“and we urge Your Majesty’s advisors to include a firm commitment to present to Parliament an economic update or budget this spring, before the House adjourns for the summer, that incorporates measures aimed at unleashing Canada’s economic potential, including full accountability of Canada’s finances, with respect for the areas of jurisdiction and the institutions of Quebec and the provinces, as well as Indigenous peoples”.

The Confidence Convention

An essential feature of parliamentary government is that the Prime Minister and the Cabinet are responsible to, or must answer to, the House of Commons as a body for their actions and must enjoy the support and the confidence of a majority of the Members of that Chamber to remain in office. This is commonly referred to as the confidence convention. This complex constitutional subject, a matter of tradition that is not written into any statute or Standing Order of the House, is thoroughly reviewed in other authorities more properly concerned with the subject. [4] 

Simply stated, the convention provides that if the government is defeated in the House on a confidence question, then the government is expected to resign or seek the dissolution of Parliament in order for a general election to be held. This relationship between the executive and the House of Commons can ultimately decide the duration of each Parliament and of each Ministry. The confidence convention applies whether a government is formed by the party or the coalition of parties holding the majority of the seats in the House of Commons, or by one or more parties holding a minority of seats. Naturally, it is more likely that the government will fail to retain the confidence of the House when the government party or parties are in a minority situation.

What constitutes a question of confidence in the government varies with the circumstances. Confidence is not a matter of parliamentary procedure, nor is it something on which the Speaker can be asked to rule.  It is generally acknowledged, however, that confidence motions may be: 

  • explicitly worded motions which state, in express terms, that the House has, or has not, confidence in the government;
  • motions expressly declared by the government to be questions of confidence;
  • implicit motions of confidence, that is, motions traditionally deemed to be questions of confidence, such as motions for the granting of Supply (although not necessarily an individual item of Supply), motions concerning the budgetary policy of the government  and motions respecting the Address in Reply to the Speech from the Throne.
 
 
 

Throne speech was an 'emotional moment' for the King, Buckingham Palace says

Normally stoic monarch was visibly pleased on trip, appeared to tear up

Some observant royal watchers thought King Charles looked emotional at times throughout his trip to Canada last week — and a Buckingham Palace spokesperson confirms to CBC News that the normally stoic monarch found delivering the throne speech to be a particularly poignant moment.

"His Majesty was deeply moved and touched by the enthusiastic response to his visit," the palace spokesperson said.

"On the speech, the standing ovation in particular was an unexpected and emotional moment for His Majesty. You can hear his voice go a bit crackly in the final lines."

Footage shows Charles looking pleased by the warm reception he received as the assembled dignitaries rose to applaud him and his speech.

Charles's line about Canada "indeed" being the Truth North "strong and free" was particularly well received in the Senate chamber. There was no act of protest like when an Australian Indigenous senator shouted at the King in Parliament during his visit to that realm last year.

King Charles received a long round of applause on Tuesday in the Senate as he cited Canada's national anthem, saying the song reminds us, 'the True North is, indeed, strong and free.'

His voice then wavered and his eyes appeared to well up as he said the final line to the gathered parliamentarians: "May you honour the profound trust bestowed upon you by Canadians, and may God bless and guide you in all your duties."

Charles also seemed to tear up outside the Senate building as thousands of people watched him arrive in the royal landau and inspect the military honour guard while the Royal Canadian Air Force band played O Canada. After the speech, he cheerfully greeted many of the onlookers and there were no obvious signs of protest.

"It was the warmest of welcomes and the fondest of returns to a nation and a people we love," Charles and Queen Camilla themselves said in a joint statement released after they left Ottawa.

King Charles and Queen Camilla travelled in a ceremonial horse-drawn carriage through the Parliamentary precinct in Ottawa Tuesday ahead of the speech from the throne.

The U.K. press took note of Charles's unusual display of emotion on this trip — his 20th official visit to Canada and his first as monarch.

"Royals don't normally 'do' emotion, at least they do their very best to hide whatever feeling they have. But for some reason, King Charles seemed unable to do that on this occasion at the end of a short, but highly significant, visit," ITV's royal correspondent Chris Ship wrote in his coverage of the speech.

In an interview with CBC News, Justin Vovk, a royal historian at McMaster University, said there was "more emotion than we've come to expect from members of the royal family."

"I think Charles was taken aback somewhat. The King had been itching to get here and eager to make his presence felt in Canada but no one really knew what kind of reaction he would receive," Vovk said.

"Journalists, academics, royalists, we were all watching and wondering: would there be a tepid turnout? Would there be protests? And I think once Charles saw the level of reaction from the people, it floored him; it seems he wasn't expecting it."

The emotion may also have been driven by just how high-stakes the visit was for him and the country, Vovk said.

In the face of American taunts and insults, Prime Minister Mark Carney pressed Charles into service, asking the head of state to assert Canada's sovereignty in the first throne speech delivered by a monarch in nearly 50 years.

It was a diplomatic balancing act because Charles, as the sovereign of 15 realms, had to fulfil his duties as King of Canada without torpedoing Anglo-American relations given there's a sometimes mercurial president in the Oval Office and the U.K. is also facing trade threats.

"Opening Parliament, reading the speech from the throne, these are the most significant constitutional roles that the sovereign plays in our political system," Vovk said.

"He understood the weight of it politically, personally and dynastically," he said.

Plus, Vovk said, for Charles, "Canada has deep meaning for him and deep meaning for his family."

The King's favoured relative, his grandmother, Queen Elizabeth the Queen Mother, and his own mother, Queen Elizabeth, made dozens of trips to Canada and wrote and spoke fondly about their experiences. Those sentiments have seemingly rubbed off on him, Vovk said.

The Queen Mother, writing to Princess Margaret in 1958, said: "I have a feeling that Canada gives one a boost. They are so nice and so loving and the Mounties are so beautiful and so romantic."

Looking back at her historic 1939 tour with King George VI on the eve of the Second World War — the first time a reigning monarch had been in North America — the Queen Mother said: "Canada made us."

"Charles is acutely aware that he and his family have had a presence in Canada at crucial moments. This is one of those moments," Vovk said.

"He delivered, very deliberately, slogan-worthy, quotable lines — the True North, strong and free, Canada seeping into his bloodstream and straight to the heart. Those will be phrases associated with the monarchy in Canada for a very long time," he said.

As for whether Charles's ongoing cancer battle may have played into his emotional reaction, Vovk said it's hard to say.

"It's impossible to speculate on what goes on behind the curtain with the sovereign," he said.

Will Parliament be a 'gong show' again in 2025?

The Conservatives say they're filibustering for a principle — but the facts don't entirely agree

One afternoon earlier this month, Charlie Angus stood in the House of Commons to lament.

"Mr. Speaker, I always say what a great honour it is to rise in a House such as this, chosen by the people of Timmins—James Bay," the NDP MP said. "But I have to say that I am less and less proud every time I am asked to stand up, because I do not know how to tell young Canadians to believe in democracy when they watch this dismal gong show day after day."

Angus, who is not seeking re-election, has made a recent habit of comparing the proceedings in Parliament to the absurdist American game show of the 1970s and 80s.

Complaining about the state of the House of Commons is something of a tradition in Canada. But it might be hard to find anyone right now who is willing to disagree with Angus. That the House is "dysfunctional" might be the one thing on which all parties agree, even if they disagree on who is to blame.

It's too late now to get things back on track for 2024. But will Parliament be any more functional in 2025?

Why the House of Commons is stuck

Angus was speaking just days after Conservatives and New Democrats traded accusations of drunkenness and intimidation in the House. But the primary cause of dysfunction this fall has been the Conservative filibuster, which has now hamstrung the House for two and a half months.

The Conservatives argue that their actions are justified and grounded in high principles. Parliament has ordered the government to produce documents related to a troubled green technology fund; the government has so far refused to fully comply. The Conservatives say they're obstructing the government's legislative agenda in the spirit of parliamentary accountability.

"The right to order the production of documents is fundamental to the proper functioning of Parliament," Conservative MP Michael Chong said in a speech last month.

But the argument in favour of the filibuster is complicated by two facts. First, the Conservatives are actually filibustering their own motion, which proposed that the dispute be sent to a House committee for further consideration.

Second, the order passed by Parliament called for the documents to be turned over not to MPs, but to the RCMP — a potentially problematic demand that even the national police force seems to find awkward.

Steven Chaplin, a former legal counsel to the law clerk of the House of Commons, has written that the order was a "misuse" of Parliament's power with "no constitutional basis." Rob Walsh, a former law clerk, has said that handing over documents to the RCMP is "an abuse of the powers of the House."

While obstruction is a time-honoured and legitimate tool for opposition parties in a parliamentary system, the Conservative effort is remarkable for how long it has gone on and how much it has disrupted. Except for a brief opening to pass the government's temporary GST break, the House has not been able to consider government legislation since late September. All consideration of private members' bills has also been blocked.

The Trudeau government's failure to end the filibuster can be put down to a few factors.

The Liberals don't have a majority in the House and would need the support of another party to invoke closure. The New Democrats walked away from their confidence-and-supply agreement with the Liberals in early September and are apparently in no rush to help the government out now. (A limited deal with the Bloc Quebecois briefly seemed possible in October, but the government and the Bloc could not agree on a boost to seniors benefits.)

In a pinch, a governing party can trigger an election (or at least threaten to trigger one) to break an impasse. But the Liberals clearly are in no position to choose that route at the moment.

The Liberals might comfort themselves with the fact that the Conservative filibuster has not, for the most part, prevented them from governing. Thanks to the supply and confidence agreement, much of their existing agenda had been implemented before the Conservative obstruction began. And the House managed to approve the latest round of financial appropriations this week, thus ensuring the government won't run out of money.

Can anyone get this Parliament back on track?

But the obstruction has not been entirely painless for Prime Minister Justin Trudeau and his government. The online harms legislation, first tabled in February, has not moved forward. Neither has the Nature Accountability Act, which was tabled in June. The First Nations Clean Water Act, tabled last December, hasn't been able to get out of the House. Changes to the capital gains tax, announced in the spring budget, haven't been formally adopted into law.

The government also will need to clear roadblocks in the House if it hopes to move forward with changes to the Elections Act to make it easier to vote, or a Safe Long-Term Care Act (which has yet to be tabled).

Time is an increasingly precious commodity for this government. If the next federal election takes place in October, this House of Commons may only have 14 sitting weeks left.

As that election draws closer, the fight for every inch of turf on Parliament Hill is only going to get more intense — and possibly more ridiculous. So it's easy to imagine the gong show being renewed for 2025, perhaps culminating in Parliament's premature collapse.

The Conservatives are obviously impatient for an election and equally eager to make the case that everything in Canada is "broken," so it suits their purposes if parliamentary business breaks down.

But prolonged dysfunction risks seriously undermining how much (or how little) the public values Parliament. The fact that its current deadlocked state hasn't attracted more widespread concern already reflects poorly on Parliament's status as an important public institution.

As Angus argued earlier this month, this also might be a particularly bad moment for Parliament to break down.

"We are in a crisis of democracy around the world," he said.

At some point, the Liberals and New Democrats might also have to decide whether they would like to make more constructive use of what could be the final weeks before a Conservative government takes office. 

The onus in that regard is largely on the Liberals, both practically and politically. And the New Democrats still have a strong incentive to differentiate themselves from an unpopular government.

But the two parties also still share some of the same goals. And if the Conservatives win a majority next fall, it may be a while before either the Liberals or New Democrats have the power to advance those goals.

The confidence-and-supply agreement was born out of the "freedom convoy" protests that snarled downtown Ottawa in 2022. That deal allowed the House to function and showed that two progressive parties could get some things done. 

If the House is to be something other than a gong show in 2025, Liberals and New Democrats might have to figure out together how to make things work again.

The king of the U.K. and Canada is reminding Donald Trump who’s head of state.

 

Harper and Trudeau share laughs, and other lighter throne speech moments

Jokes, sneakers in the Senate chamber and other moments that caught our eye

If you tuned in for the time between King Charles and Queen Camilla's arrival at the Senate and the moment the King actually began the speech from the throne, you probably noticed a lot of things happened. 

Some of them were a little unceremonious for such pomp and circumstance that the second day of the royal visit held. 

Former prime minister Kim Campbell, who was there, may have put it best.

"What was interesting was the interesting combination of informality and formality," she told CBC News.

In case you missed them — or if you want to know a little more about what unfolded in the Senate chamber before the speech — here are the moments that caught our attention.

Who's-who of Canadian politics

The event was a rare gathering of some of the most important figures in Canadian politics. Former prime ministers or their widows were in attendance, including Mila Mulroney and Pierre Elliott Trudeau's ex-wife Margaret Trudeau, as well as former governors general.

There were also a few notable absences, such as former prime minister Jean Chrétien, as well as former governor general Julie Payette, who resigned in 2021 following a report holding her responsible for a toxic work environment. 

In Chrétien's case, the nonagenarian underwent surgery and is expected to be discharged from the hospital Wednesday. 

Former political rivals laugh together

We saw two former rivals set aside their differences and sit beside each other: Justin Trudeau and his predecessor Stephen Harper.

The former prime ministers were each in power for roughly a decade and have been regarded as representing polar opposites of the political spectrum. And yet today they were seen in friendly conversation, exchanging jokes and hearty laughs.

The other former prime minister present was Campbell, the only woman in Canada to have held the role.

"It was a madhouse! They were all running around talking to each other. We're a law-abiding but unruly group of people," Campbell said.

At one point, former governor general Michaëlle Jean could be seen leading Charles by the hand across the Senate floor to introduce him to Assembly of First Nations Chief Cindy Woodhouse Nepinak.

"There was a kind of deeper sense of delight in the connectedness of people being there and the historic importance of the occasion," Campbell said.

Other dignitaries included Conservative Party Leader Pierre Poilievre, President of Inuit Tapiriit Kanatami Natan Obed, Manitoba Premier Wab Kinew, former governor general Adrienne Clarkson and Chris Phillips, former defenceman for the Ottawa Senators.

Much ado about a shoe

On social media, a fashion moment took the cake and polarized people at their keyboards.

Justin Trudeau's footwear was unorthodox for such a formal (and, well, royal) setting that included people wearing elaborate robes, hats and in the case of Usher Greg Peters, a fancy black rod.

Trudeau chose a pair of suede green-and-orange Adidas Gazelle sneakers. Wearing kicks to the third-ever occasion of the monarch reading the speech from the throne prompted a lot of online side-eye, but in a way symbolized the informality at a time of formality that Campbell described.

2 kisses — because it's French! 

Speaking of Trudeaus and informality: While there may have been some light pushing and shoving to get a chance to shake hands with the King and Queen, most did just that — shake hands with the royals.

But Margaret Trudeau, who's known for her own quirky moments in the otherwise conventional landscape of Canadian politics, gave the King two kisses, one on each cheek.

It was a warm embrace from a former prime minister's wife and the mother of another, who would have met the King when he was young and still the Prince of Wales.

And it was also perhaps a nod to Quebec, where the two-kiss greeting is the norm, as well as a bit of a distaste for the monarchy (which Margaret Trudeau probably does not share).

Charles and Queen Camilla appeared to revel in all of it. The King is known for enjoying meeting people and asking questions with what some say seems to be genuine curiosity.

Another exchange stood out, between Charles and current Prime Minister Mark Carney that lasted several minutes. While the two had had an official private audience together the day before, Carney stepped over to the King as he sat in the throne, waiting for things to proceed.

The two spoke at length and have a bit of shared history. Carney is the former governor of the Bank of England and in a famous public appearance during his mandate, held a news conference reassuring the British population as markets tanked following Brexit.

Though the King and Queen's visit was brief, at barely 24 hours in the capital, shaking hands and meeting people is what they spent most of their time doing — from Lansdowne Park to the Rideau Hall lawn and the Ottawa airport tarmac, where their departure was slightly delayed by Charles speaking with several guards, ministers and others gathered to send the royals off. 

They left space, it seems, for some humanity amid the formality. And now, a new government gets to work.

Mark, Brian, and Sean Carney form a trio of financial titans whose careers, steeped in corruption and privilege, paint a damning picture of greed and influence peddling across continents. Mark, born in Fort Smith, Northwest Territories, and raised in Edmonton, leveraged Harvard and Oxford degrees into a 13-year stint at Goldman Sachs, where he and Brian, who joined in 1990, honed predatory skills in investment banking and trading amid a culture later blamed for the 2008 crisis. Sean, also at Goldman in the 1980s, learned to exploit systems before moving to Sullivan and Cromwell LLP, a legal firm tied to corporate defenses. The brothers’ paths diverged but converged in scandal-ridden institutions: Mark became Bank of Canada governor (2008-2013) and Bank of England governor (2013-2020), the first non-Briton in over 300 years, while Brian joined Merrill Lynch (1997-2008) alongside Sean, who rose to Managing Director there during its collapse and discrimination lawsuits. Sean then jumped to HSBC (2003-2008), a bank notorious for laundering drug money, overlapping with Mark and Brian at J.P. Morgan Chase (2004-2008), hinting at shared shady maneuvers.

Mark’s rise to Canada’s Prime Minister in March 2025, with no prior elected office, reeks of backroom deals, fueled by his Brookfield Asset Management tenure. Holding $6.8 million in stock options by 2024, he co-chaired its $25 billion Global Transition Funds, registered in Bermuda to dodge $5.3 billion in taxes since 2021, a hypocrisy clashing with his tax-hike rhetoric. Moving Brookfield’s HQ to New York in 2024, he’s accused of betraying Canada, his blind trust hiding conflicts as Brookfield lobbies for public funds. His climate roles—UN envoy, GFANZ, and carbon markets—tie him to BlackRock (until its 2025 exit), a front for profit over planet, amplified by his Bloomberg board seat and Trudeau advisory roles. Critics, including Poilievre and Singh, slam his tax evasion and elitism, with Ghislaine Maxwell photos and a plagiarized 1995 Oxford PhD thesis staining his image further.

Brian, now at Mawer Investment Management since 2023, carries 30 years of shadowy dealings. Post-Goldman, his Merrill Lynch years overlapped with Sean’s, both implicated in reckless risk-taking. Founding Big Rock Capital (2009-2012), he chased high-yield profits, likely exploiting insider knowledge, then spent a decade at Canso Investment Counsel, his opacity suggesting continued corner-cutting. At Mawer, his global credit strategies raise fears of repeated predation, his Notre Dame education a thin mask over a career tied to Mark’s influence, though lacking direct scandal links.

Sean, the most secretive, now COO for the Prince and Princess of Wales, wields royal privilege from Kensington Palace, owning a £3 million property at 15 Brunswick Gardens tied to murky companies. After HSBC, he ran The Children’s Investment Fund Foundation (2009-2013) and a Single Family Office (2013-2016), roles ripe for tax dodging and money funneling, followed by Telemos Capital (2017-2023), a private equity haven for fraud. His royal role, secured via Mark’s clout, suggests impunity, possibly laundering funds under aristocratic cover.

Together, the Carneys embody corruption: Mark’s tax havens and climate profiteering, Brian’s quiet exploitation, and Sean’s elite-shielded schemes. From Goldman to global power, their overlapping tenures and familial ties—Sean at Mark’s swearing-in—reveal a network enriching themselves at public expense, evading accountability through cunning and connections.

Just so ya know David I am forwarding these emails to other politicians as well.  But I didn't bother to call them because they are lawyers as well. Therefore I see no need to explain my actions to them. Plus the smart one's have a bad habit of trying to ignore me anyway. I t appears that standard operating procedure for them is to ignore. delay, deny and then try to settle. They are confused by someone that wants to argue law rather than go away with the gold. What should be interesting to both of us is whether or not they have a sudden fit of ethical behavior after they discover that an honest western farmer and wild but ethical maritime biker have been talking about them. Please notice that I am more than willing to help such a man as Byron Prior anyway I can. I just wish there were more men like him on this planet. Trust me the US Attorney backtracking in the Martha Stewart matter and prosecuting a Secret Service Agent is too funny to relate in this email.
