Interim PC Leader Glen Savoie won't run in party leadership race next year

Saint John East MLA will remain interim leader until October 2026 party vote

Interim Progressive Conservative Leader Glen Savoie won't be a candidate in the party's leadership race next year, the politician announced Friday.

The Saint John East MLA and former cabinet minister with the Higgs government said it was in the best interest of the party that he remain in place and provide stability until then, however.

"If I were to step back, that creates another new dynamic in our caucus … [and] another new dynamic to the party," Savoie told reporters Friday.

"I think that I need to show that leadership to say, 'You know what, this isn't the best interest of the party.'"

Savoie said he heard from many party members who wanted him to run for the permanent leadership.

"I appreciate their confidence and trust. I know that I do have a lot to offer, but I'm just offering it in this way because I think it's the right thing to do."

Savoie will remain interim leader until PC members elect their new leader in October 2026.

No candidates yet declared

No one has officially declared themselves a candidate for the job yet.

But party rules adopted in the spring said whoever was in the interim leader position as of June 30 would not be eligible to run.

That forced Savoie to decide by Canada Day whether to give up the interim job if he wanted to keep the option of joining the race.

At least two of Savoie's former cabinet colleagues are considering running for leader.

WATCH | 'I need to remain where I'm at': Savoie on staying put:

Glen Savoie, the interim PC leader, won’t run in leadership race

Saint John East MLA Glen Savoie would need to quit the interim role to become a candidate next year. He’s decided to stay put instead.

Daniel Allain, who broke ranks with then-premier Blaine Higgs in 2023 on the province's gender identity policy in schools, and did not run in the 2024 election, has been travelling the province measuring support.

Kris Austin, the former PC public safety minister and MLA for Fredericton-Grand Lake, has also been considering it.

Savoie said it would not be proper for him as interim leader to endorse any other candidate, but he said he thinks whoever takes over has to remain connected to the party grassroots.

Higgs faced criticism from within PC ranks that he was making decisions without input from his caucus of MLAs and that he let the party organization atrophy, with little policy input from members.

"I think what all parties need to do, not just our party, is to focus on their grassroots," Savoie said Friday.

"For me, it's how do we rebuild our grassroots so that our party become a reflection of the grassroots and not a reflection of the leader?"

2 N.B. Mounties investigated for alleged interference in impaired driving case

RCMP say officers in Sussex and Riverview remain on duty

Two RCMP officers in New Brunswick are under investigation by a police watchdog agency.

The Serious Incident Response Team announced its investigation in a news release Wednesday.

The agency said that in February a New Brunswick Department of Public Safety officer arrested a man for impaired driving near Henderson Settlement, a rural area about 30 kilometres west of Sussex.

The news release alleges that on June 18, RCMP learned that a Mountie from the Sussex detachment "was believed to be using their role as an RCMP officer to influence the outcome of the investigation."

The news release says the man arrested for impaired driving and the officer knew each other, but doesn't say how.

The news release says a second officer from the Caledonia detachment, located in Riverview, "is also alleged to have attempted to influence the outcome of the investigation."

The news release doesn't say whether the second officer knew the man who was arrested. It also doesn't explain how either officer attempted to influence the investigation. SIRT didn't provide an interview.

The news release says RCMP contacted SIRT on June 19.

"Due to the seriousness of the allegations and in the public interest, SIRT has assumed responsibility for this investigation," the news release states.

The officers weren't named by SIRT.

The news release says the agency is investigating "possible breach of trust" related to interference into the impaired driving case. Breach of trust is a Criminal Code of Canada charge that, if a person is convicted, can result in a prison term of up to 14 years.

The agency investigates matters involving deaths, serious injuries, sexual assault, intimate partner violence, or other matters of a public interest that may have resulted from the actions of any police officer in New Brunswick.

SIRT's director determines whether charges are warranted.

The New Brunswick RCMP did not provide an interview about the SIRT investigation, with a spokesperson saying in an email that it would be "inappropriate" to do so.

Cpl. Hans Ouellette said in the email that the two officers remain on duty in their roles.

"As the employer, the RCMP will proceed with appropriate actions pending the outcome of the independent investigation," Ouellette wrote.

Fredericton police error collapses 3 murder cases, charges stayed against 5 people

Cases involved deaths of Brandon Donelan and Corey Markey

An error by Fredericton police caused three murder cases to collapse Friday as the Crown stayed charges against five people.

Crown prosecutor Jeremy Erickson sought the stays for charges against Erica Lea Ann Blyth, Joshua John McIsaac, Devon Mark Hill Hood, Matthew David LeBlanc and Travis James Snowsell on Friday during an appearance in Burton court.

Blyth and McIsaac had been charged with first-degree murder, accused of killing Brandon Donelan, 27, of Minto. Donelan's body was found in a wooded area between Minto and Chipman on March 31, 2022, after being reported missing two months earlier.

Hood and LeBlanc were to be tried separately on first-degree murder charges alleging they killed Donelan.

Snowsell and McIsaac were charged with second-degree murder in the death of Corey Christopher Markey. Markey, 41, was shot in Fredericton's north side on Dec. 21, 2021, and died eight days later.

WATCH | 'Utter disbelief' sister says as murder case ends:

Charges stayed for 5 accused of murder

Murder charges against five people in three Fredericton region cases were stayed by the Crown on Friday.

Staying the charges means none of the five will stand trial on the allegations.

Erickson offered no specifics when addressing Justice Richard Petrie beyond saying that the province's attorney general was exercising its authority to seek a stay.

But defence lawyer Nathan Gorham told the judge that the development was the "result of an insurmountable evidentiary issue" with a police agency involved in one of the murder investigations.

Three people in a row outside a building  T.J. Burke, left, and Nathan Gorham say they don't know the specifics of the error that led to charges being stayed against their clients. (Shane Magee/CBC)

Moments after the charges were stayed, ending the cases, the Fredericton Police Force issued a statement about the development.

"The reason for the stay of proceedings is the result of an 'insurmountable evidentiary issue' linked directly to an error initiated, discovered and subsequently reported to the Crown by the Fredericton Police Force," Chief Gary Forward said in the statement.

"Our error has further detrimentally impacted on a similar major crime investigation by a partner agency."

The nature of the error was not disclosed.

A profile photo of a man.         Brandon Donelan's body was found in the Grand Lake area in April 2022. (RCMP)

Lawyers for the accused told reporters it was an unprecedented development.

Family members of the victims sobbed in court and outside it, with Donelan's sister expressing disbelief.

"We have no answers," Jessica Donelan told reporters outside the Burton courthouse. "There's no transparency, there's no accountability. It's just, it is what it is and this is what you have to deal with."

Review sought

The police chief's statement said the force takes responsibility for the outcome. The force investigated Markey's death.

"We cannot begin to gauge or comprehend the profound effect this will have on the victims' families and those closest to the investigations," Forward said in the statement.

"It is, however, our obligation to take full responsibility for the issue and apologize for what has led to these stays of proceedings."

The police force said it would seek an independent review of what unfolded.

Erickson left the courthouse without speaking to reporters.

Sarah Bustard, a spokesperson for the province's Justice Department, said in an email the Crown's office had no further comment.

The RCMP, which investigated Donelan's death, expressed confidence in its investigation.

"The N.B. RCMP respects the decision of Crown prosecutors and expresses sincere condolences to the family of Brandon Donelan who are continuing to seek justice," RCMP spokesperson Cpl. Hans Ouellette said in an emailed statement.

Marc Léger, Chair

Mr. Léger was appointed to the NB Police Commission in 2017 and was appointed as Chair October 7, 2021 after holding the position of Vice-Chair for nearly 2 years.  Mr. Léger’s expertise relates to the machinery and process of government. His career in the New Brunswick public service extended over 26 years. He served as Clerk of the Executive Council and Secretary to Cabinet from 2013 to 2015. Prior to that he served as Deputy Minister in the Departments of Health; Post Secondary Education, Training and Labour; and Public Safety where he developed an understanding of policing and law enforcement. During his career in the civil service, he was recognized as a mentor to his peers and to the next generation of civil servants, and for his ability to forge productive partnerships.

In May 2015, Mr. Léger was one of three commissioners appointed to the New Brunswick Commission on Hydraulic Fracturing, a contentious and complex social and economic file. His participation on the commission demonstrated his ability to work on complex issues and build bridges with people with opposing views.

An active member of the Institute of Public Administration of Canada (IPAC), Mr. Léger is currently on the board for the Fredericton chapter. He is chair of the Lieutenant Governor’s Award for Excellence in Public Administration and the Donald G. Dennison Award for Public Administration created in 2016 for public servants both under the patronage of the Lieutenant Governor. Council names former Inspector to serve as Fredericton’s next Police Chief

August 28, 2024
Type(s)
City Hall

City Council has appointed a new Police Chief to the Fredericton Police Force this week. Gary Forward, who is serving as the current Chief of Police for the Woodstock Police Force, will start in the new role early next month.

Forward is a dedicated public safety professional with 35 years of experience. He started his career with the Fredericton Police Force as a Constable in 1989, rising to the rank of Inspector for the Force in 2007. He has worked in the RCMP’s J-Division and the Department of Justice and Public Safety for the Province of New Brunswick and took on the role as Chief for the Woodstock Police Force in 2019.

"I am deeply honoured for the opportunity to return to this incredible community as Chief of Police," said Gary Forward, Fredericton's newest Police Chief." I extend my gratitude to former Chief Martin Gaudet for his unwavering dedication and outstanding service to our city. Our focus, moving forward, will be to build upon the Force’s strong foundation and, as always, strive for excellence in serving and protecting our community.”

Forward has served on multiple boards and committees over the years. He is currently the President of the New Brunswick Association of Chiefs of Police (NBACP) and sits on the Board of Directors for the Canadian Association of Chiefs of Police (CACP). He graduated from the Atlantic Police Academy in 1989 and completed a Master’s degree at the University of New Brunswick in 2016.

“We welcome Chief Forward back to the Fredericton Police Force. His experience and expertise in complex policing issues and his commitment to community policing will be instrumental as we continue to grow and develop a modern police force that serves and protects our beautiful city,” said Fredericton Mayor Kate Rogers.

“Chief Gaudet served our community with unwavering dedication and professionalism for an impressive 30 years,” Rogers said. “On behalf of Fredericton City Council, I would like to express our deepest thanks and wish him all the best on his retirement.”

The City conducted a national search for a new Chief with KRBS, an executive search and HR Consulting Firm. Forward will be sworn in as Chief at the next City Council Meeting in September.

The Police Force Headquarters at 311 Queen Street is always open, and an officer is available 24 hours a day / seven days a week by picking up the phone at the side door.
