After 6 months without an MLA, the Miramichi West byelection is set for Oct. 6

Voters who have been without representation since March will go the polls next month

Voters in the provincial riding of Miramichi West will elect a new member of the New Brunswick legislature on Oct. 6.

That's the date the riding will hold a provincial byelection, according to a cabinet order published on the government's website Thursday morning. Premier Susan Holt confirmed the date in a press release shortly after the order appeared online.

Miramichi West has been without an elected representative since March 25, when Progressive Conservative MLA Mike Dawson resigned to become a Conservative candidate in the federal election.

The online publication shows that Holt's cabinet set the date on Aug. 28 and that the writ for the byelection — the formal process to establish voting day and start the campaign — would be issued Sept. 5.

On Wednesday, Holt told reporters in Upper Miramichi, where she was attending a government announcement, that the byelection call was "coming soon." 

She said she hadn't called it sooner because people didn't want to go to the polls during the summer.

Last week, several Miramichi West residents told CBC News that the area should have had an MLA in place by now to represent their interests.

By law, the premier had until Sept. 25 to call the byelection.

The Liberals have nominated Hannah Fulton Johnston as their candidate, the PCs have chosen Kevin Russell and the Greens will run Genevieve MacRae.

Holt promises Miramichi-West byelection coming soon, deadline looms to fill vacant seat

Premier says government announcements in the area have nothing to do with impending vote

It's been nearly six months since people living in Miramichi West have had provincial representation, but Premier Susan Holt said Wednesday those constituents won't have to wait much longer.

"We're not going to let it go to the last minute," Holt said.

"Everybody's back from summer vacation. Schools are open, so it's coming soon."

A byelection must be called in the riding by Sept. 25. The riding has been vacant since former MLA Mike Dawson resigned to run in April's federal election.

Holt said the delay in calling the byelection was primarily due to the time of year. 

"Most people told us they don't want a summer election," she said.

"They don't want to be trying to fit in time to go to the polls when they're taking the opportunity to be on their ... ATV or out on the water or fishing. So we want to drive high participation and the best way to do that is to do it in the fall when folks are used to voting."

Holt won’t wait until last minute to call Miramichi West byelection
 
The New Brunswick riding has been vacant for nearly six months and the byelection must be called by Sept. 25.

Former premier Blaine Higgs waited 10 months to call a byelection for the same riding — a vacancy that also came about from an MLA looking to make the jump to federal politics. 

Holt was speaking from the government's launch of its universal school breakfast program. The event was hosted by the Central New Brunswick Academy in Upper Miramichi, which sits squarely within the Miramichi West riding. 

In a video posted to social media on Monday, Holt said that following the announcement she'd be campaigning with the party's candidate for the riding.

However, when asked if the launch was held in the riding on purpose, Holt said they were simply looking for a school that had a successful existing food program. 

Central New Brunswick Academy "is a good example of a place that's had a successful FeedNB partnership and a breakfast program in place where you can see the benefits with students," Holt said.

"We were looking for a school that exemplified local food and a successful school food program. And we found one right here in the heart of the Miramichi River Valley."

After several years of provincial New Brunswick Day celebrations being held in Fredericton, Holt opted to return to the tradition of rotating host communities. For this year, Doaktown was chosen, which also sits inside the Miramichi West riding. 

That decision, Holt said, was due to the town's ability and willingness to hold the celebration on short notice. 

The riding has long been held by the PCs, but has spent nearly 18 months in the past few years without an MLA, as back-to-back provincial representatives have left for a shot at a seat in Ottawa.

When the byelection is called, Miramichi River Valley Mayor Kevin Russel will run for the Tories, while Liberal staffer Hannah Fulton Johnston will run for the governing party. 

The Green Party is running Genevieve MacRae, the party's executive director.

Miramichi West waits, and waits, to choose a new MLA

Premier Susan Holt has until Sept. 25 to call byelection to fill seat vacant since March

There's the cramped, old, worn-and-torn fire hall in Doaktown, and the Doak historical site down the road.

And there's health care and housing. And roads. And the fate of the old Anderson Bridge.

All of these provincial issues are priorities in communities on the Miramichi River, but there's been no elected representative here to raise them in the corridors of power in Fredericton for five months and counting.

This riding, Miramichi West, has been without an MLA since late March, when Progressive Conservative MLA Mike Dawson resigned to run in the federal election.

"I don't like it one little bit. It's not fair," 82-year-old Joan Wilson said outside the grocery store in Doaktown.

"If we wanted anything, who are we going to go to? There's no one in this constituency anymore. I don't like it personally." 

Doaktown Mayor Art O'Donnell has a hefty to-do list that he'd like to push forward, starting with provincial support for the new $2.7 million fire hall the village plans to build.

The village also has submitted a proposal to take over running the Doak Provincial Heritage Site, which would involve provincial funding.

"None of those files have really moved because if we're not in the face of the ministers or the government in Fredericton, then they have another MLA from somewhere in the province that's taking them away from Doaktown," he said.

Premier Susan Holt must call the byelection within six months of Dawson's resignation, which gives her until Sept. 25.

The riding of Miramichi West has been without an elected member of the New Brunswick Legislature since March.

Many expected the call shortly after New Brunswick Day, on Aug. 4, when her government chose to hold the official provincial celebration in Doaktown.

But that didn't happen.

If Holt waits until the last minute, it's possible a new MLA would not be seated in time for the legislature reconvening on Oct. 21.

"You should have somebody representing you at all times," Doaktown resident Joyce Peters told CBC News this week. "The people need a voice."

Liberal candidate Hannah Fulton Johnston, a Doaktown resident who works as a Liberal staffer in Fredericton, said she has not been part of the discussions about when to call the byelection.

Johnston pointed out that previous PC premier Blaine Higgs waited 10 months to call a byelection in the same area after MLA Jake Stewart resigned to run federally in 2021.

It was the Liberals in opposition who successfully pushed to tighten up the election law to prevent that kind of delay again.

"I think we're still within that window, so I look forward to when the premier decides to make that announcement, but I'm already up and running," she said.

Still, nothing in the newly tightened six-month rule prevented Holt from calling the byelection even earlier.

"That's not a question I can answer unfortunately," Fulton Johnston said. "That decision lies with the premier. I can't answer why." 

A spokesperson for Holt said this week she had no updates to share on the timing.

PC candidate Kevin Russell, the mayor of Miramichi River Valley, another municipality in the riding, said he noticed the lack of provincial representation.

"I haven't had any returned messages or calls since our MLA went on to be an MP," said Russell, who is on a two-month leave from the mayor's position so he can campaign.

The decision is in Holt's hands, he said, but "I would prefer it be called sooner than later. … The only thing I can say is hopefully it gets called soon." 

Russell has identified health care, affordability and housing as the top issues.

He is also trying to find out whether the Liberal government will respect a decision made by the previous Higgs government just before the last election about the Anderson Bridge.

Decision pending on Anderson Bridge

A new replacement bridge is due to be finished this year, and the PCs planned to leave the old bridge in place for all-terrain vehicles rather than demolish it.

Transportation and Infrastructure Minister Chuck Chiasson said in May that there had been no decision about that.

It's the kind of issue that an MLA could be pushing, Russell said.

Fulton Johnston is highlighting her experience in government as something she can use to get things done for the riding.

She also argues "the fantastic job" Holt is doing to reform health care will lead to better access, including at an expanded Blackville health centre.

"The idea is to have all of the services available locally, so it's a one-stop shop."

The Green Party has yet to identify its candidate for the byelection.

The PCs have won this area in every election since 2010, but O'Donnell — who as mayor won't endorse any party — said some voters want an MLA who can influence government decisions.

"People are talking about that," he said.

Another factor for some voters will be that two successive PC members "abandoned" the riding to run federally, he added.

Riding in perpetual election mode

Including general elections and byelections, the vote coming this fall will be the seventh time in six years that people here have gone to the polls to elect a federal or provincial member.

"If you're constantly in election mode, there's so much dissension within the community," O'Donnell said.

"I see that a lot: mean statements back and forth. Get over it, get somebody in place and keep them there for four years."

Miramichi MLA resigns provincial seat to run for federal Conservatives

Mike Dawson says provincial Tory party needs to be more transparent, inclusive in wake of last fall’s defeat

Miramichi West Progressive Conservative MLA Mike Dawson is resigning from the New Brunswick legislature to become a candidate in the federal election campaign.

Dawson will be the Conservative candidate in Miramichi-Grand Lake, a seat won for the party by Jake Stewart in 2021. Stewart announced earlier this month he would not run again.

Dawson's decision starts a six-month clock ticking for Premier Susan Holt to call a byelection — with the departing MLA warning his provincial party that it needs to change its approach.

"I think there needs to be a lot more transparency and a lot more inclusiveness with the membership from the PC party," Dawson said in an interview Monday.

"If the membership doesn't feel wanted, it's not much of a party."

Miramichi MLA resigns to run federally for Conservatives
 
As Mike Dawson steps down to become a federal Conservative candidate, he offers parting advice to New Brunswick Progressive Conservatives.

Earlier this year, Dawson said he believed the party needed to be more progressive on some issues and should choose a francophone as its next leader.

He also complained last fall that some members didn't get enough notice to attend the party's annual general meeting held shortly after the PC government of Blaine Higgs was defeated in an election.

"We have to start bringing people together instead of dividing people," he said in an interview.

"It seems like it's easier for people to drive a wedge between people than bring people together."

In his farewell speech in the legislature, Dawson referred to "tensions" with PC Leader Glen Savoie but tried to make it tongue-in-cheek.

"The leader of the Opposition and I are both Miramichiers, and that means we both have a love language that is not understood by many around us who are not from our region," he said. 

"I get angry when I'm right, and the leader of the Opposition gets angry when he is wrong."

Dawson wished Savoie well, and Savoie later told reporters that he took the comments as a joke — then called on Premier Susan Holt to call a byelection soon.

Under changes to the Elections Act adopted in 2022, a byelection must be held within six months of a seat in the legislature being certified as vacant.

Savoie said he'd support it happening as early as June.

"As soon as we possibly can, let's get that seat filled so those folks up there have that representation," he said.

Dawson was first elected in a 2022 byelection and was re-elected in the October 2024 provincial election.

He said running federally had not occurred to him until Stewart announced he would not seek re-election.

"It wasn't something that I planned on doing," Dawson said.

"It's just something that — like everything else in life — just popped up."

Dawson said the economic uncertainty with U.S. tariffs on Canadian exports requires a strong leader.

"I think we've got that with the federal leader that we've got running for the Conservative Party," he said.

"We've got to learn to stand on our own two feet and not depend on the Americans." 

"I think the country's in a lot worse shape now that it was 10 years ago."

Stewart dropped out amid turmoil within the Miramichi-Grand Lake Conservative membership.

The financial agent for the riding association resigned, alleging that the MP's riding office had been a toxic and manipulative workplace and that eight staffers had quit over the last two years.

Stewart's office was also closed for several weeks.

Mike Morrison, a longtime party supporter and two-time federal candidate, declared that Stewart was unelectable as a result of the turmoil.

Dawson said he hopes he can pull Conservatives together to get through the campaign for the April 28 election and then work on repairing the frayed relationships among members.

Nominations close for two Miramichi area byelections

People's Alliance party fields two candidates, NDP fields none

The full slate of candidates for two upcoming Miramichi area byelections has been finalized by Elections New Brunswick as the deadline to file nominations has passed.

The by-elections will be held in Miramichi Bay-Neguac and Southwest Miramichi-Bay du Vin on June 20.

There are five candidates in Miramichi Bay-Neguac:

  • Réjean Savoie, Progressive Conservative
  • Shawn Wood, Liberal
  • Chad Duplessie, Green
  • Tom L'Huillier, People's Alliance
  • Richard (Hoss) Sutherland, Independent

There are four candidates in Southwest Miramichi-Bay du Vin:

  • Mike Dawson, Progressive Conservative  
  • Hannah Fulton Johnston, Liberal
  • Julie Guillemet-Ackerman, Green
  • Larry Lynch, People's Alliance

People's Alliance test

The two by-elections will be the first ones contested by a resurrected People's Alliance party.

The party had been dissolved after former leader Kris Austin crossed the floor to join the governing PCs.

The party was later revived with former Fredericton-York MLA Rick DeSaulniers becoming leader.

The provincial New Democratic Party has not fielded candidates in either riding.

The party courted controversy over nominations for the two races, with its leader facing internal turmoil over criticisms of his leadership.

Federal election prompts vote

The by-elections for the two ridings were necessitated after the two previous MLAs, the Progressive Conservative Jake Stewart and Liberal Lisa Harris, both stepped down to run in the federal riding of Miramichi-Grand Lake in the last federal election.

Jake Stewart went on to win the riding in that election.

Elections NB will hold two days of advanced voting on June 11 and 13, and votes can be cast at local returning offices six days a week until election day.

Holt chief of staff to go head to head with mayor in byelection

Liberals are set to acclaim Hannah Fulton Johnston while the Progressive Conservatives are fielding Kevin Russell

The Holt government’s chief of staff is expected to go head-to-head with the mayor of Miramichi River Valley in a looming provincial byelection.

The Liberals are set to acclaim Hannah Fulton Johnston as their candidate at a nomination convention this weekend.

That’s as the Progressive Conservatives say their candidate will be mayor Kevin Russell, who is set to be acclaimed at a nomination convention on July 24.

It sets in motion a race to fill the Miramichi West seat vacated by Progressive Conservative MLA Mike Dawson who made the jump to federal politics earlier this year.

All signs point to that byelection being called soon.

Fulton Johnston, who lives in Doaktown, ran but lost in the 2022 byelection in Southwest Miramichi-Bay du Vin that led to Dawson’s entrance into politics.

She finished second by roughly 800 votes.

But shortly after, the former staffer in federal MP Pat Finnigan’s office and legislative assistant inside Shawn Graham’s premier’s office was named executive director of the New Brunswick Liberal Association.

Fulton Johnston was then named last November as the chief of staff of the government members office.

Liberal party spokesperson Ashley Beaudin confirmed on Friday that one person completed and submitted a nomination application for the Liberal candidacy in Miramichi West.

Fulton Johnston was then approved by the party’s green light committee and will be officially nominated at a convention on Saturday.

She takes on Russell, the lifelong resident of South Esk, a community along Highway 420 just southwest of Miramichi, who was acclaimed as mayor of the new Miramichi River Valley rural community in 2022.

Russell has owned Sign Warehouse in Miramichi, a sign and banner company, for three decades.

Progressive Conservative executive director Doug Williams confirmed to Brunswick News that Russell will officially be named as the party’s candidate at a convention on July 24.

In an email, Green Party spokesperson Josh O’Donnell said the Greens have not selected a candidate or set a date for a nomination meeting.

The New Brunswick NDP did not return a request for comment.

Dawson was the only politician to hold Miramichi West, which is a new riding created a few years ago via a mandatory boundary redistribution.

He won the riding by more than 1,500 votes, despite the Higgs Progressive Conservatives losing power while being reduced to 16 seats.

The riding covers the northwestern and southern areas in the Greater Miramichi Rural District, the Miramichi River Valley, Doaktown, and Upper Miramichi. The riding also includes Eel Ground First Nation and Metepenagiag Miꞌkmaq Nation.

Previously, the seat was Southwest Miramichi-Bay du Vin, and was held by Jake Stewart, who quit provincial politics in 2021 to run federally.

The Progressive Conservatives also held onto two area Miramichi ridings in byelections while in government.

But this time, it’s the Liberals in power.

The ramp up to the byelection comes after the Holt government recently named Doaktown, Miramichi West’s largest community, as the host community of this year’s official New Brunswick Day celebrations slated for Aug. 4.

It comes with up to $30,000 in provincial funding to throw the party.

A press release states it’s to coincide with the 200th anniversary of Doak House, part of a provincial heritage site.

It will also result in Premier Susan Holt on stage, as time is running out to call the byelection.

Elections New Brunswick spokesperson Paul Harpelle confirmed that because Dawson resigned his provincial seat on March 25, a date for the byelection must be set by no later than Sept. 25.

“The writ triggering the byelection must be issued within six months of date of resignation,” Harpelle said in an email. “The date of the byelection can be 28 to 38 days following the issuance of the writ by the chief electoral officer.”

Harpelle noted that Holt can also choose to call the byelection sooner, any time within the six-month period.

Mayor confirmed as Tory candidate in Miramichi West byelection

Miramichi River Valley Mayor Kevin Russell will be on the ballot for the Progressive Conservatives in the upcoming Miramichi West provincial byelection.

The first-term mayor and retired businessman was acclaimed as the Tory candidate in front of at least 100 supporters and caucus members Thursday at Royal Canadian Legion Branch 23 in Doaktown.

Russell, a South Esk resident, ran unopposed for the nomination. He said he wanted to take a shot at provincial politics because he enjoys helping people.

“I would like to represent the people of Miramichi West and help them with whatever their needs are,” he said. “I want to be part of the process to make sure that I can deliver the best results that I possibly can for the area.

“I plan to work my tail off to get the support from residents in Miramichi West. The turnout at tonight’s convention was overwhelming.”

The byelection hasn’t been scheduled yet. It’s required to fill the seat vacated by former Progressive Conservative MLA Mike Dawson after he entered federal politics earlier this year.

Elections New Brunswick spokesperson Paul Harpelle said the byelection date must be set by Sept. 25, as Dawson resigned his provincial seat March 25.

Russell is a relative newcomer to politics, having been acclaimed as the first mayor of the new Miramichi River Valley rural community in 2022, shortly before it was amalgamated from the former village of Blackville and former Blackville, Sunny Corner, Derby, North Esk, and Renous-Quarryville local service districts during the 2023 municipal reforms imposed by the Higgs government.

Russell previously owned Sign Warehouse in Miramichi for three decades. He currently represents his rural community on the Greater Miramichi Service Commission’s board of directors and regional planning review and adjustment committee, among other committees.

Russell, a former athlete and stock car racer, has also coached hockey and baseball and been involved with local and provincial sports organizations for decades. He said he was approached by a few people about running in the byelection and decided to give it a shot.

“I like to keep busy,” he said. “I don’t make decisions lightly. I make sure to think about things before I go ahead and make those moves.”

Russell said issues on his radar for Miramichi West include supporting Doaktown’s push for a new fire station and attracting more healthcare professionals to the village to improve citizens’ access to primary care. He said he also hopes to find ways to support housing developments in the region, whether it’s by offering surplus land or incentives.

In addition, Russell said rural infrastructure improvements are among his priorities for the large, rural riding, which takes in communities along the Miramichi River’s two main branches – including Miramichi River Valley, Doaktown, the Upper Miramichi rural community, and a portion of the Greater Miramichi rural district.

Russell admitted he’ll have lots to learn if elected, but he pledged to be open, honest, work hard, and find answers to his constituents’ questions.

“Different communities will likely need different things,” he said. “Determining whether their goals are attainable is part of the process. We need to look at our priorities and values, while also separating wants from needs.

“I will take my responsibility to represent my constituents very seriously and make sure to go out and do the job that they think I can do.”

Russell will take on Liberal challenger Hannah Johnston, a Doaktown resident and longtime political staffer who’s currently the chief of staff for the Office of Government Members under Premier Susan Holt.

The New Democratic Party and Green Party haven’t announced candidates yet.

    Miramichi West (French: Miramichi-Ouest) is an provincial electoral district for the Legislative Assembly of New Brunswick. It was created out of the western portions of Miramichi Bay-Neguac and Southwest Miramichi-Bay du Vin.

It covers the western and more rural portions of Miramichi Bay-Neguac and Southwest Miramichi-Bay du Vin. Nicolle Carlin, who has worked as spokesperson for Premier Blaine Higgs since 2018, has announced she is seeking the Progressive Conservative nomination in Fredericton South-Silverwood.

It's the same riding where Liberal Leader Susan Holt plans to run in the next election, which is scheduled for October.

Carlin said she resigned from her job as deputy minister of strategic initiatives and communications on Monday to campaign full time.

"I've been very fortunate. I do have a strong voice at the table and the premier's put a lot of faith in me and he's allowed me to be vocal," Carlin said in an interview with Radio-Canada.

"I loved serving in my job, but this is completely different. When you have people you are speaking for, when you are taking their issues to heart, when you're advocating for them, that's a completely different responsibility."

Carlin said she wasn't recruited by the PC Party and the decision to run was hers alone.

Stands with Higgs on Policy 713

Carlin has previously been a municipal councillor in Hanwell and worked as a reporter for both CTV Atlantic and CBC New Brunswick.

When asked, she said she stands with Higgs on the issue of Policy 713, the gender-identity school policy his government changed last summer. 

The revised Policy 713 requires that school staff obtain parental consent before letting a student under 16 adopt a new name or pronoun that reflects their gender identity.

"I do stand with the premier on 713, and I don't think that there is a line between being progressive and supporting the role that parents play," Carlin said.

She said children should feel welcome in their schools and classrooms, but parents should be involved with elementary-aged kids transitioning and using a different name and pronouns.

"I'm very progressive. I'm a progressive in my views, I'm a Progressive Conservative and I stand with the premier on that issue, 100 per cent," Carlin said.

In an emailed statement, Liberal Leader Susan Holt said she welcomes Carlin to the race.

"Glad to see that PCs have found a candidate to make this a good race, which is critical to a strong democracy," Holt said.

"I look forward to seeing Nicolle at the doors and engaging in meaningful discussions about the most important issues to the people of Fredericton South-Silverwood."

Holt won a seat in a 2023 byelection in the riding of Bathurst East-Nepisiguit-Saint-Isidore, but has chosen to run in a Fredericton riding come October. The Liberal leader lives in the city of Fredericton.

The Green Party's candidate for the riding, Simon Ouellette, also welcomed Carlin to the race in a post on X, formerly Twitter.

"I'm looking forward to a fair and competitive race focused on good ideas and honest politics. I hope to see Nicolle at local debates, where we can share our different visions for the future of our province," Ouellette said.

All eyes turned, cameras were flashing, and Nicolle Carlin, budding reporter, just stood waiting to hear an answer from an MP in Ottawa. Only in Gr. 10, Carlin caught the MP off guard when she asked if her school could have some money back to fund their music program which had been cancelled. Reporters scrummed her afterwards and it is then, Carlin recounts, that she realized that she had an interest in journalism.

“Wow, I like asking questions…and I kind of like catching him off guard.” thought young Carlin at the time. Now 25 and a Videojournalist at ATV in Fredericton, there is no looking back. Carlin grew up in Saint John and chose to study Journalism at St. Thomas University.

Unfortunately that’s a normal thing. If Higgs doesn’t get elected in his riding, another MLA will be forced to give up their seat for him. That’s been going on forever.

Higgs has several women that he would boot out if that was the case.

It says a lot about who succeeds in the Higgs administration that Ms Carlin feels "fortunate" that Higgs has "allowed" her to be vocal. Shouldn't being vocal be an elected representative's right rather than some sort of favour they're granted?

She will get treated very differently if she is elected and Higgs makes government. Higgs uses everyone for his own gain. Right now she feels on top but Higgs will put her on bottom if she dares speak up for her riding.

Ms. Carlin should seriously think long and hard before committing to run politically. There is a huge difference between the drafting of hyperbolic, sugar coated, press releases and such, for a politician and that of presenting the issues of your constituents to government.

One is a matter of creating fantasy; the other, a matter of dealing with the harsh reality of the lives lived by the New Brunswick population.

Miramichi MP Jake Stewart faces party turmoil ahead of election

Financial agent quits, office closes, House of Commons sends warning to ex-staffer

A New Brunswick Conservative MP running for re-election this year is losing some of his supporters after a falling out with former staffers and resignations from the local party organization.

Jake Stewart, the MP for Miramichi-Grand Lake, recently had a House of Commons lawyer send a cease-and-desist letter to Shawn Morrison, a longtime Conservative who used to work in his office.

The letter, dated Jan. 30 and obtained by CBC News, was sent to Morrison after an exchange of fiery and sometimes personal social media posts between him and Stewart.

That came a few days after the financial agent for the Conservative riding association in Miramichi-Grand Lake resigned in an email to members of the association board.

The Conservative MP for Miramichi-Grand Lake won’t explain office closure, staff resignations, cease-and-desist letter.

"My decision stems from a profound distrust in the current board and staff within MP Stewart's office," Denver Brennan wrote in a Jan. 24 email obtained by CBC News.

He also said the atmosphere at Stewart's office was "toxic and manipulative" and eight other people had left jobs with the MP over three years, though one of them, Aiden Ingersoll, appeared in a Feb. 11 social media photo with Stewart.

Stewart, a first-term Conservative MP and former provincial cabinet minister in the Blaine Higgs government, has been nominated as the party candidate for the federal election expected this spring.

He has not responded to text messages or to phone calls or an email to his office requesting an interview.

In one Facebook post in January responding to Morrison, the MP appeared to challenge him to a physical confrontation.

"My address hasn't changed," Stewart wrote, daring him to "bring it" and using a profanity to describe Morrision.

Morrison and Brennan would not do interviews with CBC News.

Kelly Wilson, the president of the Conservative riding association board, did not respond to requests for comment.

Meanwhile, Stewart's office on the King George Highway in Miramichi was closed for several weeks after the Christmas break, with a sign in the window citing "security reasons."

Stewart posted two photos on his social media accounts on Feb. 11 showing him greeting constituents at the office, and when CBC News photographed the office the next day, the sign was gone.

But Brunswick News reported the sign was back later in the day.

When CBC News visited the office again on Feb. 20, there was no such sign in the window, but the door was locked and no one responded to repeated rings on a buzzer.

Stewart took part in a community event in Miramichi the same day.

The cease-and-desist letter to Morrison was signed by Aleksandra Pisarek, a lawyer in the office of the House of Commons law clerk.

It says Morrison has engaged in "unwelcome, malicious and vindictive behaviour," including unwelcome contact with Stewart's staff and his spouse.

It asks him to "immediately cease and desist" and warns him that if he continues, "all possible legal recourses will be considered."

Two spokespeople for Conservative Leader Pierre Poilievre did not respond to a request for comment. Kevin Price, the New Brunswick representative on the party's national council, did not respond either.

Stewart was first elected to the New Brunswick legislature in 2010 and was re-elected in 2014, 2018 and 2020.

He ran for the provincial Progressive Conservative Party leadership in 2016, placing fifth in the first round of voting.

Premier Blaine Higgs appointed Stewart minister of aboriginal affairs when the PCs formed a minority government in 2018, but dropped him from cabinet after winning a majority in 2020.

Stewart resigned as an MLA the following year to run federally and was elected MP for Miramichi-Grand Lake in the September 2021 election.

He was among the first MPs to endorse Poilievre for leader of the federal Conservative Party after MPs pushed Erin O'Toole out of the position in early 2022.
