Property taxes going up for 179,000 New Brunswickers

38 per cent of properties around the province will see increase

About 179,000 New Brunswick properties are getting tax increases starting today — but exactly where is a mystery. 
Popular resort towns like Saint Andrews have seen the largest increase in property values, and tax bills connected to them.

Property tax bills began landing in mailboxes around the province Friday.

Although most landowners will not pay any more than last year, there are hints of pockets of tax increases in some areas — including several popular summer communities — that won't be fully revealed until next week.


Service New Brunswick has revealed that nearly 179,000 properties around the province, 38 per cent, will see an assessment and tax increase this year. About 28,000 of those increases will see tax bills rise five per cent or more, but the exact location of those are not yet known

Executive director of assessment Stephen Ward said Thursday the largest increases probably belong to newly built or renovated structures, not existing properties.

A comprehensive street-by-street list of where property values and taxes have jumped the most will not be released by Service New Brunswick until next week.

"When you see an [assessment] increase greater than 10 per cent, that's typically due to new construction — a new building , a new residential home, a new office structure," Ward told reporters.

But typically, property tax increases also hit in clusters where communities are growing, have recently been visited by assessors or have land that is in high demand.

Last fall New Brunswick municipalities were given some information on where property values in their communities were headed. Based on those estimates, full-time and seasonal residents of several popular provincial vacation spots will want to check property tax bills closely as they begin arriving as early as today.

Saint Andrews in particular was told property values in the town were up $18.7 million this year (6.2 percent), more than double the provincial average of 2.5 percent.

That may be the result of significant new construction in the town, but may also hint at higher assessment and tax bills coming for average residents.

Moncton leads cities in assessment growth


Other popular summer communities with higher than average increases in property values this year include Lac Baker (5.5 percent), Cocagne (4.6 percent), Cap Pelé (4.2 percent) and Shediac (4.2 percent).

Among New Brunswick's larger communities, Moncton continues to lead in the growth of property values. It added a projected $309.7 million in assessed value this year (3.8 percent) bringing the total worth of all taxable property in the city to $8.37 billion.

That's $1.1 billion more than Fredericton and $1.4 billion more than Saint John.

@Marc Bourque Well those are probably less than than the assessed values. I been saying it for kingdom come that NB cities cannot continue to use property assessments that are out of wack with market value to make money. Its the services that need to be paid for so account for those just like the water/sewer taxes. And do that after provincial and federal grants. Some cities in Canada have million dollar plus homes with taxes lower than ours on 400K homes. Waterfront vacation homes well you are on your own for those.

One problem now is the cost of building is so high that the finished products are almost in the 1% of home values even though most of the surrounding areas are market value less. So they will pay taxes but not be able to sell at the built price. Renovation costs are huge . I have to laugh at some of the people that want old homes kept etc. They have no idea of the reno costs. A bathroom stretches into the 10K range to bring things up to modern. Its almost an inversion compared to Toronto or Vancouver.

As a Baby Boomer lucky enough to grow up here I should inform you that New Brunswick and its people were far more than merely beautiful. This place was chock full of joyful souls who had survived two world wars and a depression then raised many large happy families. The Trudeau the Elder became our Prime Minister. The ghosts of many folks who raised me would agree that the draft dodging Quebec lawyer was not worthy of shining R.B Bennett's shoes.

Methinks folks can make it be that way again if we manage to rid ourselves of the rampant public corruption that supports the greed of politicians,, the SANB and the Irving Clan to name but a few N'esy Pas?

The biggest scam? If your house is assessed for $150,000 and it sits on the market for 2 yrs and you sell it for $120,000 the new owners HAVE TO PAY TAX ON the assessed value of $150,000 and more when the assessed value by governmint makes it go up every year after that. It never goes down if the market goes down. The taxes only ever go up.

@Shawn McShane I already have gone through that in 2014 i have sold the house that was assessed at 252000 after almost year on the market I sold it for 215000 the guy I sold it to is paying tax on it now assessed at 264000 he appeal it every year since buying yet kept on going up, pure robbery.

I guess I am one of the few people in NB who are not dissatisfied with property taxes. I feel I pay fairly for the services I receive. The only issue I have with property tax is the assessment process that is inconsistent, as pointed out by many people posting here. If a place sells for 200K it should be assessed at 200k, and those values should be reflected in the entire neighbourhood.

As a owner occupant your property tax rate is reasonable as the provincial portion of the property tax is rebated.

However, folks who rent their accommodations are {indirectly} paying proper taxes which include the provincial portion and are another 20-40% greater on the same assessed value.

Rich people's property taxes don't double when they go south for six months each year. Why should old folks pay double in their last days?

I've said it before and I'll say it again. Get assessment out of the system. It's too subjective. There are too many variables that go into it's determination. Property size, structures and zoning should be the only determinants upon which to base a tax. Population and popularity come and go, but property is constant. A town loses popularity and population, but the land and demand for services are still there.

In his final telegram home before leaving Ottawa, British High Commissioner Lord Moran observed about Pierre Trudeau:

"With some reason, he has not been greatly respected or trusted in London. He has never entirely shaken off his past as a well-to-do hippie and draft dodger. His views on East/West relations have been particularly suspect."

Perhaps Lord Moran had Mr. Trudeau's "peace initiative" in mind when he wrote these words. Indeed, the most damning assessment of that initiative - until now - was that of our former ambassador to Moscow under Mr. Trudeau, Robert Ford, who famously observed that Canada lacked the power to effect change in either East or West.

According to a CP report by Joan Bryden, the second volume of John English's biography of Mr. Trudeau, which will be in book stores tomorrow, may explain Lord Moran's harsh judgment of our former prime minister:

"When Trudeau approved testing of cruise missiles over Canadian territory in 1983, one of his paramours at that time - Margot Kidder, an actress and peace activist - took it upon herself to persuade him to reconsider.

While he maintained that Canada had no choice as a member of NATO, Trudeau nevertheless invited Kidder to a dinner during a visit to Washington, in which she 'argued vehemently with senior Reagan administration officials while he urged her on by squeezing her thigh each time she scored a point,' English writes.

Kidder pressed Trudeau to meet with anti-nuclear activist Helen Caldicott. She taunted him about being on 'the other side' but, as she put it in one letter, 'You're a potential ally. I'll get you on our side if it kills me.'

'Slowly,' writes English, 'Pierre began to shift to her side.'

Pressured by Kidder, harassed by anti-nuclear protesters on Parliament Hill and worried about the possibility of a nuclear war, Trudeau launched a personal peace initiative in the fall of 1983. He planned to meet with the heads of the five nuclear superpowers and other foreign leaders, trying to tone down the belligerent Cold War rhetoric and kickstart negotiations for an expanded non-proliferation agreement.

His initiative won accolades from Kidder, as well as Streisand and Garnett, among others. But Canadian pundits were skeptical about his sincerity and English himself concludes that Trudeau's impact on the end of the Cold War was 'marginal.'

With his poll numbers down and his caucus in open revolt, a discouraged Trudeau allowed his peace initiative to peter out in February, 1984, and announced his resignation from politics a few weeks later - even though, English says, 'There can be no doubt that Trudeau wanted to stay'."

Some Canadians will agree with Lord Moran's assessment of Pierre Trudeau. On the other hand, a Toronto Star columnist, apparently unaware that it would take a unanimous agreement to amend the constitution, was so infuriated by the "trashing" of Mr. Trudeau that he suggested we cut our links with the Crown if we cannot get the respect of the British in future.

Notably, in advance of the book launch this evening in Toronto, Toronto Star readers will not be reading Ms. Bryden's report this morning; instead, they will read this about Professor English's biography of the former prime minister.
