Carleton-York elects PC candidate Richard Ames in the 2020 election.
Riding background

The riding encompasses significant portions of the York district and parts of the now-defunct Woodstock riding.

Both districts had traditionally voted for PC candidates. That trend has continued since Carleton-York was formed in the 2013 redistricting process.

There will be no incumbent in this riding. Carl Urquhart has chosen to retire and will not re-offer in the 2020 election.

PC incumbent candidate Carl Urquhart won with 37.2 per cent of the vote, beating People’s Alliance’s Gary Lemmon who got 30.8 per cent of the vote.

2014

The new riding of Carleton-York was formed as a result of the 2013 electoral redistricting.

Carl Urquhart, a former officer of the RCMP and Fredericton Police Forces, won the the seat in the 2014 election with 46.5 per cent of the vote.

2010

Former districts Woodstock and York went to the PCs in the 2010 election. Then-premier David Alward won Woodstock and Carl Urquhart won the York riding with 56.2 per cent of the vote.

 In larger cities one can rent office space by the hour. Need a
 professional-looking space for an hour or two to meet with clients,
 whether in person or virtually? It's easily available in these cities.
 I'd love to see this available more widely in NB. Co-working space is
 also great for people who are working remotely but find that their
 home is too distracting, especially if their partner/spouse is also
 working from home. It's a bit like when I was a kid, if my younger
 siblings were too noisy at home, I could go to the town library and do
 my homework there

A northern New Brunswick town just minutes from the edge of health zone borders is upset by the decision to place it under tight restrictions.

The province forced the Campbellton region, or Zone 5, and Moncton region, or Zone 1, back to the orange recovery phase last week after recent outbreaks. Those changes include the rural village of Kedgwick — which is unsure how it ended up in Zone 5.

Mayor Janice Savoie told Radio-Canada she plans to ask the minister of health to redraw the boundaries. 

"I want to stay in Zone 4 because I want to allow my people to be able to continue to work," she said.

The rural village of about 2,000 is an hour southwest of Campbellton and has close ties to the neighbouring town of Saint-Quentin.

There's confusion and frustration among residents on how the two communities — just 15 minutes apart — ended up in different health zones.

Under orange level restrictions, non-essential travel between zones is not permitted, and some businesses must close, including barbers and hair salons.

Schools are also under more stringent guidelines and masks are now required in all indoor and outdoor public places.

Officials in Kedgwick say they are confused and angry that they ended up in Zone 5 instead of Zone 4 — the Edmundston region — like Saint-Quentin.

Savoie said the municipality has been moved between health Zones 4 and 5 without communication or explanation from the province. She's frustrated now that businesses are forced to close.

"They spent a lot of money to protect the public," Savoie said

Nicolas Savoie, the president of the Kedgwick Regional Chamber of Commerce, said he fears the repercussions for small business owners.

"When there aren't any cases of COVID-19 in a place, leave them alone," he said. "It's already hard enough as it is and people are already stressed enough as it is."

The neighbouring village of Saint-Quentin remains in the less restrictive yellow recovery phase.

Mayor Nicole Somers said her community was briefly in the orange phase over the weekend but was reclassified under Zone 4. It's in the yellow phase again.

"We are going to ask for a meeting to ensure this boundary is respected in the future," Somers said. "It's becoming very difficult to explain this to citizens."

Anyone who has spent time in this area knows... for health purposes Kedgwick and St. Quentin should be zoned together. It would be like Public Health separating Riverview or Dieppe from Moncton, just silly.

It dates back decades, Kedgwick has been in zone 5, but they use the only hospital in the area which is in St, Quentin which is in Zones 4. It is all derived from the old rivalries between the two isolated communities one has been more PC and the other more Liberal. It is the same with Regional Service commissions one is in the Campbellton centered one and the other is in the Edmundston centered one. The are very politically drawn lines.

Well if there is little interaction between Kedgwick and Campbeltown I can see her point, but I suspect there is significant interaction via woods working etc, shopping etc which makes all the difference.Same problem with First Nation in PQ now with a positive.Which direction that came from who knows PQ or NB?
The positive is no significant new cases which might forbode well for xmas if number drop off again.

Apparently they also moved the Belledune region into Zone 6 as well. The cut off is now right after Blacks road in Nash Creek. We were under the assumption that it was Zone 5 from the first of this pandemic, it would be nice if they'd clarify all the zones.

Nearly two dozen New Brunswick rural communities have begun budget deliberations for 2021 after being notified last week their tax bases are shrinking and there is little new municipal funding from the province available to help soften the shock.

Belledune, which is losing 11 per cent of its tax base and up to $540,000 in property tax revenue next year following the closure of the Glencore lead smelter, is in the middle of putting its 2021 budget together, which so far includes an increase in municipal grants from the province of just $173.

Mayor Joe Noel said the community is coping as best it can but he's hoping for more help from Fredericton to either fill in financial gaps or attract new business to the village.

"It's going to be a little tough for a while here, but it's not all doom and gloom," said Noel 

"I do have a commitment from the premier that he'll help Belledune, and I take that commitment seriously."

New Brunswick communities fund themselves primarily through their own property taxes. But  something less than 10 per cent is supplied by grants and other transfers from the province, governed by complex revenue-sharing formulas written into legislation.

Belledune's budget problems are the most severe among rural communities this year, but on the other side of the province, the picturesque village of Blacks Harbour is in an even worse spot, facing a decline in its tax base, and the property tax revenue that it generates, for the sixth year in a row.

Coun. Mike Chase said the community of about 900 has no choice but to accept the ongoing reduction in assessed values delivered annually by Service New Brunswick, largely on the village's fish plants, and hope that they are trustworthy.

"It's unfortunate that you get this news and you really didn't see it coming after previous years of huge tax assessment reductions," said Chase. "I know personally I was not thinking we were going to be hit with another huge reduction."

Blacks Harbour's tax base, driven by lower property assessments in the community, is shrinking by $6 million in 2021.  That will cost it about $95,000 in property tax revenue, which the province will partially offset with a municipal grant increase of $37,500.

It's much lower than offsetting grants paid in previous years.

In the past the province has made up to 90 per cent of the difference of declining property taxes suffered in Blacks Harbour, but this year almost no new money has been added to the grant pool by the Blaine Higgs government and, with so many communities posting weak growth in their tax bases, money has been tight.

That will make next year a challenge, according to Chase.

"Your options are taxes rise or things have to be cut, so it's not a good situation," he said.

According to the Department of Environment and Local government, total provincial grants for municipalities for 2021 are up $400,000 to $75.9 million. But Saint John alone is getting a $1.03 million increase after its tax base barely grew, leaving all other communities with less to divide up.

In Nackawic, the town is still recovering from losing $450,000 in property tax revenue from a property assessment reduction granted to the local AV pulp mill by Service New Brunswick in 2013, and last week was told the mill's assessment is being lowered another 23 per cent in 2021.

That will leave about a $60,000 hole in the town budget of which increased provincial grants will fill less than 20 per cent. 

Mayor Ian Kitchen said property taxes have already risen 13 per cent in the town since 2014 and he's not sure what can be done to fix the latest blow.

"We're trying to maintain what we have with a lot less money," he said. "We're going backwards."

Sussex Mayor Marc Thorne, who is dealing with a $2.2 million decline in his own town's tax base, believes assessment reductions are at least partly related to commercial properties impaired by the COVID-19 pandemic.

"Retail and suppliers can have that factored into their assessments,"  Thorne wrote in an email.

In total, 23 rural New Brunswick communities are facing a declining tax base in 2021, up from just five last year.

Kitchen heard a lot of talk about municipal tax and other reforms during the recent New Brunswick election and wonders if this might be a good time for the province to do something major.

"We're not exactly sure what the solution is but we'd like to sit down with people and say what are we going to do," said Kitchen.

"Small towns can't take that hit and keep operating."

Mayors say absence of cross-border shopping has been bad for some, good for others

The mayors of two New Brunswick border communities say most of their residents are in no rush to increase the flow of traffic to and from the United States.

"We've been very concerned about keeping our community safe," said Woodstock mayor Arthur Slipp.

Likewise, St. Stephen Mayor Allan MacEachern estimated that about 90 per cent of residents of his town would be in favour of continuing the current restrictions.

The Canada-US border remains closed to non-essential travel until at least Oct 21. 

But Maine and New Hampshire are urging the Trump administration to re–evaluate border restrictions.

Their senators are asking for restrictions to be assessed on a local basis. They claim the risk of significant cross-border transmission of COVID-19 is low. 

The State of Maine reported 47 new cases of COVID-19 on Tuesday and nearly 400 confirmed new cases in the past 14 days. 

Only 12 of the cases during the past two weeks have been in the border counties of Aroostook and Washington.

Still, Slipp said he feels it's "very fortunate" there have been no major outbreaks along the border yet.

That kind of event would present greater difficulties for contact tracing, he said.

MacEachern echoed the idea that there are not sufficient resources to support increased travel across the border at this time.

Canada Border Services said it cannot provide provincial data, but in total, land crossings into Canada from the United States are down significantly. 

Last week's, for example, were down 83 per cent compared to the same period last year.

Truck traffic however, is up.

Canada-wide, 125,351 trucks entered the country from the U.S. at land crossings between Oct. 5 and Oct. 12. During the same week last year, 122,109 entered.

Slipp said his town is a hub for the trucking industry and he's not sure people realize how much traffic is still flowing across the border.

There are also many Mainers in the farming industry, he said, who are allowed to cross to pick up parts for their equipment or to have equipment serviced.

"You have to be very vigilant they don't do other business while here," said Slipp.

Likewise, Canadians who work in health care in Maine are still crossing regularly, he said, as are people who work in other designated essential industries who have mailboxes on the American side.

"That's been one of the concerns that our citizens are wondering about," the mayor said.

Slipp added, however, that business leaders in his community and surrounding areas are also concerned about their sales figures and whether they'll have enough staff and personal protective equipment for the upcoming Christmas shopping season.

Without a doubt, he said, economies on both sides of the border are suffering from the decline in cross-border business.

MacEachern said that's not the case in St. Stephen.

Most local businesses, he said, are doing better in the absence of cross-border shopping.

That includes downtown shops, restaurants and supply stores.

"As a whole, we're doing OK," said MacEachern.

One exception, he said, is the Garcelon Civic Centre, which typically attracts large crowds from Maine for sports and entertainment events.

And for some people who have close friends and family across the border, the end of pandemic restrictions can't come soon enough. 

MacEachern said it's been a challenge for many people to maintain their social connections.

He said those challenges were obvious at a wedding last weekend on the waterfront.

A ceremony was held on the wharf in St. Stephen, and "the Calais people" had to sit on the wharf on the American side or in boats in the St. Croix international waterway.

"It does pull at the heartstrings," MacEachern said.

I've voted both liberal and conservative through the years and I actually voted for Gallant 6 years ago , and then I found out he was the pahpett leader of a one issue party whose sole mandate was to do the wantings of their 30 % Francophone base and ignore the other 70 % of the people in the province . It'll most likely now be Green or conservative , and if it becomes a language issue i'll vote PA . I , like many others who I've spoken to and who in the past supported the Liberals have become " never SANB Liberal " again !

Businesses in two regions of New Brunswick are facing new pressures due to tighter public health restrictions.

On Friday, the Campbellton region (Zone 5) and the Moncton region (Zone 1) were pushed back into the orange recovery phase after experiencing outbreaks of COVID-19.

The changes mean "close contact personal services," such as barbers and hair stylists, must close.

Anne-Poirier Basque, the executive director of Downtown Moncton Centre-ville, said businesses were already struggling under the pressures of the pandemic. 

"It's very discouraging," she said. "But I think it's going to just accentuate the economic loss already felt by these small businesses."

Basque said this is a busy time of year for spas preparing for the Christmas holidays. "It's a time that is very, very difficult for them to be closed all of a sudden."

Loss of customers

The news was tough for small businesses in the Campbellton region, which went back to orange restrictions for the second time.

"It's very devastating for the region," said Luc Couturier, president of Downtown Campbellton Centre-ville.

The area is also facing the loss of customers from the bubble with the Avignon Regional Municipality in Quebec. That ended in late September in response to an uptick in cases in that region.

Couturier owns a local restaurant that employs 20 people. He lost 50 per cent of his sales in two days. 

"People fear so they go out less," he said.

Barbers, hair salons, spas shut down

In the orange zones, food, retail, and beverage businesses can continue to operate under COVID-19 operational plans.

But gyms, fitness facilities and recreational centres, casinos, amusement centres, bingo halls, arcades, cinemas and large live-performance venues have to close.

The sudden switch back to orange means some small business owners in the personal service industry had to close unexpectedly.

Geneviève Nolet, the president of Usva Spa Nordik in Moncton, said the stress level was lower after already experiencing a forced closure at the start of the pandemic.

"We're trying to stay optimistic," she said. "We hope that people will work together so that it will pass as quickly as possible and we can restart our operations."

The spa already had few customers given the rise in cases and a travel advisory for the Moncton region.

Couturier said he understands the need for public health restrictions, but the provincial government has "done nothing" to support small operations.

"There needs to be a moment where you realize if you don't help small businesses in New Brunswick, it's everyone that will suffer.

Wedding planner left scrambling

The Thanksgiving weekend is a popular time for weddings. Couples and wedding planners have had to make last-minute decisions.

Brenda MacAulay, the owner of Lloyd's of Moncton, said a few clients were still deciding Saturday if they would move forward.

"It was shocking," she said. "I think most people knew the second round was coming, but it all happened so fast."

Under the orange phase restrictions, indoor and outdoor weddings must be limited to 10 people or fewer.

MacAulay said some couples continued with reduced attendance, some have cancelled, while others were undecided.

"Trying to choose 10 people is a difficult choice," she said. 

One couple decided to get married at the last minute on Friday evening to beat orange phase midnight deadline.

Wildcats cancel game

New Brunswickers are advised to avoid all non-essential travel in and out of the Campbellton and Moncton regions.

The Quebec Major Junior Hockey League postponed a game between the Moncton Wildcats and the Saint John Sea Dogs on Saturday. It was scheduled to take place in Saint John and would have required the Wildcats to travel outside of the orange zone.

Organized sports are not allowed under the orange phase. Sport and recreational facilities are also required to close.

The game is postponed until further notice.

FYI I always spelled that term wrong but somebody who seems to worship the Queen spelled it your way recently so I checked to see who was correct before I opted to tease and made fool out of myself.

Here, here is widely regarded as a misspelling, although it is a common one, and there are ways to logically justify its use. But for what it’s worth, hear, hear is the original form (the Oxford English Dictionary cites examples going back to the 17th century) and is the one listed in dictionaries. English reference books mention here, here only to note that it’s wrong.

Higgs is sure not shining like he did before the election when it comes to the pandemic.
I stated from the start that Higgs had little to do with the low infection rate at the time, which was attributed only to sheer luck and our scattered population. He took advantage of his undeserved popularity to call an early election without giving his opponents time to prepare. Hiigs cheated this election from New Brunswickers and other parties in addition to the fact that he dneverhad the mandate of the people of New Brunswick to govern in the first place. It was a most dishonest decision on his part to call an snap election.
Over and above it all, he did absolutely nothing to help people financially through the pandemic, be it individuals or businesses. He again took the credit for the efforts of the federal government. Yet the south voted for him obivious to which government was helping them get through the pandemic. They would vote for a blue lampshade bearing the CORservative tally.

Reply to @Lieschen Mueller: The second wave was expected, but we didn't know *when*. I suspect that the wedding plans were made by people hoping to beat the wave. They gambled, they lost - at least in Zones 1 and 5. Keep in mind that larger weddings are free to go ahead in the remaining zones.

Reply to @Lieschen Mueller: As of late August *in New Brunswick* the only cases we were seeing were travel-related or close contacts thereof. This continued through September. It's like last spring, where in late February and early March we were seeing cases rise in provinces west of here. I moved some bloodwork for myself and my cat's annual exam up a few weeks to "beat the wave" and managed to get both done before the state of emergency was declared March 19. It sounds to me like the couples who planned these weddings were hoping to do the same thing - beat the wave.

That was four long years the RCMP falsely arrested me in Fat Fred City after I had left Werner Bock's farm (Notice the RCMP shill teasing about that fact just now?) Trust that it was not long after the FBI arrested the New York Governor Spitzer in Washington with a lady of the night. (BTW 2 of Spitze's letters to me can be found in the same aforementioned file) Ask the RCMP if I am a liar or not they received the same stuff several times before i sued the Queen in 2005 while running in Fundy Royal again..

When I describe myself as "low income," I'm not deprecating myself. I actually think it's pretty amazing how well I manage to do with what I've got. :-) But it's a fact that I don't have as much money to spend as some other people.

I was suggesting that the business gets assistance, many of the small ones are family operations that will be hamstrung by the Orange status. There are programs in place for employees, not so much for these small enterprises. These type are usually not paying themselves a salary but instead pay themselves via dividends and they get their taxes done yearly but don't have them audited making if more difficult for them to access credit.

I don't ascribe to the Higgs doctrine that you don't spend and focus on deficit reduction. Instead I support sponging wisely. In this case, these business's in the orange areas are being significantly impacted by the actions the government is taking. The actions are reasonable but if other provinces can belly up to the bar so to say, so can NB. Poor or not, leaving these businesses out to dry is the wrong answer.

History predicted the second wave in the fall and here it is, no surprise there. Another lesson from history is that the second wave is more severe then the first, so brace yourselves. It is not just here in NB or Canada it will be in the United States and all over the world. We can't stop it but we can slow it down by following advise of Public Health.

NDP gets help from democracy expert

An international expert on democracy has flown all the way from Egypt
to help NDP candidate John Carty campaign in Fredericton.

Dominic Cardy is with a group called The National Democratic
Institute. Its members include such people as former U.S. President
Jimmy Carter. The group's mission is to teach democratic values and
spread democracy around the world.

Cardy has taught about democracy in Algeria, Bangladesh, and Cambodia
during the past few years. When he heard his friend John Carty was
running for office back in his home town of Fredericton, he hopped on
a plane.

"It was a strange experience," Cardy said. "One evening I was watching
the sun go down over the pyramids, and the next evening watched it go
down over Fredericton airport as I came into land."

Cardy is no relation to the NDP candidate. But he loves elections and
loves getting people pumped up about democracy.

Carty the candidate is running against federal Indian Affairs Minister
Andy Scott, Conservative Pat Lynch, Green candidate Philip Duchastel
and independent David Amos. The riding has sent Scott to Ottawa for
the last four elections, despite the best efforts of the other
parties.

Cardy says he doesn't care how tough the race his – he just wants
people to participate in the process. "People have forgotten how
incredibly precious these gifts that our ancestors fought for are and
were just giving them away. It makes me furious when I talk to people
and people just say 'ah there's no point in voting.'"

After election day, Dominic Cardy is flying back home to his wife in
Kathmandu, Nepal. He hopes to leave behind a new Member of Parliament
for Fredericton, his friend John Carty for the NDP.

don't uderstand what your battle is all about?

    I never told you that I would give those papers to any MLA's. Why

    Lets get this straight Chucky so there is no misunderstanding. You
only allowed my words to stand this time around because other people
read them and asked you to? Hmmm some ethics EH?

    As for guts not only is my belly bigger than you my balls are as
big as basketballs compared to yours. I ain't afraid of Count Peter
Hans Klovenbach so why would I be afraid of you? You and your wannbe
lawyer friend know full well I have been trying to impeach George W.
Bush byway of the courts since 2002. Long before that nonsense in Iraq
began. You hate me because if you had even glanced at the papers you
just confessed you read then you know I sued Cardinal Law and caused
him to quit his job on Dec 13th, 2002. It had nothing to do with child
abuse like the media claims. It was merely filthy lucre that is all.
Well my wife's cousin the exbanker turned priest Robert T. Kickham is
still around around and cooking the books for the brand new Cardinal
in Beantown. You know the dude in named O'Malley.

    Furthmore Chucky you offer no argument to anything I state other
than lie about not promising to serve Brad Green or falsely claiming
that the computer I gave you was no good? The best you can is make
jokes or critize my choice of words whilst I point out your serious
lack of integrity?

    In my law books it is not illegal to have poor manners or use the
words I have employed thus far(as of yet anyway) I believe it falls
under something that can be found in the Charter

    However to slander someone and tell ouright lies about them for
one's own gain is more than offensive. I have been falsely imprisoned
because of the perjury of people like you who choose to support public
corruption for their own gain. Methinks I should seek relief in court
in fredericton particularly when I can prove it. Furthermore you know
you have told several lies within the very blog.

    I will wager if I posted something that you can never refute this
blog will evporate immediately. Perhaps I should seal its fate and let
your friends wonder why you erased me so quickly after I busted you in
front of everybody. Never fear though I saved this blog in its
entirety already. However you really should check you email and press
print on the tif file that I just sent you and yoy hard copy of the
proof that I keep wonderful records. Some of your buddies and
adversaries may be reading it already. At the end of the day you may
realize that I just may turn out to be the honest man that you ever
met.

    Don't you think you should hire a lawyer too? That last email was
hell in a hand basket wasn't it? Why not call Cleveland Allaby (your
know Tanker's lawyer) he hates both Bernie Lord and me but he won't
demand any sort of apology from me. Hell he won't even whisper my
name. Just maybe Cleveland Allaby will help Vaughn and you to
understand my material and then ask you two dudes why you didn't call
the RCMP years ago. Yea I know I am pipe dreaming. Honest cops and
lawyers don't exist. That is pure Hollywood all the way and a long
long way from the Maritimes EH? Ask my Newfy buddy Byron Prior how bad

    Everybody loves a mystery. A lot of folks were no doubt wondering
why the big talking old fart named Petey Newman apologized to Lord
Conrad Black not long after he and Mikey Levine laughed off his
lawsuit at the big party in Toronto. Didn't it seem strange to anyone
that the Tory's law firm wrote the crooked old Lord a fat cheque as
well? It seems that the Torys, a dude named Mr. Moate, Levine,

why and I am the only one who will tell the tale. Here is your clue
see if you can figure it out. I know of two Maritimers who will never
have a hope in hell of figuring it out because they do not have two

and just in time before I polish off my first complaint to file in
Federal court in Fredericton. Was it done so quickly after I blogged
my letter to you in Chucky LeBlanc's web page? Did the gossip about my
blogging in his website reach you first thing this morning? In my book
you are as dumb as the Frenchie is. Wise or dumb I will call you as a
witness to testify in Federal Court before I get around to suing you.
Perhaps your lawyer and I should talk now. Hostile or not you will
make an important witness not only on because of your lawsuits

    Cleveland did you really think your email will scare me off? Look
how fast I bounced it back and forwarded it to many others. When a man
has been diligently attempting to impeach George W. Bush for over
three years despite the attacks from crooked Feds etc nothing scares
him anymore. A threat of litigation coming from the email box of a
lawyer into mine is like manna from heaven to me. Didn't I slam Eddy

    What, specifically, are all these people being sued for? You rant
and rave and nobody can make heads or tails out of what you are
talking about.

    We know you ran for office. We know that you try to impeach Bush
(and anybody who does that certainly gets good marks from me!) We know
that for some reason they held you in jail? Is that correct?

    I'm assuming its under the new terrorism laws, since you say they
wouldn't let you see evidence. That also is not surprising the way the
US is functioning.

    But what are all the lawsuits about? There is something about
wiretap evidence that for some reason you are sending to canadian
politicians and lawyers..why is that?

    What exactly are all these law firms doing? If they are crooked,
then specifically what evidence do you have? That lawyers are crooks
also doesn't surprise most people, I"m mostly surprised we continue to
elect so many of them.

    But if you could explain point by point what the grievances are
against these people, then people may understand. Perhaps you don't
care and just want to let off steam, that's fine too, that's what
blogs are for. However, many people would like to know what you are
suing these people for?

    Good day to ye with no name. thanks for the question. Methinks by
your questions you must be Vaughn.I stated the reason for my first
lawsuit clearly live on CTV news to that Murphy character at
suppertime just before I was allowed to debate Andy Scot in Oromocto.
    My first lawsuit will be to seek relief for the offense against my
rights under the Charter because I was falsely imprisoned without
being charged, held without bail and it was all done without even
being read my rights. Then I was denied my right to a trial after met
the Canadian Consulate in jailand came screaming out. I had tried to
remove the matter to the proper jurisdiction and venue in order to
prove the malicious prosecution to no avail. the bastarsds in the USA
will never give a jury of my peers and Federal Court in Canada does
not employ a jury. Thus I must make my issues well known locally
before I file so that the Judges will not dismiss my complaints so
easily as they have done in the past. Give me a call if you are not
Vaughn and I will meet you show you the evidence.

    P.S. My next posting is quite a rant. I explain things in greater
detail to say the least but my manners are slipping fast. It will be
the maximum stress test of Chucky's newfound sense of ethics.
