Blogs that led to a rare charge of promoting hatred were more extreme than anything he's ever seen before, says an Edmonton police investigator.

"I've never seen such extreme hatred from an individual," said Edmonton police Sgt. Gary Willits. "He just kept spewing and nobody was safe from it.

"He literally in some of these blogs was saying to kill people."

After an investigation of more than a year, Edmonton police confirmed Wednesday a CBC News report a day earlier that revealed Barry Winters, 62, was charged with wilful promotion of hatred on a blog called The Baconfat Papers and other blogs between 2014 and 2016. But police say there's reason to believe the posts date back at least two years earlier.

Copies of the blog submitted for evidence by one of many complainants in the case show the blogger repeatedly made derogatory comments about numerous individuals across the country, including a number of well-known politicians and LGBTQ advocates in Edmonton.

The remarks don't exclusively target one particular group, but focus on various factors, including race, gender, sexual orientation and culture. Others attack individual politicians in various levels of government.

Willits said it's possible some people still don't know they were targeted in the blog posts.

Complainants hurt, scared

Glenn Canning, based in Toronto, said there were dozens of posts on Winters' blog between 2014 and 2016 about his daughter, Rehtaeh Parsons. She committed suicide after she was sexually abused by a group of teenage boys at a party in Halifax in 2013.

Canning said he discovered his daughter and his family were the subject of the blog posts after someone contacted him and told him about them.

The blogs that focused on Rehtaeh were "just disgusting and sick," Canning said.

"It just broke my bloody heart in half to read that. It was cruel and it is even crueller to know that the guy did it for no other reason than he enjoyed hurting somebody."

Canning said he was in touch with police over the past year after they opened the investigation. He's glad police have finally laid a charge.

"I've cried over this," Canning said. "When it happens to you over a very personal thing, it affects you pretty badly."

Marni Panas, an Edmonton-based LGBTQ advocate, said she was appalled when she stumbled across posts on a blog suggesting she move to a country where transgender women, like herself, are persecuted.

Panas said she has experienced online hateful comments before, but said it stood out that the blogger in this instance was from the same city.

She said she'd never met the the blogger, to her knowledge, but wondered what would happen if she did.

Exhausting investigation

Willits said police began the investigation in early 2016, after they received complaints about the blog posts. Collecting the evidence was time-consuming and complicated, he said, because patterns of hatred, threats and harm had to be documented meticulously.

Willits said stating an opinion, a personal dislike, of something or someone, is not the same as "intruding on others" and "uttering threats."

The charge Winters faces is rare. Alberta Justice said in an email that province-wide, that type of charge has only been laid on three other occasions since 2011.

Edmonton police had to seek approval from the attorney general to charge the blogger, who police say had a growing following numbering into the thousands.

The posts were filled with derogatory words and "dehumanized scorn" toward people and identifiable groups, Willits said.

Obviously I must file a civil suit against the CROWN in order to seek

Vue Magazine’s Outraged Cries of “Racism!”

Its Friday morning at Edmonton’s Stanley Milner downtown branch of the
Edmonton Public Library. One of Canada’s 1.5 million “proud natives”
enters the main foyer. He is wearing an old and dilapidated work
parka, green hospital scrub pants, a hospital gown, and black Reebok
shoes with no laces in them. Our “marginalized native” is pushing a
brand new walker, that still glistens, and has all the sales tags on
it including a price tag. He rolls the walker past the crowd that’s
forming at the gates of the entrance to the stacks and tries hide at
the front of crowd.

Within moment two Edmonton Police Constables enter the Library, take
one look at the fifty or so people getting restless in anticipation of
the Library opening, and walk directly to the head of the parade. The
two cops roust the “marginalized native” off the walker on which he
was sitting, and thereupon arrested him for theft. It seem our “proud
native” purloined the walker from a large drug / medical appliance
store a block or two away. Walkers can range from a couple hundred
dollars at Canadian Tire to a couple thousand dollars at medical
supply stores. It seems “Injun Joe” decided to help himself.

Edmonton Vue Magazine’s moronic millennial Josh Marcellin claims this
is another illustration or example of the rampant and unchecked
“racism in Edmonton. Josh Marcellin whines: “Then there are the
near-impossible to quantify anecdotal incidences of racism directed
not just at first nations people, but all visible minorities. This is
the sadly mundane kind of racism.” Mr. Marcellin has nothing but
stories, hearsay, anecdotes provided by “social justice warriors,” or
“social activists” all getting rich off the “social justice” or “lets
help the injuns” industry. Ian Mathieson is a senior consultant for
the Alberta based Centre for Race and Culture, and is one of many
“social activist” groups begging for taxpayer dollars to expand their
business’ in the researching “the dynamics of race,” all in the name
of “ending racism,” in Alberta.

Everybody has a scam!

When Europeans came to the New World hundreds of years ago, they were
greeted by under-evolved primitive, nomadic tribes of hunters /
gatherers. They were socially less evolved, and technologically less
evolved, than the European colonists. I would suggest that nothing
since than has really changed. I would also suggest that North America
was well and efficiently colonized by many disparate nationalities,
and still being so, that it has long since NOT been “Indian land” or
Indians its “indigenous people’s.” There are roughly 1.2 to 1. 6
million so-called status Indians in Canada. There are almost 37
million real Canadians here. So-called “proud natives” are no longer
the indigenous people of North America.

That is reality, not racism.

Roughly 650,000 Indians still live on Canada’s 633 “first nations”
reserves. Ten years ago the diaspora began, and now Canada’s major
urban centres are infested, and infected by uneducated, untrained,
addicted, and drunk Indians from the reserves. None of these still
less than evolved people can fit in, or gain employment, or thrive in
mainstream Canadian society. Tina Fontaine is a typical example. Tina
Fontaine’s “Mother” was a drunk and addict, and didn’t want Tina.
Tina’s “Father” was a drunk and an addict and wanted nothing to do
with Tina. Tina Fontaine’s “Grandmother whilst was sort of there for
Tina, was profoundly disinterested. This was also the case with tribal
administrators, social services, ” injun self-government,” and
individual injuns. So uneducated drug addicted, promiscuous fourteen
year-old Tina came to the big city! Like literally thousands of other
uneducated, sexually abused, and addicted “proud native” women she got
killed in the big city or on the way to it, or back on the rez.

Injuns are NOT “excluded from the workforce,” they’re not educated,
equipped, skilled or qualified to be members of the “workforce.”
Injuns have “no access to transit” because they buy drugs, and
alcohol, instead of a bus pass. A couple of years ago the house next
door to our building was rented and was burned down to the ground by
“proud aboriginal” tenants. NO ONE rents property to “proud natives,”
and there’s a very good reason for that.

The whole idea that Albertan or Canadian society is “systemically
racist” is bullshit. Marion Mendoza a paid full-time “activist” of the
Multicultural Health Brokers Cooperative says: That you see many
refugees, immigrant, nurses, doctors, and lawyers “serving coffee in
Tim Horton’s.” She lies and claims this is a function of “racism.” and
of course this is lie. Refugee and immigrants so-called
“professionals” are NOT discriminated against, they simply are not
qualified to practice by Canadian or North American standards. I
personally do not want a “doctor” who trained at Nigerian Nigger
medical school treating me or my family in any capacity than a
proctologist.

Its a “bright shining lie” that Edmonton specifically or Alberta
generally is racist. From the twenties, and eastern European settlers,
to the seventies and eighties influx of Vietnamese immigrants (boat
people) western Canada’s development has profited, and been
accelerated by the toil and entrepreneurship of its immigrants.

Edmonton is a proudly multicultural city—we’d just as soon not bring
up the R-word, thanks. But like it or not, racial discrimination is so
intricately woven into our fabric that it is nearly invisible: it’s
everywhere and nowhere at the same time.

A recent Maclean’s cover story claimed that Winnipeg was Canada’s most
racist city, mainly because of the struggles of the First Nations
people in that city. The reaction was visceral and emotional. Many
were outraged by the accusation, while city leaders, including
recently elected mayor Brian Bowman, the city’s first Métis mayor,
acknowledged Winnipeg’s deep-rooted racism problem.

But what about our city—can we say that we’re any better than
Winnipeg? Do we even want to think about it?

Speaking with Edmonton-based organizations and researchers who focus
on racism and racial discrimination, they all seem to struggle to
secure funding for research on racism, especially at the federal
level.

“That’s our biggest limitation,” says Irfan Chaudhry, a University of
Alberta sociology PhD candidate specializing in racism research. “In
the federal government agenda, they’re pulling away from funding any
programs that deal with racism specifically. If they don’t see
something as a problem, then they’re not going to fund it. It’s really
funny when you see someone like Stephen Harper say, ‘I don’t think
racism is a problem.’ Of course he wouldn’t: he’s a very powerful
white man. But we’re not acknowledging the issues. And if we keep
going down this path it can get very, very bad for certain groups
further down the road.”

There are 45 First Nations listed in the Edmonton and northern Alberta
region, and another eight Métis settlements. Increasingly, families
and young people are moving from those communities to Edmonton.

After Winnipeg, Edmonton has the second-highest First Nations
population in Canada. In 2006, when Edmonton’s aboriginal population
was 52 100, the city predicted we’d have an estimated 66 094
aboriginal people by 2018. The growth has been much faster than that:
the 2011 census already saw Edmonton’s aboriginal population at 61
765.

Statistically, Edmonton’s aboriginal people are worse off in almost
every empirical measure. A study by the City of Edmonton shows 38
percent of the city’s aboriginal population is classed as low income,
compared to 16.5 percent for non-aboriginals. Median income was nearly
$10 000 less annually for aboriginal people.

Examples of racial discrimination against aboriginal people are
common. A recent study, called First Peoples, Second Class Treatment,
highlighted “pervasive” racism against First Nations people in
Canada’s health-care system. A release by the Canada Mortgage and
Housing Corporation says that aboriginal people in Edmonton have
reported discrimination from realtors, financial institutions and
landlords when trying to access housing.

And Racism Free Edmonton, a City of Edmonton initiative, reported that
First Nations and visible minorities “are more likely to report
perceptions of discrimination in Edmonton,” are “perceived to be
treated unfairly by the police, when looking for jobs or housing, and
when shopping” and that “most study participants agreed or strongly
agreed that aboriginal residents of Edmonton frequently face
discrimination.”

Then there are the near-impossible-to-quantify anecdotal incidences of
racism—directed not just at First Nations people, but all visible
minorities. This is the sadly mundane, everyday kind of racism.

The especially ugly incidents that burble up get amplified by media:
when respected aboriginal elder Gary Moostoos was banned from City
Centre mall last fall, a move he said was racially motivated; when
someone tagged anti-Semitic slurs on an Edmonton synagogue last month;
or when a family had swastikas and racial slurs spray-painted on their
home in the spring of 2013.

Chaudhry points out a time, a couple of years ago, when he and another
man crossed paths as he was walking to the bus. The man called him a
racial slur.

“No crime had happened, he walked his way and I walked my way,”
Chaudhry says. “Those kinds of incidents don’t get reported.”

Chaudhry uses social media, notably Twitter, to try to quantify racism
in Toronto, Vancouver, Winnipeg, Calgary, Edmonton and Montréal—the
cities with the highest incidences of hate crimes in Canada. Tracking
three months worth of tweets, he found that Toronto and Montréal, the
cities with the highest black populations, had the most negative
racial slurs against black people. And Winnipeg, Edmonton and
Calgary—the cities with Canada’s highest aboriginal populations—had
corresponding amounts of slurs against First Nations residents.

The researcher says he turned to Twitter, an imperfect tool
admittedly, because it’s one of the only ways to track racist
expression. Another is reported hate crimes. Constable Daniel Woodall
of Edmonton Police Service’s Hate Crimes Unit says hate crimes in
Edmonton have been dropping—but there has been increased media
attention to the incidents that do happen.

“Hate crimes are not a frequent occurrence,” Woodall says, adding the
most common hate crimes are mischief, like the tag-and-run vandalism
of a house or place or worship.

The common police response to a hate crime, like the recent
spray-painting of “LEAVE CANADA” on a south-east Edmonton Sikh temple,
is that it’s an “isolated incident.”

Sara Dorow, an associate professor of sociology at the University of
Alberta, who has extensively researched racism and globalization, says
that language used by officials reinforces the idea that racism is
caused by “bad apples” and not systemic bias.

“It says, ‘Don’t worry, racism is a thing that just sort of happens
individually,'” Dorow adds. “But structural racism says, ‘Not so
fast.’ Racism is a historical problem that’s been built into social
institutions and dominant ways of being and of knowing—we don’t even
really see it because it’s taken to be normal.”

Dorow points to Canada’s Temporary Foreign Worker policies as an
example of how a whole society can be complicit in racial
discrimination.

“We’ve got a contingent pool of labour that is [seen as] low-skill,
brown people from other parts of the world who don’t have a good
economic situation where they’re from,” Dorow says. “And they’re put
in precarious positions by employers. And then they’re seen to be
taking jobs away from Canadians. It’s like when we had Chinese railway
workers: very much the racialized idea that immoral men are coming
into Canada to take our jobs.”

Marion Mendoza, a first-generation Canadian born to Filipino parents,
has experienced structural racism both personally and through her work
with Edmonton’s Multicultural Health Brokers Cooperative. Through the
MHCB, Mendoza works extensively with Edmonton’s Filipino
community—which is growing rapidly, thanks, in part, to the TFW
program.

“You see a lot of nurses, doctors and lawyers that end up serving
coffee at Tim Hortons,” Mendoza says. “That leads to feelings of
depression and isolation. Sometimes this idea of the Canadian dream
falls apart: it’s not what they’d hoped it would be.”

This idea that the deck is stacked against Edmonton’s visible minority
and aboriginal populations is not a new one. Indeed, the Racism Free
Edmonton report, which highlighted the numerous issues facing
non-white citizens, was released in 2012 and “there hasn’t been any
follow-up on this,” Chaudhry says.

“It seems there’s a lot of discomfort with these numbers,” he
continues. “To be quite honest, not much work has been done outside of
this report.”

The consequences for inaction—to fail to work towards an inclusive
society—ripple outwards from those immediately affected to all of
society. Ian Mathieson is a senior consultant for the Centre for Race
and Culture, an Alberta group that researches race dynamics and works
with all levels and government and the private sector to promote
racial inclusion. He says the CRC, like other groups, has consistent
difficulty securing funding to research the effects and prevalence of
racism in Edmonton and beyond. To not fund this work, Mathieson
argues, creates greater costs in the future.

“It’s a human cost: people getting excluded from the work force,
people not being able to find housing, not getting proper services,”
Mathieson says. “These conditions lead to greater social cost:
homelessness, or maybe not being able to find a place to live in a
certain area—that could impact on your ability to get a job because of
a lack of access to transit. First Nations, refugees, immigrants and
visible minorities already have a lot challenges. When you throw in
discrimination, that increases social cost and financial cost for
everyone.”
