covid mRNA vaccination shots are new, with no long-term safety
profile, and clinical trials will not be complete until 2023. As such,
the Covid shots are experimental. Canadians have the right to informed
consent, and the right to be fully informed about the side effects of
the Covid vaccine, which has known side effects. The vaccine
manufacturers have stated there is no data on the vaccine’s effects on
fertility, or their safety for pregnant women or children. Emerging
data unequivocally establishes that the Delta variant spreads freely
in the fully vaccinated population, and there are emerging links to
miscarriages in pregnant women and a demonstrated risk of heart
inflammation in teenage males.
On their face, vaccine passports are an infringement of Canadians’
constitutionally protected rights to freedom of conscience, the right
to liberty and security of the person, and the right to be equal
before the law. Based on these guarantees, every Canadian has the
right to bodily autonomy and to decide what medical procedure to
accept or reject. The demand letter asserts that mandatory vaccination
for Covid constitutes a significant, unwarranted and profound
infringement on the rights of Canadians that cannot be justified in a
free and democratic society.
“Section 7 of the Charter guarantees the right to liberty and security
of the person. Ontarians should not be coerced or pressured by the
government into submitting to a medical intervention to which they do
not consent. Informed consent and the right to bodily autonomy are two
principles that our laws have long protected. It will be a tragedy to
see Ontarians, including children, being coerced to take the vaccine,
or else be socially marginalized,” says Jorge Pineda, Staff Lawyer at
the Justice Centre.
Individuals who have not been vaccinated for a variety of reasons,
including religious belief, creed, and medical issues or concerns over
serious side effects, will effectively be segregated and marginalized.
Their participation in society will become limited to what is deemed
“essential” by the government.
“The new mandate will have the effect of segregating individuals and
especially young children from mainstream society. Mandating a system
that denies Canadian’s access to certain services that are arbitrarily
defined as nonessential by the government creates a slippery slope,
and sets a dangerous descent into a medical dictatorship,” notes
Justice Centre staff lawyer Henna Parmar.
“If we do not put an end to these measures, we will be putting
unlimited power in the hands of the government to dictate what medical
care we receive, what drugs we take, and what privileges they will
allow us that should be fundamental rights,” adds Ms. Parmar.

Rights group eyes suit over Ontario COVID-19 vaccine passport

On Sept. 1, the Justice Centre for Constitutional Freedoms (JCCF)
announced it would consider challenging Ontario’s new COVID-19 “vaccine
passport” system, calling the provincial government’s measures “a
blatant and unjustified violation of Charter rights and freedoms.”
“The Justice Centre is deeply concerned about the increasing trend of
authoritarian laws in the name of public safety, and is carefully
reviewing the new laws and considering challenging these laws in court,”
said Jorge Pineda, a JCCF staff lawyer, in a statement.
A JCCF release noted that s. 7 of the Charter “guarantees protection of ‘life, liberty and security of the person.’ ”
“Coercing Ontarians to inject COVID vaccines which are still undergoing
human trials, or submit to any other drug or medical treatment,
interferes with bodily autonomy, an interest that is protected by the Canadian Charter of Rights and Freedoms,” explained the release.
“The government continues to test the limits of Ontarians’ tolerance for
the rollback of their long-standing rights and liberties,” said Pineda.
“However, Canadian laws protect individual liberty, and the pandemic did
not change that. It will be up the courts to decide whether the
Charter’s protection of life, liberty and security of the person will
ultimately triumph,” he added.
Pineda also stressed that “[V]accine passports are a blatant and unjustified violation of Charter rights and freedoms.”
“These new regulations impact the choice that Ontarians have over their
personal bodily autonomy, they stigmatize the unvaccinated, and they
strip away the choice of business owners to decide how they wish to
conduct their business,” he added.
On Sept. 1, Ontario Premier Doug Ford announced
that as of Sept. 22, proof of COVID-19 vaccination would be required
for some services, including restaurants and bars; nightclubs; meeting
and event spaces; sporting facilities and gyms; sporting events;
casinos, bingo halls and gaming establishments; concerts, music
festivals, theatres and cinemas; strip clubs, bathhouses and sex clubs;
and racing venues.
“Based on the latest evidence and best advice, COVID-19 vaccine
certificates give us the best chance to slow the spread of this virus
while helping us to avoid further lockdowns. If you haven’t received
your first or second dose of the COVID-19 vaccine, please do so today,”
the premier said in a statement.
According to the JCCF, the “vaccine passport was made possible by a far-reaching amendment to the regulations under the Reopening Ontario Act, which is the Act that now governs most COVID-19 related restrictions and mandates in the province.”
“This sweeping amendment was made on Thursday, August 26 and provides
the chief medical officer with new extraordinary powers, including the
power to require any organization, including churches and other places
of worship, to deny service to the non-vaccinated,” the JCCF’s release
explained.
The JCCF stressed that “[V]accine passports also violate the principles
of equal treatment under the law protected under the Charter.”
“Individuals who have not been vaccinated for a variety of reasons
including religious belief, creed, and medical issues will now be
segregated and their participation in society will become limited to
what is deemed ‘essential’ by the government,” its release noted.
JCCF staff lawyer, Sayeh Hassan, said in a statement that there is
“already enough fear, tension and division in our society. Instead of
bringing people together and attempting to alleviate the fear, the
government has chosen to mandate further oppressive measures that will
only serve to further divide and polarize Ontario.”
“We have seen the impact of segregation of certain factions of
populations in history and how those incremental steps to segregate have
led to the loss of freedom of many in those populations. This is a
dangerous precedent to set in a free and democratic society where people
are considered equal and protected under the Canadian Charter of Rights and Freedoms,” she added.
When the new provincial measures were announced, Christine Elliott,
Ontario’s deputy premier and minister of health, said “[W]e know
vaccines provide the best protection against COVID-19 and the delta
variant.”
“To protect the health and well-being of Ontarians, our government will
offer one more tool to encourage even more Ontarians to receive the
vaccine and provide further protection to fully vaccinated Ontarians as
they safely enjoy activities with their loved ones and support their
local businesses,” she explained in a statement.
According to a government release, Ontario will develop an “enhanced
vaccine certificate, as well as a verification app to allow businesses
to read the QR code, [which] will be available beginning October 22.”
Until that time, Ontarians will need to provide proof of vaccination
“along with photo ID to access certain public settings and facilities.”

Whistleblowers deserve full protection – including anonymity
Nothing else truly guarantees safety from reprisal, workplace ostracism and career loss
Whistleblowers are needed. That’s the consensus among all those who recently submitted comments on the whistleblower compensation program the Ontario Securities Commission (OSC) has proposed.
Even staunch investment industry partisans acknowledged that insider informants play a vital role in bringing to light wrongdoing that otherwise would continue harming investors and capital markets. Furthermore, there’s widespread agreement that whistleblowers often face career-ending repercussions for reporting their co-workers, superiors or firms to authorities — hence the need for monetary compensation.
Consensus over the OSC proposal breaks down, however, on one of the central questions it raises: Should whistleblowers have to report what they know to their firm’s senior management before approaching regulators?
Each investment industry commentator has urged the OSC to require — or at least heavily encourage — internal reporting before an informant gains access to whistleblower compensation. The rationale for this position rests on two points:
- Letting whistleblowers circumvent their firms’ internal reporting systems undermines the credibility of those systems, ultimately making it harder for good firms to maintain a culture of compliance.
- Firms should have an opportunity to investigate and address the whistleblower’s allegations so that any real malfeasance can be interdicted quickly, while meritless accusations can be dispelled with equal dispatch, before the matter escalates into a wasteful drawn-out regulatory investigation.
Although both of these arguments are cast as having public interest elements, they really focus primarily on the firm’s interest in getting on top of the issues and the evidence. In effect, they try to shift the spotlight away from protecting the whistleblower and instead aim to protect the firm against baseless allegations or a process in which accusations can be made from the shadows. The industry arguments play to our inborn sense that fairness dictates all accusers must reveal themselves, so their credibility may be assessed.
Yet, the whistleblower’s acute vulnerability to reprisal, workplace ostracism and career loss inevitably means fewer whistleblowers will come forward if they cannot do so anonymously. We have to come to grips with that. If we want the benefits whistleblowers can provide — including the revelation of wrongdoing that otherwise would go undetected; the direction to documents and other evidence that otherwise might not be found and perhaps might be destroyed; the cessation of harm that might otherwise continue unabated; and the deterrent effect that a whistleblowing program can have — then we need to create the safest possible environment for whistleblowers.
A whistleblower’s only real guarantee of safety, however, is to keep his or her identity secret. The OSC acknowledges this. Its proposal makes it clear that if the regulator knows the whistleblower’s identity, it may be compelled to reveal it in enforcement proceedings. Accordingly, the OSC intends to consider giving would-be whistleblowers an option of contacting the regulator through a lawyer, who can use solicitor-client privilege as a shield to preserve the whistleblower’s anonymity.
This option is critical to the success of the program. Indeed, anonymity should be the default setting, the standard way in which intake of unsolicited information is handled. Those making contact should be informed immediately that they may be placing themselves at risk and they should be urged to consult legal counsel about how to proceed anonymously if that is their choice.
Meanwhile, the industry’s arguments that whistleblowers must first report wrongdoing internally should be considered in light of the imperative to give employees that choice. Those arguments really have no credence in the absence of firm commitments to act on anonymous complaints. Even with such commitments, it’s difficult to see a compelling reason why the regulator shouldn’t find out about the problem at the same time that the firm’s senior management is informed.
The bottom line is that we need whistleblowers to come forward. Anything inhibiting them from doing so should be eliminated. So, if it’s unsafe for them to reveal their identity, or if they aren’t comfortable complaining to their employer, the process needs to accommodate that. Otherwise there’s little point in trying to develop a whistleblower program at all.

Dear Mr. Amos,
Thank you for informing me of your concerns regarding Canada 's role
in Afghanistan after February 2007.
The NDP voted against this motion because we believe it is the wrong
mission for Canada . It does not reflect the peace-making values that
Canadians want to see our forces undertake on the world stage. This
forced motion essentially ties our aid and development funds to
war-making, and we cannot support that.
It is quite clear that Harper's Conservatives aren't interested in due
diligence. They're interested in dragging us further into a US-style
combat role and away from our traditional peace keeping role. Much
like the Liberals before them, the Conservatives have failed to tell
Canadians:
- What the chain of command and control will be for this mission.
- What the definition of success will be for our troops.
- What our exit strategy will be.
Many Canadians have written me wanting answers and it is our duty as
representatives of our constituents, to get answers before committing
to any new missions overseas. As any soldier knows, time spent on
reconnaissance is never wasted.
New Democrats recognize that Canada does have a role in assisting
Afghanis in rebuilding their country. Afghanistan is the largest
recipient of Canadian overseas development aid and we fully support
the continuation of that funding - outside of this mission.
Thank you again for the time and effort you have taken to share your
thoughts with me, and for bringing your opinion on this matter to my
attention.

I found it strange that the liberals, the NDP and even the Bloc and

Layton embarasses the hell out them this weekend. EVERYBODY and his
dog knows that Layton knew about page two of the file hereto attached
(Entitled Integrity Yea Right) I sent it to every parliamentarian
during the creation of the ARAR INQUIRY and received several answers
before I ran in the election of the 38th Parliament as Arar's wife ran
for the NDP and continued to work for them afterward.
To put it simply we all know Layton and Dizzy Lizzy May are every bit
as crooked as the rest of you are. I am sick of the nonsense that I
have been watching on CAPAC and CSPAN etc. for years. I have talked to
numerous people during this election and many other elections going
back to 2002 Only a few people have ever opted to insult me in person
but all do not have the balls to challenge my words and deeds in a
public fashion. You people are crazy not me and I want nothing to do
with any of you anymore for fear that the sickness is catching.
Tis time to make a deal with a minor little devil or two starting with
the CROWN so that the very corrupt RCMP and their fellow cops pals
will quit their harassemnt and let me live out the rest of my life in
the Maritimes in peace and some semblance of comfort.
My children are now full grown Thus I can no longer speak for my Clan
in court. I am tired and looking to create a comfortable retirement
and escape from the madness of it all. My personal ethical delemma has
been whether ot not to offer to settle my disputes with the crooked
banksters etc in confidence then evaporate and merely watch the
apatheic sheeple continue to have the governments they truly deserve
while feeling comfortable in the knowledge that I did the best that I
could do to inform them of the obvious.
Politicians should at least agree that ethics should make decisions
easy but that is not always the case in the real world. Obviously I
have have resolved my problem to my personal satisfaction. Now let see
just how clever your bankster buddies are.

Heritage Front Affair Val's Minority Reports
THE HERITAGE FRONT AFFAIR: OUR VIEW DISSENTING OPINION of the REFORM
PARTY of CANADA Presented by Val Meredith, M.P.
THE TRUTH IS OUT THERE
It was nineteen months ago when the Sub-Committee on National Security
began its consideration of the Security Intelligence Review
Committee's Heritage Front Affair report. Finally, after a long and
often arduous effort, the Sub-Committee has tabled its report.
At this point in time, it is important to clarify a couple of
significant issues:
The delays in producing the Sub-Committee report have nothing to do
with the activities of the opposition parties, but rather are due
solely to delays caused by membership changes and disagreements among
the government members. Secondly, the so-called report of this
Sub-Committee has little input from the opposition members.
The joint dissenting opinion of the Bloc Quebecois and the Reform
Party more accurately reflects the multi-party consensus of the
majority of members of this Sub-Committee who actually participated in
most of the Sub-Committee's hearings.
While the joint dissenting opinion does not fully reflect the Reform
Party's position on this issue, it is included to illustrate the
changes to the report imposed by the government members.
It must be noted that the major changes to this report did not occur
during a Sub-Committee meeting, and neither opposition member was
present.
It is clear that the Liberal government was not prepared for the
Sub-Committee to table the more critical report that is now the joint
dissenting opinion.
With regard to the official report of the Sub-Committee, the current
government members of the Sub-Committee have produced an extremely
emasculated version of the original report.
Their report is just an extension of SIRC's Heritage Front Affair
report which did not provide a sufficiently critical review of the
Canadian Security Intelligence Service's investigation.
THE SIRC REPORT SIRC claims to be the "eyes and ears of the public and
Parliament on the Canadian Security Intelligence Service." Yet after
months of consideration of the Heritage Front Affair report, it is
clear that SIRC has been not only negligent in this role, but
deliberately dishonest as well. Instead of providing Parliament with a
thorough and objective review of CSIS' use of a human source in its
investigation of the Heritage Front, SIRC's report exonerates CSIS and
the Source of any wrongdoing.
In its exoneration of CSIS, SIRC ignored or suppressed any evidence
that was inconsistent with their conclusion that the Service did no
wrong.
SIRC has wilfully mislead Parliament and the Canadian people. The
exoneration of CSIS by SIRC is a betrayal of SIRC's role as a review
committee. While the Reform Party is deeply concerned with the
wrongdoings of CSIS, SIRC's refusal to address these transgressions in
an open and honest manner is cause for even greater concern.
After nineteen months of reviewing the SIRC report and obtaining
additional information, it is clear that SIRC is not fulfilling the
function that Parliament intended. Originally the Reform Party had
planned to do a thorough and critical review of the SIRC report,
pointing out numerous inaccuracies and omissions.
However, because the original version would have been too lengthy, we
have chosen to focus on two main issues: Grant Bristow - CSIS Source,
and the CSIS investigation concerning Preston Manning, that formed
Chapter VIII of the Heritage Front Affair. ; GRANT BRISTOW - CSIS
HUMAN SOURCE
Unlike the government members of the Sub- Committee, I have no
hesitancy in identifying Grant Bristow as the CSIS Source who
infiltrated the Heritage Front.

It was truly beyond incredible today that not only did the New York
Bank and the CIBC people pretend to forget who I was but even the very
corrupt RCMP in Ottawa claimed that they lost my file as well.
Obviously everybody knows about my old blog so I can't help but wonder
how all the buddies of Governor Mark Carney formerly of Goldman and
Sachs will explain this nasty kid's blogs about mean old me when one
of Bernie Madoff's victims reads this one in particular.

From the Pages of The Pomerantz Monitor: UBS Pressured to Settle
Auction Rate Securities Claims
The September issue of The Pomerantz Monitor relays events that led
UBS to enter into a global settlement with federal and state
regulators over auction rate securities. UBS, the Swiss banking
colossus with $1.9 trillion under management and over 80,000 employees
worldwide, has been forced to write off close to $43 billion in the
value of its debt portfolio. Its stock is down more than 50% this
year. Its chairman, CEO and other senior executives have been forced
out. And it is at the center of the auction rate securities debacle
and a tax fraud investigation. On August 12, UBS announced that in the
second quarter, its private-banking clients had withdrawn funds for
the first time in eight years; and that it is cutting 5,500 jobs. UBS'
wealth management advisors are reportedly defecting in droves.
About 50,000 UBS customers are now stuck with $37 billion worth of
auction rate securities. In order to settle a suit brought by the
Massachusetts Attorney General, claiming that UBS misled investors
about the safety and liquidity of those securities, UBS recently
agreed to pay $4.4 million and announced it would buy back up to $3.5
billion of auction rate preferred stock sold by closed-end tax-exempt
funds and held in UBS accounts as of that date.
The New York Attorney General ("NYAG") filed a similar suit on July
24; on the same day, the Texas State Securities Board moved to suspend
UBS' securities license in the state until UBS repurchases, at par,
all auction rate securities it sold to Texas investors. In addition,
the SEC was conducting an investigation into the auction rate
securities crisis.
Finally, on August 8, UBS, under overwhelming pressure, entered into a
global settlement with federal and state regulators in which it agreed
to buy back nearly $19 billion of auction rate securities held by
retail investors.
The New York action had the potential to be particularly embarrassing
for UBS. The suit alleges that seven UBS executives unloaded a total
of $21 million in auction rate securities in the months leading up to
the market's collapse, while the bank was telling customers that these
securities were safe. Among the seven was David Aufhauser, general
counsel for UBS' investment banking arm. The NYAG's complaint
references an email sent to Aufhauser, among others, anticipating the
UBS pull-out from the auction market for these securities. Later that
same day Aufhauser instructed his financial advisor to dump all his
auction rate securities holdings. Aufhauser has now resigned.
UBS is also in the dock for supposedly helping thousands of wealthy
investors from around the world hide their assets and income from tax
collectors. On July 17, 2008, a Senate subcommittee released a
110-page report on "Tax Haven Banks and U.S. Tax Compliance" that
focused on UBS and LGT Group, the largest bank in Liechtenstein, a
country which has been blacklisted by the Organization for Economic
Cooperation and Development for past money laundering activities. The
report concludes that, in order to recruit U.S. clients, UBS
established an elaborate formal training program on such subjects as
how to avoid surveillance by U.S. customs and law enforcement, and how
to secretly move money in and out of the country.
Apparently the IRS caught on to UBS when it audited a billionaire from
California and discovered some of the hidden assets. The billionaire
pleaded guilty to tax evasion and informed against his former UBS
private banker, Bradley Birkenfeld. When the IRS knocked on
Birkenfeld's door, he described to them the whole UBS tax evasion
program.
On July 17, the same day that the subcommittee held hearings and
released its report, UBS tried to head off the inevitable retribution
by announcing that it would stop offering offshore banking services to
U.S. clients and would cooperate with U.S. efforts to identify its
19,000 U.S. clients that it had previously failed to identify to the
Treasury.
UBS' chagrin was no doubt exacerbated by its being lumped together
with LGT. The taped testimony of the subcommittee's chief witness
against LGT, Heinrich Kleiber, was recorded in with his face in
shadows and his voice disguised.
LGT reportedly got caught when Kieber, a lowly information technology
employee and convicted felon, stole client account records in 2002 and
sold them to the authorities. The German and British governments
allegedly paid him a total of $7million for account records relating
to their citizens. Several individuals are already being prosecuted
for tax evasion, and more way be waiting for the other shoe to drop.
When the LGT scandal broke, Kieber received death threats from all
over the world, and there is reportedly a $10 million price on his
head. This, no doubt, reflects the type of clients LGT went out of its
way to recruit. Interpol is reportedly hunting for him too. Kieber is
now in hiding, with a new identity. "He's hunted, he's wanted — this
is not what I would call living the good life," said Jack A. Blum, Mr.
Kieber's lawyer. He may get to enjoy his $7 million, but we're
guessing that it won't be any time soon.

As I am writng this the CBC is having their weekly talk show hosted by
a Maritimer named Rex Murphy whom I do not respect. He and another
Maritmer Mike duffy amongst legions of others know exactly who I am
and about my battles with the US Treasury Dept and a great many others
in court in Massachusetts. Even if I could get through on the p[hone
to Rex's assistant the CBC will never allow me to speak on the
publicly owned airwaves again so I will let them know that I am paying
attention bywayof this email to you.. The topic today all over Canada
is of course the ECONOMY and many highly placed people in two
purportedly profound democracies are well aware that I have been
trying to expose the wrongs of bankers and the US Treasury Dept long
before most folks ever heard of the term sub prime mortgage. The fact
that Rex just talked to a blogger in Washington is indeed very
agravting so in response i will post the email in several blogs
because is how i just learned about you and your recent personal
decision regarding the pending election in the USA.
Professor Fried I sincerely hope that you are the honest man whom I
have been seeking for many years. I have no doubt whatsoever that the
lawyers J. Gerald Hebert, Trevor Potter, Tara Malloy and Paul Ryan in
John McCain's Campaign Legal Center, in Washington, DC. curse my name
on a daily basis lately. The first link i asked you to read is just
one of the many reasons why. Whereas the questionable actions of the
US Treasury Dept is the hot topic in the last days of this
presidential election, I will wager the lawyers will have no idea how
to answer this email so they will try hard to ignore it and not tell
their boss John McCain about it so he can continue to play dumb about
me and of my concerns about the severe lack of integrity of bankers
and their governmental cohorts.
Canadians rely on the integrity of the US Treasury Dept too. I for one
as a Proud Canadian citizen have no respect for Solitictor Generals
who fail to act within the scope of their employment for political
reasons and have practiced my right to run against their malevolent
political parties every chance I got before I sue the Her Majesty the
Queen. I truly hope that you took the time to read the link to the
document above and found your friend John McCain's answer to me in
2005. It obviously came to long before I ran for a seat in Canada's
Parliament once again and long before Stephen Harper won his first
minority mandate for the Neo Cons up here north of the 49th. If not
check the document I have provided below. McCain's is the top letter
but the next one is every bit as important particularly in light of
the fact of whom you just voted for.

I certainly agree that you had the irrefutable right to vote for Obama
or anyone else instead of your friend McCain in advance and in private
byway of an absentee ballot. However I don't beleive you were fully
informed. Correct? I was very impressed that you obviously ethically
informed the General Counsel of McCain lection campaign of your
decision prior to pollong day. If his General counsel were a wise man
he would have kept the letter to himself and simply removed your name
from a roster of commitees just as you requested and let the politcal
cards fall where they may. However I must confess I am very curious as
to how your letter McCain's legal counsel was leaked to the bloggers
so quickly and it does not seem that the press has picked up the ball
and ran with it yet even though the New York Times and the Anchorage
Daily News recently endorsed Obama is also well aware of your vote and
of my many emails and phone calls to them over the years. I find this
very strange to say the least.

With regards to my letter to Obama in 2004 before most folks ever
heard his name I must say that although Barak Obama has never answered
me I truly believe he used the material I sent him against his fellow
Democrats in order to be chosen as the keynote speaker at the
Democratic National Convention in Boston while I was running in the
election of the 39 Parliament. I was not one bit surprised to find
myself falsly imprisoned in Massachusetts under the charges of
"Other" as soon as I returned to the USA and stood in court on October 1st,
2004.
To put it blumtly I believe you made a mistake to vote for Obama
in this wicked election. Now that the Democrats can use your name in
some sort of "October Surprise" McCain must be wondering who his
friends are within his own legal dept. In my humble opinion for what
it is worth you were indeed very wise to exit stage left before the
McCain Campaign implodes byway of its own actions.
In closing and far more importantly for the benefit of people involved
in ridiculous wars and my little Clan's rights and interests I must
point to our affairs your State of the US Union. I have no doubt
whatsoever that you knew of my wife's malicious cousin Charles J.
Kickham Jr. (he did sit on the Board of Governers of Harvard Law and
was President of the Massachusttes Bar association twice). What you
may not know is why my family and I sued Kickham many of his cohorts
within the Commonwealth of Massachusetts in 2002 long before Mitt
Romney was elected your Governor while one of his predecessors Paul
Cellucci was Ambassador to Canada and trying hard to talk my
nativeland into going to War with Iraq for the benefit of his bosses
George W. Bush and Colin Powell.
All Canadians should read paragraph 16 beginning on page 31 very
closely. Clearly I knew what I must do long before I did it EH Rex

I must confess to be fair to you that I would find a certain joy in

The Plaintiff seeks an appeal de novo, by way of motion pursuant to
the Federal Courts Rules (SOR/98-106), from an Order made on November
12, 2015, in which Prothonotary Morneau struck the Statement of Claim
in its entirety.
At the outset of the hearing, the Plaintiff brought to my attention a
letter dated September 10, 2004, which he sent to me, in my then
capacity as Past President of the New Brunswick Branch of the Canadian
Bar Association, and the then President of the Branch, Kathleen Quigg,
(now a Justice of the New Brunswick Court of Appeal). In that letter
he stated:
As for your past President, Mr. Bell, may I suggest that you check the
work of Frank McKenna before I sue your entire law firm including you.
You are your brother’s keeper.
Frank McKenna is the former Premier of New Brunswick and a former
colleague of mine at the law firm of McInnes Cooper. In addition to
expressing an intention to sue me, the Plaintiff refers to a number of
people in his Motion Record who he appears to contend may be witnesses
or potential parties to be added. Those individuals who are known to
me personally, include, but are not limited to the former Prime
Minister of Canada, The Right Honourable Stephen Harper; former
Attorney General of Canada and now a Justice of the Manitoba Court of
Queen’s Bench, Vic Toews; former member of Parliament Rob Moore;
former Director of Policing Services, the late Grant Garneau; former
Chief of the Fredericton Police Force, Barry McKnight; former Staff
Sergeant Danny Copp; my former colleagues on the New Brunswick Court
of Appeal, Justices Bradley V. Green and Kathleen Quigg, and, retired
Assistant Commissioner Wayne Lang of the Royal Canadian Mounted
Police.
In the circumstances, given the threat in 2004 to sue me in my
personal capacity and my past and present relationship with many
potential witnesses and/or potential parties to the litigation, I am
of the view there would be a reasonable apprehension of bias should I
hear this motion. See Justice de Grandpré’s dissenting judgment in
Committee for Justice and Liberty et al v National Energy Board et al,
[1978] 1 SCR 369 at p 394 for the applicable test regarding
allegations of bias. In the circumstances, although neither party has
requested I recuse myself, I consider it appropriate that I do so.
AS A RESULT OF MY RECUSAL, THIS COURT ORDERS that the Administrator of
the Court schedule another date for the hearing of the motion. There
is no order as to costs.

testing on animals in cases such as yours, they are referred to the

As for your other concerns regarding the US Government, false
imprisonment and Federal Court Dates in the US, etc... it is clear
that Federal authorities are aware of your concerns both in Canada
the US. These issues do not fall into the purvue of Detachment

A Family Business: Newcom Celebrates 30 Years

Newcom Business Media is celebrating its 30th year in 2017, but its roots go all the way back to 1940. That’s when Al Glionna became publisher of Maclean Hunter’s Bus & Truck Transport (B&TT) magazine. Over the years, Al built B&TT into one of Maclean Hunter’s most successful properties. Al retired in 1967. Two years later in 1969, Al’s son, Jim Glionna, got a job at Wadham Publishing Co. as a salesman on Motor Truck – a direct competitor of the book Al once published. Jim rose rapidly through the ranks and in 1976, was offered a partnership in the firm. In 1987, three years after Wadham was sold to Southam Communications, Jim decided to go his own way, launching two new trucking magazines (Today’s Trucking and Truck & Trailer), which became the foundation of Newcom.
Unlike his father and grandfather, Joe Glionna’s path into publishing was more straightforward; he inherited the mantle in true family business style, from father to son. Reporting to his mom Pat Glionna (who was and remains Newcom’s director of circulation) at the age of five, Joe began working in the basement of the family home licking stamps and folding envelopes. Upon graduating from the University of Michigan in 2004, Joe started selling full-time for Newcom’s flagship publication Today’s Trucking. Two years later, he opened the Montreal office as a general manager to oversee Newcom’s Quebec properties, which included Transport Routier magazine and two trade shows.
In 2014, Southam’s entire Business Information Group (BIG) came up for sale. The resulting acquisition (a joint venture with Annex Business Media) added $20 million to Newcom’s revenue. Overnight, it became one of the largest B2B media companies in Canada. Despite the instant growth, Joe was committed to maintaining a close family-style relationship between employees and owners. Though the transition was difficult at times for the former BIG people – many of whom had worked there for 20+ years, in a highly structured, bureaucratic environment – the vast majority have adapted very well to Newcom’s less rigid and more personal management style.
“We are all on the same team now and happy to be a part of a thriving and forward-looking company,” says Joe.
Jim Glionna remains chairman of Newcom, while Joe looks to expand the company’s growth in other areas. In September 2017, Newcom’s first US venture – The North American Commercial Vehicle Show (NACV) – will debut at the World Georgia Congress Centre in Atlanta, GA. Exhibitors have bought over 350,000 sq. ft. of space at the already sold out show. Wherever the road leads, Newcom will remain loyal to the family legacy on which it was founded, and to its belief that customers (whether they be readers or advertisers) deserve the very best quality Newcom can deliver. Newcom currently produces magazines, websites and trade shows in six markets: automotive, dental, insurance, meetings & incentives, supply chain and trucking.
