He headed some of thedepartments that will be big challenges for the incoming Liberals, andalso worked on the other side of the divide as a political staffer fora Mulroney-government cabinet minister.Trudeau will officially become prime minister Nov. 4 and will unveilhis cabinet then. They saidTrudeau, with his chief of staff, should call a meeting with deputyministers to “show he sees the public service as a key source ofadvice.” It would also help reinforce the traditional role ofministers, which was usurped by a powerful Prime Minister’s Officeover the terms of several recent prime ministers.There is speculation about whether the Trudeau government will shakeup the senior leadership. Harder is well-equipped to help determinewho the government may want in key posts.Many senior public servants complained of feeling sidelined by theConservatives in particular. The government didn’t ask for policyadvice or evidence, and the worry was public servants weren’t offeringit. During the election campaign, the Liberals promised to bring backevidence-based decision-making, “unmuzzle” scientists and return thelong-form census.Harder initially began his public service career with the foreignservice and took a job as an assistant in the minister’s office duringthe minority government of Joe Clark in 1979. He stayed on when theTories were returned to opposition and became chief of staff to BrianMulroney’s then-deputy prime minister, Erik Nielsen.He is among the handful of Conservative political staffers who leftpolitics and joined the public service and were promoted, bythen-Liberal prime minister Jean Chrétien, to senior jobs as deputyministers. The current clerk, Janice Charette, also began her careeras a Conservative staffer, joined the public service and was appointeda deputy minister under the Liberals.Harder landed his first deputy job in 1991. He headed Citizenship andImmigration, which is now dealing with the Syrian refugee file; andTreasury Board, which is currently locked in a contentious round ofbargaining with federal unions over sick leave. He also headed theoffice of the Solicitor General, Industry Canada and Foreign Affairs,where public servants and diplomats resisted the Conservatives’ shiftin foreign policy that many said diminished Canada’s clout on theworld stage.He has worked under five Conservative and Liberal prime ministers, 12ministers and six clerks of the Privy Council. In 2000, he won theprime minister’s outstanding award for leadership in the publicservice. He was also considered a leading contender for the top job asClerk of the Privy Council several times, but retired in 2007 withoutlanding it.Even the unions said Harder was a “good choice.” Ron Cochrane of thejoint union-management National Joint Council said the transition teamshould consult unions on hot-button issues such as bargaining, sickleave and pensions – the issues that poisoned relations between theprevious government and its employees.Harder is currently a senior policy adviser at Dentons, aninternational law firm, sits on numerous boards and is president ofthe Canada-China Business Council.imacleod@ottawacitizen.com
