Freedom Convoy organizer Tamara Lich has again been granted bail.
Lich faces charges of mischief, obstructing police, counselling others to commit mischief, intimidation and more recently failing to comply with bail for her role in Ottawa's massive winter protest-turned-occupation against COVID-19 restrictions and the Liberal government.
After she was accused of breaching her bail conditions, Lich was ordered to remain in custody to await trial for her role in the protest that paralyzed downtown Ottawa in February.
She had been ordered not to communicate with key convoy organizers except through counsel or in the presence of counsel, but was re-arrested after having contact with fellow protest leader Tom Marazzo at an awards gala in Toronto last month.
Marazzo is also a leader of a group called Veterans 4 Freedom, which staged several rallies in Ottawa over the Canada Day weekend.
In court Monday, her lawyer Lawrence Greenspon argued the two organizers did nothing more than shake hands and pose for a photo together at the gala.
She had spent 48 days in jail while she waits to answer to non-violent charges, Greenspon said. He added that she may end up spending more time in custody before her trial than she would ultimately have to serve if she is found guilty.

Crown counsel Moiz Karimjee disagreed, saying there's the potential for Lich to serve a lengthy prison sentence for her role in the Ottawa protests.
On Tuesday morning, Justice Andrew Goodman set Lich's detention aside, moving to a bail hearing de novo — essentially a fresh start as though the previous decision never happened.
Goodman challenged the Crown Monday about whether he has found a case of mischief that's come close to the maximum sentence of 10 years.
"The answer to that is no, because there's never been an occupation of a city, the capital of Canada, for three weeks," Karimjee said. "If not in a situation such as this, then what other situation?"
On Tuesday, Goodman said he found it unlikely based on the charges that Lich will spend a long time in prison. He also noted her charges are non-violent.
Lich's trial date has not been set. This week was the fifth time Lich was before the court to argue for her freedom from jail while she awaits a trial.
The new conditions of her bail include another $37,000 bond, and tightened rules around communication with the same list of convoy-linked people as last time.
"It must be crystal clear to you by now that authorities are monitoring your every action," Goodman said to Lich.

Tamara Lich to Remain in Jail While Awaiting Bail Review Set for Late July
A bail review will be held on July 25 for Freedom Convoy organizer Tamara Lich who is awaiting trial in an Ontario court on allegations of breaching her bail terms, her lawyer said.
The bail review for Lich’s case was scheduled at the Ontario Superior Court at the earliest available date, according to defence lawyer Eric Granger, who appeared briefly via teleconference before the Ontario Court of Justice on July 14.
Lich was originally scheduled to appear for trial at the Ontario court today over allegations of having breached her bail terms set previously, after being denied bail in her last court appearance on July 8.
Her case in the Ontario Court of Justice is adjourned until after the bail review on July 28.
Lich has remained in custody since she was rearrested on June 27.
Arrest, Bail
A key Freedom Convoy organizer, Lich was first arrested on Feb. 17 and charged with mischief, counselling to commit mischief, and obstructing police, among other charges.
The Freedom Convoy protest started as a demonstration against the federal COVID-19 vaccine mandate imposed on cross-border truck drivers, which came into effect in January. The protest soon expanded into a larger movement with many Canadians joining in to protest various COVID-19 mandates and restrictions.
The protests in Ottawa lasted for around three weeks, ending after the federal government invoked the Emergencies Act on Feb. 14 and police cleared the demonstration in an escalated operation over a few days.
After initially being denied bail on Feb. 22, and having spent 19 days in custody, Lich was released on bail on March 7 under a number of conditions, including having no contact with fellow convoy organizers and not setting foot in Ontario.
In April, the Justice Centre for Constitutional Freedoms selected Lich as the winner of the 2022 George Jonas Freedom Award and invited her to accept the award in a ceremony in Toronto on June 16.
Crown prosecutors said in May that by agreeing to attend the award ceremony, Lich had violated her bail terms and should be sent back to jail to await trial.
On May 25, Ontario Superior Court Justice Kevin Phillips ruled that Lich didn’t breach her bail conditions, saying that the “courts are not a thought police.”
Rearrest, Denied Bail
On June 27, just days after attending the award ceremony in Toronto, Lich was rearrested in her hometown of Medicine Hat, Alberta, under a Canada-wide warrant, and was transferred back to Ottawa to attend a bail hearing.
During a court hearing on July 5, Crown prosecutors alleged that Lich had violated her bail conditions when she interacted with fellow convoy organizer Tom Marazzo at the June 16 award ceremony.
The Crown presented a photograph of Lich and Marazzo at the event and a video recording as evidence. The video allegedly shows Lich giving a speech at the event, and then sitting at a table where Marazzo and others are seated. In the video, Lich was seen approaching Marazzo and the two interacted briefly.
At that hearing, defence lawyer Lawrence Greenspon said a brief congratulatory exchange after winning an award wouldn’t lead to illegal activity and isn’t a breach of bail conditions. The court also heard testimony that lawyers who were present at the event approved the picture taken of Lich and Marazzo. Greenspon said Lich’s bail terms specified that there should be no communication with convoy organizers except in the presence of counsel.
After spending days reviewing the case, Justice of the Peace Paul Harris said on July 8 that he was siding with the Crown, saying that Lich chose to sit at a table with Marrazo and that it is “absolutely ridiculous” for her to believe she could justify interacting with Marazzo by having her lawyers in the room.
Harris said Lich still poses a risk to public safety, as some Freedom Convoy protests continue to be held in Ottawa from time to time.
Bail review for 'Freedom Convoy' organizer Pat King to continue on Thursday
An earlier hearing in April came to an abrupt and unexpected halt when his lawyer's computer appeared to be hacked
OTTAWA -“Freedom Convoy” organizer Pat King is waiting to hear whether he will be released on bail, with a bail review set to continue for a second day Thursday.
He was back in an Ottawa courtroom Wednesday after an earlier hearing in April came to an abrupt and unexpected halt when his lawyer's computer appeared to be hacked.
Since then, King has tapped a new lawyer to fight for his release and defend him against a mounting number of charges.
The day after the April hearing, the Crown announced it was charging King with three counts each of perjury and obstruction of justice.
The details of the testimony that led to those allegations are protected by a publication ban.
The proceedings on Wednesday were also covered by a publication ban.
The latest accusations are in addition to 10 charges related to King's involvement in the downtown Ottawa protest earlier this year.
The previous charges include mischief, intimidation, obstructing police and disobeying a court order.
King was arrested on Feb. 18 for his involvement in the three-week protest against COVID-19 restrictions that overran the streets of Ottawa.

There’s no way of actually confirming that since the Nobel Prize committee is very clear that “the names of the nominees and other information about the nominations cannot be revealed until 50 years later.” Even if Lich could find a university professor or a member of Parliament to nominate her for the prize, her odds of actually winning it are about the same as Donald Trump’s.
But that’s not what matters to her supporters and political enablers. They want to build her up as a martyr to freedom and a heroic figure of resistance against the supposed “tyranny” of a minority government and its handling of the COVID-19 pandemic. To them, she belongs in the same conversation as those other famous champions of freedom and justice.
That Lich is no Mandela should be abundantly clear to all but the most terminally obtuse people. Where he was fighting a political and economic system that entrenched white power and disenfranchised Black South Africans, Lich is resisting the efforts of a democratically elected government to help protect people from a pandemic.
Indeed, the recent news that she planned to trade on her claimed Métis heritage shows why any comparison to Mandela or Martin Luther King Jr. is ludicrous on its face. “It’s going to work in our favour,” she texted co-conspirator Chris Barber back in late January before the convoy arrived in Ottawa. “Playing the race card works both ways lol.”
In the end, of course, it didn’t exactly work out in their favour. Both Lich and Barber were charged with six offences, including obstructing police, counselling intimidation, and mischief. Lich then had her bail revoked late last month after she posed for a photo with Tom Marazzo, a fellow convoy organizer and someone with whom she was expressly forbidden from contacting, at the George Jonas Freedom Award gala where Lich was being honoured. "Ms. Lich is not prepared to follow court orders and is prepared to do whatever she feels like doing," Justice of the Peace Paul Harris said in his decision.
Lich’s allies in politics and the press were quick to jump to her defence. Lawyer and pundit Ari Goldkind described the decision to revoke her bail as “the weaponization of the tremendous power of the Crown & Police to stifle their ideological enemies.”
Even more moderate voices like former Maclean’s columnist Stephen Maher mooted her case. On Twitter, he described her as a “political prisoner” and wrote, “I’m reminded a little of the blowback I used to get when I wrote columns about Omar Khadr, and the failure of the Harper government to get him out of Gitmo, although the people chiding me then are not chiding me now over Lich.”
That might be because they understand the obvious differences between the illegal torture of a child being held in U.S. custody and an adult who deliberately refuses to follow the clearly articulated terms of her own release. One is an insult to the rule of law, while the other, an act necessary to uphold it.

As constitutional scholar Emmett Macfarlane noted: “That she was released the first time — and that everyone else affiliated with the convoy and charged for their actions were granted bail (as far as I know) — and only denied bail after breaching conditions, seems to demonstrate fairness.”
If anything, the Crown and police have bent over backwards to accommodate Lich and her fellow convoy members. From the perspective of many Ottawa residents, including those who have joined a $306-million class action lawsuit against the convoy leaders, they bent over much further than they ever should have.
Remember: These are people who arrived in Ottawa with the stated intention of overthrowing a democratically elected government. When they didn’t get their way, they were allowed to occupy our nation’s capital for the better part of three weeks and indulge in collective acts of vandalism and harassment. Far from being violated or infringed, their freedoms were extensively catered to by law enforcement and allowed to run roughshod over those of almost everyone else in the process.
And while Lich’s supporters talk a big game about standing up for the rights of other Canadians, it’s hard to imagine them being so vocal if the person in question was, say, a land defender who blockaded a pipeline project. Their advocacy, in other words, is entirely conditional — and entirely dependent upon the politics of the person they’re defending.
So, no, Lich is not a political prisoner, just like Canada isn’t a dictatorship. She will have her day in court and her case will get a fair and full hearing. Her guilt or innocence will be determined by the facts of the case, not the political leanings of the judge who hears it.
Whether her supporters understand it or not, that’s still how things work in this country. The rest of us should remember what actual political prisoners look like, and what efforts to dilute that term for political purposes are really about.

Freedom convoy leader Tamara Lich's bail has been revoked for violating the conditions of her release when she attended an awards gala in Toronto and had contact with another convoy organizer.
Justice of the peace Paul Harris announced his decision in an Ontario Court of Justice courtroom in Ottawa on Friday afternoon, with Lich present in person.
Her detention is necessary "to maintain confidence in the administration of justice," Harris said.
He added it was "absolutely ridiculous" for her defence to argue that the presence of lawyers at the award gala somehow circumvented the bail condition.
In the gallery, someone started crying while another rushed out of the courtroom.
Lich's next appearance is scheduled for July 14 via video.
Lich has been in jail since she was taken into custody in Medicine Hat, Alta., on June 27, after Ottawa police issued a Canada-wide warrant for her arrest.
She faces charges of mischief, counselling mischief, obstructing police, counselling to obstruct police, counselling intimidation, and intimidation by blocking and obstructing one or more highways in relation to the protest that shut down parts of Ottawa for roughly three weeks this past winter.
Supporters holding Canadian flags chanted "Free Tamara," outside the courthouse after the decision.
Speaking to reporters outside the courthouse, defence lawyer Lawrence Greenspon said he was "extremely disappointed" in the decision, and that the defence will seek a bail review in the Superior Court of Ontario "as quickly as possible."
He said Lich was "understandably disappointed with the result, and wanting to regain her freedom as soon as possible."
4th bail hearing held earlier this week
Lich appeared virtually in an Ottawa courtroom Tuesday for her fourth bail hearing since she was first arrested in February.
Crown prosecutor Moiz Karimjee said photo and video showing Lich at a Toronto award gala, posing with, and briefly speaking to, fellow convoy organizer Tom Marazzo, amounted to a "flagrant" breach of her conditions.
He argued Lich should be detained, adding the judge who released her on bail gave her a "gift ... she kicks in the mouth."
But Greenspon said Lich's actions were "minimalist at worst" and didn't amount to a violation, so she should be released again with conditions.
He argued the fact that "all they've got" is a photo and video is proof the conditions are working, saying the court needs to answer a simple question — should Lich be detained for what she did in Toronto?
Bail condition wording dissected
One of Lich's bail conditions states she cannot contact or communicate in any way, by physical, electronic or any other means, with a list of people associated with the convoy — including Marazzo — except through counsel or in the presence of counsel.
That wording was dissected during the hearing earlier this week, with Greenspon saying it refers to communication, rather than physical contact.
He also asked Det. Chris Benson, lead investigator in the case, whether he could identify lawyers with the Justice Centre for Constitutional Freedoms (JCCF), which put on the award ceremony June 16.
Benson said he could not, adding he was not aware of any of Lich's lawyers being in the video or photo taken that same night.
But the detective told the court he believes Lich's actions constituted a breach.
"She's sitting at a table with Mr. Marazzo at a social event, a gala. This is not a lawyer's office, this is not a boardroom," said Benson. "She's then photographed later that night with Mr. Marazzo, arm in arm."

Thomas Eugene Flanagan CM FRSC (born 5 March 1944) is an American-born Canadian author, conservative political activist, and former political science professor at the University of Calgary. Flanagan has been on "research and scholarship leave" from the University of Calgary since January 2013.[4] He also served as an advisor to Canadian prime minister Stephen Harper until 2004.
Flanagan has focused on challenging certain historical interpretations of Native and Métis history. In connection with his multi-year research and publications on Louis Riel, Flanagan published a reinterpretation of the North-West Rebellion, defending the federal government's response to Métis land claims.[5] He began publishing works on Riel (leader of the 1885 North-West Rebellion) in the 1970s, which evolved into a multi-year 'Louis Riel Project' that he coordinated. During the 2012 provincial elections he served as the campaign manager of the Wildrose Party, an Alberta libertarian/conservative provincial party.[6]
As part of his political activism, Flanagan began to write as a columnist in 1997, and was published in media such as The Globe and Mail, National Post, Calgary Herald, Ottawa Citizen, Maclean's, and Time. He regularly made appearances on Canadian television and radio as a commentator.
Education and teaching
Flanagan was born on 5 March 1944 in Ottawa, Illinois, US. He earned a Bachelor of Arts degree at the University of Notre Dame in Indiana.[7] Studying political science under John Hallowell, Flanagan earned a Master of Arts degree in 1967 and a Doctor of Philosophy degree in 1970, both at Duke University in North Carolina.[7] He also studied at the Free University of Berlin.[7]
Flanagan began teaching at the University of Calgary in 1968 and co-authored an introductory Canadian politics textbook.[8] He served as Head of the Political Science Department and Assistant to the President of the University.[7] Since January 2013 Flanagan was on "research and scholarship leave" and officially retired 30 June 2013.[9]
Since the 1970s Tom Flanagan published numerous scholarly studies "debunking the heroism of Métis icon Louis Riel, arguing against native land claims, and calling for an end to aboriginal rights."[10]
Flanagan developed his concept of aboriginal orthodoxy in which he argued against aboriginal collective rights. He claimed that section 35 of the Constitution Act, 1982, which stated that "The existing aboriginal and treaty rights of the aboriginal peoples of Canada are hereby recognized and affirmed" resulted in thousands of cases involving aboriginal and treaty rights – indeed thousands of cases including residential school claims. Flanagan decried the increased influence of the courts and "[t]he sheer volume of these cases" which threaten "to take policy-making out of the hands of elected representatives and put it into the hands of a small cadre of judges, lawyers, law professors, and expert witnesses."[11] Although Flanagan admits that he has profited as expert witness, he also believes that "[this] flood of litigation is detrimental to democracy."[11]

6 dead, 24 hospitalized in Chicago shooting at July 4 parade
The police said authorities are still searching for the suspect and called it an active incident
HIGHLAND PARK, Ill. (AP) — At least six people died and 24 were wounded in a shooting at a July Fourth parade in the Chicago suburb of Highland Park, and officers are searching for a suspect who likely fired on the festivities from a rooftop, police said Monday.
Hours after the shooting, with bystanders and media standing nearby, about a dozen officers suddenly dashed for a small office building half a block from where the shooting occurred — crouching at the glass doors, before flinging them open and rushing in, rifles pointed inside into a dark foyer. It was not immediately clear why the police had entered the building.
Lake County Major Crime Task Force spokesman Christopher Covelli said at a news conference that the gunman apparently opened fire on parade-goers from a rooftop using a rifle that was recovered at the scene. He didn’t know which building.
Covelli said police believe there was only one shooter and warned that he should still be considered armed and dangerous. He and O’Neill described the shooting as random.
Police have not released any details about the victims or wounded.
“This morning at 10:14, our community was terrorized by an act of violence that has shaken us to our core,” Mayor Nancy Rotering said at the news conference. “Our hearts go out to the families of the victims at this devastating time. On a day that we came together to celebrate community and freedom, we are instead mourning the tragic loss of life and struggling with the terror that was brought upon us.”
Illinois Gov. J.B. Pritzker said in a statement: “There are no words for the kind of monster who lies in wait and fires into a crowd of families with children celebrating a holiday with their community.”
Hundreds of parade-goers — some visibly bloodied — fled the parade route after shots rang out, leaving their belongings behind. Video shot by a Sun-Times journalist after the gunfire rang out shows a band on a float continuing to play as people run past, screaming.
As of early afternoon, ominous signs of a joyous event suddenly turned to horror filled both sides of Central Street where the shooting occurred. Dozens of baby carriages, some bearing American flags, abandoned children’s bikes, a helmet bedecked with images of Cinderella were left behind in their haste. Blankets, lawn chairs, coffees and water bottles were knocked over as people fled.
Police, some in camouflage gear and many clutching AR-style weapons, continued to pour into the area.
Armed FBI agents in camouflage escorted a family with two small girls across Central Street hours after the shooting. The children looked visibly frightened even as their mother attempted to reassure them that the agents leading and flanking them would protect them.
“Don’t worry, you’re safe now,” she told them. “These guys will protect you.”
Highland Park Police initially said in a statement early Monday afternoon that five people had been killed and 19 people were taken to hospitals. but those numbers were revised at the news conference.
Gina Troiani and her son were lined up with his daycare class ready to walk onto the parade route when she heard a loud sound that she believed was fireworks — until she heard people yell about a shooter.
“We just start running in the opposite direction,” she told The Associated Press.

ribbons. He and other children in the group held small American flags.
The city said on its website that the festivities were to include a
children’s bike and pet parade.
Troiani said she pushed her son’s bike, running through the neighborhood to get back to their car.
In a video that Troiani shot on her phone, some of the kids are visibly startled at the loud noise and they scramble to the side of the road as a siren wails nearby.
It was just sort of chaos,” she said. “There were people that got separated from their families, looking for them. Others just dropped their wagons, grabbed their kids and started running.”
Debbie Glickman, a Highland Park resident, said she was on a parade float with coworkers and the group was preparing to turn onto the main route when she saw people running from the area.
“People started saying: ‘There’s a shooter, there’s a shooter, there’s a shooter,”’ Glickman told the Associated Press. “So we just ran. We just ran. It’s like mass chaos down there.”
She didn’t hear any noises or see anyone who appeared to be injured.
“I’m so freaked out,” she said. “It’s just so sad.”

Return of the Alberta Report & other new WS publications
Now to the fun stuff. The new Western Standard website has several sub-sections for our new publications. These new publications are all hosted at the new Western Standard website, but each one will focus on your own province. And don't worry, your Western Standard membership gives you unlimited access to all of them.
The most anticipated of these is the return of the legendary Alberta Report. The Alberta Report was far and away the most influential news and opinion magazine in Alberta from its beginnings in the 1970s until it finally closed in 2003, after which it was replaced by the original Western Standard's print magazine. And just as we brought the old Western Standard magazine back to life as a digital publication, we are proud to return the Alberta Report to you online.
But we are the "Western" Standard, not just the Alberta Standard. That's why we've also launched the West Coast Standard for British Columbians, the Saskatchewan Standard, the Manitoba Standard, and even (dare I say) the Ontario Standard. This will provide a homegrown source of independent media with a focus on your province that won't clutter your news feed with local city hall news from places you may not care much about.

TRIAL AND CONSTITUTIONAL CHALLENGE
Artur Pawlowski is well known to supporters of The Democracy Fund as a Christian pastor who has been repeatedly jailed and punished by the courts because of COVID-19 restrictions. One of the allegations against him is that he failed to comply with a public health order after attending a public protest on December 20, 2021.
Update: Our lawyers will be contesting Artur Pawlowski’s charges in a three-day trial starting on June 6, 2022. They have also filed a Notice of Application and Constitutional Issue arguing that the public order infringes on Pawlowski’s Charter rights to freedom of religion, freedom of expression, and freedom of peaceful assembly.

Police arrested four people in downtown Ottawa Thursday after a Canadian army reservist previously charged for speaking out against COVID-19 vaccine requirements led a procession into the city and delivered a speech on "freedom" to a rapt crowd of about 1,200 supporters.
James Topp was charged in February with two counts of conduct to the prejudice of good order and discipline for comments made while wearing his uniform and has since been leading a four-month march to the capital from Vancouver.
His march has been supported by many of the same figures involved in the Freedom Convoy that snarled downtown Ottawa for weeks until police used force to end what they and the government described as an illegal occupation.
Not long after Topp's remarks, police said they were responding to a "situation" in the area and arrested four people over incidents including assaulting police officers. One officer could be seen pouring water into his eyes as a woman nearby yelled about police using pepper spray.
In a tweet, the Ottawa Police Service said it's investigating the incident, including reviewing video. Its initial investigations found that an interaction with an officer became confrontational and an officer was choked.
At the same time, however, members of the crowd continued to mill about happily and line up for photographs with Topp. Tourists and families were also wandering by the scene, appearing puzzled as they snapped pictures of the war memorial.
As the sun began to set, some protest attendees began setting off fireworks as officers looked on.
The arrests capped a day of activity in the capital as protesters held their first planned events of the Canada Day weekend.
Crowd visits Tomb of the Unknown Soldier
Topp's arrival in the capital and promises of a new round of protests starting Canada Day have set residents on edge. Ottawa Mayor Jim Watson and the city's interim police chief, Steve Bell, have promised to crack down on any illegal activity.
Cheers and chants of "Freedom!" erupted as Topp arrived at the National War Memorial on Thursday evening. He knelt, weeping, with his hand on the Tomb of the Unknown Soldier before he spoke to the crowd, thanking them for their support and urging them not to give up.
"I have met thousands of people in my journey from Vancouver to Ottawa and a lot of them have lost hope. They feel lost. They're angry. They've lost faith in the system. We've already started something," he said.
"Heed the call. Assemble. Organize yourselves. Plan. What's the answer? Non-violence. Peace."
A long line of marchers, including at least one wearing a black armoured vest, snaked along the length of the park.
Earlier Thursday, Conservative leadership candidate Pierre Poilievre joined the final leg of Topp's march. Poilievre walked alongside Topp for about half an hour west of downtown Ottawa, where hundreds of people had gathered to see the army reservist.

Video of the meeting shows Poilievre expressing his opposition to vaccine mandates and citing to Topp a famous quote by then-prime minister John Diefenbaker about being a "free Canadian" when he signed the Canadian Bill of Rights in 1960.
The two also spoke about the divisions within Canada, with Poilievre saying: "People are desperate for hope. I think it's time to put this country back together, and heal the wounds and reunite our country."
A few hours later, hundreds of people gathered in a park south of downtown Ottawa for the final stretch to the National War Memorial.
At one point the crowd was treated to a speech by a man wearing a military beret and civilian clothes who denounced defence chief Gen. Wayne Eyre's order that all Canadian Armed Forces members be fully vaccinated. Members of the crowd booed loudly.

Poilievre's appearance with Topp comes as the presumed Conservative leadership front-runner has been accused of unabashedly cozying up to anti-vaccine protesters and other groups associated with the Freedom Convoy.
Tamara Lich, a leader of the convoy that gridlocked Ottawa in February, briefly appeared in court on Thursday after allegedly breaching one of her bail conditions. Lich, who faces multiple charges including mischief and obstructing police, will remain in custody until her bail hearing on Tuesday.
Many marchers declined to be interviewed, saying they did not trust that their words would not be twisted.
But Ottawa resident Richard Gervais, who was among the hundreds of people marching along the Rideau Canal to downtown Ottawa, called Topp an "inspiration to us all."
"Here he is, the most peaceful, the nicest, the most decent human being you could possibly ever want to meet, and he's walking across Canada to make a point," he said.
Gervais said his adult son was one of the hundreds of federal public servants forced to take leave without pay because he refused to get vaccinated.
While the requirement has since been suspended, "We never know when they're going to come back," said Gervais. "And we know that it can come back in the flimsiest of excuses."
Topp has said he has no plans to lead an occupation of the capital, and invited Ottawa police to work with him to facilitate his march through the city.
However, an organizer for a group calling itself Veterans 4 Freedom said in a recent video posted to YouTube that it plans to set up a semi-permanent camp east of Ottawa called Camp Eagle and hold events in the city all summer.
While police have since managed to prevent similar protests from taking over the city, stopping planned demonstrations from getting out of hand during Canada Day is likely to be complicated by the presence of thousands of people celebrating the holiday.
Prime Minister Justin Trudeau on Thursday said police are taking their responsibility to keep people safe during Canada Day celebrations "very seriously," while Ontario Premier Doug Ford called on those intending to protest in Ottawa to respect the law.
2 dozen MPs hosted Topp
The charges against Topp relate to two videos posted online in the winter in which the army reservist appears in uniform criticizing vaccine requirements for military personnel and other federal employees.
Canadian Armed Forces members are severely restricted in the comments they can make while in uniform, particularly when it comes to criticizing government policies, in large part to protect the military from any perception of politicization.
His lawyer has argued such restrictions should not apply to policies that affect Armed Forces members personally.
More than two dozen Conservative MPs hosted Topp and other leading figures in the Freedom Convoy on Parliament Hill last week, posing for pictures, promising their support and listening to a lecture on the purported dangers of COVID-19 vaccines.
Topp told the MPs that he was marching in part to get all vaccine mandates repealed, as well as to demand the reinstatement of anyone who lost their job because of such a requirement and compensation for wages lost.
At the same time, he and the others raised the spectre of civil war in describing the state of the country.
Health Canada says only vaccines that meet strict safety, efficacy and quality standards are approved for use in the country, and the benefits of COVID-19 vaccines continue to outweigh the risks of the disease. About 85 per cent of Canadians have received at least one dose.

Freedom Convoy leader Tamara Lich will remain in custody over the Canada Day weekend after she was arrested this week for allegedly breaching her bail conditions.
Lich was taken into custody in Medicine Hat, Alta., on Monday after Ottawa police issued a Canada-wide warrant for her arrest. She was brought back to the nation's capital and made a brief court appearance Thursday.
Crown prosecutor Moiz Karimjee requested a full day for a bail hearing, which is scheduled to take place on July 5.
Lich remains in custody as several groups — most of which formed out of the Freedom Convoy — are planning protests in Ottawa starting on July 1 and continuing throughout the summer.
She appeared on video from an Ottawa police cell, wearing a grey sweatshirt with the words "Freedom Over Fear" printed on it.
Eric Granger, Lich's defence lawyer, said July 5 was the earliest date available.
"The only new charge she's been arrested on is a single charge of breaching a single bail condition, [she] will be on her ninth day in custody since her arrest before she even gets the opportunity to regain her liberty," he wrote in an email to CBC.
Lich faces charges of mischief, counselling mischief, obstructing police, counselling to obstruct police, counselling intimidation, and intimidation by blocking and obstructing one or more highways in relation to the protest.
The anti-COVID-19-mandate protest shut down some areas of Ottawa for three weeks as participants parked trucks and other vehicles on city streets, blocking access to neighbourhoods and main arteries around Parliament Hill.
Released in March
Lich was arrested on Feb. 17 and spent about 18 days at the Ottawa-Carleton Detention Centre before she was released on bail in March on conditions which include staying off social media.
She was subjected to a bail review last month, but prosecutors were unsuccessful in trying to have her brought back into custody for allegedly violating her bail condition that she not support anything related to the Freedom Convoy.
Lich also cannot organize any kind of protest and is not allowed to contact several of the other convoy leaders, including Tom Marazzo, unless in the presence of counsel.
While it's not yet clear which bail conditions she is accused of breaching, there was speculation online that Lich might be in legal trouble over a Facebook photo that shows her beside Marazzo at an awards ceremony in Toronto on June 16 put on by the Justice Centre for Constitutional Freedoms (JCCF), a legal organization and registered charity based in Calgary.

James Topp Live in Ottawa - Conversation with Elected Representatives
KINSELLA: Conservatives will pay dearly for meeting with vaccine critics
(Because the Liberal war room certainly will.)
Here they are: Marilyn Gladu, Arnold Viersen, Dean Allison, James Bezan, Melissa Lantsman, Dan Muys, Ted Falk, Leslyn Lewis, Alex Ruff, Jeremy Patzer, Jamie Schmale, Martin Shields, John Barlow, Ryan Williams, Warren Steinley, Damien Kurek, Gerald Soroka, Scott Davidson, Chris Warkentin, Corey Tochor, Tako van Popta, Cheryl Gallant, Kerry-Lynn Findlay.
Those people are Conservative Members of Parliament. On Wednesday, those MPs met with James Topp, Paul Alexander and Tom Marazzo in a House of Commons meeting room.
MPs should meet with people, right? So, they met with Topp, Alexander and Marazzo. Afterwards, there was lots of hand-shaking and posing for pictures.
Topp is a former member of the Canadian Armed Forces. Alexander is a former member of the Donald Trump administration. Marazzo is also a former member of the CAF, and taught at a community college.
Sounds fine, right? Sounds like the sort of people elected representatives should be meeting with.
Until you Google them, that is. All of those Members of Parliament named above have staff, paid for by us, the taxpayer. If their staff had spent just a few minutes Googling Topp, Alexander and Marazzo, here is what they would have found.
James Topp was a Warrant Officer who shot a slick video in February attacking COVID-19 vaccines — while in uniform. In the video, he acknowledged he was breaking the military’s rules, but he went ahead anyway. For that, he was charged with prejudice to good order and discipline.
Since then, he’s become much more vocal about vaccinations and COVID. He’s announced the creation of something called a Canadian Citizens Coalition, and the group plans a “rally” at the National War Memorial next week. That coalition, Vice reported, is led by the same people who illegally blockaded the Windsor-Detroit bridge, costing up to $6 billion in trade.
Topp has kept busy appearing on podcasts and the like. Among them is one supportive of Diagolon, an “accelerationist” group whose members are among those arrested in February for allegedly conspiring to murder officers at the Coutts, Alta. border crossing. “Accelerationist” are white supremacists who want to use force to create anarchy.
Tom Marazzo was a Georgian College instructor who was fired for attacking vaccines. He says he was fired for being a “free-range, organic person” (sic). Marazzo achieved notoriety during the Ottawa occupation as one of the spokespeople for the convoy types. When a CTV reporter asked about the large cache of weapons found with the Diagolon types on their way to the Coutts border crossing, he was assaulted. Marazzo, no less than the New York Times noted, defended that.
Paul Alexander, meanwhile, was a McMaster University professor who landed a job in the Trump administration. Alexander was a “science advisor” at Health and Human Services in the U.S. There, Alexander and his boss regularly attempted to censor Centre of Disease Control (CDC) documents that they claimed “undermined the president.”
Alexander has said that “there is no data, none, zero, across the entire world” showing COVID-19 transmission in children. In the U.S. alone, 13.6 million children have been sickened or killed by the virus. In Canada, 716,000.
In one infamous July 2020 email, Alexander said of children: “We want them infected … open up and flood the zone and let the kids and young folks get infected.”
Anyway, you get the picture. A few minutes of Googling would have told those Conservative MPs plenty about Messrs. Topp, Alexander and Marazzo, who — inter alia — have promoted lies and conspiracy theories and illegality about vaccines and COVID-19.
The Conservatives were damn fools to meet with them. And the MPs, and their party, are going to pay a deep price for it.

Researcher broke embargo to leak BMJ paper to Trump administration

Paul Alexander, a former assistant professor at McMaster University in Canada who specialises in health research methods, wrote in an email to Stephen Hahn, commissioner of the Food and Drug Administration (FDA), that the research lent support to a role for hydroxychloroquine.
The FDA authorised the antimalarial on an emergency basis last April under pressure from Trump, but revoked this in June, citing the drug’s “known risks” and stating that it was “no longer reasonable to believe” that it was effective against covid-19.
Alexander’s email came a month later, on 19 July, addressed to Hahn, deputy FDA commissioner Anand Shah, and health department press chief Michael Caputo, who had recently appointed Alexander as his scientific advisor.
“Hi Dr Hahn and Anand and Michael,” he wrote. “I share this submission (embargoed) so highly confidentially, please share with no one not even in people who work or report to you.”
He went on, “I thought of it long and hard as the group submitted last night to BMJ after revisions. I weighed the balance and this is so important and such an emergency and while I have not done this before and will not again, I share this embargoed so that you are primed of what we found if it could help your decision making to help the USA and the globe as the US leads the globe, rightly.”
Alexander appeared to reference his Trump support, writing, “You would know the one reason why I stand out among this group of some [of] the world’s top researchers which I am proud of and made the personal decision to reveal it.”
Reed Siemieniuk of McMaster University, who led the meta-analysis published in The BMJ,2 said that Alexander had contributed “very early on to the first iteration” as part of a team screening titles and abstracts. “Paul stepped off of the research group prior to contributing to additional updates, when at the same time he notified us that he had taken a position working for the US government.”
A note at the end of the article reads, “We thank Paul Alexander (who was an author in the previous version of this review) for input and early contributions.” Siemieniuk told The BMJ, “I was not aware of the breach of embargo until now.”
Neither the final published analysis, which appeared in The BMJ on 30 July, nor the document leaked by Alexander 11 days earlier recommended hydroxychloroquine as a covid-19 treatment or suggested any survival benefit, instead singling out the drug for its high rate of adverse events.
In his email, Alexander directed the FDA’s attention to a paragraph which appeared to suggest a reduction in mean symptom duration in patients taking hydroxychloroquine, but the finding is described as “low certainty” and the paragraph ends by saying “there was no other benefit and there was apparent risk of adverse events.”
There was no change in the FDA’s position following Alexander’s intervention and in October the US National Institutes of Health recommended against using hydroxychloroquine in hospitalised covid-19 patients.
Alexander lost his job with the health department in September, after leaked emails showed him peremptorily instructing the Centers for Disease Control and Prevention director, Robert Redfield, to make editorial changes to the agency’s flagship publication, Morbidity and Mortality Weekly Report.3 He did not respond to a request for comment.

Freedom convoy leader Tamara Lich arrested in Alberta, accused of breaching bail conditions
Lich told her lawyer she is expecting to be transported to Ontario in the next week
Lich was taken into custody Monday evening, according to Keith Wilson, who represents Lich on her non-criminal cases including a lawsuit.
Wilson, who spoke with Lich after her arrest, says she expects to be transported back to Ottawa in the next week.
Eric Granger, who is one of Lich's criminal defence lawyers also confirmed Lich's arrest.
Granger says he has no reason to believe his client has done anything wrong and is "looking to learn more at this stage."
"Based on everything we knew, she's been diligently complying with all of her bail conditions as was noted by the judge at her recent bail review.
While it's not yet clear which bail conditions she is accused of breaching, there is speculation on social media that Lich might be in legal trouble over a Facebook photo that shows her beside a fellow convoy organizer who she was ordered to stay away from by a judge.
Canada-wide warrant
Lich faces charges of mischief, counselling mischief, obstructing police, counselling to obstruct police, counselling intimidation and intimidation by blocking and obstructing one or more highways for her role as one of the organizers of the protest that shut down much of downtown Ottawa earlier this year.
RCMP confirmed Lich was wanted on a Canada-wide warrant for breaching her release order but did not have further information as the arrest falls within the jurisdiction of the Medicine Hat Police Service (MHPS).
The MHPS says it will not release information until Tuesday morning.
The anti-COVID-19 restriction blockades gridlocked Ottawa for three weeks last winter as protesters parked trucks that blocked neighbourhood access and main arteries around Parliament Hill.
After her arrest, Lich was released on bail in March on conditions which include staying off social media. She cannot organize any kind of protest and she is also not permitted to contact several of the other convoy leaders, including Tom Marazzo, an ex-military officer, who also had a failed bid as an Ontario MPP candidate.
Lich was subject to a bail review last month where prosecutors unsuccessfully sought to have her taken back into custody for allegedly violating her bail condition that she not support anything related to the Freedom Convoy.
Weeks after she was granted release in March, Lich was notified she'd been selected as a recipient of a freedom award, handed out by the Justice Centre for Constitutional Freedoms (JCCF), a legal organization and registered charity based in Calgary.

The awards ceremony took place on June 16 in Toronto.
The Ottawa judge ruled he would not revoke Lich's bail and instead, varied her conditions to allow travel to Ontario with a restriction that she be banned from entering the capital's downtown core.
Lich's reasoning for wanting to travel back to Ottawa is protected by a court-ordered publication ban and cannot be reported.
But on June 17, the day after the freedom awards were presented, Stacey Kauder, who describes Lich as a friend, posted a photo to her Facebook page showing Lich with her husband and four other attendees at the JCCF gala.
To Lich's left is a man identified as Marazzo, a fellow convoy organizer, who she was ordered to have no contact with unless her lawyer is present.
Friends of the two convoy organizers speculated on social media that Lich was allowed to have contact with Marazzo at the event because there were lawyers for the JCCF present who also represent Lich in her civil matters.

Governments, police, convoy organizers granted standing on inquiry into use of Emergencies Act
Individual protesters and federal Conservative party denied standing by commissioner
Governments of all three levels, convoy organizers and police have been granted standing in the public inquiry looking into the invocation of the federal Emergencies Act, but the federal Conservative Party and a number of individuals who had their bank accounts frozen have been left out.
Granting groups or individuals standing allows them certain privileges in the inquiry process, including the ability to suggest witnesses or cross-examine them. It also means they are given advance notice on documents being submitted into evidence.
Prime Minister Justin Trudeau invoked the act on Feb. 14 — for the first time in Canada's history — during the Freedom Convoy. The act gave the federal government temporary powers to deal with the anti-COVID-19 restriction blockades that gridlocked Ottawa for three weeks last winter as protesters parked trucks that blocked neighbourhood access and main arteries around Parliament Hill.
Paul Rouleau, the commissioner heading the inquiry, wrote in his decision that the deadline to submit the inquiry report weighed on his final determination.
"I must keep in mind the practical realities facing the commission, including the strict timeline in which to complete the Inquiry," Rouleau wrote.
The federal government, the governments of Saskatchewan and Alberta have been granted full standing, while the government of Manitoba will be allowed to enter written submissions.
Key convoy organizers including Tamara Lich, Tom Marazzo, Chris Barber and Daniel Bulford have been granted full standing.
"Their contributions to the work of the commission are necessary, as they are uniquely situated to offer information to the commission and give firsthand evidence as to the goals and organization of the convoy," Rouleau wrote of the organizers.
The Ottawa Police Service has been granted full standing, while its former chief Peter Sloly will be allowed to produce documents and examine witnesses.
The cities of Ottawa and Windsor have also been granted standing.

Conservatives, individual participants denied
The federal Conservative Party and individual protesters are some notable exclusions in Rouleau's decision.
In his dismissal of the Conservatives, Rouleau pointed to the parliamentary committee reviewing the use of the act and said the inquiry needs to remain above the political fray.
"The political process that involves elected representatives from the various parties has a role to play in how the use of the Emergencies Act is reviewed and assessed," Rouleau said.
"There is also an important role for an independent non-partisan process. Both ought to operate independently from one another."
A number of individual protesters, including some who had their bank accounts frozen, were also denied standing in the inquiry.
Rouleau reasoned that individual protesters would have limited perspective on what unfolded earlier this year.
"By and large, their contribution would be limited to what they saw, heard or experienced from their particular vantage point as a participant or supporter of the convoy," Rouleau said, adding that individuals will be able to have their voices heard during public hearings.
The commission's final report must be submitted by February 2023.

Lich has been arrested in Alberta in relation to her court conditions, Ottawa police said Tuesday
Tamara Lich, one of the best-known faces of the so-called Freedom Convoy, will appear before a judge in Ottawa on Wednesday after being arrested in Alberta for allegedly breaching her bail conditions.
Medicine Hat police say they arrested Lich in her hometown Monday on the basis of a search warrant that originated in Ontario for one count of failure to comply with a release order.
Lich appeared in Medicine Hat court Tuesday morning and will be transported to Ottawa, police said.
Lich has, along with fellow protest organizer Chris Barber, been facing charges of mischief, obstructing police, counselling others to commit mischief and intimidation, for her role in organizing the massive protest that paralyzed downtown Ottawa for more than three weeks in February.
After a judge initially denied her bail, Lich was released in March with a long list of conditions, including a ban from all social media and an order not to “support anything related to the Freedom Convoy.”
In an email to the Star, Eric Granger, Lich’s criminal lawyer, said Tuesday, “Only very limited information is available” on the arrest.
“Given that Ms. Lich continues to have no criminal record and her strong performance on bail was noted by the judge at her recent bail review where the judge removed some of the conditions that had been previously imposed, we look forward to learning more as information becomes available so that we can determine the appropriate next steps to be taken in Ms. Lich’s defence.”
In May, an Ontario judge ruled Lich could remain on bail until her trial after a Crown prosecutor argued she’d violated one of her bail conditions by agreeing to accept a “freedom” award handed out by Calgary-based organization the Justice Centre for Constitutional Freedoms.
Ontario Superior Court Justice Kevin Phillips said Lich had followed her bail conditions and already had a “taste of jail,” which made her less likely to reoffend.
Phillips changed Lich’s release conditions to allow her to visit Ottawa, but not the downtown core. He kept the ban on Lich’s access to social media.

We can’t have dangerous people like her taking photographs with other dangerous people and posting them online.
If we let that keep happening, chaos might ensue.
Lich was arrested again on Monday in Medicine Hat, Alberta, and is expected to be transported to Ottawa within the next week for violating her bail conditions. On Feb. 17, Lich was arrested and charged with mischief, obstructing police, counselling others to commit mischief and intimidation.
Without downplaying the impact of the freedom convoy on residents of Ottawa’s downtown core, those are hardly charges that would normally see this kind of action by police and prosecutors. Lich has no prior criminal record and has not been convicted of the charges she now faces.
Yet depending on who you listen to, police have either arrested her for being critical of the government – not something that should get anyone arrested – or for being photographed at an event in Toronto with another convoy organizer.
At this point, forgive me for laughing at the idea that either of these are considered bail violations. If we had a justice system in Canada that picked up everyone who broke bail conditions, then I might be prone to saying, that as a law-and-order kind of guy, I could support Lich being detained.
That’s not who we are though, and our system continues to release violent repeat offenders on bail with no regard for community safety. On Monday, I was at a news conference with Ontario Premier Doug Ford and Toronto Mayor John Tory where they lamented repeat offenders for gun crimes being out on bail to reoffend.
“Chief Ramer, or before him Chief Saunders, could tell you of many instances, not just one, where people are getting out on bail for example, over and over and over again, when they’re charged with firearms offenses, and that simply has to be changed,” Tory said when discussing the recent spate of shootings in Toronto.
Our paper has been full of such stories and will have more to come in the future I’m sure, but police and prosecutors are worried about Lich taking a photo with someone more than 400 kilometres away from Parliament Hill.
Just this week, Toronto Police were looking for a man in an assault investigation saying the man was wanted on six counts of assault, two counts of assault with a weapon, six counts of choking and six counts of breach of probation among other charges. In another incident, two men were charged in a robbery with robbery with a weapon, disguise with intent, conspiracy to commit an indictable offence and fail to comply recognizance, which is police code for out on bail.
Those are just two cases police revealed on Monday.
One of the worst cases I’ve covered involved two men, both with bail and court conditions upon them, accused of shooting up a child’s birthday party last summer. Three children were injured from bullets flying in that incident.
Yet Tamara Lich is the real threat to society, not hardened, repeat offenders who shoot up streets, commit robberies or repeatedly assault people over several months. Our justice system is not supposed to be political, but whether we’re talking about the Lich case or the recent revelations that Justin Trudeau’s government interfered in the investigation into the Nova Scotia mass shooting, it’s clear we have a government intent on making justice political.
Seems Lady Justice is peeking out from under her blind to see who is before her before deciding whether to enforce bail conditions.

One of the judges who presided over the court hearings of Freedom Convoy organizers is speaking out after receiving threats considered serious enough to require police intervention, according to information obtained by Radio-Canada and CBC.
The judge in question confirmed that supporters of the convoy from Canada and the United States sent several offensive messages, but the message that prompted police to react threatened their physical safety, the judge said.
It's intimidation. It's trying to influence a court decision, and that's serious.

"I thought, should I tell my children not to come home for a while?" the judge said.
"I changed my alarm system. I was advised not to take the same route every day," the judge added. "You feel vulnerable in your house, in your own home."

The judge believes most Canadians respect the justice system, but said a vocal minority is seeking to undermine it.
"It's intimidation. It's trying to influence a court decision, and that's serious," the judge said.
Supreme Court of Canada Chief Justice Richard Wagner expressed similar concerns in a recent speech in Montreal.
"The pandemic has forced many people to live online during lockdowns. And it is at times like these that lies and conspiracies spread like wildfire," Wagner said in French on June 9.
"As we have seen around the world, disinformation poses a real threat to democratic institutions."
The demonstrations that took place in Ottawa this winter stemmed in part from this disinformation, Wagner said. He encouraged people to "inform, instruct and educate" their fellow citizens.

Ministry silent on further threats
Ontario's Ministry of the Attorney General would not say if any other judges have received threats from Freedom Convoy supporters.
"It would be inappropriate for the ministry to comment on a potential or ongoing police investigation," wrote ministry spokesperson Brian Gray in an email to Radio-Canada.
He wrote that the ministry "takes court security and the safety of all those in our courthouses ... very seriously," and that local police or Ontario Provincial Police provide security "to ensure the highest level of protection."
The Ontario Court of Justice and the Ontario Superior Court of Justice both declined to comment, saying it would be inappropriate to do so.
CBC News reached out to a number of key figures of the weeks-long demonstration in Ottawa, but requests for comment were either declined or went unanswered.
No charges have been laid in this matter. It's not known whether the investigation is ongoing at this time, and police would not comment.

The lawyer representing convoy leader Tamara Lich says his latest high-profile client deserves to be well-represented, but Lawrence Greenspon won't disclose whether he is being paid or took the case for free.
Lich, who was behind fundraising efforts that raised more than $10 million to support the Freedom Convoy protests in Ottawa, is charged jointly with Chris Barber with mischief, counselling mischief, obstructing police, counselling to obstruct police, counselling intimidation, and intimidation by blocking and obstructing one or more highways.
She joins a handful of high-profile Greenspon clients. He has previously represented Mohammad Momin Khawaja, the first Canadian charged under Canada's Anti-terrorism Act, as well as former senator Mike Duffy.
"Some of the people that have contacted me are well aware of the fact that in the past I've represented alleged terrorists and murderers and people charged with sexual assault. That, I guess, in their minds is OK," Greenspon said.

"But representing Tamara Lich who has no criminal record, is not charged with any violent offence, there's no weapons involved, there's no sexual assault — they seem to have a problem with that."
He said he swore an oath to zealously defend a person whose liberty is at stake.
"I don't have any difficulty at all in representing Tamara Lich. It doesn't mean that I agree with anything she did or didn't do. But it does mean that she's entitled to representation when her liberty's at stake," he said.
Lich was arrested Feb. 17, denied bail, but then released on March 7 on the condition she leave Ottawa within 24 hours, refrain from using social media and have no contact with certain co-organizers.
Everybody has a right to be represented under the law.

Diane Magas had been representing Barber and Lich, but is now just representing Barber.
Greenspon is expected to challenge the conditions of Lich's bail, particularly as it applies to her use of social media.
"The reaction from friends has been, 'I'm not surprised, she's going to be well represented.' The reaction from strangers has been, 'I'm disappointed because you were this, that and the other in our community and I don't put that together with you representing Tamara Lich,'" he said.
"It's those individuals that really need to understand what the role of defence counsel is and how important it is that everybody has a right to be represented under the law."
Worked in oil and gas
Lich worked in the oil and gas sector in Alberta from 2017 until she was laid off in March 2020 "due to closures related to COVID-19," according to a sworn affidavit made by her March 2.
She and her husband moved to Harrison Park, Man., for work after he was laid off, but by November 2021 they were back in Alberta and working again.
She used five weeks of vacation time to come to Ottawa, where she was considered a key figure in the protests against COVID-19 health measures, according to the affidavit.
In her affidavit, she said she would return to work following her release on bail.
Raised millions for convoy
In a separate affidavit filed in court related to a proposed class action suit against her and others, Lich said she was involved in the creation of the crowdfunding campaign for the Freedom Convoy on the GoFundMe platform.

She said she used a personal TD bank account, which had no balance, as the designated account to hold donated funds.
An email address was set up to accept donations, which also went into a personal account belonging to her. At the time, she was the only person with access to the donations.
When GoFundMe released $1 million of donated funds on Feb. 2, it did so into Lich's personal account she designated for the protest.
Two days after sending her $1 million, GoFundMe said it closed the campaign, citing violations of its rules on violence and harassment, with all remaining donations being returned directly to individual donors.
Lich said that the same day she received the GoFundMe money, a "hold" was placed on her account associated with the Freedom Convoy. She said the bank didn't prevent money from being deposited into the account, but funds could not be withdrawn.
While she had access to the money provided by GoFundMe, Lich said she completed approximately $26,000 in transactions.
She spent $13,000 on bulk fuel purchases and another $13,000 was "withdrawn in cash and utilized for various purposes," she said in her affidavit.

2 NDP candidates resign following 'unacceptable' online comments
Candidates were running in Ontario, Nova Scotia ridings
The NDP says two of its candidates have quit the federal election race with less than a week to go, promising to learn more about antisemitism.
Party spokesperson George Soule said Wednesday morning that Sidney Coles, running in Toronto-St. Paul's, and Dan Osborne, running in the Nova Scotia riding of Cumberland-Colchester, are resigning by choice, but the party supports their decisions.
Soule said they both agreed to learn more about antisemitism.
As first reported by the Toronto Star, Coles claimed on Twitter that Israel was somehow responsible for missing doses of COVID-19 vaccine in the United States last winter.
She later apologized for posting "unsubstantiated theories about vaccine supply linked to Israel," and said it was never her intent to indulge a "common antisemitic trope," the newspaper reported.
Osborne is accused of tweeting at TV personality Oprah Winfrey in 2019 asking "was Auschwitz a real place?"
He responded this week, from a different account, saying he has no memory of tweeting that, but apologized.
"I want to offer an apology. The role of Auschwitz and the history of the Holocaust is one we should never forget. Antisemitism should be confronted and stopped," he said.

NDP Leader Jagmeet Singh called the messages "unacceptable."
"I want to be very clear: their comments were completely wrong and have no place in our party," he said during a campaign stop in Essex, Ont., on Wednesday morning.
"Those messages were completely unacceptable and the right decision was made."
Green Party Leader Annamie Paul, herself Jewish, said antisemitism is on the rise and applauded those who raised concerns about the two candidates' tweets.
"It is gratifying to know there are those who are going to raise their voice, because we have said many times that silence is the thing that emboldens hate," she said during a stop in Kitchener, Ont.
"When you see it, call it out."
Conservatives, Liberals have also lost candidates
The other two main parties have also lost candidates embroiled in scandal on the campaign trail.
Over the weekend, the Conservatives dumped their candidate in the Toronto riding of Beaches–East York after past Islamophobic tweets surfaced.
Just yesterday, a Conservative candidate in the western Quebec riding of Pontiac apologized for sharing two racist jokes on Facebook. He remains on the Conservative slate, according to the Ottawa Citizen.
Speaking Wednesday in Jonquiere, Que, O'Toole said he has a zero tolerance policy for racism.
"Every single one of our candidates is running on a positive vision for the future of this country and a positive vision to bring people together," O'Toole said when asked about the candidate.
"I'm very proud to say we have the most diverse slate of candidates that we've ever had, the most women, and we're all singularly focused on Canada's recovery plan."
At the start of the campaign, another Conservative Party candidate, Troy Myers, stepped out of the race in a Nova Scotia riding following an allegation from a woman who says he sexually assaulted her at a work conference in 2019. He denies the allegation.
Former Liberal candidate and incumbent Raj Saini stepped down from the race in the Ontario riding of Kitchener Centre after allegations of sexual harassment were made against him. Saini has denied all the allegations as "unequivocally false."
Because his name is still on the ballot, Liberal Leader Justin Trudeau said he would not welcome back Saini in his caucus if he wins the seat, and he would not be able to sit as a Liberal in the House of Commons.

Disgust growing over vaccine protesters' Holocaust comparisons
Demonstrators seen wearing yellow stars, holding pictures of Anne Frank
At the National Holocaust Monument in Ottawa on Tuesday, they gathered to remember the Babi Yar massacre.
Over two days in late September 1941, nearly 34,000 Jewish men, women and children were herded through the streets of Kyiv in Nazi-occupied Ukraine, stripped of their clothing and forced into a narrow ravine where they were mown down with machine guns. Dead and wounded alike were then buried where they lay.
At the solemn ceremony, which happened the same day provincial officials unveiled details of Ontario's vaccine passport system, there was little sympathy for those who have been protesting against such passports and vaccine mandates — some comparing themselves to victims of Nazi brutality.
"It's a total desecration of the memory of … those that were killed during the Holocaust," said prominent Ottawa lawyer Lawrence Greenspon, who co-chaired Tuesday's commemoration. "It's incredibly insulting."
The comparisons are "vile," agreed Andrea Freedman, CEO of the Jewish Federation of Ottawa.
"They're dangerous, and they're a gross and wilful distortion of history," she told CBC News.

"It's offensive. It's offensive to the survivors, and it's offensive to the memory of the six million people who were systematically murdered."
It's difficult to say whether the sentiment is widespread among the protesters, or representative of an extreme fringe. Protesters wearing yellow stars like those Jews were forced to wear in Nazi-occupied Europe have been seen at demonstrations across Canada.
At a demonstration in Calgary last week, one protester held a picture of Anne Frank, the teenage diarist who died in a Nazi concentration camp.
One internet meme making the rounds shows two forearms, one wearing a proof-of-vaccination bracelet at a baseball game, the other bearing a six-digit tattoo from a concentration camp.
"Those who fail to learn from history are doomed to repeat it," the caption reads.
But CBC News spotted no sign of demonstrators comparing their cause to the plight of Jews during the Second World War when about 50 gathered on Monday near the Civic campus of The Ottawa Hospital.

Freedman rejects any such comparisons as not only wrong-headed, but potentially dangerous.
"There can be absolutely no comparison between torture and persecution, to getting a vaccine or wearing a mask, and quite frankly making such comparisons just trivializes the horrors of the [Holocaust]," she said.
For Freedman, that distortion is linked both to a general and growing ignorance about the Holocaust.
"It's a lack of knowledge, it's a lack of education and it's a wilful ignorance of understanding the complexities of history," she said.
That's particularly true when it comes to hospital protesters comparing themselves to Frank, who's believed to have died of typhus.
"The irony of this is that Anne Frank perished from a treatable disease," Freedman said.
Increasingly, politicians are speaking out against such comparisons, too.
Ottawa Mayor Jim Watson called them "unbelievable and appalling."
"Please think about the millions of Jews and others murdered and tortured and stop using this analogy," he wrote on Twitter last week.
"I really wish there was a way that we could stop it from happening, but I don't think that the criminal law is at current equipped to be able to do that," said Greenspon.
At the commemoration on Tuesday, several speakers alluded to a key lesson of the Holocaust: that such evil is only made possible when others look away. For that reason, Freedman says everyone has a duty to denounce such comparisons.
"We can't stay silent," she said. "That is one of the lessons of the Holocaust, is you can't stay silent."
