King Charles will travel to Canada later this month and deliver the speech from the throne on May 27.

"This historic honour matches the weight of our times," Prime Minister Mark Carney said on Friday as he announced the news. He added that Queen Camilla would join the visit.

Gov. Gen. Mary Simon issued a statement confirming the royal visit on May 26 and 27.

"Whit and I will be delighted to welcome Their Majesties King Charles III and Queen Camilla to Canada. Our Canadian identity is deeply rooted in our Constitution and this visit highlights the enduring relationship between Canada and the Crown," she said.

"Now more than ever, we need to come together to ensure a future that builds on our shared global values of democracy, equality and peace."

Prime Minister Mark Carney says the decision to have King Charles open the next session of Canada's Parliament ‘clearly underscores’ the sovereignty of the country.

Every new session of Parliament is opened by a throne speech, a document that lays out the government's expected direction and goals, and how it plans to achieve them.

When Charles and Carney met at Buckingham Palace before the election, the prime minister asked the King about the possibility of him coming to Canada to deliver the next throne speech, CBC News has learned.

That Charles would come to Canada to open Parliament "sends a clear message regarding his dedication to the role of King of Canada," Toronto-based royal author and historian Carolyn Harris said via email.

Much attention has focused in recent weeks on Charles's role as head of state of Canada, particularly in the face of repeated taunts from U.S. President Donald Trump about it becoming the 51st state.

"It seems fairly likely that the current state of relations between Canada and the United States shaped the decision to not only have the visit so soon but also for it to involve the opening of Parliament," Justin Vovk, a royal historian and member of the advisory board of the Institute for the Study of the Crown in Canada, said in an email.

"Mark Carney ran his campaign on a largely anti-Trump platform and reiterated that Canada will always remain sovereign, independent and free. Having Charles assume his place at the centre of our parliamentary institutions is a clear signal of Canada's unique political and national identity compared to our neighbours to the south."

Prime Minister Mark Carney sits down with King Charles in London during his first foreign trip as Canada’s prime minister.

Those who watch Charles closely saw an increase in signals and royal symbolism in support of Canada as it faced that repeated rhetoric, which resurfaced recently after a relatively quiet spell.

Charles also referenced his role as "King of Canada" during an address recently to the Italian parliament, a rare statement — particularly coming as it did in an international, non-Commonwealth setting.

The opening of Canada's new Parliament provides an "ideal opportunity" for a visit from Charles, who has not yet come to the country as monarch, said Harris.

"President Trump's comments about Canada becoming the 51st state, however, have increased the political significance of King Charles undertaking official engagements as King of Canada."

The King delivering the throne speech in Ottawa also follows historical precedent, she said.

"Queen Elizabeth II opened Parliament during her first visit to Canada as a reigning monarch in 1957."

The last time the speech was actually read by Canada's head of state was when Queen Elizabeth delivered it in 1977.

Simon's statement said the royal visit's detailed itinerary will be published at a later date by the Department of Canadian Heritage.

At two days, it will be a short visit, but that, too, has precedent.

"Queen Elizabeth II's 1957 visit to Canada to open Parliament was also quite short," said Harris.

Other factors and logistics likely played into the timing, she added.

"The specific dates of the visit will have been organized quite quickly after the election, and royal schedules are set long in advance," said Harris.

"There may be a longer Canadian royal tour scheduled in the future when there is more time for planning and preparation. King Charles III's cancer treatment also limits opportunities for extensive royal tours, as demonstrated by his visit to Australia and Samoa, which did not include New Zealand."

The visit will be the King's 20th visit to Canada, and the Queen's fifth. Their last visit was in May 2022, when Charles was still the Prince of Wales.

Monarchists in Canada are hopeful King Charles will deliver the new Liberal government's first speech from the throne when Parliament returns at the end of May. They say it would be an important gesture from the country's head of state as Canada stares down U.S. President Donald Trump and his 51st state taunts.

GZERO Media, citing sources in Canada and the U.K., reported Wednesday an invitation is "rumoured" to have been extended to Charles.

When asked by CBC News Thursday, a Buckingham Palace source did not deny there was an invitation from Prime Minister Mark Carney to Charles to deliver the throne speech. The Prime Minister's Office did not respond to a request for comment on the potential visit.

But monarchists in the know say there has been a concerted push to get Charles here for a visit — something he hasn't done since he was in Canada to mark the Queen's Platinum Jubilee in 2022 — and there are strong signals it could happen sometime around May 26 when the House returns.

"I think the timing would be perfect," said Robert Finch, the chairman of the Monarchist League of Canada.

"It would be a great show of sovereignty. It would remind Canadians who the head of state is and it would show a certain president to the south that we are truly an independent and sovereign country with King Charles III, a man he respects, as our monarch," he said.

Charles just addressed the Italian Parliament in Rome last month and referenced Canada's Second World War efforts, a rare gesture by the King when speaking outside of Canadian or Commonwealth settings. Charles has maintained a limited travel schedule since undergoing treatment for cancer.

Every new session of Parliament is opened by a throne speech, a document that lays out the government's expected direction and goals and how it plans to achieve them.

The House of Commons and the Senate cannot go ahead with any business until the monarch or their representative, the Governor General, delivers that speech — a nod to the vital role the Crown plays in Canada's parliamentary democracy.

The speech is read from the throne reserved for the King in the upper house, which is how it gets its name.

The last time the speech was actually read by Canada's head of state was when Queen Elizabeth delivered it in 1977.

'It would be a huge moment'

"This was almost 50 years ago. It was a completely different Canada," said Nathan Tidridge, a high school teacher in Waterdown, Ont., and expert on Crown-Indigenous history and the vice-president of the Institute for the Study of the Crown in Canada.

"It would be a huge moment. This would be the King truly acting as the King of Canada and it would be an assertion of our sovereignty at this moment where we're trying to define what is Canada, what is confederation. It could potentially be the King's legacy in this country," he said in an interview.

A royal visit would also be Charles's latest Canadian gesture at a time when the country's sovereignty has been challenged by Trump.

In the last two months since the trade war erupted, Charles has met with both Carney and former prime minister Justin Trudeau for private audiences, wore his Canadian medals during a high-profile military visit, planted a red maple leaf tree on the grounds of Buckingham Palace and granted his personal Canadian liaison and senior protocol officer in Parliament a sword.

"The King has this desire to support the Canadian realm, to act as the King of Canada," Tidridge said.

"It would send a powerful message to not only Canadians, but also to Trump," he said of the potential visit, citing the president's reverence for the monarchy.

"The King's been doing these nods to Canada outside of the country. Imagine what it would be like if he were here — it's a tremendous opportunity" to bolster the Crown's role in Canada at such a perilous moment, he said.

Quietly, without much public fuss or discussion, a new ruling class has risen in the richer nations.

These men and women are unelected and tend to shun the publicity hogged by the politicians with whom they co-exist.

They are the world's central bankers. Every six weeks or so, they gather in Basel, Switzerland, for secret discussions and, to an extent at least, they act in concert.

The decisions that emerge from those meetings affect the entire world. And yet the broad public has a dim understanding, if any, of the job they do.

In fact, these individuals now wield at least as much influence over the lives of ordinary citizens as prime ministers and presidents.

  • Who are the world's central bankers?

The tool they have used to change the world so profoundly is one they alone possess: creating money out of thin air.

There is an economic term for this: quantitative easing. More colloquially, it's called printing money.

Since the great economic meltdown in 2008, these central bankers have probably saved the world's economy from collapse, and dragged it into the unknown at the same time.

The amounts they have created are so vast as to be almost incomprehensible — trillions of dollars in pounds and euros, among other currencies.

At the end of 2012, the balance sheets of the world's largest central banks, those of the G20 nations and the eurozone, including Sweden and Switzerland, totalled $17.4 trillion US, according to Bank of Canada calculations from publicly available data.

What's their legacy?

When the record of the 2008 global financial catastrophe is fully written — that story remains a work in progress — the world's central bankers will emerge either as heroes, or as the people who administered a cure that turned out to be as bad as the disease.

Three of them in particular will go down in history: Ben Bernanke of the U.S. Federal Reserve, Mario Draghi of the European Central Bank, and Canada's own Mark Carney, soon to be the governor of the Bank of England.

That is nearly a quarter of global GDP, and slightly more than double the $8.5 trillion these same institutions were holding at the end of 2007, before the financial crisis hit. 

Stock markets have risen on this tide of cheap money. So has real estate. So, arguably, has everything else.

But there are two big concerns with what this new central banker elite has done.

One is that no one really understands the consequences of pumping such vast amounts of money into the world economy. It's already distorted the prices of certain assets, and some fear hyperinflation or market crashes are inevitable (the subject of tomorrow's column).

The other is that it's caused a massive shift in wealth, from savers to borrowers, and is taking money out of the pockets of almost everyone approaching or at retirement age.

A war on savings

Probably the most painful of the consequences of quantitative easing has been borne by the elderly.

Most of that generation grew up believing that if you save and exercise prudence that you will earn at least a modest return on your hard-earned money to keep you comfortable in your old age, perhaps along with a pension.

But the money-printing orgy of the last five years looks to have shot that notion to smithereens.

Very deliberately, the central bankers have punished savers, pushing interest rates so low that any truly safe investment — and older people are always advised to play it safe — yields a negative return when inflation is factored in.

The policy has savaged pension and savings returns worldwide, but particularly in Britain, a nation of savers and pensioners.

There is more money in British pension funds than in the rest of Europe combined, and now that money is just sitting, "dead," as some call it, not working for its owners.

Ask Judy White, a retiree in her late 60s who lives in Teddington, south of London, with her husband, Alan.

This year, the Bank of England shattered her retirement. Her pension benefit was effectively slashed by half.

"I don't understand what quantitative easing is, except that it's printing money," she says. "But I do understand that I now have 50 per cent less.

"What they have done is take money from people who have been really careful all their lives."

On the backs of the virtuous

Actually, by the Bank of England's own reckoning, the £375 billion of quantitative easing it has carried out since 2008 has cost British savers and pensioners about £70 billion, roughly $100 billion. (At the same time, the richest 10 per cent of British households saw the value of their assets increase over the same period, the bank reported.)

That cost to the elderly is largely because pension payouts in the U.K. are pegged to the yields on government bonds, and quantitative easing has forced those yields down to almost nothing.

Speaking for the Bank of England, Paul Fisher acknowledges that the bank has created a paradox: It does want people to save and be prudent — just not right now.

"We try," he says, "to get people to do things now to get out of this mess, which in the long run we prefer not to do."

In other words, might we please have some more of the wild consumer spending and borrowing that helped get us all into this situation, at least for a while?

The plain fact, though, is that central bank- and government-imposed solutions to disasters caused by irresponsible, greedy, foolish behaviour are almost always carried out on the backs of the virtuous.

So it was with the bank rescues in 2008, and so it is with quantitative easing.

As Ros Altmann, a longtime pension manager and director of the London School of Economics, puts it, quantitative easing has amounted to a "monumental social experiment" — a large-scale transfer of wealth from older people to younger people.

"Anybody who was a saver and has got some accumulated savings will have had a reduction in their income," she says.

While "anyone who had a big debt, particularly mortgage debts, would have had improvement in their income because their interest payments have gone down."

As stupid as it might sound, older people everywhere would probably be better off if they'd abandoned prudence and borrowed more.

That is obviously not what the central bankers or our political leaders want. But that's the situation they've created.

What's the alternative?

This transfer from savers to borrowers has also been taking place here in the U.S. and in Canada, to varying degrees.

Some U.S. pension funds are in danger of default, at least partially because of these artificially low interest rates, and Canadian pension funds that are heavily invested in safer debt have been injured, too.

In an interview in his Ottawa office, Bank of Canada governor Mark Carney defends quantitative easing elsewhere, and his own low-interest rate policy, though he does acknowledge that it has been hard on pensioners and savers.

Like all central bankers, he argues the (impossible to prove) negative: There have been consequences, yes, but if we hadn't done this, things would be far, far worse.

As for carrying out these solutions on the backs of the virtuous: "I don't see a world where the virtuous are rewarded if we suffered a second Depression," he says. "These are the stakes."

Carney would prefer not to talk about the enormous power central bankers have gained since 2008, saying only: "We have a tremendous responsibility … because of a series of mistakes that were made in the private sector and the public sector."

As Canada has performed better than most Western nations, Carney has not ordered any new money printing.

But he has kept interest rates down, and that has fed the real estate booms over the last few years in Vancouver, Toronto, Calgary and elsewhere.

He scoffs at the suggestion that "the party" will end at some point. "I am not sure we are having a party right now," he says. "It doesn't feel like a party."

And, in fact, he has repeatedly expressed concern at the huge debt levels Canadians are accruing, at least partly because of his low-rate policies.

But surely he understands the anger of an older person watching their savings being eroded, I ask him.

Carney smiles grimly. That question is clearly a sore point. He gets a lot of mail on the topic.

Canadians, he says, must understand that the alternative is massive unemployment and thousands of businesses going under, and "my experience with Canadians is that they tend to think about their neighbours and their children and more broadly … they care a little bit more than just about themselves."

Asked whether central bankers are not in fact enabling irresponsible behaviour by speculators enamoured of cheap money, not to mention politicians who can't curb their borrowing and spending, Carney merely remarks that voters in a democracy get the governments they choose.

Canada pays homage to the Queen because she remained the Head of State and the Chief Executive Officer of Canada after the Canada Act 1982 (U.K.) 1982, c. 11 came into force on April 17, 1982. The standing of the Queen in Canada was explained within the 2002 Annual Report FORM 18-K filed by Canada with the United States Securities and Exchange Commission (SEC). It states as follows:

     “The executive power of the federal Government is vested in the Queen, represented by the Governor General, whose powers are exercised on the advice of the federal Cabinet, which is responsible to the House of Commons. (1)  GDP is a measure of production originating within the geographic boundaries of Canada, regardless of whether factors of production are Canadian or non-resident owned, whereas gross national product (“GNP”) measures the value of Canada’s total production of goods and services — that is, the earnings of all Canadian owned factors of production. Quantitatively, GDP is obtained from GNP by adding investment income paid to non-residents and deducting investment income received from non-residents. GDP at basic prices represents the value added by each of the factors of production and is equivalent to GDP at market prices less indirect taxes (net), plus other production taxes (net). Moreover, these differences in GDP measures explain any perceived discrepancies in GDP growth rates in this document.

(3) The agriculture, forestry, fishing, hunting, mining and oil and gas extraction sectors include a service component.

The volume of industry and sector output in the following discussion provides “constant dollar” measures of the contribution of each industry to GDP at basic prices. The share of service-producing industries in real GDP was 68.7% in 2001 while the remaining 31.3% was attributed to goods-producing industries.

CANADA SAVINGS BONDS

Series S78 issued on November 1, 2002 has a guaranteed minimum interest rate of 2.00% for the year beginning November 1, 2002. Rates for the remaining years to maturity will be announced at a future date.

CANADA PREMIUM BONDS

Series P27 issued on November 1, 2002 has a guaranteed interest rate of 2.50% for the year beginning November 1, 2002, 3.00% for the year beginning November 1, 2003, 4.00% for the year beginning April 1, 2004, 4.85% for the year beginning November 1, 2005 and 6.00% for the year beginning November 1, 2006. Rates for the remaining years to maturity will be announced at a future date.

TREASURY BILLS

From October 1, 2002 through November 30, 2002 treasury bills outstanding increased by $4,400 million to $106,600 million.

CANADA BILLS

From October 1, 2002 through November 30, 2002 Canada Bills outstanding decreased by U.S.$155,039,000 to U.S.$1,701,386,000.

CROSS CURRENCY SWAPS

From October 1, 2002 through November 30, 2002, domestic liabilities of $237,390,000 were swapped into liabilities of U.S.$150,000,000.

Prime Minister Mark Carney will run in the Ottawa riding of Nepean in the next federal election, according to the Liberal Party.

"Ottawa is where Mark Carney raised his family, devoted his career to public service and always gave back to his community," the party posted on the social media platform X Saturday night. 

Carney added that he's "honoured" to be running in Nepean.

"This next election will be one of the most consequential in our lifetimes. Let's get to work," Carney posted on X.

The riding has been held by Liberal MP Chandra Arya since 2015, but the 62-year-old learned Thursday that the party had removed him as their candidate.

Arya had already been nominated to run again. He had previously run against Carney in the Liberal leadership race, where he dismissed the importance of knowing French and later had his nomination revoked.

The longtime MP had his nomination revoked by the Liberal Party. He’s been MP of the area since 2015.  

Carney has never held elected office. He became prime minister shortly after winning the Liberal leadership earlier this month.

The riding where he will seek to become an MP borders the riding of Carleton, where Conservative Leader Pierre Poilievre is running for an eighth term as an MP.

Sources have confirmed to CBC News that election day will be on April 28.

Carney is expected to ask the Governor General on Sunday to dissolve Parliament, marking the beginning of a federal election campaign.

But for many, the campaign already seems to be underway, with all parties holding events across Canada. Carney also paired up with comedian Mike Myers in a new video posted on Saturday.

A Liberal source said Carney's team approached the provincial Liberals in Nepean on Friday, after Arya's Thursday evening post that the party had revoked his nomination.

The source said Carney's team asked the provincial Liberals what kind of help they could provide in the leader's campaign. The source expected, at the very least, provincial volunteers to go door to door for the federal campaign.

The source said they expect Carney to have a campaign launch event in Nepean sometime next week.

It will go very well as the UK have a number of things in common such as reduced globalization, fed up with PC gone mad, need for good paying full time jobs, reduced immigration, sovereignty of domestic issues, stopping further progressive liberalism and social engineering.

Only the progressives and hard core liberalists will have issues as they can apparently live on unicorn sightings and sunny ways as most of us need a good job to live.

It will be very successful I expect the U.K. Will have awesome trade agreements soon with the US.

"Pence spokesman Marc Lotter said Pence became aware that he had received "incomplete information" from Flynn only after the first Washington Post report Thursday night. Pence learned about the Justice Department warnings to the White House around the same time.
The officials and others with knowledge of the situation were not authorized to discuss the matter publicly and requested anonymity.

Ahead of the Jan. 20 inauguration, Pence and other officials insisted publicly that Flynn had not discussed sanctions in his talks with the Russian ambassador. On Jan. 26, Acting Attorney General Sally Yates contacted White House counsel Don McGahn to raise concerns about discrepancies between the public accounting and what intelligence officials knew to be true about the contacts based on routine recordings of communications with foreign officials who are in the U.S.

The Justice Department warned the White House that the inconsistencies would leave the president's top national security aide vulnerable to blackmail from Russia, according to a person with knowledge of the discussion. The president was informed of the warnings the same day, Spicer said.

Flynn was interviewed by the FBI around the same time, according to a U.S. official who was briefed on the investigation."
