Higgs ran for the leadership of the COR party.
The party Higgs wanted to lead in 1989, the Confederation of Regions, was anti-bilingualism.
Higgs says he no longer subscribes to the COR worldview. "I believe that all New Brunswickers, French and English, have the opportunity to speak their own language and to learn another one," he said in August. "My opinion has changed over the last 30 years."

A relatively small modification to the LNG export facility in SJ could allow us to land it and vaporize it here to feed the atlantic pipeline networks.

You only do yourself a disservice with that attitude. The way to exploit politicians is to force them to do what you want by electing them. On the issue of shale gas the province is not going to roll over because of the successful polarization created by ambulance chasing Francophobes. Block bad things by supporting bad politicians if you have to. Use them to get what you want.
As the PCs tried the same ploy before the vote on the Liberal Throne Speech, I expect you are done with the Conservative brand as well.

Higgs, in the Throne Speech, is making a commitment to approve fracking; except he will be put the blame on the petroleum inuatry, when the industry applies for approval he will say that it was the industry which made the decision because the industry will insist that extraction of the resource would not have be economically viable otherwise.

The area affected on a vertical bore is limited to an area of several square feet around the well head; the area affected on a horizontally drilled well can extend for several square miles around the well head.
Wells have been horizontally drilled to distances of up to six miles from the well head.

Liberal leader introduces amendment to PC throne speech to continue moratorium
Liberal Leader Brian Gallant has introduced an amendment to the Progressive Conservative government's throne speech motion calling on the PCs "to continue the moratorium on hydraulic fracturing in all parts of the province."
Three MLAs from the People's Alliance have promised to vote to keep the PCs in power by supporting them in all confidence votes. But the party's members are less willing to support legislation that would lift a moratorium on shale gas.
"There absolutely has to be a clear majority of the people of this legislature that would allow for that moratorium to be lifted in any shape or form," he said.
Liberals accused of playing political games
PC Premier Blaine Higgs has already promised legislation to create local exemptions to the Liberal moratorium in areas of the province where there is support for development.
But Gallant noted Thursday that the law passed by his government gave cabinet the power to impose a moratorium with a simple order.

"I guess I should go and read the legislative process and what the bill actually was and how it was worded," he said.
Higgs said the Liberals are playing political games that contradict their promise to collaborate with the government in a legislature where no party has a majority.
"You hear all the flowery words from a week ago, but boy, the tone's starting to change now," Higgs said.
Alliance votes
Gallant introduced the amendment one day after Fredericton-York Alliance MLA Rick Desaulniers said he was "not going to vote in favour of shale gas, period."
The other two Alliance members, leader Kris Austin and Miramichi MLA Michelle Conroy, also said they were hesitant about supporting legislation to allow local exemptions.
Austin said, however, that he won't necessarily support the Liberal throne speech amendment, either.
"I don't want to put barriers up for areas that want to proceed, like Sussex," he said. "That's a local issue for them and that's something they've elected a local MLA to address."
"We're not going to collapse the government for some sort of trick that the opposition's trying to put forward," he said.
"It seems like the opposition wants another election. It baffles me. We're trying to do everything we can to avoid another election and instead get things done in government."
No mention in throne speech
Gallant said Thursday he did not consider the amendment to be a confidence matter.
Memramcook-Tantramar Green MLA Megan Mitton said she would vote for the Liberal motion and, given the comments by Desaulniers on Wednesday, "it's my impression that there would be the votes to pass that motion."
Gallant told reporters that it was "bizarre" that Tuesday's PC throne speech, laying out the new government's agenda, didn't explicitly mention its plans to revive shale gas.
Austin said on Tuesday he had urged the Tories to not include a direct reference in the speech.
"At this stage of the game in a minority situation, we don't want to be tackling issues that are highly controversial," he said.
Gallant said that's further proof of a secret deal creating what he repeatedly called "an Alliance-Conservative government."
"We're not going to try to cover everything," he said. "I wasn't trying to make it a controversial document. In fact, just the opposite."
Even so, he hasn't shied away from his plan to allow fracking in areas that support it.
Asked if he would lift or change the moratorium by cabinet order if it turned out he didn't need legislation, Higgs said he would "commit to reading that piece of legislation so that I'm very clear on what it requires and doesn't require, and we'll talk about it after that."
But he said he still wanted to have a vote in the legislature.
"That is what I think is the right thing to do, and that will be my goal," Higgs said. "So if it has a different capability in the actual document, that isn't what I intend to do at this stage."
Revival of shale gas development could be in jeopardy

Premier Blaine Higgs's plan to revive shale gas development is in jeopardy after three People's Alliance MLAs signalled they could vote against legislation that would exempt some regions from a provincial moratorium.
Their comments came after Higgs told the legislature that his Progressive Conservative minority government will introduce a bill to allow the local exemptions.
Rick Desaulniers, the Alliance MLA for Fredericton-York, told reporters that based on what he heard during the election campaign, he's dead-set against any exceptions.
There'll be lots of emotional discussions, but let's base our decision on what the reality is of exploring a resource that can very much make a difference here in our province. - Blaine Higgs, premier"If I'm going to be the voice of the people of Fredericton-York, I am not going to vote in favour of shale gas, period," he said. "And if it comes to lifting the moratorium in Sussex, I'm not going to vote in favour of that, either. I do not believe in shale gas."
Higgs wants the first lifting of the moratorium to be in the Sussex area, where Corridor Resources wants to frack its existing wells to restart the extraction of shale gas.
Alliance Leader Kris Austin said it's up to the local MLA, PC Bruce Northrup, to decide what's right for that area.
But Austin also said he's "leaning towards [voting] against" any legislation that comes to the floor.
MLA concerns
Miramichi Alliance MLA Michelle Conroy is also hesitant about supporting the move.
She said she will consult people in her riding about how to vote and has heard pros and cons.
"I have concerns myself, health concerns, concerns for the people, concerns for the environment," Conroy said.
"I share all those concerns too, so I wouldn't want anything done until we absolutely know for sure nothing is going to harm anybody from it."
With 20 Liberal MLAs and three Greens already against lifting the moratorium, it would take only two Alliance MLAs joining them to defeat the PC legislation outright in the 49-member house.
"Twenty-five's the magic number," Green Party Leader David Coon said. "We're darn close to having 25 votes based on what people are saying. That's the goal to keep the moratorium in place."
Kent South Liberal MLA Benoît Bourque said that with a minority government that won only 32 per cent of the vote, the PCs don't have a mandate to undo the moratorium.
Creating exemptions
Technically, Higgs's cabinet could lift that without having to pass new legislation.
But in question period on Wednesday he said he would bring in legislation "in order to move in a regional way, in a very localized way" to create exemptions.
Higgs said the government will consult local communities and "all interested stakeholders" to ensure there is support in a given area for allowing fracking.
"That's a heavily weighted part of the debate because that's where it's going to be," he said.
He said he would try to win over hesitant opposition MLAs using evidence that hydraulic fracturing can be done safely.
"What we need to do is put all the facts on the table," he said. "There'll be lots of emotional discussions, but let's base our decision on what the reality is of exploring a resource that can very much make a difference here in our province."
Not a confidence matter
Higgs said he would not declare the shale gas legislation a confidence matter to ensure passage. The Alliance has promised to vote with the PCs on confidence votes for 18 months. Defeat on a confidence matter could trigger an election.
"We can't have everything coming to the legislature be a confidence vote," Higgs said. "My lifespan would be kind of short, wouldn't it? … The idea is there will be things passed and there will be things that won't."
Coon said he may try to assemble the 25 votes needed to pass a private member's bill that would write the moratorium into law.
Higgs has billed the local lifting of the moratorium as a compromise between an outright ban and full-scale development.
The premier said with natural gas supplies off Sable Island dwindling and New Brunswick customers likely to pay more for U.S. gas, it's imperative the province explore whether a homegrown source is viable.
He also argues that natural gas, a cleaner fossil fuel than oil or coal, will make a good transitional energy source as the province looks to reduce carbon dioxide emissions.
Coon said that may have been a good argument three decades ago, but with more frequent extreme weather linked to climate change, "we don't have the time for that anymore" and the province must shift directly to renewable energy sources.

Environment minister threatens stop-work order for scrap recycler
'Not an acceptable situation,' Jeff Carr says of explosions at Saint John company
There have been at least two explosions so far this week at the scrap recycling operation on the city's west side, and more than 40 blasts, large and small, over the past 18 months.
"I've got to tell you, I'm pretty concerned with what I see down at the port with AIM and the volume of incidents that have happened lately," Carr said Wednesday. "If this keeps elevating and continues, then I'm afraid I'm going to have to come in and take it to the next level."

"We will look at the approval to operate and a cease-work order if we have to because it's getting to the point where there doesn't seem to be a resolution in sight."
The approval to operate is a permit issued by the Department of Environment and Local Government. If revoked the company would have to shut down.
AIM's permit comes with 53 conditions that give the province broad powers over the facility.
Meeting set for this week
Among them is condition 26: "If, in the opinion of the Minister, the environmental impact of the Facility is unacceptable, the Minister reserves the right to cancel the Approval and issue a new Approval with terms and conditions as deemed necessary."
Two other conditions, numbers 37 and 38, deal with steps to control the arrival and handling of potentially explosive components to limit or eliminate explosions.
Carr said he will ensure a representative of the Department of Environment and Local Government attends a meeting scheduled Friday between AIM owner Herb Black and officials from the city and Port of Saint John.

Black, who some have called the "Scrap King of Montreal," met with Saint John Mayor Don Darling and Port Saint John officials to discuss a way forward after the Department of Environment issued a stop-work order to the company.

The order gave AIM 60 days to submit a plan to eliminate explosions and the impact of excessive noise.
Black said misinformation has been circulating about the operation.
"When you read some of the things that have been printed in the newspaper — I am not a second Donald Trump and I'm not going to say it's fake news, but I'm going to say it's incorrect news … people are giving you false information and you are taking it at their word and you are printing it."

Unique explosion problem
After a heated conversation between Black and city officials over whether the news media would be allowed to attend, the meeting was held in private.
Afterward, Darling said the parties will try to work together.
Black said American Iron and Metal is a "victim" of the explosions, "not the creator of them."

The Saint John yard shreds and recycles old vehicles and other metal scraps into marketable metals.AIM's main suppliers are auto parts recycling centres from New Brunswick and some from P.E.I., Nova Scotia, and Maine.
Black said hazardous materials are sometimes "camouflaged" in the thousands of cars that can be processed daily.
"We're working to find out exactly who is shipping what, and we've tried hard but there are a lot of pieces of the puzzle," he said.
Black said Saint John's issue with explosions appears to be unique among his operations. Of AIM's 10 shredders, "I don't have the problem I have here with any of them," he said.
"I do have explosions from time to time. I have never had a shredder operate for a year without an explosion or two or three. It just doesn't happen."
'Nothing is perfect in life'
AIM upgraded its Saint John shredder in 2011 at a cost of $30 million — increasing its output by roughly 500 per cent.
"I feel very confident that there won't be any problems in terms of dust or noise or other situations," Black told CBC Information Morning Saint John at the time.

"And if there are, even if it's within the law and it makes people uncomfortable, I'll be the first one to correct it."
AIM's approval to operate certificate says it is the company's responsibility to inspect the material that gets shredded.

Darling said that during the meeting, the port, city and AIM reached an agreement to "get going right away to get us to a better place."
"I'm a believer that we can have a coexistence between industry … and citizens quality of life."
$5 million lawsuit in Quebec
This isn't the first time Black has dealt with complaints about his operations.
When Black started a metal recycling plant at the former dump in Levis, Que., in 2005, the $25 million project was met with opposition by local environmental groups.
They alleged the company lacked the proper permits and was polluting the nearby Etchemin River. The opponents managed to halt work on the plant by getting an injunction.
Black sued a group of Quebec environmentalists who objected to the installation of a metal shredder in a dump in Levis, Que., in 2005. (Graham Thompson / CBC)
Black then filed a $5 million lawsuit for what he called "malicious, reckless and abusive efforts" to stop the project.
The defendants alleged this response was a SLAPP suit — or strategic lawsuit against public participation — a tactic sometimes used by companies with deep financial reserves. Black denied the allegation.
SLAPP actions are designed to intimidate and silence opponents by dragging them through lengthy and expensive court proceedings until they abandon their cause.
The matter was settled out of court in 2007.

'No flame and no fire'
On Friday, Black said all shredding activity has stopped for now at the west side operation — and AIM is working on a "program" to penalize suppliers who ship explosive material.
"If people don't ship the proper material and it would explode, that we could go back on them, we could find them, we could penalize them, we could shut them down, or we could do something," he said.
He also reiterated that the blasts have "no flame and no fire to it."
