Note Regarding the Emergencies Act:

Thank you for your correspondence to me regarding the Liberal’s decision to invoke the Emergencies Act. 

The Emergencies Act was passed in 1988 to add parliamentary supervision and make changes to its predecessor, the War Measures Act. Under the act, a sitting government can declare one of four types of emergencies: a public welfare emergency, a public order emergency, an international emergency, and a way emergency. In this case, the Liberals have called a public order emergency. 

Once a government has issued an emergency declaration, they have 7 days to table in Parliament a motion outlining the declaration of emergency and the reasons for calling an emergency. Parliament is required to immediately debate this motion. 

At the conclusion of debate, Parliament will vote on the contents of the motion. If the majority of Parliament votes against the government’s motion, the motion is immediately defeated, and emergency powers are revoked. If a majority of Parliament votes for the motion, the government is granted the specific powers laid out in the motion for a period of 30 days. A government may choose to end the emergency declaration before the 30-day point, but to extend the emergency powers, the government would have to pass an additional motion in Parliament. 

The Liberals officially issued a declaration of emergency on February 14, 2022. You can read the declaration of emergency here. 

Conservatives will be voting against the Liberal’s decision to invoke the Emergencies Act. 

The Prime Minister appears to have made no effort to de-escalate the situation. Instead, he has insulted and disrespected Canadians, and then when it blew up, instead of apologizing and listening to what people had to say, has jumped straight to the most extreme measures to deal with the protests. 

Imposing powers of the Emergencies Act sets a dangerous precedent. The Government of Canada should not have the power to close the bank accounts of hardworking Canadians simply on the suspicion of supporting causes of which the government doesn’t approve. This is a slippery slope, and not how the government should operate in a free and democratic society.

The problem? Many of those same companies are still included in his investment portfolio and are held within a "blind trust."

Who is Jamie Schmale?

With a strong background in radio, journalism, and federal politics, Jamie has had the honour of representing Haliburton-Kawartha Lakes in Ottawa since 2015.

Prior to entering politics, Jamie attended Fenelon Falls High School and Loyalist College, graduating from the Radio Broadcasting program. Jamie started his career as News Anchor and later News Director for CHUM Media Kawarthas. Covering news, municipal politics, and sports for 91.9FM Radio CKLY in Lindsay, Jamie covered the horrific attacks of 9/11, the blackout of 2003, and the amalgamation of the 16 municipalities of Victoria County into what is now the single-tier City of Kawartha Lakes.

Raised in Bobcaygeon, he now calls Lindsay home. A professional, father, and volunteer, Jamie is actively involved in a number of local charities and not-for-profits.

He is the go-to guy when it comes to being the Master of Ceremonies for fundraising campaigns and committees, including: the Victoria County United Way, Big Brothers/Big Sisters of Victoria-Haliburton, Easter Seals, Community Care, Kawartha Lakes Fire Chief’s Annual Ball, Kawartha Lakes Awareness Fair, the Multiple Sclerosis Walk, Lindsay Canada Day, COKL Awareness Fair, the Vancouver 2010 Olympic Torch Relay, and the Lindsay Exhibition parade committee.

As MP Barry Devolin’s Campaign Manager in 2004, 2006, 2008 and 2011, Jamie helped Barry win his riding by a larger plurality following each election. As Barry’s Executive Assistant, a position that he enjoyed for eleven years, Jamie oversaw relations, media management, communications, and outreach. He also managed large, ongoing local issues such as the Trent Severn Waterway. Jamie could often be seen attending events across the riding representing the Government of Canada when Barry was not available.


In 2014, Jamie was nominated by the Conservative party to become the next Conservative candidate for the Haliburton-Kawartha Lakes-Brock (HKLB) riding. Since first being elected, he has served on various Parliamentary Committees such as the Procedure and House Affairs, Natural Resources and up until prorogation in August 2020, was the Vice Chair of the Indigenous and Northern Affairs Committee.

In 2019, Jamie was asked to serve as the Shadow Minister for Crown-Indigenous Relations under previous Leader Andrew Scheer. In 2020, the new leader for the Official Opposition, Erin O’Toole, asked Jamie to serve as his Shadow Minister for Families, Children and Social Development. As part of the Official Opposition’s plan to recover the economy post COVID-19, Jamie has be re-appointed to Shadow Minister for Crown-Indigenous Relations and serves as Vice-Chair of the Standing Committee on Indigenous and Northern Affairs.

John Brassard, Member of Parliament for Barrie South – Innisfil, has been appointed to the Conservative Party of Canada’s Leadership Team as Committee Coordinator and has also been reappointed as Chair of the House of Commons Standing Committee on Access to Information, Privacy and Ethics.

“It’s a tremendous honour to take on this new leadership role within our caucus and continue serving as Chair of the Ethics Committee,” said Brassard. “I look forward to working closely with my colleagues to hold the government to account and advance the Conservative vision for transparency and accountability.”

As Committee Coordinator on the Leadership Team, Brassard will support Conservative efforts across Parliamentary committees and assist in coordinating strategy and messaging. His reappointment as Chair of the Ethics Committee reflects his strong leadership and commitment to upholding integrity in government.

A former House Leader and veteran parliamentarian, Brassard brings years of experience and leadership to both roles. Liberal MP Anita Vandenbeld fell short of an apology Thursday after instigating a fracas Wednesday that led two witnesses testifying about violence against women to storm out of a parliamentary committee hearing.

Vandenbeld said only that she deeply regrets the "distress that this meeting caused the witnesses."

The statement came after a domestic violence survivor demanded an apology from the MP for what she described as "abusive" behaviour.

"It's not an apology — it's a statement," said Megan Walker, a witness who appeared before the committee.

"She has caused an entire community of women and girls who have faced abuse and are following this some distress, and that's not acknowledged here."

The rare summer meeting was scheduled to allow MPs to hear from advocates for domestic violence victims and a deputy chief of the Peel Region Police in light of several high-profile cases this summer.

It began with detailed testimony from Walker, an advocate for ending violence against women, and Cait Alexander, who shared with MPs graphic photos of abuse she suffered.

When given the floor, Vandenbeld accused Conservatives of playing politics with the trauma of survivors, putting together the agenda in haste and limiting the ability of other MPs to suggest witnesses.

She insisted that she cares about survivors' stories and outlined some of the actions the federal government has taken to address violence against women.

During a stop in London, Ont. on Aug. 1, NDP Leader Jagmeet Singh responds to a question about how two witnesses left a Commons committee hearing upset after a Liberal MP steered a planned discussion on violence against women toward the topic of abortion rights.

But rather than pivoting back to the topic of violence against women after airing that complaint, Vandenbeld called for a debate on a motion related to abortion rights — an issue the Liberals have tried to pin the Conservatives down on for months.

The witnesses shouted their frustration at Vandenbeld and others who voted for the motion, but they were effectively ignored for the rest of the meeting as MPs debated speaking orders, the Conservatives' stance on abortion and the narrow scope of those called to testify.

Both witnesses eventually left the meeting in a visible state of distress.

I am extremely disappointed about the removal of Karen Vecchio as chair of the Status of Women committee by Pierre Poilievre. He wants you to believe that Parliament is broken. The Status of Women Committee is proof that this is not true. 

We worked collaboratively and made space for the voices of women and girls to be heard. Karen Vecchio worked too effectively and fairly, so she was removed. 

We need to strengthen Parliament and make it work better for Canadians, not sabotage it to prove it doesn’t work. Our democracy is too precious to let this happen.
