The former head of Horizon Health Network, who was fired by the Progressive Conservative government, will represent the Liberals in the riding of Saint John Portland-Simonds in the upcoming provincial election.

Dr. John Dornan was nominated as candidate for the north end riding Wednesday night in front of a crowd of more than 100 people.

He said it's "an opportunity to finish unfinished business."

When his previous career ended "kind of abruptly," he "didn't feel done," he told CBC News on Thursday.

"I felt that I had a lot of ideas and ability and enthusiasm. And … I wasn't ready to retire or stop."

Dornan, 65, served as president and CEO of Horizon for only four months of his five-year contract when he was publicly fired by Premier Blaine Higgs in 2022.

It was part of a larger shakeup in health-care leadership following the death of a patient in the waiting room of the Dr. Everett Chalmers Regional Hospital's emergency department in Fredericton.

He was awarded a record-breaking $2-million by a labour adjudicator for his unjust dismissal — a decision upheld by a Court of King's Bench judgeappealed by the province, and ultimately settled last month.

John Dornan was the subject of a major shakeup in health-care leadership just four months into a five-year contract. The Saint John doctor went on to win a $2M settlement for wrongful dismissal. Now he has his sights set on his future.

Dornan, who now works full time for Horizon as an endocrinologist, a specialist in hormone-related conditions and complications, such as diabetes, thyroid problems, and fertility issues, said he didn't set out to get involved in politics. "It took me a bit by surprise."

But Liberal Leader Susan Holt asked him last fall to offer and "the more I thought about it, the more enthusiastic I became," he said.

"I've worked in health care in excess of 45 years and have lots of ideas, lots of experiences. I made some errors at times, but lots of successes. So I thought I could take that ability forward."

Top priority is primary health care

His top priority, he said, is to see every New Brunswicker with a "medical home," where a multidisciplinary team of health professionals will provide their primary care.

"We've seen the start of this with Family Medicine New Brunswick. Regrettably, it's not moved as quickly as it should."

Dornan thinks the model is "an easier sell" for new doctors, but for those who have established practices, it can be "hard to change."

He believes working with the Liberals will provide him with a "heightened opportunity" to effect the changes that are needed, he said.

Health minister aspirations?

Asked if he aspires to be the next health minister, Dornan said he aspires to be a strong representative for Saint John Portland-Simonds. The riding, whose current name is just Portland-Simonds, has been held for 25 years by Progressive Conservative MLA Trevor Holder, who announced in March he would not seek re-election.

Dornan described Holt's team as a "smart bunch," with a wide range of experience, including health care, education and finance.

He contends the party is also fiscally responsible and will spend wisely in health care, education, housing and infrastructure "without blowing the bank."

"And once we treat our population well — educate them, care for them, house them well, then New Brunswick can't help but thrive."

I don't know if he should have been fired or not; however, I do accept that the court found that he was fired without proper documented justification. That being said, it seems to me that in joining the Liberal movement he might be a bit of an opportunist -- he now wants to be a politician rather than a doctor.

Dr. John Dornan, the former head of Horizon Health Network, will seek the Liberal nomination for the riding of Portland-Simonds, in Saint John's north end.

Dornan was publicly fired as president and CEO of Horizon by Progressive Conservative Premier Blaine Higgs in 2022 following the death of a patient in the waiting room of the Dr. Everett Chalmers Regional Hospital's emergency department in Fredericton.

He won a record-breaking $2-million arbitration award over his dismissal, a decision upheld by a Court of King's Bench judge and now being appealed by the province.

Dornan, 65, told CBC News his decision to seek the nomination isn't personal.

"Well, you know, my goal is not so much to defeat Premier Higgs. It's to support [Liberal Leader] Susan Holt, who has, I believe, tremendous ideas, good help, seeks and uses advice that she gets — and this is the type of leader that I support," he said in an interview Thursday.

"I believe that a party that represents many different communities and groups is what New Brunswick wants and needs, and I think that this is a good time to bring that to the front. And I relish supporting such a government."

The riding has been held for 25 years by Progressive Conservative MLA Trevor Holder, who announced last month he would not seek re-election.

Holder is the 10th PC MLA elected in the 2020 provincial election to either quit or decide not to run in this year's campaign.

Dornan said Holt asked him to offer last fall, following a "very cordial" meeting to discuss health care, during which she "took notes, listened a lot, [and] had lots of questions."

He has held progressively senior leadership roles in health care since he moved to the Saint John area in 1987, serving patients and the community, and he saw it as "an opportunity to continue to do that at an accelerated, or in a different capacity."

He brings "maturity, management and most of all an ability to to listen" to the table, he said.

"I have rarely had big ideas myself, but have listened to people with very good ideas and I can get my shoulder behind those positive ideas" to implement progressive changes.

"So I think what I bring mostly is how to translate good ideas into functional ideas, workable ideas" — whether they're from doctors and nurses, builders and tenants, or newcomers in the diverse riding of about 12,000 people that encompasses Crescent Valley, the old North End, Millidgeville, and the area of Simonds between Westmorland Road, Consumers Drive and Loch Lomond Road.

"We've seen the top-down approach from the current government fail to get results, and it's time for a change."

Dornan has lived in Portland-Simonds for years and also used to operate a medical office there. He said he has spoken to people in the riding and some of the "big issues" include affordable housing and the increased cost of living.

"Many people have apartments, have houses, but the cost of living quickly drains the income that they have.

"Other groups of people don't have adequate housing. That's extremely important."

Health care also ranks high on the list, he said, noting a significant number of people in the riding don't have a primary care provider and have to rely on emergency departments or after-hour clinics.

Dornan, who specializes in endocrinology, served as head of internal medicine at the Saint John Regional Hospital, became chief of medical staff for Horizon, the largest health authority in the province, and then CEO in 2022.

He was at the helm for only four months of his five-year contract before he was fired as part of a larger shakeup of New Brunswick's health-care leadership. Higgs also removed Dorothy Shephard as health minister, and revoked the boards of both Horizon and Vitalité.

Dornan said he's now working full-time for Horizon as an endocrinologist.

The Court of Appeal is scheduled to hear the province's case against Dornan's employment compensation award next week.

The Portland-Simonds Liberal Association nominating meeting will be held May 8.

The decision follows harassment allegations revealed last week by
Premier Brian Gallant against Speaker Chris Collins.

Gallant suspended the Moncton Centre MLA from caucus over a complaint
he harassed a former employee of the legislative assembly.

Collins, who was planning to run in the September provincial election,
will fight the allegations, according to his lawyer, T.J. Burke.

Filling policy gaps

The legislative administration committee has agreed the clerk of the
legislature will select an independent investigator to examine the
complaint. It has also begun work to clarify issues with the
harassment policy with respect to the allegations against the Speaker.

"The decision to do that reflects that there was a gap at the
legislative assembly," Coon said.

The Liberals were criticized by opposition panel members for their
response to the complaint. Four of the five panellists said the
government failed to follow the existing harassment policy in not
taking action when it learned there might be a complaint.

Gallant learned of a possible complaint in February but has said his
office couldn't act until the official complaint was filed April 5.

But the Progressive Conservatives were quick to point to the policy
that says senior officials must take action about harassment "whether
or not a complaint is filed."

PC member Ted Flemming said on the panel that he was pleased to see an
independent investigation because he doesn't trust the executive
branch to get to the bottom of it.

There is a pattern of shrouding the truth, said the MLA, pointing to
scandals such as Atcon and inflated property taxes.

"We're not able to get thNDP Leader Jennifer McKenzie took exception
to Flemming's comparisons,
saying the process should be followed and communicated clearly to the
public and shouldn't be politicized.

McKenzie said the rights of both Collins and the complainant should be
respected and due process given.

People's Alliance Leader Kris Austin said time is of a factor with the
investigation since it's an election year and Collins was committed to
running. Austin pitched a 60-day deadline for the investigation.

Gallant has said Collins could not run as a Liberal candidate while
suspended from caucus.
Rousselle responds

Attorney General Serge Rousselle told the panel the topic should not
be discussed. He said the harassment policy is being followed and it
would be "inappropriate" to comment on the matter during the
investigation.

Rousselle also dismissed calls for a full inquiry.

"It could jeopardize the confidentiality of this process and
discourage other people from coming forward with their own complaints
for the fear of publicity that would follow," he said.

He said it's the government's understanding the complainant does not
want a full inquiry either.
