Angry, scared and fed up: New Glasgow residents pack public forum
From left are New Glasgow Mayor Nancy Dicks, Viola's Place executive director Lisa DeYoung and New Glasgow Regional Police Chief Ryan Leil.
Open drug use, property crimes, public indecency, discarded needles found in public spaces, people walking the streets in fear.
“These are not isolated incidents, they are daily realities,” said Jonathan MacIvor, a downtown New Glasgow business owner who spoke of problems related to Viola’s Place, the Marsh Street homeless shelter that has the community angry, scared and fed up.

Myself, Ferry and some members attended a town hall where I grew up that was addressing the "homelessness and addiction" problem, which is really just a nice way to avoid saying that like the rest of Canada - the entire county is being killed by fentanyl.
It was about what you would expect, but the local police Chief actually has my full endorsement to go Judge Dredd and just hijack the town.
It's that bad, honestly.
Sad days, Canada. Our home towns are dying in front of us in real time and people are still looking for easy answers.
Residents raise concerns over New Glasgow homeless shelter
Drug use and violence around the property highlighted as problems
Residents in New Glasgow, N.S., say they're concerned about violence and drug use at a downtown shelter for people facing homelessness.
The community held a meeting on Oct. 1 to discuss Viola's Place, a 20-bed shelter that helps people find housing, improve financial literacy skills and access the medical system.
"There's bigger issues around mental health and addictions and all that stuff, but members of the community ... the stuff we see out our windows, like my front window. I literally see fights every day. I'm watching them get high every day. I'm watching them just cause disturbances," Brett Gray told CBC's Information Morning in an interview on Thursday.
Gray — who attended the meeting — said his two children, ages two and five, can't even play in front of their home or look out the front window because of the drug use from people who use the shelter.
He told Information Morning he struggled with addiction and homelessness when he was younger and that he is marking 10 years sober this month.
"I was in shelters on the streets here in Halifax [and] also in Edmonton, so I've seen both sides. And at least the shelters that I was in when that happened, there was structure," Gray said.
Meeting respectful, with some heated moments
He said he'd like to see Viola's Place take a "stronger approach" to enforcing the rules — including consequences for breaking them.
Gray said the meeting was respectful, but there were some heated moments.
"Any time somebody would try to defend Viola's, people would groan," Gray said.
Gray said the province seems to be taking concerns seriously. He said there was a panel at the meeting that included the police, mental health professionals, shelter representatives and New Glasgow Mayor Nancy Dicks.
In a separate interview with Information Morning on Friday, Dicks said issues with the shelter began to escalate two years ago when a sex offender was accepted there.
"I would say it's the last straw for our community and it boiled over at that point," Dicks said.
Illicit drug use can't be ignored, mayor says
She said about 75 people attended the meeting and "their voices were loud and clear."
"We're often told we must have compassion for those that struggle — we also need compassion for the neighbours that are witnessing and enduring this on a daily basis," Dicks said.
"I think the illicit drug use is something that we can't ignore. We need the province to give us the ability or give our police the ability to deal with that."
Homelessness more visible: Viola's Place exec
Before the meeting, Lisa Deyoung, the executive director of the Viola's Place Society, told Information Morning that the shelter can only control whatever happens on its property. She said it's important people contact police if they're having issues.
"Once adults leave our property, we have very little say or control over what they do. That being said, we're always having conversations with our folks and encouraging them to be good neighbours," Deyoung said.
"But really at the end of the day, they are just human, just like you and I. And studies do show that the homeless population are more often the victim of violence than they are the ones causing violence."
Deyoung said a majority of the people Viola's Place helps are from Pictou County. She said the community isn't used to seeing homelessness, which she said is due to people losing housing.
"Instead of people couch-surfing, we're seeing them on the streets more and in parks and in encampments," Deyoung said.
"I mean, homelessness has increased, but it has also become more visible. So people that have been couch-surfing, some of them are no longer couch-surfing or ones that were just going paycheque to paycheque — a lot of those folks have since become unhoused because of the financial instabilities that basically we're all facing nowadays."

Housing health and rising costs top issues for MLAs’ constituents
Danny MacGillivray wants a long-term supportive housing plan. It’s one of the major issues facing his constituents in Pictou Centre.
Housing, health care and the daily cost of living are among the many issues MacGillivray and Pictou West MLA Marco MacLeod have been dealing with since elected to government in November.
“We don’t have any supportive housing right now in Pictou County,” says MacGillivray,,adding what is adding to the problem is that Viola’s Place, a homeless shelter in New Glasgow, offers only a short-term solution to the homeless issue.
“There is nowhere for people to go when they are done there,” he said.
Further, says MacGillivray, Viola’s Place has been turning into a long-term residential facility with some of the unhoused clients dealing with severe health and addiction issues.
“To move people through that system you need somewhere else to go,” says MacGillivray.
In his search for a solution, MacGillivray, has plans to host a Pictou County supportive housing summit Nov. 21. He wants to invite contractors, all three levels of government, housing and non-profit groups into one room “and see if we can come up with some kind of plan to build supportive housing in Pictou County.”
Viola’s Place has been the target of community criticism about the impact on the surrounding area. The shelter has said the shelter does not allow drug use and has expressed a need for more housing and addiction treatment programs.
MacGillivray said he would like the ‘Viola’s’ removed from the shelter’s name. It’s also been a request from members of the African Nova Scotia community.
Meanwhile, the Pictou Centre MLA said the recent opening of The Highland Health Home and Learning Centre in New Glasgow is a great addition to address community health issues.
“This health home is a first for our community and our province, as it will increase access to primary healthcare for residents and help to train more healthcare professionals closer to home,” he said.
The Westville Medical Clinic has also relocated to the clinic and expanded, with capacity for about 3,000 more people from the Need a Family Practice Registry.
Health care has also been a topic of concern for Marco MacLeod.
The Pictou West MLA noted although he can’t take credit for it, the Pictou County Community Health Centre was recently opened in downtown Pictou. The centre, which is open at specific hours during the week, will assist people having issues navigating the health system. It also includes a webcam and computer for those who need to access to Maple, an online health care service, which can renew prescriptions.
The MLA said there is still work being done on a new dialysis facility located in the former Sutherland Harris Memorial Hospital.
“Constituents have had to travel as far as Antigonish (for dialysis treatments) and by increasing the number of machines in Pictou, people won’t have to travel which is really good. These are folks who shouldn’t be spending a lot of time on the road,” he added.
MacLeod also acknowledged the opening of The Highland Health Centre which will also offer benefits to his constituency.
On a further note and pertaining to daily living affordability, MacLeod said he feels the province’s school lunch program is a “game changer.”
Last year it was in elementary schools and this year has expanded to middle and junior high schools.
“For some families that may struggle to make ends meet, there is one meal they don’t have to worry about. I can’t think of a better use of taxpayers’ money than to put food in the bellies of kids,” he said.
The lunch program is available to more than 104,000 students in 334 schools across the province.

This N.S. town has turned on a homeless shelter. The shelter says it’s facing a crisis alone
Activity around homeless shelter in New Glasgow upsets residents, business owners
A homeless shelter in New Glasgow, N.S., has some residents considering moving, businesses claiming they’re losing money and emergency services overburdened, but shelter management says they’re the only ones trying to address a growing crisis.
Viola’s Place has more than doubled its capacity and introduced support programs since opening in 2018 to keep up with a rising homeless population in the area, its executive director says.
The increasing number of homeless people has coincided with a rise in disturbances in the area, according to residents and police.
“It's just headache after headache," said resident Raymond Wiseman, who lives near the shelter. "We've had enough. When we can arrange it, we're probably going to try to sell our house.”
Wiseman said it was a quiet neighbourhood when he and his wife moved in 14 years ago. He said in recent years he's witnessed people using drugs, having sex and going to the washroom on his property.

People moved into a dilapidated house next door, he said. They ripped out the copper wiring in the basement, stole the heat pumps outside and threatened the landlord when he confronted the squatters, according to Wiseman.
“A man pulled out a knife on him, so he came running over here banging on the door, trying to get to safety,” he said.
Other residents living near Viola’s Place say they’ve witnessed similar behaviour on their properties. They say they've been victims of theft and have heard screaming and fighting at all hours of the day.
Nearby business owners say they’re losing money because customers are afraid to come to the area to shop due to the disturbances and the number of needles on the ground.
“Most of the merchants are now to the point that a lot of us are reconsidering whether we're going to stay in the downtown or not,” said Janice Arnold, manager of Soley Shoes.

None of this is a surprise to Lisa Deyoung, executive director of Viola’s Place, who said she warned the municipality that crime, public drug use and homelessness would increase if additional services weren’t established.
“You can't expect a problem to resolve itself when we're the only ones tackling it,” Deyoung said.
“As long as a charity can be blamed for societal issues, it takes the responsibility off of government,” she said.
There needs to be collaboration among multiple agencies and all levels of government, she said, but the town and the shelter are at odds with each other.
“We tried to form a relationship with our shelter and their board and their staff,” said Mayor Nancy Dicks. “But I just feel that really didn't produce the outcome that we were hoping for.”
Current response is unsustainable
The issues stemming from a growing homeless population have fallen on emergency services, who say the current response is unsustainable.
Officials at a recent town hall meeting said responding to incidents related to homelessness, mental health and addiction cost police, fire and ambulance services an additional $1 million a year.
Modern policing wasn’t designed to respond to these issues, according to the chief of New Glasgow Regional Police.
“I think the evidence is clear that there is no amount of police resource that is going to take us out of this complex social crisis,” said Ryan Leil.

The department spent more than $500,000 alone on these types of calls between January and September, he said.
Leil said they’re seeing up to a 15 per cent increase on average in these types of calls every month.
He said there needs to be a balance between compassion and accountability when dealing with these issues but wouldn’t say specifically who isn’t being held accountable.
“All levels of government, everyone who is engaged in this process, people who are the clients, people who are receiving services, everybody has a shared responsibility and accountability in this process,” he said.
Shelter staff, clients harassed by public
Lisa Deyoung agrees police aren’t the proper response to these kinds of issues.
“We're using outdated systems to try and tackle new issues that society is dealing with,” she said.
Relocating the shelter isn’t the solution either, Deyoung said, because it just moves the problem elsewhere and creates an unnecessary cost for taxpayers.
The one thing shelter staff and municipal officials do agree on is the solution requires building supportive housing in New Glasgow like the models that exist in Halifax.
“I'm happy to see that happening in Halifax, HRM, but we need those in our small rural communities,” said Dicks.

Opportunities and Social Development Minister Barbara Adams declined an interview request.
In a written statement, a spokesperson did not answer when New Glasgow, and other rural communities, might receive support housing. In the meantime, Deyoung said homelessness and related issues are only going to get worse in the community.
This shelter has reduced daytime hours because of what she called “pressure” from the municipality. She said staff quit because of stress and harassment.
“We have people driving by and throwing eggs at our staff and clients, screaming derogatory names at us,” Deyoung said.
The remaining staff, however, are still dedicated to doing what they can to address the issues in the community, she said.
MacGillivray and MacLeod part of PC’s tidal wave in Pictou County
The faces may have changed but the results are the same for Pictou Centre and Pictou West as they were four years ago.
Progressive Conservative Party candidates Danny MacGillivray (Pictou Centre) and Marco MacLeod (Pictou West) scored decisive victories in the general election Nov. 26, to join Premier Tim Houston (Pictou East) in a PC Pictou County sweep.
The local sweep was representative of the election overall, which was dominated by the PCs, returning Houston to the premier’s office for a second term.
Pictou Centre
For MacGillivray, the former Mayor of Stellarton, he takes over for Pat Dunn who did not reoffer after a couple of terms. MacGillivray won with 67.6 per cent of the votes to outdistance Liberal Party candidate Kris MacFarlane (17.6 per cent) and New Democrat Party’s Mary Stewart (14.8 per cent).
“I enjoyed my time as mayor, my two terms, eight years,” MacGillivray said as he and many supporters waited for the arrival of Houston at the Pictou County Wellness Centre.
“This seems like a natural progression for me moving to the provincial scene. I enjoy helping people, that has been most of my work in the non-profit sector as well as when doing a lot of volunteer work in the community. I think this is a great way to help people through the MLA role so I’m looking forward to getting to work.”
Among the roles MacGillivray referenced are the executive director of CHAD Transit, serving as a founding chair of the Pictou County Fuel Fund, as well as the Pictou County’s chapter of Habitat for Humanity, and the Pictou County Affordable and Supportive Housing Association.
“This feels great, it’s the accumulation of a lot of hard work,” MacGillivray added while people kept coming up to congratulate him and his team. “A 30-day campaign where we worked really hard day and night, going door-to-door, speaking to residents and hearing their concerns. To have it pay off like this is very rewarding.

“A strong team helped me out, they just did a great job all around,” he added. “I’m very grateful they were able to join me and help achieve this goal.”
As for what they were hearing from those residents, MacGillivray said health care and the cost of living were the top topics on most people’s minds.
“The work on health care that has already been done and continues to be done, I think that is very important,” MacGillivray said. “I think people recognize investments are being made that may take a while to pay off and health care continues to be worked on.
“Affordability was also a big issue going door-to-door. I think residents recognized the PC plan was the right one to attack that issue going forward and I think we’re seeing the results of that tonight.”
As for his riding, which includes three of Pictou County’s larger communities, MacGillivray broke it down into particular needs.
“I know in Trenton they want to see a new school. In New Glasgow, homelessness and mental health are big issues there, and in Stellarton, affordability was the big issue. So it kind of switches around a bit but there are common themes throughout them all.”
Pictou West
MacLeod isn’t exactly a new face having won a byelection roughly six months ago after Karla MacFarlane stepped down as her third term wound down.
MacLeod captured 74.1 per cent of the vote as he topped Liberal Party’s Mary Wooldridge-Elliot (13.3 per cent), NDP’s Carol Ferguson (10.6 per cent), and the Green Party’s Clare Brett (two per cent).
“We have a tight team eager to see the final results here, and get back to work,” MacLeod said of his party colleagues.
“It’s a competent team with strong cabinet ministers,” he said from the Marina Bar and Grill in Pictou while his team watched the results roll in. “They know their portfolios well and that competency goes a long way. It has been three and a half years; we’ve made good strides, but we need to keep going. We’re thankful now to have another session and continue the work.”
In talking about his unique situation of having a brief tenure prior to the election, MacLeod described it as a “great trial run.”
“Now I’m excited to settle into the role,” he said. “We’re looking forward to getting back into the office and serving the folks here as well as getting back to Halifax and being on committees; getting more and more involved.”
Like his new colleague in Pictou Centre, MacLeod said health care was a popular topic as he spoke to residents.
“The need for doctors came up,” he said. “We know we have more work to do there. I know there are a million areas to work on, but health care was the one I heard about the most.”
Also like MacGillivray, MacLeod praised his team for the victory.
“They’re awesome, a big reason why I’m here. The constituency staff are the face of the operation. They work with the people who come in looking for help so they’re just as important as I am … even more so.”
MacLeod also extended praise for those who
“Voter fatigue is a real thing. We had the byelection here, then the municipal elections, and even the election in the States affected people it, kind of, drained folks of energy, so for those who came out to the polls and voted, thank you,” MacLeod said.

Municipal police chiefs say Nova Scotia RCMP expansion counters national trend
Chiefs say requirement to have RCMP provide special services is unnecessary, expensive
Municipal police chiefs in Nova Scotia say the province's decision to expand the RCMP moves in a direction opposite the rest of Canada and could lead to less effective services for residents.
A Deloitte review into the structure of policing in Nova Scotia released last month suggested that Nova Scotia should create a provincial police force offering both special services and local policing to better serve the public.
In response, the PC government is expanding the RCMP to operate as the provincial service, rather than create an independent force like the Ontario Provincial Police or Quebec's Sûreté.
The review said there is room in such a model for municipal forces that can meet provincial standards.
But the province said municipal forces that need access to special services — like emergency response or dive teams — to meet those standards must pay for the RCMP to supply them in new contracts.
Chief Ryan Leil of New Glasgow Regional Police, speaking on behalf of the municipal chiefs' caucus in the Nova Scotia Chiefs of Police Association, said they are concerned this new requirement could come with a major price tag, forcing towns with their own departments to switch to the RCMP.

"Why is the province taking that autonomy away from the municipal police agencies to be able to collaborate and support one another?" Leil said Monday.
He said municipal agencies provide high-quality policing in urban areas where residents are used to seeing response times of just a few minutes, while the Deloitte review noted people in rural areas — which the RCMP usually police — complained of slow response times.
"We think that we are well represented in our communities, and we want to invest in what is working … the models that we have currently in our municipalities are working," Leil said.
He said it makes sense to have multiple forces with special services to offer across the province as contingencies, so there are other options if an RCMP service is tied up.
The review recommended starting with the RCMP as the provincial police service, because this would mean "fewer costs and risks" due to current RCMP agreements with the federal government. The current RCMP contract policing agreements with provinces, territories and municipalities expire in 2032.
But the review also said the province could eventually move to an independent provincial police service that would allow for more oversight and control.
The policing review was recommended by the Mass Casualty Commission, which was highly critical of the RCMP response to the 2020 Nova Scotia mass shooting that claimed 22 lives, and called for organizational change.
Leil said he understands that an independent provincial force would not be a "light lift," and would be very expensive to set up with the need for new training facilities and infrastructure, but it has become the trend across Canada.
Besides established models in Ontario and Quebec, Alberta announced in April it was moving to create a provincial police entity. Just before leaving the prime minister's office earlier this year, Justin Trudeau said provinces should transition away from the RCMP as contract policing.
Within the Atlantic region, the Royal Newfoundland Constabulary recently took over territories from the RCMP following concerns the Mounties were not providing enough resources.
"Our province, our country has been through some very unfortunate experiences, and we've seen grave impacts to public safety over the past number of years," Leil said.
"We shouldn't shy away from doing the right thing, even if it is the most amount of work and the greatest amount of investment we have to make."
Scott Feener, police chief for the Town of Bridgewater, said they created their own police dog unit and other services years ago, because it would take days for the Nova Scotia RCMP to send requested resources.

Feener said he's concerned the Mounties will take years to scale up to the staffing levels needed to properly police their current areas and ensure they have the special services that can support an entire province in a timely manner.
"My vision would be our municipal servicing the way it is, or services growing in size," Feener said. "If they move away from it, there will be a decrease in service … our public safety within town will deplete."
Justice Minister Becky Druhan said in an interview Tuesday that she has confidence in the Nova Scotia RCMP's "ability to step up and deliver what we're asking them to do."
She said the Deloitte review's recommendations, like bringing in one record system for police, and increasing the number of special constables rather than sworn police members, will improve the quality of policing in Nova Scotia.
When asked about the national trend toward independent provincial forces, Druhan said that "would take significant extensive resources" and Nova Scotia would have to first expand the RCMP model into a provincial force, even if it wanted to go in that direction.

"Our focus is really on Nova Scotians and our provincial landscape in Nova Scotia around policing is very different than the other provinces," Druhan said.
"Nova Scotia is unique in a variety of ways — both the way in which policing has unfolded historically, also our geography and our population."
When asked about the province's requirement to have municipal forces contract new special services from the RCMP, Druhan said it is a "reflection" of the review's point that a provincial service is the best way to provide consistency.
Audits on all municipal forces and the RCMP on those provincial policing standards begin this fall, and Druhan said the province will work with municipalities "to determine next steps following that."
Druhan had a meeting with the Town of Bridgewater on Tuesday that included the mayor, chief administrative officer and chair of the town's police board, but not the police chief.
The minister said she will meet with the rest of the municipalities served by their own police departments in the next few weeks about their policing needs, and what a new funding formula will look like.
A statement from Druhan said her office appreciates the Nova Scotia chiefs' perspectives, and while her current focus is on meeting with municipalities, she plans to reach out to chiefs in the "near future."

'Active clubs' are all over Canada. What are they?
White nationalist groups are recruiting young men to their cause
The CBC's visual investigations team has found out where some of Canada's most notorious fascist fight clubs are training for violence.
The members of these groups, known in white nationalist communities as "active clubs," are hiding in plain sight. They obscure their faces and locations in social media posts, but a months-long investigation, in collaboration with The Fifth Estate, has uncovered exactly where they are operating.
What are 'active clubs'?
Active clubs tend to be male-focused groups that promote white supremacist ideals. Their activities range from public protests to vandalism campaigns to social media posts. They expect the current political order will be swept aside, potentially by force, for a new white-focused society.
Antisemitic and anti-immigrant themes are common, and some groups use Nazi iconography.
Names of the specific groups include Second Sons and Nationalist-13. Second Sons was founded by Jeremy MacKenzie, creator of the controversial right-wing network Diagolon, which the RCMP has labelled an "extremist, militia-like organization."
However, these groups are not a singular movement. They are part of a decentralized white supremacist and neo-Nazi network.
Where did they come from?
The idea was started by two neo-Nazis, according to the Global Project Against Hate and Extremism. One is a Russian. The other is American Robert Rundo, who is responsible for spreading the concept of setting up racist fight clubs.
The U.S. Attorney's Office in California says Rundo has been doing it since 2017. He called it the Rise Above Movement, and spent the next few years setting up an international network of such groups in the U.S., Canada, Europe, Australia and elsewhere. These are what became "active clubs."
Last December, Rundo was sentenced to two years in prison for planning and engaging in riots across California.
"This defendant sought to further his white supremacist ideology by plotting riots and engaging in violence at political rallies," said U.S. Attorney Martin Estrada.
Not just boxing clubs
They appear to be groups of men interested in fitness and martial arts, and they recruit others to join them. But that hides a dark reality, says Mack Lamoureux at the Institute for Strategic Dialogue, a London-based think-tank that studies authoritarianism, hate and extremism.
"The minute you peel back even the slightest layer of this onion, it becomes far more insidious," he said. "These are virulent white supremacists."

In Nationalist-13 videos, their faces are hidden with the Totenkopf, the grinning death mask used by the Nazi SS. In one video, a member shows off a lighter emblazoned with a Nazi swastika.
The black, grey and white banner of the Second Sons is a deliberate echo of the Red Ensign, Canada's original colonial flag, which was replaced by the maple leaf in 1965. White nationalists call the Red Ensign Canada's "true" flag, representing the country before they say it was spoiled by immigrants.
These guys hide their faces and locations. How do we know where they are?
Covered faces and blurred parts of videos were not enough to fully conceal the identities and locations of Nationalist-13 and Second Sons members.
The CBC visual investigations team was able to uncover the location of their training sessions by matching up distinctive features of the inside of boxing clubs, such as padded walls, as well as the specific shape and position of windows.

Some prominent group members also have clearly visible tattoos that can be compared with other photos of them, which allowed the CBC team to confirm their identities even though their faces were obscured.
What's been the reaction?
Owners of gyms who CBC News approached said they were unaware some of the people using their facilities were actually fascist fight clubs.
John Moran, the manager at Amazing Fitness, said "we have no affiliation whatsoever with these individuals or their ideology, and we categorically reject any form of hate or discrimination."
Rob Barham, the owner of Hammer BJJ, said "I don't affiliate myself with … any sort of white supremacy groups."
Kevin Mans, owner of Niagara BJJ in Welland, said that as soon as he saw the photos CBC shared, he called his staff and told them these individuals couldn't come back.
Hamilton City councillor Nrinder Nann is alarmed.
"I think it's a serious public safety concern. The rise of extremist organizing is a national security threat and it isn't an issue to take lightly."
Lyndon George, executive director of the Hamilton Anti-Racism Resource Centre, said given the violent nature of this ideology, these groups shouldn't be able to operate with impunity in public places.
"We shouldn't have to wait for that violence to happen for there to be a response," said George.

Is this just happening in the Hamilton area?
No. Active clubs can be found in various locations across Canada and in dozens of places throughout the U.S. One in Tennessee has been widely reported on.
There are 187 active clubs in 27 countries, according to the Global Project Against Hate and Extremism.
They are seen as the next generation of white nationalist organizations in Canada, and they are in touch with similar groups elsewhere.
"[Canadian active clubs] have very, very deep connections with other far-right and extremist organizations," said Lamoureux. "This includes America Patriot Front, which is probably the largest and most active white supremacist organization."

The Second Sons is a Canadian men's-only nationalist group. Founded in 2024 by Jeremy MacKenzie, a prominent far-right activist, the Second Sons is one of Canada's emerging white nationalist groups.
Organization and aims
The Second Sons is a men's only, Canadian nationalist, and white nationalist group.[1] The group operates chapters throughout Canada, using gyms as meet-up spots and to train their fitness via martial arts. The group appears publicly in white masks and sunglasses, similar to the Patriot Front,[2] and has adopted a modified version of the Red Ensign as their logo.[3]
History
The group was founded by Jeremy MacKenzie, a prominent far-right activist who founded Diagolon, an alt-right organization.[4] While not appearing publicly in its first year of operation, the Second Sons used gyms across Canada to bolster their presence and increase recruitment. The group was first spotted publicly by the Canadian Anti-Hate Network at a soldier's cenotaph in Dartmouth, Nova Scotia.[4]
The Second Sons held their first public rally on August 30, 2025, at the Brock's Monument in Queenston Heights Park, with over 50 people attending.[2] The rally was condemned by Niagara-on-the-Lake mayor Gary Zalepa and Niagara Falls MPP Wayne Gates, both stating that "hate has no place in Canada".[3]

Position Paper
The Nova Scotia Chiefs of Police Association has submitted its position paper, Successes, Gaps & Opportunities: Leading to a Re-envisioned Model of Policing in Nova Scotia, to the Policing Review Committee and associated stakeholders.
As part of the ongoing policing review, police agencies in Nova Scotia have been asked to identify the successes, gaps and opportunities in policing. The Nova Scotia Chiefs of Police Association (NSCPA) – representing ten municipal policing agencies across the province – is sharing its perspective with its stakeholders through this position paper and accompanying documents.
This document identifies the successes, gaps and opportunities in policing in Nova Scotia; outline what the best policing model for Nova Scotians looks like; and propose alternatives that re-envision policing in the province.

Nova Scotia municipal police chiefs question province’s shift to expand RCMP coverage
In an interview Wednesday, Ryan Leil, chief of the New Glasgow Regional Police, said the existing model is working for the 10 municipalities in the province that have their own police force.
“We feel that centralizing policing is the opposite direction than what we should be looking at,” said Leil. “We should be looking at models of policing that can be tailored around the specific needs of unique communities.”
Leil said he was speaking on behalf of municipal chiefs who are part of the Nova Scotia Chiefs of Police Association. He said the government’s move is contrary to trends seen elsewhere in the country where some communities have opted to revert to municipal police services or where provinces such as Alberta are planning a provincial force.
Earlier this month, Alberta Premier Danielle Smith said that while the new Alberta Sheriffs Police Service won’t replace the RCMP entirely, it would give municipalities the option to contract the new service in place of the Mounties.
A report by Deloitte released last month examined the structure of policing in Nova Scotia and recommended that a provincial force be created to better serve the public. However, the provincial government has opted to expand the RCMP’s coverage as the provincial police force instead of creating a service similar to the provincial forces in Ontario and Quebec.
Nova Scotia Justice Minister Becky Druhan has also said that local forces that can’t meet provincial standards, such as having specialized services like dive teams, would be replaced by the RCMP. Leil said municipal police chiefs are concerned about the implications for towns if they can’t afford to meet the standards.
He said that since 1994, municipal police forces have been able to contract RCMP services at no extra costs to municipalities under an existing agreement. Druhan has said a new funding arrangement with the RCMP is being worked out and she added that municipalities who need specialized services will have to deal exclusively with the national force in the future.
“We have no idea what costing is going to look like and that creates great uncertainty and questions around affordability,” said Leil.
He said municipal police forces are often composed of officers who are either born and raised in the towns they serve, or who have made those communities their home. This means they are more connected to their communities.
“We want to be part of effective solutions and we don’t want to lose our autonomy,” Leil said. “It feels like the options are being forced and it feels the options are not based on collaboration.”
The provincial Justice Department was not immediately available for comment on Wednesday.
The government’s police review was launched in 2023, about six months after the Mass Casualty Commission released its final report on the shooting rampage in central and northern Nova Scotia that left 22 people dead in April 2020.
The commission’s final report released in March 2023, was highly critical of the RCMP and its response to the mass shooting and it highlighted issues such as poor co-operation and co-ordination between the Mounties and municipal police.
Druhan said last month that the pending changes, along with an audit of local forces that is due in the fall, are part of ensuring Nova Scotians can get “equitable police services.”

Lifelong Learning: Ryan Leil
Alumnus, Ryan Leil, was born and raised in New Glasgow, Nova Scotia. He now serves as the Deputy Chief of the New Glasgow Regional Police Department. Ryan credits much of his success to the support of his family and from his education.
After high school, Ryan attended NSCC, gaining a diploma in Correctional Services, after which he then enrolled in the Atlantic Police Academy in 2004.
When he joined the New Glasgow Regional Police department, it was not long before Ryan found himself quickly climbing the ranks. He was at a turning point in his career, and it was an opportune time to explore the next steps in his training and education. Ryan’s wife, Kaylin, urged him to return to post-secondary education for his Bachelor’s degree to help him succeed even further in his career.
Ryan and Kaylin had one young child at home with another on the way. Ryan worried about how to balance a busy work schedule in the major crimes division, his course load and his young family. He needed to find courses that were accessible and would align with his desire to grow his skills through education.
Ryan reached out to several Cape Breton University alumni who completed the Bachelor of Arts in Community Studies program while maintaining a policing career. Ryan’s interest in this program was the relevance to his profession, the accessibility and flexibility of online learning and the positive reputation of CBU. In 2018, Ryan graduated and became part of the CBU Alumni family.
“My career in policing has always been supported by my education. It’s not about a resume or what’s on a piece of paper. My Bachelor of Community Studies Degree (BACS) from CBU instilled skills that I use every day on the job – problem-solving, meaningful research and analyzing situations.”
Dreaming of being a police officer as a child wasn’t something Ryan could recall, but he does have an organic sense of responsibility to his community. He is proud to live and work where he grew up.
In 2019, Ryan received the Chief’s Commendation for outstanding contributions to the Pictou County Integrated Street Crime Enforcement Unit and for the strong commitment to enhancing partnerships in the community.

December 11, 2003
RCMP Commissioner Giuliano Zaccardelli
Solicitor General of Canada Wayne Easter
Deputy Solicitor General Nicole Jauvin
c/o Michael Kergin
The Consulate General of Canada
Three Copley Place, Suite 400
Boston, MA 02116,
Sirs and Madame,
We are certainly a well-mixed bunch of Canadians. Ambassador
Kergin was born in a Canadian military hospital in Bramshott, England,
on April 26th, 1942. At the time his father was likely in the Canadian
military fighting against the Axis Powers in Italy etc. Commissioner
Zaccardelli was born and raised in Italy until the age of seven when
he then moved to Canada with his family. He was free to do so because
of the sacrifice of our forefathers to free the world of fascists and
their efforts towards a New World Order of their own. Wayne Easter and
I were born to be free men of the Maritimes. Byway of his political
good fortune he has been appointed as the Solicitor General of Canada
to speak for all other Canadian Citizens even this little old scooter
tramp.
The funny part is Mr. Easter is not a lawyer and yet it is
perfectly acceptable for him to speak to Attorney General Ashcroft on
my behalf. On the other hand, Ashcroft has denied me the right to
speak on behalf of the interests of my own wife, my children and
myself in the USA. This has been done even though I have every right
to do so under her Durable Power of Attorney, my rights as a father
and the right to protect my own interests. If anyone should understand
me and speak up on my behalf it is Mr. Easter. The reason I send the
enclosed documents is because of his words as follows:
"The IBETs are but one example of the tremendous cooperation
between our two countries to keep our citizens safe and secure. Our
partnership has grown to become an international model of how two
countries can, and should work together on trans-border crime and
terrorism issues," said Mr. Easter.
Mr. Ashcroft and Mr. Easter also signed a Memorandum of Cooperation to
improve the method and speed of fingerprint data sharing between the
RCMP and the FBI. It builds on an agreement signed last December and
is a clear demonstration of the Smart Border Declaration's call for an
accord allowing the exchange of information between law enforcement
agencies in the two countries. " Obviously you know it all anyway.
Please find enclosed an exact copy of letters with all
enclosures except the copy of the wiretap tape sent yesterday to Mr.
Richardson of the FBI and The Carter Center. This is done to support
my allegations. If I disappear someone will bring a great deal of
evidence to the proper Canadian Authorities to aid in their search for
me.
All that I can say for now is thanks for nothing. I will go it
alone as usual. Did the person who called me back on November 19/03
really think that Ashcroft would let me use the payphone in Cuba in
order to call the Canadian Consulate for help? He also should learn a
little something about privacy before he tries to teach anything to
the newcomer in your office named Kim. I should not have to ask who
else is listening to our private conversation. He should tell me first
then ask my permission to include her. I am wondering if he is a
lawyer. It is better that I keep my own counsel if he is the best you
have to offer. Besides, I can't trust any authority and the RCMP in
particular. I have already written a great deal about why that is.
Where I go and why is nobody' business, as I said if perchance I
disappear, a friend of mine will see that you receive much evidence
for you all to investigate and make your inquiries as to my
whereabouts. Considering the Commissioner's stated expertise about the
mob he should well understand what the people are talking about on the
many tape recordings. At the very least I have now made you witnesses
to my pursuit of justice in the USA. If the Commissioner someday
doubts the recordings are genuine, perhaps he should call the people
recorded and ask them if they knew they were being recorded before he
calls me a liar. I am still pissed of about the RCMP calling me a
drug-dealing member of a bike gang. I swear, the next time a cop even
suggests that of me I will sue him and his little dog too and point at
the RCMP for starting that slander.
I had attempted to report the unwillingness of the RCMP to
investigate my matters to the so-called independent folks in BC only
to be informed that it would be the RCMP that would investigate their
own selves. Well, I have seen that before and I know for a fact that
won't wash. It appears that Commissioner Zaccardelli and I have
crossed paths before. He was the Officer in Charge of Criminal
Operations in New Brunswick from 1989 to 1993, was instrumental in
initiating and overseeing investigations during his time in J
Division. I was one of the people that he investigated. All
allegations made against me were false but that did not stop the RCMP
from recording their suspicions of me on all the police computer
networks. As a result I have been harassed many times over the years
and almost shot twice by trigger-happy Yankee cops.
The reason the RCMP were so diligent in trying to make me appear
like a bad dude was because they knew I was more than capable of
exposing some of their wrongs. Life is too short to battle big crooked
government officials and small town gossips, so I split. The Maritimes
is a very small place in a great big world but I do miss it alot
sometimes. Now that my new little family in the USA is under attack, I
had no choice but to make a stand. Now I must leave them in order to
protect them from foul play against me. When the FEDS down here
started acting poorly I had nowhere else to ask for help but from but
the Solicitor General of my native land. Turns out Mr. Easter is just
another politician. I will wager that I am more popular in many
circles on PEI than he is because I am not a double-talking
politician. There are many men employed by the Canadian government
that I have known for a long time that do know the truth I state.
I will have much to say in my book about cover-ups practiced by
the RCMP that I have known to exist in the Maritimes. If Mr. Easter
chooses to recall there are a few disgraceful happenings on PEI. The
RCMP actually enlisted my services to investigate, testify, and give
my expert opinion as to the cause of one man's demise. But when I
pointed my finger at a killer cop, the RCMP didn't like me anymore.
However the lawyer for the widow of the dead man wasn't long hiring me
to prove it and the RCMP were even quicker settling a civil lawsuit
out of court and the public view. I have my own ghosts to answer to
because if I had been more outspoken, maybe other people would not
died in similar circumstances after that time. If the Commissioner is
concerned about what the CBC has recently said about him and his
actions in New Brunswick he is going to find my words very upsetting.
I will be sending the Dudes at CTV some stuff shortly. Please view
their email to me last year and also proof of the fact that I had made
the CBC and Argeo Cellucci the US Ambassador to Canada well aware of
my concerns on July 16/02.
I have included four other documents in this letter. They are
rather telling things. One is my affidavit that I served upon the U.S.
Attorney in New Hampshire on March 31st 2003. Another is a Cinderella
Affidavit sold to me by the Carver Police Dept on July 16th 2003.
One day after I served the U. S. Attorney my affidavit, the Secret
Service were at my door investigating false allegations made against
me. The second document relates to events one day after I faxed and
mailed Attorney General Ashcroft. My wife and I were pulled out of a
line of cars by three cop cars and charged with speeding immediately
after leaving court. The first words out of the cop's mouth were a
joke about the conspiracy against me. After I easily beat him in
court, I demanded a copy of his Affidavit that was read to the court.
I was refused and was told I could get a copy of it from the cop shop
the next day. I later received a newly worded one with the wrong date
and the cop refused to sign it. Please notice that a speeding stop had
turned into a Secret Service stop. It is a classic example of a
Cinderella Affidavit smiliar to what the General Counsel to the Board
Of Bar Overseers Michael Fredrickson writes about. The really funny
part is that he taught at Mount Allison University when the
Commissioner and I were stomping around there area and he as fined by
the Ethic Commission for writing the book on the state's time and used
its resources. Please notice that the Secret Service is still
investigating me rather than Bank Fraud. The fact that the cops were
harassing us was no coincidence when you look what I filed in New
Hampshire the week before. In the third document you will see that the
very next day on my birthday two other cops tried to arrest me for no
reason whatsoever while I waited in court for a properly marked motion
to be heard in Norfolk Probate Court. Last week another cop came right
through a closed door without a warrant and without asking to enter in
an effort to hassle me. The instant I tried to give him some wiretap
tapes in front of a witness he couldn't run away fast enough just like
the two cops from Canton. I think they will leave me alone for awhile
until they come up with a new plan. In the fourth document you can
see that the Bulgers and Congressman Lynch know it all.
As I say in the enclosed documents I have now taken up bounty
hunting. I find it very interesting that I can find no record of what
happened after September 11th 2001. That day that it was reported that
some bones were found in Deerfield Nova Scotia. Did Ashcroft ask you
to quit looking? Would some please tell me the results of your
investigations in NS in order to aid in my search for Whitey Bulger.
My family needs the money so that I may hire many lawyers to sue many
other lawyers. I have already proved my point that they are all
crooks. It is for lawyers to waltz along behind with all the legal
crap that follows. I will fight fire with fire so to speak. Almost one
year ago I notified many Deans of Canadian Law Schools that I would be
looking to hire new lawyers yet tainted by the system. It appears that
they have ignored me. Now I will approach their students. Not all
lawyers are unethical. I judge it best to search for honest ones
amongst the youngest of us. After all it is their future that the old
crooks are messing with. In the "Mean" time I am going hunting alone.
Trust me I find it far more fun than arguing with liars that hold all
the cards within a corrupt system.
The last but far from least of the documents I have included is a
copy of my filing in New Hampshire US District Court on May 15th 2003
and related letters. Please notice that the clerk caused it to
disappear from the public record fraudulently claiming that I had
filed it on May 16th 2003. The other matters that Judge McAuliffe
refers to seem to have disappeared from the public record as well.
If you don't like my words or my pissed off attitude, sue me. I
Double Dog Dare you. It will just speed up my sincere effort to place
the shame where it belongs and that is upon all of you. I am emailing
this document around the world to prove what big media already knows.
Anyone can view all the documents that I refer to and a great deal
more at the following web address: http://
briefcase.yahoo.com/
crap then start surfing. The tiff files are easily viewed by the old
Kodak imaging program found in most Windows software. The Mp3 files
speak for themselves. I just struck myself dumb.

Dear Mr. Amos
Thank you for your letter of November 19th, 2003, addressed to my
predecessor, the Honourble Wayne Easter, regarding your safety. I
apologize for the delay in responding.
If you have any concerns about your personal safety, I can only
suggest that you contact the police of local jurisdiction. In
addition, any evidence of criminal activity should be brought to their
attention since the police are in the best position to evaluate the
information and take action as deemed appropriate.

Liberal MP Sean Fraser changes mind, will seek re-election
Former cabinet minister announced in December he would not run again
Liberal MP and former cabinet minister Sean Fraser is cancelling his plans to retire from politics and will announce today he will seek re-election in his Nova Scotia riding of Central Nova.
CBC News first reported the news Tuesday morning and Fraser later confirmed it in an interview.
"It's an opportunity to demonstrate to my kids that when there are important fights to have, good people need to stand up to bullies," he said, in reference to the current U.S. administration.
Fraser said he made the decision Monday after a phone call from Liberal Leader Mark Carney asking him to reconsider.
Fraser announced in December he wouldn't run again because of the strain the job placed on his family life. But sources say Carney reassured Fraser they would find a way to balance his workload with his family life.
Liberal
MP Sean Fraser changes mind, seeks re-election in Nova ScotiaFraser said Carney assured him that if he stayed on he would be able to spend more time with his family.
"We probably spent half an hour on the phone discussing the assurances that we could create a family-friendly environment that would allow me to serve my community without compromising my ability to be a present husband and father," he said.
Fraser and Carney are expected to appear together at an event later today in Nova Scotia where the news will be officially announced.
Asked about the news in Halifax, Carney said Fraser is an "exceptional public servant."
"I and my colleagues have wanted Sean Fraser to come back and serve Canada at this crucial time. Sean stepping up for our country ... is exceptionally good news for Canada," he said.
Fraser stepped down from the federal cabinet in December when he announced he wouldn't run again. He was the federal housing minister until then, and immigration minister before that.
The Liberals nominated a candidate to run in Central Nova last week. The nominee, Graham Murray, was the only Nova Scotia Liberal candidate absent from Carney's appearance in Halifax on Tuesday.
Fraser is not the first high-profile Liberal to change their mind about running in the upcoming election. Cabinet minister Anita Anand had said she would not run again, but changed her mind last month.
New Brunswick MP Wayne Long and Ontario MP Helena Jaczek also said they would not run again, but then reversed course.
Conservative Leader Pierre Poilievre seized on the news to reiterate his point that a Carney Liberal government would lead to more of the same, and criticized Fraser's record on the immigration and housing files.
"He helped contribute to creating this crisis in the first place. And now Mark Carney and the Liberals say that he should be back," Poilievre told reporters in Vaughan, Ont.
