P.E.I. heads to the polls today — and it could make history

Greens look for breakthrough in campaign punctuated by tragedy

Islanders are voting today in an election campaign unlike any other in P.E.I.'s history. It marks the first three-way race in a province long beholden to a two-party system, and has the Green Party hoping to make an unprecedented breakthrough.

Even before a single ballot is counted, it's already been an election campaign that will live long in Islanders' memories.

Hanging over election day there is the acute pain of loss that only a tragedy in a close-knit community can bring.

Green Party candidate Josh Underhay and his six-year-old son died on Good Friday in a canoeing accident, just four days before voting day. Underhay, 35, was a celebrated teacher, musician and community builder.

All parties cancelled campaign events for the remainder of Easter weekend and the Greens announced they were drawing an early close to their campaign.

Byelection to be determined


Underhay had been considered one of the Greens' best possibilities to win a seat. The election in his district was cancelled, with a byelection to be held within three months.

That the Greens might challenge for any seat would have been unthinkable before their leader Peter Bevan-Baker won the province's first-ever Green seat four years ago. This time around, the Greens went into the race leading in the polls, challenging the incumbent Liberals and PCs in a three-way race to form the next government.

It's a remarkable achievement for the Greens, in a province where party affiliation has tended to be handed down from generation to generation, and where that affiliation was always to the Liberal or Progressive Conservative Party.

UPEI political science professor Don Desserud said a lot of factors came together to allow for the Green Party's ascent.

"Islanders see first-hand the effects of climate change," Desserud said, but that's only the beginning.

 

'Frustration with the status quo'


He said the Greens are also benefiting from P.E.I.'s own brand of populism, "a frustration with the status quo, the same parties winning election after election."

Bevan-Baker is a Scottish-Canadian dentist who ran for the Greens nine times provincially and federally with little hope of winning a seat, before he was finally elected to the P.E.I. Legislature in 2015. In doing so, he became only the third MLA in Island history elected as neither a Liberal or a Progressive Conservative.

The Liberals are looking for a fourth consecutive term, something rarely awarded in Island politics. Leader Wade MacLauchlan, a former law professor and president of the University of Prince Edward Island, replaced Robert Ghiz as premier in 2015.

P.E.I.'s economy is booming and the province's population growth rate has led the country. After years of deficits, the Liberals under MacLauchlan have tabled multiple surplus budgets, including a $75 million surplus for 2017-18.

But the other parties have maintained that prosperity isn't being felt equally in a province that still has the lowest average wages in the country.

Changes in leadership


The Liberals have dangled $76-million worth of spending commitments and tax cuts in front of Islanders, more than twice what the Greens have proposed, with promises to boost spending in health care and education and to create hundreds more childcare spaces.

The PCs, meanwhile, just chose a new leader in Dennis King in February, their fourth since the last election. The party has struggled since the last PC government on P.E.I. under Pat Binns was defeated in 2007.

  In a 2016 plebiscite, Islanders chose mixed-member proportional from among five electoral models including the current first-past-the-post system. MacLauchlan discounted the results based on voter turnout of just 36 per cent, setting the stage for a referendum pitting MMP against first-past-the-post, being held in conjunction with this election.
King, who served as communications director for Binns, may give the party its best shot at returning to government since the Binns era.

Under King, the PCs have tried to pivot from opposition to a government-in-waiting. Rather than criticize the Liberals on their record, King has brought forward a positive message focused on PC commitments to lower taxes and expand early childhood education.

Dirty politics nowhere in sight


Overall the campaign has stood out for the remarkable civility shown by all party leaders, with little mud-slinging, no major gaffes, nothing beyond some vandalized signs standing out in terms of any kind of dirty politics.

Even though they've been leading in the polls, the Greens face some significant challenges trying to translate that lead into votes on election day.
They will have been vastly outspent by the Liberals in the campaign (in 2017, the last year on record, the Liberals raised $8 for every dollar from the Greens). They have only two incumbent MLAs to put forward, compared to eight for the PCs and 12 for the Liberals.

The Greens are seen to lack the volunteer base and the electoral experience of the other parties in getting out the vote.

But Bevan-Baker recalled how in 2015 there were many who believed he couldn't win his own seat. Instead, he ended up with one of the biggest margins of victory on election night.

Since then, he has tried to steer the party toward the electoral middle, fiscally conservative while socially progressive, while trying to dispel the notion the Greens are a single-issue party focused on the environment.
With the first three-way electoral race in P.E.I. history also comes the possibility of Islanders electing their first minority government.

And if there aren't enough precedents already on the table waiting to be set, Islanders are also voting for the third time in 15 years on whether to change their electoral system.

Greens across the country have their eyes on Prince Edward Island, where a provincial election on Apr. 23 could make history if Islanders elect the first Green government anywhere in North America.

The polls suggest Island voters are leaning Green. The latest survey by Mainstreet Research, conducted via interactive voice response between Mar. 23-24 and surveying 691 eligible voters (margin of error +/- 3.7 per cent, 19 times out of 20), found the Greens ahead with 36 per cent support, followed by the Liberals at 32 per cent and the Progressive Conservatives at 28 per cent.

The Greens have led in four of the last five polls published in P.E.I. It's an unusual situation for a province that has only ever been governed by Liberals and Tories, and has never elected more than one MLA from another party in a general election.






Peter Bevan-Baker, the leader of the P.E.I. Greens, has a challenge ahead of him. In addition to the province's electoral history, his opponents have more resources with which to wage a campaign. But Greens elsewhere in the country — riding high on recent breakthroughs in British Columbia, Ontario and New Brunswick — are hoping Bevan-Baker can take the party to the next level.

I am writing in regard to Gerard Mitchell's letter to the editor on
Feb 2, 2019 explaining the Mixed Member Proportional voting system.

The explanation would almost give one a headache trying to understand
it, let alone putting it into practice. MMP is not the best way to
reform our provincial political system. Electing independent consensus
candidates to the legislature in a municipal-style form of government
is better way for your voice to be heard.

An independent candidate is the voter’s candidate — not a proxy party
candidate controlled by the political back rooms. Consider the
million-dollar campaigns and $1,000 dinners to perpetuate the massive
wealth benefits for the privileged few. Such campaign spending exposes
the seriousness of how high the financial stakes really are and the
benefits to their supporters are enormous. Their need to win is
paramount!

Together, let's not let this happen. Send a message to Premier
MacLauchlan and his back room.

For the public record what is truly "farcical" to me is that this spit
and chew is about a Whistleblower Protection Act of all things.

Perhaps the "Not So Happy" Dentist and his parliamentary cohorts
should check htheir email records over the Yuletide Season and dig
into their memories as well to see if they recall any conversations
with a certain whistleblower who has been falsely imprisoned in Canada
and the USA. Steve Murphy of ATV and everybody else knows since 2006
that he was denied the right to vote but still managed to run for
public office five times thus far. Nobody will admit that same
whistleblower has been suing the Crown in Federal Court since 2015 for
being illegally barred from all parliamentary properties in Canada
including PEI. Yet there have been 9 decisions in the matter thus far
that can be easily verified from the public record. The decision
exactly 2 years ago of Justice Richard Bell (the first judge Harper
appointed) should have been front page news across the country.
However not even the crickets will comment about it.

Do tell does that statement ring any bells over the Xmass season while
I prepare to try put the matter before the Supreme Court of Canada and
file some more lawsuits ASAP? Or will CBC block me again and nobody
gets to even read it?

at Arms and the Speaker why I have been suing PEI since 2015. Instead
he had himself evicted in the the last minutes in order to look like
some kind of hero. In a nutshell he is a player like all the rest.

Education in 1987. He taught for 28 years at the elementary level and
works with the family business as a business accountant and public
relations officer.

Mayor Brown has volunteered on many boards and committees through the
years, including the Charlottetown Minor Hockey Association, UPEI
Board of Governors, and the Charlottetown Legion Executive.

He served two terms on Charlottetown City Council from 2001-2006. One
of the highlights during his term as Councillor was the development
and construction of the Bell Aliant Centre.

Philip is married to Lori Devine and they have two children, Emma
Louise and Alec. They love calling Charlottetown their hometown.

Alanna Jankov – dog lover, runner, and champion of culture – is in her
first term as Ward 1 City Councillor.

A former small business owner and current Executive Director of The
Guild, a cultural hub located in the heart of downtown, Alanna has
been a Charlottetown resident since the late 1980s.

She is graduate of Holland College and was awarded the first
“Distinguished Alumni” award from the College in 2009.

Alanna received the Cultural Industry Award from The City of
Charlottetown and the President’s Excellence Award from Downtown
Charlottetown Inc. She is also the City’s reigning pie-eating
champion.

Alanna’s volunteer endeavours extend to a number of boards, such as
Music PEI & CARFAC. She has also represented Charlottetown at many
National events – including a speech to the House of Commons Standing
Committee on Cultural Hubs.

While culture is her current career field, Alanna also has passion for
a variety of social justice issues in her volunteer work as a Board
Member of Women’s Network and The Prince Edward Island Family Violence
Prevention Services. Alanna gives individuals and communities the
opportunity to shine - people with disabilities or differing
abilities, Indigenous peoples, newcomers to Canada, women, youth, and
seniors have all benefited from her determination to be inclusive and
representative. She is also a vocal supporter of PEI’s LGBTQ
community.

A proponent of environmental sustainability, Alanna can often be seen
running, walking, cycling, or riding her electric scooter around the
City. Holding the belief that a healthy body leads to a healthy mind,
she is an avid runner, having completed seven full marathons,
including the Boston Marathon.

Alanna lives with her husband, Steven McLean, and their three dogs in
a renovated heritage home in Charlottetown. She has two adult

Councillor Terry MacLeod is originally from Charlottetown and has been
a resident of Parkdale since 1972.

He is the founding member of the Parkdale and Area Community Fun Group
and has been a member of the Parkdale Sherwood Lions Club for more
than 20 years. He has also held a variety of roles with the Sherwood
Parkdale Minor Hockey Association and the Sherwood Parkdale Minor
Baseball Association.

Councillor MacLeod is a Board member and the fundraising Chairperson
for Camp Gencheff. Among other community and volunteer oriented roles,
Councillor MacLeod has umpired for many years in the PEI Baseball
Umpires Association. He is employed with the Culinary Institute of
Canada and has been for more than 15 years.

He and his wife, Joanne, have two sons, Robbie and Ryan, as well as
two grandsons, Declan and Cole. Councillor MacLeod and his wife live
on Beasley Avenue.

Councillor Mike Duffy first served on City Council from 1993-2000. He
chaired the Parks and Recreation committee and also served on the
Planning Board, Heritage Review Board, Police Services committee and
with Human Resources. Councillor Duffy was appointed as Deputy Mayor
for the 2014-2018 term.

Councillor Duffy was the business manager and assistant administrator
at the Hillsborough Hospital. He also served as the senior policy
analyst at the Department of Veterans Affairs.

He retired from the Department of Veterans Affairs and currently lives
on Highland Avenue with his wife Phyllis. He and Phyllis have two
daughters, Alana and Lori, and one granddaughter, Lexie.

Councillor Mitchell Tweel was born and raised in Charlottetown and
works in the family businesses.

He was first elected to Charlottetown City Council in October 1994 and
was re-elected in the subsequent elections, including the recent 2018
municipal election.

Councillor Tweel earned his Bachelor of Arts degree and diploma in
Public Administration from the University of Prince Edward Island and
took the law, politics, and jurisprudence program at St. Mary's
University.

Councillor Tweel's public and community service includes being
chairperson, president and member of various organizations as well as
a volunteer in fundraising initiatives. Councillor Tweel's leisure
time is spent enjoying weight training, football and music.

Councillor Kevin Ramsay has been a resident of Maplewood Crescent in
Charlottetown for 40+ years.

He has been both coach and administrator for a number of minor sports
organizations for decades. In 2013, he received a citizen's award from
the City of Charlottetown for his community service over the past 32
years, as well as his involvement in many major sporting events hosted
in Charlottetown.

Councillor Ramsay and his wife, Cheryl, have three children, Stephen,
Ryan and Michelle. They also have three granddaughters, Kate, Callie,
and Claire.

Councillor Ramsay has been an employee of T3 Transit since 2006.

Councillor Bob Doiron is a lifelong resident of the Sherwood
neighbourhood. He currently lives on Cedar Avenue with his wife, Lori.
The two have been fortunate to have been able to raise their three
children, Brandy, Taylor and Logan within the Sherwood community.
Councillor Doiron’s mother, father-in-law and grandchildren also live
within the wonderful community of Ward 6 - Mt. Edward.

Having been raised in Ward 6, Councillor Doiron attended Sherwood
Elementary School, Stonepark Intermediate School and Colonel Grey High
School. Councillor Doiron attended the University of Prince Edward
Island and is a graduate of Holland College, where he obtained a
diploma from the Atlantic Police Academy. He has been a member of the
UPEI Security Police Department since 1987 and currently holds the
position of Corporal.

Councillor Doiron is active within the community through coaching and
managing a variety of minor soccer and hockey teams throughout the
years. He is a former member of the Sherwood Parkdale Metros and
Charlottetown Islanders Hockey Clubs, having won an Allen Cup in 1991
with the Islanders.

In his spare time, Councillor Doiron enjoys spending quality time with
his wife and family.

Greg Rivard was first elected as a Charlottetown City Councillor in
November 2014. He is passionate about investing in a safe and mobile
community, fostering smart growth, protecting Charlottetown’s historic
fabric, creating recreational opportunities, and supporting arts and
culture.

He graduated from Holland College in 1994 from the Accounting
Technology program and has continued his studies at Athabasca
University, focusing on Economics. Councillor Rivard has been employed
with Workers Compensation Board for 25 years as an Assessment Auditor.

Councillor Rivard is a lover of sports and has coached various levels
of Hockey over the past 20 years including head coach of the Sherwood
Falcons and Western Red Wings of the IJHL, as well minor hockey and
various levels of Ringette.

Councillor Rivard, along with his common-law partner Corryn, are proud
parents of four beautiful daughters – Councillor Rivard’s girls, Ava
and Myah, and Corryn’s girls, Avah and Vienna. They enjoy getting out
and exploring Charlottetown and can be spotted at many different
community events.

During his first term, Councillor Rivard chaired the Planning and
Heritage Committee, along with other committees and, before being
elected in 2014, he served as a resident member of the Planning
Committee as he had a strong interest in his community and desire to
make Charlottetown the best place to live.

Councillor Jason Coady and his wife, Kim, live in Charlottetown with
their daughter, Marley.

A graduate of UPEI, Jason has a degree in Business Administration and
a diploma in Public Administration. Raised in Ward 8, Jason attended
Sherwood School, Stonepark Intermediate, and Charlottetown Rural High
School.

Councillor Coady has worked in a variety of areas, including
management, commercial and personal finance, and communications. First
elected to council in 2010, Councillor Coady has previously served on
committees responsible for planning, heritage, and public utilities.
He has also acted as chairperson of the civic board for persons with
disabilities.

A former member of the Charlottetown Abbies and the Sherwood Falcons,
Councillor Coady has coached minor hockey in Sherwood and, in his
spare time, enjoys watching local sporting events.

Councillor Julie McCabe is a resident of East Royalty with her
husband, Chris, and children, Allison, Ryan, Dara and Menna. She has
lived in the neighbourhood for the past 18 years.

Councillor McCabe is a School Counsellor at Colonel Gray High School
and brings to the position a wealth of experience, along with a
Bachelor of Arts from the University of Prince Edward Island, a
Bachelor of Education from St. Thomas University, and a Masters of
Education in Counselling and Human Development from the University of
New Brunswick.

Community involvement is important to Councillor McCabe. She serves as
volunteer coordinator of the Inner City Life Skills Camp, Academic
Advisor for the Charlottetown Islanders Hockey organization and was
heavily involved in the creation of the successful Healthy Me Program,
which is used in schools across the Province. The program was
developed with Charlottetown Police Services and aims to educate
students about drug abuse, mental health and internet safety.

In her free time, Councillor McCabe enjoys spending quality time with
her family and watching her children play sports.

Councillor Bernard is a resident of East Royalty where he has lived
for the past 25 years with his wife Sandy and their three children,
Matthew, Jarrett and Kayla.

He was raised in Sherwood and attended Sherwood Elementary, Stonepark
Junior High, Charlottetown Rural High School and Holland College. He
currently works with the provincial government in the division of
Sport, Recreation and Healthy Living.

Councillor Bernard was first elected to City Council in November of
2000. He was re-elected in 2003, 2006, acclaimed in 2010, re-elected
in 2014 and re-elected in 2018 for a sixth term. He has chaired many
committees with his involvement with the City including as chairperson
of the Public Works and Urban Beautification committee, vice-chair of
the Protective and Emergency Services committee, and member of the
Finance Audit and Tendering and Parks, Recreation and Leisure
Activities committees. Councillor Bernard also chairs the City's Youth
Advisory Committee.

Throughout his lifetime, Councillor Bernard has been involved in
numerous roles for a variety of organizations such president of
Charlottetown Minor Hockey and coach or manager of Hockey and Soccer
teams over the years. He also was instrumental in creating and
maintaining two youth programs in his neighbourhood of Ward 10. He
also is an active member in his church.

In his leisure time, Councillor Bernard likes to play hockey, golf, go
fishing, camping, woodworking and spend quality time with his family.
