NDP to vote against throne speech, forcing Liberals to find support elsewhere
Considered a confidence vote, Conservatives and Bloc have yet to say what they'll do
Interim NDP Leader Don Davies says his party will be voting against the government's throne speech, meaning the Liberals will need to get support from another opposition party to survive the confidence vote.
Davies told reporters on Parliament Hill on Wednesday that the throne speech doesn't emphasize some key priorities that the NDP want included, such as health care and employment benefits.
"It's a clear message that this throne speech is not a worker-centred throne speech and it does not deliver the priorities that we heard from millions of Canadians across this country," Davies said.
"We can't support a speech that so badly misses the mark in terms of the economic and social policies people need in this country."
A government's throne speech is traditionally a confidence vote, meaning if it doesn't pass the government could fall and Canadians could potentially be facing another election this year.
The NDP was reduced to seven seats in April's election. But with the Liberals just a few seats short of a majority, the party still has some sway in this Parliament.
The throne speech vote will take place on Wednesday. Without the NDP, the Liberals will need backing from either the Conservatives or the Bloc Québécois for it to pass.
The Conservatives have said they would back the Liberals in certain circumstances but haven't said whether they would be supporting the throne speech. A spokesperson for the Bloc told CBC News on Wednesday that the party hasn't made a decision on how it will vote.

Wednesday's vote comes after the Liberals lost a vote to amend the throne speech earlier this week.
Opposition MPs outvoted the Liberals 166 to 164 on Monday night to include the amendment which calls on the government to table an economic update before Parliament breaks for the summer.
The amendment was put forward by the Conservatives and included language inserted by the Bloc and NDP. All three opposition parties voted to support it.
The NDP, which had a supply-and-confidence agreement with the previous Liberal government, has said it will not enter a formal arrangement to support Prime Minister Mark Carney's government.

The Confidence Convention
An essential feature of parliamentary government is that the Prime Minister and the Cabinet are responsible to, or must answer to, the House of Commons as a body for their actions and must enjoy the support and the confidence of a majority of the Members of that Chamber to remain in office. This is commonly referred to as the confidence convention. This complex constitutional subject, a matter of tradition that is not written into any statute or Standing Order of the House, is thoroughly reviewed in other authorities more properly concerned with the subject. Simply stated, the convention provides that if the government is defeated in the House on a confidence question, then the government is expected to resign or seek the dissolution of Parliament in order for a general election to be held. This relationship between the executive and the House of Commons can ultimately decide the duration of each Parliament and of each Ministry. The confidence convention applies whether a government is formed by the party or the coalition of parties holding the majority of the seats in the House of Commons, or by one or more parties holding a minority of seats. Naturally, it is more likely that the government will fail to retain the confidence of the House when the government party or parties are in a minority situation.
What constitutes a question of confidence in the government varies with the circumstances. Confidence is not a matter of parliamentary procedure, nor is it something on which the Speaker can be asked to rule. It is generally acknowledged, however, that confidence motions may be:
- explicitly worded motions which state, in express terms, that the House has, or has not, confidence in the government;
- motions expressly declared by the government to be questions of confidence;
- implicit motions of confidence, that is, motions traditionally deemed to be questions of confidence, such as motions for the granting of Supply (although not necessarily an individual item of Supply), motions concerning the budgetary policy of the government and motions respecting the Address in Reply to the Speech from the Throne.
Opposition MPs defeat Liberals on vote calling for spring economic update
Liberals lose 166 to 164 on non-binding call for spring update
Government whip Mark Gerretsen insists nothing went wrong Monday evening when opposition parties successfully amended the throne speech to call on the government to table an economic update before Parliament breaks for the summer.
The Liberals were defeated 166 to 164 on Monday evening after four Liberal MPs did not vote because of paired abstentions.
Paired abstentions happen when parties agree to have a member sit out a vote because someone from another party is not able to attend.
Gerretsen told reporters on his way into a cabinet meeting Tuesday morning that everything went according to plan.
"Every single person who was supposed to vote yesterday voted," he said.
The amendment, tabled by Interim Opposition Leader Andrew Scheer, added a passage to the throne speech calling for a spring economic update.
The amendment said that update should include the government's plan to "unleash Canada's economic potential" and explain how it will respect provincial jurisdiction and Indigenous rights.
The amendment includes language inserted by the Bloc Québécois and the NDP, and all three opposition parties voted to support it.
Government House leader Steven MacKinnon said on Tuesday the vote that really matters is the confidence motion on adopting the throne speech, set for Wednesday.
"It was a non-binding advisory resolution of the House of Commons. I suspect you're going to see a lot more of them," MacKinnon said.
The minority Liberal government has 169 MPs, including Speaker Francis Scarpaleggia, who does not vote, except in the event of a tie.
That leaves the Liberals four votes shy of a majority, meaning they have to work with other parties to pass legislation and survive confidence motions.
The NDP, which had a supply-and-confidence agreement with the previous Liberal government, has said it will not enter a formal arrangement to support Prime Minister Mark Carney's government. The party was reduced to seven MPs in the recent election but still can hold the balance of power.
Conservative Leader Pierre Poilievre said his party's 144 MPs will not "reflexively oppose" the government and will support measures that improve the status quo.
But the Conservatives also have been highly critical of the government's plan to delay introducing a budget — traditionally released in the spring — until this fall.
