As I read the comments on this story I was struck by how vitriolic one person commenting is in his statements. I don't condemn vitriol but when it goes on and on and on I really have to wonder at the state of mind of that person. I would encourage that person's family to encourage him to see professional help and, NO, I am not being facetious. It IS concerning to me that someone on this side of the border has such anger towards a number of people and organizations. I would also encourage the CBC, or other news networks to take up the task of thoroughly investigating the claims made by this man. I don't know this man, but this isn't the first time I've noted his comments which seemingly are always so angry.

@Mac Isaac BTW the last shrink or "professional help' as you say I talked to was on or about July 6th, 2008 inside the looney bbin of the DECH in Fredericton where the RCMP had brought me a couple f day earlier made false claims against them tacked me and five men held me down as the Nurse pulled down my drawers and injected drugs into me. When my sister who is a lawyer and a nurse and more importantly a Patient advocate for Horizon Health heard of that malicious nonsense she called the looney bin and warned the head nure that I was quite a tiger and that she should believe every word I say.

later that day the shrink who had ordered that I be restrained and drugged had an anxiety attack right in front of me and I never saw him again after he ordered more drugs to be injected into me. The next shrink I met the following day told me that I was definitely not crazy but that I sure think outside the box. When I asked if he would put that in writing and he said "no way you are out of here" and never billed the province for my false imprisonment under his supervision. I have the documents proving this and they have been posted on the Internet for years and are now in the docket of Federal Court and argued many time

Just in case anyone is wondering the answer is Yes.

The photo I use for my ID in CBC and my Twitter Account etc is of my 1965 Harley. I use it to remind all the cops etc who took an oath to the Queen to uphold the law that I still have some serious bones to pick with them.

My old bike is parked in the Yankee mountains in the "Live Free or Die" State not long after I was compelled to register it in the USA by the DHS when I finally secured Yankee permanent resident status on behalf of my Yankee Clan. The photo shows the bike I call "Ol Francis" parked not far from the graves of a very decent couple I bought it from and named after the man and wife (They shared the same first name as well only the former is spelled with and "i" and the latter with an "e" . My Harley is the first year of the model called the Electra-glide and the last year of the Panhead with original paint etc. When I was a kid it was "The King Of the Road" and I always wanted one. It is a true collectors bike that I opted to ride instead of merely looking at and bragging about. I bought that bike from my dear friends long ago. Ol Francis was the original owner and it was a gift to him from Frances' mother. I felt honoured when they sold it to me when it had only 4000 miles on it.

Since 2007 the Fredericton''s Finest, the ex cops turned MLAs Horsman and Urquahart, the RCMP, the FBI and many Yankee cops are well aware that I promised to sue the Queen in order to recover my property that the Queen's cops who act as Aide de Camp in the Legislature of New Brunswick Fredericton from me and the RCMP's constant harassment false arrest and imprisonment of me in the DECH in Fredericton. Tryst that Horsman as former Minister of Justice and Minister of Public Safety and his buddy Randy MacKeen know everything.

@David Amos If anyone doubts me they can go to the Federal Court in Fredericton across the street from the cop shop and check the Public Record. Just ask for Docket Numbers T-1557-15 and A-48-16 and start reading.

Methinks I should run against David Coon in that riding when the writ is dropped. If I opt to do so trust that I will challenge him to debate me on many issues that he and you have been made well aware of since I first ran for a seat in the 38th Parliament in 2004 and was barred from the legislative properties that you all now have a seat within. Sadly , not a thing will be done about this very sad incident . The N.B. Civil Service has become the home of incompetent political appointees who are incapable of doing their jobs , and are never held accountable for anything . Horsman has been so busy trying to hire all his political buddies , that he doesn't have a clue about what is going on within the department that he is supposedly the Minister of . It has been a long time since we have seen a govt. as corrupt and incompetent as the Gallant govt. is . Come Sept . , and it will be BYE BYE Brian !

His neglect of issues in Saint John is one thing. However I know the gossip on this dude is pretty thick in Fredericton. Furthermore his cronyism by giving fancy jobs fellow cops is well known. Methinks the young lawyer Mr Gallant is a profoundly wiseguy who has failed to even read the lawsuit I filed in the Federal Court in Fredericton while running in the election of the 42nd Parliament. N'esy pas?

Need I say that I got an very interesting judgement from the aforesaid court today that will make the law professor Serge Rousselle scratch his head and reconsider constitutional law?

Politicizing a sad issue of child abuse is the fallback position of the PCs...it's important to remember these are the same PCs who, when in government had a minister whose relative and a member of his ministry, put out to the media the name of a student at Oromocto High School as well as her marks. Despite the rightful demands for his resignation, it was "all hands on deck" to denigrate those demands and give incredibly flimsy excuses why "it wasn't his fault"..."it was a breakdown in communication". The present minister's not having at his finger tips an answer that can and will be answered later is NOT a reason to request his resignation nor should the Premier fire this minister.
Nobody, including the current PCs, should they ever form government, can be expected to know the answer to every question asked.

@David Amos I would say the moral is quite easy to deduce: When you ask a question, it shows boorish behaviour to expect an immediate response with all the details...far better to say, "Alright then, you weren't given those answers in your briefing notes. When shall I expect the answers?" See?!? Much more civilized and did you also notice I didn't once ask for the minister's resignation. The bonus would be when the minister actually provides the answers.

Families Minister Stephen Horsman faced a renewed call for his resignation Friday after he was unable to provide a legislative committee session with key information about child-protection services.

Horsman couldn't cite any legal authority for ad hoc child-custody arrangements involving relatives, and he wasn't able to provide statistics on how often child-protection workers miss their monthly visits with children at risk.

He later told reporters that "we try to anticipate what the questions are, and we work hard to make sure we do have all information that we think they're going to be [asking for], but sometimes we don't."


But the lack of information prompted Opposition Progressive Conservative MLA Dorothy Shephard to question Horsman's competence, and she demanded he quit.

"What I really wanted was for the minister to stand up and say, 'We have gaps,'" Shephard said.

"The gaps are there. … They're being identified unfortunately in a very public way. But he's not standing up to say that. He's not saying he's going to show leadership.

"I'm sorely disappointed. I'm even at the point of getting angry, because we're talking about children's lives. … I know there isn't a social worker in this department that doesn't want to protect children, but this minister is not the one to do it."

Horsman was at the committee to debate his department's 2018-19 budget estimates. It was the first time he has faced opposition questions since his Feb. 8 news conference about a child-neglect case in Saint John.

It was also Shephard's first appearance at the legislature since she revealed on Dec. 5 that she was starting treatment for breast cancer. The Saint John-Lancaster MLA had surgery last month and starts chemotherapy next month.

Horsman heatedly responded to Shephard, saying he was proud of the work he's done as families minister, but no issue is "black and white."

Any solutions the government proposes are greeted by negative attacks from the opposition, he said.

"I work with, and I hope the member opposite is listening  — she rambled — I have worked with this department day in, day out, holidays, weekends, nights, days, to work hard for the people," said Horsman, the MLA for Fredericton North.

"Yes, there are things that happen and that's why we try to improve it every day. But every time we try to improve something, it's the members opposite who keep on complaining."


Sheriff's deputies acting on an eviction order at a Saint John home in May 2016 found five children, aged seven months to 10 years old, smeared with human feces, malnourished and with rotting teeth in a filthy house strewn with garbage.

At a sentencing hearing earlier this month, court was told provincial social workers were supposed to be visiting the family every month but it had not happened.

Horsman said at his Feb. 8 news conference that he learned of the case "in the last couple of days" from media reports.

He said his staff should have briefed him on it.

His department is now holding an internal review. Child and Youth Advocate Norm Bosse is also investigating the case.

Lack of answers 


In Friday's committee session, Shephard asked Horsman for statistics on how often child-protection social workers fail to meet the requirement of at least one monthly visit to the home of an at-risk child and the parents.

"We do not have that level of detail with us at this moment," he responded.

The last count was in a clinical audit in August 2017, he added.

"We can provide that. We'll get that to you as soon as possible. It probably won't be today."

​Shephard also asked why the Liberal government still hasn't proclaimed legislation passed in 2010 that would allow a child's relatives to become legal guardians after they are taken from their parents.

The department does that now, but Shephard says without the 2010 law in force, parents can take the child back at any time. Horsman said that's incorrect and the guardianship arrangements are still legally enforceable.

When she asked what section of the Family Services Act allows the informal custody for relatives, Horsman explained that he and his staff at the hearing didn't have a copy of the law.

"We don't have the paper act right here … so we're looking for that right now," he said.

Horsman said the 2010 legislation would be folded into other amendments on child protection, but he didn't give a clear timeline for that. The legislature is expected to adjourn for the summer next month and won't sit again before September's election.

'The minister is not leading'


The accumulation of non-answers is what prompted Shephard to call again for Horsman's resignation, something she first demanded the day he said he was unaware of the Saint John neglect case.

"We have a minister who is sticking to speaking points," she said. "He's not understanding where the gaps are. He doesn't want to understand where the gaps are because that's going to take real work. …

 This minister is not leading."

Earlier this month, Premier Brian Gallant defended Horsman, who is also deputy premier, as "one of the most thoughtful people I know."

But Shephard told reporters Friday that Horsman "is not a thoughtful minister."

"He's not a minister who wants to understand what this department is doing."

She said if the minister were as concerned as he claims to be, he'd have been better prepared for the committee session with more information at hand.

"I think that he is concerned. I think that his heart might be in the right place, but he doesn't seem to have the capacity to understand that if you don't ask the questions, you're not going to get the answers."
