What Liberal policies are you referring to? I heard a lot of complaining from Wayne Long about Trudeau, but the core of Saint John has been torn apart with infrastructure upgrades that he found funding for through his government’s initiatives. And now they are flush with building permits. No infrastructure upgrades in Charlotte county are due to Williamson’s “strategy”, which has left little development and service districts scrambling for infrastructure upgrades. This area has very limited federal foot print because of him, and his party’s limited appreciation of what’s at stake. This area needs a team that knows what a serious effort is, and Williamson and his team have demonstrated their limitations in recognizing what that is

 Over the weekend, Leader of the Opposition Pierre Poilievre spoke with YouTube channel "Northern Perspective" when he called the leadership of the RCMP “despicable” and added that many of the scandals of the Trudeau era “should have involved jail time.” Poilievre said the former prime minister “probably” violated the criminal code during the SNC-Lavalin affair. 
 
 “These would normally have led to criminal charges, but of course the RCMP covered it all up,” he said. 
 
The panel also discusses Carney's latest victory with the border services agency, where he plans on funding 1000 more border officers with boost in benefits to aid recruitment.

He haunts them still.

In New Brunswick politics, most defeated premiers exit quietly, staying out of debates within their parties about what future direction to take or who should be the next leader.

Blaine Higgs was always different. He still is.

Over the weekend, Higgs appeared at the Progressive Conservative Party’s annual general meeting and weighed in on possible leadership candidates, the 2023 caucus rebellion against him, and even on whether to rename the party.

He told reporters that trying to make the PCs a broad-based, “big tent” party was a fool’s errand because many “Progressive” Conservatives are really Liberal, NDP and Green sympathizers.

“So they shouldn’t be part of the party,” Higgs said.

Removing the word “Progressive” from the party’s name was an “interesting” idea, he added.

“Our party needs to decide who we are as Conservatives. We can chase the whims of the public, and people can say that’s the only way you get voted in to be government."

“Is it all about being elected as government, or is it about making a difference in the province?”

That is the central dilemma facing the Tories after the defeat that ended six years in power: should they turn away from Higgs’s vision and broaden the base in an effort to win in 2028?

Over his 14 years in public life, Higgs often said the compromises and concessions of middle-of-the-road party politics were an obstacle to governing effectively and affordably.

He said Saturday that he tried the big-tent approach in 2017 when he lured former NDP leader Dominic Cardy into the party and it clearly hadn’t worked.

Cardy quit as education minister in 2022, and Higgs’s comments imply it wasn’t his fault.

Many of the former premier’s internal PC critics disagreed. They felt he neglected the basic obligations of party leadership: to consider different viewpoints, to make ministers and MLAs feel valued, to forge a consensus.

Higgs was at odds with that tradition from the beginning.

When he ran for the party leadership in 2016, most MLAs did not endorse him.

He signed up supporters who had no PC history and exhorted them to use the party as a “vehicle” to reshape New Brunswick.

In eight years as leader, he held no policy conventions to give grassroots members a say in government priorities.

In 2021, Dorothy Shephard, the health minister at the time, wrote Higgs a confidential letter urging him to change his approach, to stop seeing the push-and-pull of caucus deliberations as the tawdry, old-school partisan politics that he disdained.

“You do not have a team and it is your own doing,” Shephard wrote.

MLAs were legitimate reflections of their constituents and deserved to be heard, she wrote, “no matter how inconvenient it is, or how trivial you think the motives of any individual.”

The letter seemed prescient when it became public in 2023, after Shephard followed Cardy to the exits.

The premier’s changes to Policy 713, on pronouns and gender identity in provincial schools, was at odds with a compromise struck by the PC caucus, several MLAs would later explain.

Six of them broke ranks in June 2023 and voted to support a non-binding Liberal motion calling for more study of the issue.

Liberal pollster Dan Arnold later said on The Writ, a political podcast, that the Policy 713 changes were not unpopular, but the nasty, public PC split convinced voters Higgs was neglecting affordability issues and was no longer a competent manager.

In the wake of the rebellion, many PC MLAs decided not to run in the 2024 election.

Higgs brushed off the departures at the time, saying they created space for new candidates in the party more in line with his thinking.

On the weekend, however, his resentment was clear.

He called out PC stalwarts who, unhappy with his turn to social conservatism, supported Liberal candidates last year.

And he said it was “tough” to look kindly on former Moncton East MLA Daniel Allain’s campaign for the party leadership, given Allain was one of the six MLAs who broke ranks.

 “My whole situation developed, of course, and he played a role in that," Higgs said. "So it’s tough for me. But we all move on, and I’m trying to do that."

In contrast, Higgs described MLA Kris Austin — a former leader of the People’s Alliance who jumped to the PCs in 2022 and stuck with Higgs during the caucus turmoil — as “a great candidate,” who “brings a lot of value to the party, honesty and integrity.”

Those comments could complicate things for Allain, Austin and others.

They send a signal to Higgs's fans that Allain wasn’t sufficiently loyal, even though Allain worked for local PC candidates in Moncton last fall.

Allain’s been pushing the message that the party must return to a more “progressive” conservative orientation and welcome back moderate members and voters.

“So I disagree with Mr. Higgs,” he said on the weekend. 

For Austin, who is pondering a leadership run, the blessing of a former leader resoundingly rejected by the electorate, and by a large segment of the party, may not be much of a boost.

Austin himself sounded more conciliatory than Higgs on the weekend.

“I think the objective is how do we ensure that everybody’s got a voice at the table, that you’re open to everybody [and] all opinions, but yet still come out of that with values that are truly conservative in nature,” he said.

He added he had “a lot of respect” for Allain.

“He’s a good man, he made a good minister, and we’re all pulling in the same direction.”

Higgs’s intervention is also a distraction for interim PC Leader Glen Savoie, who will be trying for the next year to put the focus on the Holt Liberal government.

“I don’t want the next year to be wasted,” said Savoie, who told reporters the word “progressive” should stay in the party name and that everyone should feel welcome.

Savoie, who also stood by Higgs during the 2023 split, told delegates Saturday the party’s “only successful path forward is through forgiveness, reconciliation, redemption.”

Carleton-Victoria MLA Margaret Johnson said the party had to shed its “ultra-right-wing” image, make room for marginalized groups in the party and move on from Policy 713.

Even the two PC MLAs who endorsed Higgs for the party leadership in 2016 said they wanted to put the rebellion against him behind them.

“Everybody's got their opinion on the things they do,” said Albert-Riverview MLA Sherry Wilson. . "They do things for a certain reason.

“I don’t decide what other people do so I don’t really have an opinion.”

Kings Centre MLA Bill Oliver said the split over Policy 713 is “in the past, we suffered the consequences, and we can go forward from there.” 

Everyone at the party meeting, it seemed, was united in their appetite for moving on — except, perhaps, Blaine Higgs himself.

Daniel Allain formally announced his intention to run for the leadership of the New Brunswick Progressive Conservative party at an event in Moncton on Saturday.

“We’re back,” he said from the stage as he became the first contender in the race.

“I think I can help unite our party to make sure that we're a viable alternative, when the time is right in 2028, to go against the status quo,” said Allain in an interview following his remarks.

The party is looking for a leader to take them into the next election in 2028. Former premier Blaine Higgs stepped down after last year's electoral defeat to the Liberals.

Allain served as MLA for Moncton East from 2020 until 2024. He was also minister of local government and local governance reform until 2023, when Higgs dismissed him over a dispute about Policy 713.

Allain was also previously a City of Dieppe councillor from 2016 to 2020.

He says his experience with local government reform makes him the right person for the role. “I think I've got a certain set of skills,” he said.

Support across the province

At least six of the province’s current PC MLAs were in attendance at Allain’s announcement, including Rob Weir, Bill Oliver, Tammy Scott-Wallace, and newly elected Kevin Russell.

“He's a team-builder, really," said Scott-Wallace. "He's very dynamic. He really cares very much about the grassroots people, which is important to me as a representative of a rural riding.”

Scott-Wallace said despite the party's setback last fall, the future is bright.

“We don't need to reinvent the wheel,: she said. "All of those pieces are there, and I think it's just a matter of bringing us together.”

Many former MLAs from various governments were also present, including Ernie Steeves and Bruce Fitch.

Réjean Savoie, who was a Miramichi-area MLA between 1999 and 2003, and again from 2022 to 2024, said he supports Allain.

“I think Daniel is really the candidate that can reunite and restructure the Progressive Conservative Party of New Brunswick,” Savoie said.

Former Moncton South MLA Greg Turner is also throwing his support behind Allain.

“I just see him as a great potential future leader for our province,” Turner said.

Other attendees included Sen. Rose-May Poirier, MP Mike Dawson, Maple Hills Mayor Erica Wallace, and City of Moncton councillors Bryan Butler and Shawn Crossman.

Rebuilding the party

New Brunswick’s PCs are rebuilding.

Allain says he has a five-point plan for renewal of the party, starting with recruiting more members.

“My campaign is to make sure that we renew the PC party in New Brunswick, that we have a conversation and we listen and respect people's ideas,” he said.

Allain didn’t give specifics on how he’d lead the party, saying there’s plenty of time for that. But he did mention health care, education, and cost of living when addressing the crowd.

“I am a conservative, fiscally. I am a conservative on a lot of social issues, but I’m also progressive on some social issues,” he said.

The other goals are organizing the party structure, reaching people in all 49 electoral districts, fundraising, and committing to a policy convention in 2027.

The PCs will hold their leadership convention on Oct. 17, 2026.

PC leader narrowly lost his own seat in Quispamsis

After losing his own seat Monday night, Progressive Conservative Leader Blaine Higgs plans to discuss a “leadership transition” in the coming days with his party’s caucus.

Flanked by his wife Marcia, Higgs, who lost the riding of Quispamsis by 193 votes to Liberal Aaron Kennedy, hinted at his future while calling on the now 16-member PC caucus to “keep the torch burning and to rebuild our party.”

“I think my leadership days are over,” Higgs told media at his somber campaign party at St. Louis Bar and Grill in Quispamsis. “I’m going to talk with the new caucus members and we’ll decide from there what the next steps are, but I won’t do that tonight.”

The 70-year-old former Irving Oil executive, who was first elected in 2010 under the David Alward banner and went on to serve as finance minister, has led the Progressive Conservative party since 2016.

In the aftermath of the 2018 provincial election, the Progressive Conservatives, led by Higgs and with the support of the People’s Alliance, formed a minority government after the Brian Gallant Liberal government was defeated in a confidence vote in the legislature.

Higgs then led the PCs to a majority win, securing 27 seats in the 2020 provincial election. However, for the last two years, Higgs’s leadership style has been steadily under attack by a faction within the party.

Although efforts by riding presidents to oust Higgs as party leader failed last summer, a total of 12 Progressive Conservatives who helped the party achieve a majority win in 2020 chose not to re-offer this fall.

Some, like former health minister Dorothy Shephard, left cabinet posts early, citing frustration with Higgs’s top-down leadership style. Others, like PC stalwart Ross Wetmore, had decided the 2020 election would be their last one.

“A third mandate is a tough one,” Higgs told media Monday night. “We had challenges within – that’s very true – but I ran with a conviction of we do what’s right for the province.”

Despite this conviction, PC campaign insiders acknowledged they knew it was going to be an uphill battle from the start given Higgs was after a third mandate.

New Brunswick voters last gave a third mandate to a premier back in 1995. They re-elected then Liberal premier Frank McKenna for a third term to which he served only two years of that mandate, deciding to fulfill a promise to retire after 10 years as premier.

Unlike McKenna, Higgs’s tenure as premier lasted six years and it wasn’t his decision to bow out of politics. On the campaign trail, Higgs told Brunswick News that if “everything that we’ve accomplished to build a foundation is eroded or gone with a Liberal government, then, you’d say I should have retired 10 years ago. And I don’t want to be in that position. I just would feel, wow.”

“We were the underdogs coming into the campaign. We’ve been there for six years and governments have an expiry date on them,” Higgs’s campaign manager Steve Outhouse told Brunswick News Monday night.

Paul D’Astous, Higgs’s chief of staff, concurred with that assessment, noting he’s been told the average length of support by an electorate for a political leader is about five to six years.

However, D’Astous said he believes the PCs could have been hurt at the polls by the “fear of the unknown” surrounding municipal fiscal reform. He also noted that Higgs didn’t shy away from “somewhat controversial policies.”

In 2023, Higgs became Canada’s first premier to usher in gender-identity policy changes for public school students. Trans and non-binary students under the age of 16 are now required to obtain parental consent for their chosen names and pronouns to be used by educators in New Brunswick schools.

“(Mr. Higgs) has the courage of his convictions,” D’Astous said. “He never let that stop him from doing what he thought was right.”

Higgs largely campaigned on a two-point HST tax cut and promised some modest changes to the health-care system, including expanding the scope of practice for registered nurses, pharmacists and other health-care professionals.

Outhouse said Monday the party hoped those promises would “be realistic and attractive for voters, but voters have passed their judgment and we will honour that decision.”

The legislative chamber was overcome with applause when New Brunswick's lieutenant-governor, smiling wide, addressed Susan Holt for the first time as "Madam Premier."

Holt, a Liberal who won the premier's job almost two weeks ago, was sworn in, along with her cabinet, during a Saturday afternoon ceremony in Fredericton.

The event marks the official transfer of responsibility from Blaine Higgs, the outgoing Progressive Conservative premier, and his cabinet after voters elected a Liberal majority on Oct. 21. It also officially makes Holt the first woman to be New Brunswick's premier.

Speaking with reporters outside the legislature, Holt's voice broke as she described the time since Oct. 21.

"It has been the best days of my life," she said.

After being sworn in, Holt took a moment to recognize all of the women who have previously served as members of the assembly — asking those in attendance to rise.

While former Liberal MLAs like Aldéa Landry were present, so were incoming Progressive Conservative MLAs Sherry Wilson and Tammy Scott-Wallace, incoming Green Party MLA Megan Mitton and several former cabinet ministers who served with Higgs.

"The women who came before me paved the way. And every single one of them that got elected made it a little bit easier for the next of us to get here. I wouldn't be here if it weren't for them," Holt said.

"I wanted to make sure that they had an opportunity to be a part of the day, because I think it's something that many of them have wished for, for longer than I have."

Arlene Dunn, who held several ministerial roles in the Higgs government but resigned as a cabinet minister and MLA in February, was among them. She said Holt invited her to attend Saturday's ceremony.

"It's probably cliché to say there's that empathy piece, there's that compassion piece, but that really does matter to people. And I think that's what it's going to take to move our province forward. We don't need division," Dunn said.

"I'm really excited for the future.... I think she's going to do an amazing job."

Former NDP MLA Elizabeth Weir, New Brunswick's first female party leader to win a seat in the legislature, said she hopes Holt's win will open the door to more women running for office.

"There are those rare moments in your life where you are able to experience a moment of history, and that's what happened this afternoon in the chamber," Weir said.

"I'm just feeling a sense of the profound change that we can make. It often doesn't happen overnight ... but it is just reassuring that things can move forward."

Jill Green, a minister under Higgs who lost her seat in the election, called the day momentous for all New Brunswickers but especially for women in the province.

Wolastoqey elder Opolahsomuwehs, whose English name is Imelda Perley, held a blanket ceremony for Holt after the swearing-in.

"Whenever we visited each other before electricity ... blankets were very revered as a protection," she said. "We wanted to protect the leader for doing something different than what any other leader has ever done."

At a ceremony earlier on Saturday, all members of the Legislative Assembly were sworn in.

Lt.-Gov. Brenda Murphy called the moment "her-storical," as New Brunswick elected a record-high number of women to the assembly, with 17 of 49.

Holt announced her cabinet and House leadership selections on Friday.

On Saturday, she said the first meeting of cabinet will take place on Monday, and the legislative sitting will begin on Nov. 19.

Susan Holt, who won the premier's job almost two weeks ago, will be sworn in Saturday, along with her cabinet, in a ceremony at the New Brunswick Legislature.

The event will mark the official transfer of responsibility from Blaine Higgs, the outgoing Progressive Conservative premier, and his cabinet after voters elected a Liberal majority on Oct. 21. 

It will also officially make Holt the first woman to become premier in New Brunswick. 

The weekend ceremony will be led by Lt.-Gov. Brenda Murphy and attended by the new members of the legislative assembly — who will be sworn in earlier on Saturday morning.

Holt announced her cabinet and house leadership selections on Friday.

St. Thomas University political scientist Jamie Gillies noted it is a larger cabinet — with 19 incoming ministers compared to the 16 outgoing.

"You add in an additional five MLAs who will serve as the leadership in the legislature, the Speaker that they have nominated, as well as the deputy speakers and the whip and house leader," he said. 

"That constitutes 25 of Susan Holt's 31 Liberal MLAs. So it's a lot of the elected Liberal MLAs are in leadership positions in a Susan Holt cabinet."

Gillies said this largely matches Holt's messaging to date about her leadership style.

"That may be how she introduces this cabinet, in talking about a first-among-equals-style cabinet, where yes, she is the first minister, but there will be some consensus decision-making on a lot of issues," he said. 

While new legislation requires approval by the legislative assembly, with a new cabinet sworn in, regulatory changes could be made ahead of a sitting, Gillies said. 

The ceremony at the legislature will begin at 2 p.m.

Cheryl Hansen, New Brunswick’s top civil servant and a close ally of Progressive Conservative Leader Blaine Higgs, quit her post less than 24 hours after the party was swept out of office.

Hansen was the government’s chief operating officer, the clerk of the Executive Council, the head of the public service, deputy minister of Finance and Treasury Board, deputy minister of Intergovernmental Affairs, secretary to Treasury Board, and secretary to cabinet.

In a memo sent Tuesday obtained by Brunswick News, Hansen wrote that “after 40 years of public service, I am retiring from the Government of New Brunswick.”

“Over the past years, I have watched you all pull together to tackle a global pandemic, a major flood, forest fires and other major events all while continuing to deliver services,” Hansen wrote.

“We have accomplished great things working together and you have proven your abilities time and time again. Until the incoming government makes staffing decisions, Joel Dickinson will be be acting as clerk and Travis Bergin will be acting as deputy minister for Finance and Treasury Board.

The most recent government data, from 2022, showed that Hansen earned between $275,000 and $299,999 that year, making her the highest paid deputy minister. But she was appointed to several other roles in the two years that followed.

Higgs frequently singled Hansen out for praise, particularly in big speeches, like the State of the Province address.

But she also sometimes irked MLAs.

For example, during the pandemic, Hansen led COVID Core, a group of senior bureaucrats who met informally most days to help guide what the decision-makers would hear. But in the wake of an auditor general’s report, Hansen was summoned to appear before a legislative committee, and during questioning admitted that Core kept no records of its gatherings beyond a few notes intermittently scribbled on paper.

The committee, made up of MLAs from the three main parties, was so unimpressed by Hansen’s answers that it summoned then chief medical health officer Dr. Jennifer Russell to face the spotlight.

I remember one instance where the CEO died on the weekend and by the next weekend you wouldn’t have known that he had ever been there.Her job was over and she wasn’t needed or wanted by the incoming team. She exercised a reasonable option and left on her own terms. Quite a few more deputy ministers are probably exploring their own options as a matter of fact.

Higgs is still Premier and head of the Executive Council until the new government is sworn in. The head of GNB serves at the pleasure of the Premier and can be replaced or fired at any time by the Premier. Typically, the Clerk of an outgoing government stays around to assist with the transition, so leaving suddenly the day after the election is odd.

The Holt government has made its first big changes to the ranks of the senior bureaucracy, installing a new head of the civil service and dumping a controversial deputy minister appointed by Blaine Higgs.

Yennah Hurley, who was appointed deputy minister of tourism, heritage, and culture in 2020 is out, replaced by Shannon Wilson, who has been working as an assistant deputy minister in the department. 

Also, Judy Wagner has been named the interim clerk of the Executive Council Office and head of the public service. Wagner will also be secretary to cabinet and acting deputy minister responsible for women’s equality. Wagner replaces Cheryl Hansen, who retired less than a day after the Liberals won last month’s election. 

Under the Gallant Liberals, Wagner was secretary to cabinet and deputy minister of the Executive Council Office. In 2019, after the Liberals were defeated by the Higgs Tories, Wagner became principal secretary and chief of staff at the lieutenant-governor’s office.

Another change sees Kelly Cain become chief of staff in the premier’s office. Since January, Cain held that role in the Liberal office. Her resume includes stints as deputy minister in several departments, including tourism, heritage and culture, human resources, transportation and infrastructure, and intergovernmental affairs.

Hansen was also deputy finance minister. That position has been filled by Travis Bergin, who was already an associate deputy minister in the department. 

“I am happy to welcome these experienced civil servants to the team,” Holt said in a press release announcing the changes. “They each bring a deep knowledge to their roles and a passion for helping New Brunswickers.”

Former travel blogger Hurley’s tenure as an advisor to Higgs and later as deputy tourism minister came with some controversy, particularly over her travel expenses, which included costly business trips to Europe and the United States with other government staff. Last year, Hurley expensed about $77,000 worth of air and taxi fares, hotel stays, meals, moving bills and other charges to the province.

By comparison, Higgs expensed about $52,000.

The Europe trip, taken in September 2023, included stays at luxury hotels and visits to major tourist attractions, and was slammed by the opposition parties.

Even if such out-of-country trips like that one have taken place in the past, Higgs said in April, “it doesn’t mean that’s right and it doesn’t mean that I condone it.” And in light of the discussion about Hurley’s bills, Higgs said the province would “evaluate what other provinces do and what the right thing to do is” because it wants to be “prudent with taxpayers’ dollars.“

Whether that happened is unclear.

In late September, Hurley went on leave, according to a government memo obtained by Brunswick News. The reason for the leave wasn’t disclosed, the government didn’t comment when asked for more information, and there’s no suggestion the leave was connected to Hurley’s expenses.

At the time, Brunswick News asked Hurley for comment, but didn’t receive a response.

For the record, all the crap piled on the former THC Minister all stems from Hurley. One thing I found out over the course of the campaign, Deputy Ministers as Civil Servants do not fall under the Minister's Chain of Command. They answer to the Clerk of the Executive Council. Seems strange a Minister can't discipline their Deputy for any offence doesn't it?

New Brunswickers 'can rightfully be very excited about' Holt government, former premier says, while warning path ahead isn’t easy

Frank McKenna says Susan Holt’s election-night speech was a “masterpiece,” ushering in a new government that New Brunswickers “can rightfully be very excited about.”

But he’s also warning that Holt’s path ahead isn’t easy.

The problems she faces as premier are many and complex with no simple solutions.

“There will be a different lens and a different energy that she will bring, which is important, but the issues haven’t gone away,” McKenna said in an interview with Brunswick News. “That includes health care at the top of the list and that’s a massive challenge being faced by governments across the country and around the world.

“People shouldn’t expect that some fairy dust is going to fix it. It’s going to require a lot of effort.”

McKenna adds NB Power, its multibillion-dollar debt and failing power stations, a housing shortage, and litigation with Indigenous people to the list of complex problems that aren’t easy to address.

“Those issues haven’t gone away with the election and the public of New Brunswick need to respect the fact that the premier elect, she might bring a lot of energy and creativity, a new team and everything else, but she still needs to deal with very difficult problems,” he said.

‘Excited’ about Holt’s campaign

New Brunswick’s 27th premier who served from 1987 to 1997, winning every seat in the province in his first election, said he was impressed with Holt’s election runoff.

Her 31-seat win is the best provincial Liberal finish since the McKenna landslides of the 1990s.

“I was really excited by her campaign,” McKenna said.

“I thought this was very much a personal victory. She brought high energy, she brought a strong team, she brought a strong focus on what was important to New Brunswick with health care at the top of the list.

“And she committed to an anchor of living within our means which I think is an important value in New Brunswick which has a lot of respect for fiscal probity.”

McKenna added Holt’s style of collaboration and transparency is a winning one.

“That’s been lacking and is respected,” he said.

“New Brunswickers can rightfully be very excited about Susan Holt’s victory. She is the first woman to become the premier of the province and she won against the backdrop of an unpopular federal leader.

“It shows that she was really able to counteract that attack.”

But what impressed him most was election night itself.

“Her election night speech was one of the best I’ve ever heard in that setting,” McKenna said. “It was inclusive, it was respectful, it was inspiring, visionary, sensitive, and she did it fluently in French and English.

“I thought it was a bit of a masterpiece in saying all the right things and touching all the right notes.”

Her first words were “Thank you” in Mi’kmaq, then in Maliseet, and then in French.

Her speech pointed out the women who came before her, mentioning by name Brenda Robertson, who in 1967 became the first woman elected to the Legislative Assembly of New Brunswick, Shirley Dysart, the first female Liberal to serve in the legislature, Elizabeth Weir, the first elected female leader of a political party in New Brunswick, and Aldea Landry, the first Acadian woman named to cabinet.

There were touching moments referencing her family and young children.

Holt also addressed the immediacy of her challenges.

“We don’t take it lightly that you have put your trust in myself and my team and that you have hope for a brighter future,” Holt said. “But that hope, I know, is short lived, and it’s going to be on us to deliver authentically on the ground, openly and transparently.

“It’s going to be on us to bring the change that you’ve been asking for everyday in everything we communicate with you.”

Difficulty of the unforeseen

Asked what the biggest challenge a new premier faces, McKenna suggested it’s the unforeseen twists and turns ahead.

“Somebody asked the British prime minister once what kept him awake at night and he said ‘Events, dear boy. Events,’” McKenna said, referencing the famous quote from British Prime Minister Harold MacMillan.

“There’s truth in that.”

The Higgs government was dealt a pandemic and its widespread fallout, followed by a war in Ukraine that upset the international economy.

McKenna, who went on to serve as Canada’s ambassador to the United States after his time as New Brunswick’s premier, referenced the impact of the looming U.S. presidential election as a potential next test.

“I think this election will be the most consequential we’ve seen in our history,” he said.

“One party in the election has openly pledged to essentially create a tariff wall around the United States of America which would negate laboriously negotiated treaties that we have.

“It has the real potential to ignite a trade war that would be damaging to Canada, to the rest of the world, and in fact the United States of America.”

McKenna added that there’s also the potential for “a mass deportation program, which could put pressure on Canada, the borders, and trying to deal with an influx of people across Canada.”

“And then just the assault on multilateral institutions that have been important to Canada and the rest of the democratic world, from the WTO to the WHO to NATO to the Paris Accords,” he said. “Those are all important guardrails for the entire world to try and reduce points of friction.

“There’s a chance that there will be a wholesale assault on a lot of these institutions which would make for a chaotic world.”

That’s as Canadian federal policy could impact a New Brunswick government.

Prime Minister Justin Trudeau announced last week a dramatic cut to immigration levels, with plans to reduce the number of new permanent residents admitted into the country by nearly 100,000 – roughly 20 per cent – in the year ahead.

That’s while also slashing temporary foreign worker and international student levels with an overall impact aimed at flatlining population growth in Canada.

“There’s no doubt that population growth in New Brunswick has led to improved finances, has led to a larger workforce capable of filling the needs of some of our industry,” McKenna said. “It has been a positive.

“If I had a wish, my wish would be for the government of Canada, working with the Atlantic provinces, recognize the original need that led to us having a special immigration program and make sure that our needs are addressed in a very distinct, bespoke way.

He added: “We’re not Toronto, we’re not Vancouver, we’re not Montreal. We don’t get the lion’s share of immigrants and it’s only laterally that we’ve been able to get our fair share.

“I would not want the government of Canada to make the mistake of having one policy to fit all.”

Glad to see McKenna mentioned Lepreauouts, indigenous problems, a long fix for medical problems, major problems for NB Hydro and a few other things that were never mentioned on-the campaign trail this year. They are the most important ones for operating the province and keeping the lights on . We need that stuff first for physical comfort and attracting people who wish to build a prosperous self sufficient province. Companies who wish to come here need power, clear title to land and be free from the burden of dealing with everyone who wants a piece of the action. Susan Holt has proven that getting out into the electorate and talking with them & listening to them works better than talking at them.

Whether she will be able to do so on a continuing basis is doubtful given the position she now holds and how time consuming it is.

But she needs to make the effort, and so must her ministers.

When leaders lose touch with the electorate you get what happened on October 21st.

Three more New Brunswickers with COVID-19 have died, hospitalizations
have dropped to 89, and the province plans to review its mandatory
COVID-19 vaccination policy for government employees.

"It will be reviewed in the coming weeks," Treasury Board spokesperson
Erika Jutras confirmed Wednesday.

She could not immediately explain what prompted the review.

But it comes as the province prepares to enter Level 1 of the COVID-19
winter plan, the least restrictive level, on Friday at 11:59 p.m.

Premier Blaine Higgs has also said he hopes to lift all COVID
restrictions in March.

Jutras could not immediately say what the review will entail or what a
decision will be based upon.

Nor could she immediately say how soon any changes might be implemented.

top civil servant

On Oct. 5, Higgs announced that all provincial government employees in
the civil service, the education system, the health-care system and
Crown corporations, as well as staff in long-term care facilities,
schools and licensed early learning and child-care centres must be
fully vaccinated by Nov. 19, or have a medical exemption.

Those who didn't meet the deadline, roughly 2,000 of the government's
58,000 employees, were put on unpaid leave.

As of Jan. 19, the latest figures available, 484 of them remained on
indefinite leave without pay, Cheryl Hansen, clerk of the executive
council and head of the provincial civil service, told the standing
committee on public accounts Wednesday afternoon.

They include:

    Part 1 (All departments) — 65 employees
    Part 2 (Education system, including all teachers, bus drivers and
school district employees) — 121 employees
    Part 3 (Health-care employees, including Extra-mural/Ambulance NB)
— 256 employees
    Part 4 (Crown corporation employees) — 42 employees

No one has been terminated for not being vaccinated and those on
unpaid leave can still get their shots and return to work, the
province has said.
People's Alliance Leader Kris Austin asked several questions about the
pending review of the vaccine mandate during public accounts
Wednesday, including whether employees on unpaid leave would be
entitled to back pay if the policy is reversed, and how much money the
government has saved by not paying their salaries. (Government of New

People's Alliance Leader Kris Austin asked whether, if the policy is
reversed, the employees on unpaid leave would get back pay.

"That would be one of the issues that have to be discussed," replied Hansen.

Austin asked how much money has been saved by not paying their
salaries. She did not have that information, she said.

The employees are not terminated, said Hansen.

"I would use the word 'furloughed.'"

They do not quality for benefits while on unpaid leave but would still
hold what the government calls "a position number," she said.

It's unclear whether being on unpaid leave would affect their seniority.

"I would have to double-check on that," Hansen told Austin.

There is no change to their pension, she said.

Last week, a lawsuit against the province over its vaccination mandate
for employees was dismissed.

Court of Queen's Bench Justice Thomas Christie said the four
applicants were not being forced to do anything, as they had argued.

Complaint of irregularities at lieutenant-governor's office prompted by audit

"RCMP in New Brunswick now say they did not receive a complaint from
within the office of the lieutenant-governor that prompted their
investigation of "financial irregularities."

A spokesperson for the police force told CBC News on Friday that the
complaint came from the office, but Sgt. Chantal Farrah said Saturday
"that's not the case."

Farrah said the force was contacted by the federal Department of
Canadian Heritage and New Brunswick's Office of the Comptroller, which
acts as an internal government auditor."

Q1 Labs Inc. (Fredericton)
Project: Next Generation Simulation of Network Attacks
Surveys suggest an estimated annual financial burden of
between $13 billion and $1.6 trillion as a result of
security violations in various dimensions of infrastructure
systems. The proposed work is aimed at extending
technology, Q1 Labs’ QRadar Risk Manager, developed at UNB
under an AIF Round 2 project. The simulation software tool
will substantially improve the survivability of the network
and lower the overall risk of an attack on the
organization. The resulting technology will be a module
installed on the Q1 Labs existing QRadar Security
Intelligence Platform and will become part of the company’s
QRadar Risk Manager product. This project, with total
estimated costs of $7 million, will receive approximately
$3 million from the Atlantic Innovation Fund over a four
year period.

Remember about 15 years ago, when the publicly-troubled-at-the-time actor Charlie Sheen went viral for invoking the word “WINNING!” all over the place and in some pretty odd ways. Even when he wasn’t winning. Charlie’s past that now. But let me submit our guest today has full rights to that word: Veteran PC and Conservative Party campaign manager, Steve Outhouse. He managed Premier Tony Wakeham’s majority winning campaign just a couple of weeks ago in Newfoundland. As well as Premier Smith’s UCP majority victory in Alberta. Steve hails from Freeport, Long Island in southwest Nova Scotia. He worked in various comms roles in the Harper government before moving on to helm 3 federal CPC Leadership campaigns, as well as provincial leadership campaigns in Nova Scotia, PEI and the aforementioned Newfoundland and Labrador. He’s the founder of the “Just Campaigns” consultancy and says he’s “a bad business person”, but winning elections isn’t exactly bad for business. We’ll talk today a little more about Steve’s background about what animates his political life. Then we’ll do a deep dive into modern campaign mechanics: What works today? What doesn’t? I want his thoughts on “hot button” issues and how best to use them. Then, and this particularly relevant because he was Chief of Staff to Pierre Poilievre prior to 2015, what advice would Steve give to the federal Conservatives?

If the federal Conservatives want to form government, they have to stop allowing anti-Choice MP's to present independent members bills that slice away at women's reproductive rights. This is a huge issue that cuts Conservatives off from the majority of Canadians, and they put their foot in it every time they allow the fundamentalist minority MP's to control the Party narrative.

(Delivered orally from the Bench in Fredericton, New Brunswick, on
December 14, 2015)

The Plaintiff seeks an appeal de novo, by way of motion pursuant to
the Federal Courts Rules (SOR/98-106), from an Order made on November
12, 2015, in which Prothonotary Morneau struck the Statement of Claim
in its entirety.

At the outset of the hearing, the Plaintiff brought to my attention a
letter dated September 10, 2004, which he sent to me, in my then
capacity as Past President of the New Brunswick Branch of the Canadian
Bar Association, and the then President of the Branch, Kathleen Quigg,
(now a Justice of the New Brunswick Court of Appeal).  In that letter
he stated:

As for your past President, Mr. Bell, may I suggest that you check the
work of Frank McKenna before I sue your entire law firm including you.
You are your brother’s keeper.

Frank McKenna is the former Premier of New Brunswick and a former
colleague of mine at the law firm of McInnes Cooper. In addition to
expressing an intention to sue me, the Plaintiff refers to a number of
people in his Motion Record who he appears to contend may be witnesses
or potential parties to be added. Those individuals who are known to
me personally, include, but are not limited to the former Prime
Minister of Canada, The Right Honourable Stephen Harper; former
Attorney General of Canada and now a Justice of the Manitoba Court of
Queen’s Bench, Vic Toews; former member of Parliament Rob Moore;
former Director of Policing Services, the late Grant Garneau; former
Chief of the Fredericton Police Force, Barry McKnight; former Staff
Sergeant Danny Copp; my former colleagues on the New Brunswick Court
of Appeal, Justices Bradley V. Green and Kathleen Quigg, and, retired
Assistant Commissioner Wayne Lang of the Royal Canadian Mounted
Police.

In the circumstances, given the threat in 2004 to sue me in my
personal capacity and my past and present relationship with many
potential witnesses and/or potential parties to the litigation, I am
of the view there would be a reasonable apprehension of bias should I
hear this motion. See Justice de Grandpré’s dissenting judgment in
Committee for Justice and Liberty et al v National Energy Board et al,
[1978] 1 SCR 369 at p 394 for the applicable test regarding
allegations of bias. In the circumstances, although neither party has
requested I recuse myself, I consider it appropriate that I do so.


AS A RESULT OF MY RECUSAL, THIS COURT ORDERS that the Administrator of
the Court schedule another date for the hearing of the motion.  There
is no order as to costs.

Dear Mr. Amos,

Thank you for your follow up e-mail to me today. I was on days off over
the holidays and returned to work this evening. Rest assured I was not
ignoring or procrastinating to respond to your concerns.

As your attachment sent today refers from Premier Graham, our position
is clear on your dead calf issue: Our forensic labs do not process
testing on animals in cases such as yours, they are referred to the
Atlantic Veterinary College in Charlottetown who can provide these
services. If you do not choose to utilize their expertise in this
instance, then that is your decision and nothing more can be done.

As for your other concerns regarding the US Government, false
imprisonment and Federal Court Dates in the US, etc... it is clear
that Federal authorities are aware of your concerns both in Canada and
theUS. These issues do not fall into the purvue of Detachment policing
in Petitcodiac, NB.

It was indeed an interesting and informative conversation we had on
December 23rd, and I wish you well in all of your future endeavors.
