Matt is a licensed paramedic with over 15 years of experience in
progressively senior roles and responsibilities spanning from safety,
fleet, and field operations to clinical quality and continuing medical
education.
Most recently, he was the General Manager of the provincial ambulance
service for Prince Edward Island, Island EMS, as well as its 911
ambulance dispatch centre, Medacom Atlantic. There, he led PEI’s
ambulance service to new levels of care with expanded services and the
introduction and advancement of community paramedicine on the Island.
In addition to being a Primary Care Paramedic and an Executive Member
of the Paramedic Chiefs of Canada Board of Directors, Matt studied

For clarification, the meeting was initiated by Matt Crossman and
Beth. An invitation was sent to Greg, Kim and I to attend a meeting
with Matt and Beth to try to come up with ways to improve relations
between Us and them.
We discussed the frustration with LM and decisions not being made and
not kept. There is s huge mistrust factor towards management. Matt
said they wanted us to work collaboratively towards improving working
conditions. They wanted to be consistent and fair in managing the
company. They promised to be quicker with their decisions. They said
they would work with us.
Other topics discussed were Premier Shuttle- they are very concerned
about Premier taking some of the transfers away from the company. A
plan for Transfer vehicles is being developed. They are looking at a
possibility of 18 to 20 vehicles, most of which would be within the
existing ambulance services. They also recognized the need for a
couple of bariatric units in NB.
The Promaster was discussed and management felt a need to address the members.
Senior Management, along with Ralph and Norma, had a meeting to
discuss PETL in April. Only about 30% of medics have been tested in
the province. Beth feels that if all medics were tested, we would be
closer to the 50% requirement across the province.
Extra hours are being looked at for Fredericton area with an
additional 12 hours for sure and possibility of additional 8 hours. We
felt that by adding 24 hours to the existing hours in Fredericton
would be the way with less disruption. Beth stated that they would not
go through a bumping process again! Nothing is definite at this time
yet. Management is to send out a draft memo to the employees re the
new hours next week. We are to be consulted on this.
We asked management to look at the postings of Temporary positions and
what was their view on extending the postings. Management indicated
that this extension has created more work in a short period of time
for HR.
Michele Breen is working on the pilot for ACPs in the province and
Mike Simpson is the project manager. There are 4 sites as previously
announced - Edmundston, Bathurst, Saint John and Moncton. The ACPs
would be working 7 days/ week and 12 hours a day. A Project Charter
has been presented to government and Management is waiting for the
sign-off. There are 51 ACPs in NB and 44 of these work for ANB.
We presented our changes to the Fatigue Policy. The changes were
acceptable but they wanted time to review them. They would get back to
us. We agreed to an extension to the grievance on the Fatigue Policy.
The new radio system should be ready to go in September or October
after training the members. The next training sessions will be on the
radio system in the morning and R2MR in the afternoon.
The next LM meeting was discussed and Beth was to consult her people
with possible dates. We indicated that the week of September 12th was
best for us. I will send the date to you later tonight.
Matt had another meeting so we concluded our meeting.

The Plaintiff seeks an appeal de novo, by way of motion pursuant to
the Federal Courts Rules (SOR/98-106), from an Order made on November
12, 2015, in which Prothonotary Morneau struck the Statement of Claim
in its entirety.
At the outset of the hearing, the Plaintiff brought to my attention a
letter dated September 10, 2004, which he sent to me, in my then
capacity as Past President of the New Brunswick Branch of the Canadian
Bar Association, and the then President of the Branch, Kathleen Quigg,
(now a Justice of the New Brunswick Court of Appeal). In that letter
he stated:
As for your past President, Mr. Bell, may I suggest that you check the
work of Frank McKenna before I sue your entire law firm including you.
You are your brother’s keeper.
Frank McKenna is the former Premier of New Brunswick and a former
colleague of mine at the law firm of McInnes Cooper. In addition to
expressing an intention to sue me, the Plaintiff refers to a number of
people in his Motion Record who he appears to contend may be witnesses
or potential parties to be added. Those individuals who are known to
me personally, include, but are not limited to the former Prime
Minister of Canada, The Right Honourable Stephen Harper; former
Attorney General of Canada and now a Justice of the Manitoba Court of
Queen’s Bench, Vic Toews; former member of Parliament Rob Moore;
former Director of Policing Services, the late Grant Garneau; former
Chief of the Fredericton Police Force, Barry McKnight; former Staff
Sergeant Danny Copp; my former colleagues on the New Brunswick Court
of Appeal, Justices Bradley V. Green and Kathleen Quigg, and, retired
Assistant Commissioner Wayne Lang of the Royal Canadian Mounted
Police.
In the circumstances, given the threat in 2004 to sue me in my
personal capacity and my past and present relationship with many
potential witnesses and/or potential parties to the litigation, I am
of the view there would be a reasonable apprehension of bias should I
hear this motion. See Justice de Grandpré’s dissenting judgment in
Committee for Justice and Liberty et al v National Energy Board et al,
[1978] 1 SCR 369 at p 394 for the applicable test regarding
allegations of bias. In the circumstances, although neither party has
requested I recuse myself, I consider it appropriate that I do so.
AS A RESULT OF MY RECUSAL, THIS COURT ORDERS that the Administrator of

Dear Ms. Kerton: I am still awaiting confirmation as to whether or
not you received the attached documents, and I am asking who the
person was that signed the letter of Consent for five companies to use
New Brunswick at the beginning of their names? Who is this Jack and
have you looked into where he worked at the time? Did you send this
on to council members and the mayor so they can look into who the
shareholders are of the unlimited common shares and how they could
partner as a profit-making company called New Brunswick EMS with
shareholders to Ambulance New Brunswick Inc. (non-profit and I have
confirmation now from the Dept. of health that it is indeed a Crown
which would have tax benefits etc.)? Again who are the lucky,
shareholders of the company partnered with our very necessary
ambulance business, which will never go bankrupct, and it if it did,
the public would be liable for picking up the debt. Apparently, this
win-win company is set up for another, at least, five years. Do you
know who the losers are in this scheme? Did you make any inquiries?
What if a member of council or lets say the Mayor is a shareholder.
What would happen then if that were the case, or lets say former
Premier Bernard Lord who is a Director of the Parent company known as
Medavie Inc. Also, look for the name Michael Murphy who is now with
law firm Cox and Palmer as he seemingly was in government when this
deal was signed, sealed and delivered. He would know who Jack is so
cut to the chase and ask him. I am a very concerned citizen because,
as you know, Ms. Kerton, I have had at least 4 attempts on my life
during the last two years after reporting corruption amongst ambulance
employee Dennis Boyce and nurses at Chalmers. Other members of my
family have been threatened as well. So if you feel that I am
stirring the pot to get attention, then please think again. There is
an article called "Ethics in local government: Atlantic Canada
conflicts of interest enforcement mechanisms - pathways or roadblocks
to a culture of ethics: legislative note" which is published in the
University of New Brunswick Law Journal, January 1, 2009. It focues
on a former active businessman, Gary Wheeler, involved in four private
companies. He was also involved in local politics. Between 1974 and
1977, three of these companies entered into contracts with the City of
Moncton. Mr. Wheeler was the Mayor for the City of Moncton during
that time. Eventually, he was disgraced and removed flora public
office. The circumstances of his downfall led to the current conflict
of interest provisions of the Municipalites Act of New Brunswick.
However, the published report, confirms that even strict conflict of
interest rules cannot prevent abuses of public office as evidenced by
the Toronto scandal that led to the "Bellamy Report" in 2005. I was
surprised by the last paragraph of the Introduction which is as
follows: "As shown in the Bellamy Report, cultures of accommodation
often prevail over cultures of ethics. Faced with that truth, have
the Atlantic provinces responded well to local conflicts of interests?
Although all Atlantic provinces have attempted to curtail and prevent
municipal conflicts of interest, each has utterly failed to provide a
useful and efficient behavioural framework within which municipal
officials can thrive ethically." That Ms. Kerton has been my
experience with local government, Province of N.B. and its duty-bound,
well-paid authorities who have been anything but transparent or
helpful in my plight, regardless that it threatened my life at least
four times. Why are the RCMP not investigating the tampered CCTV
video tapes that were given to me from the Crown's office via the City
Police and the RCMP sent it back to me, albeit it went all the way to
the desk of the new commissioner of RCMP, Bob Pearson? Then I
explained to Chief Provincial Judge Leslie Jackson in court that the
crown says it does not have the time to look at the video evidence?
Just phone up Mr. Luc Labonte, our new Director of Crown Prosecutions
and our Attorney General/Minister of Justice M. C. Blais who knows
about this and the tapes on CD's sit like they mean nothing. I have
evidence of this and even the local Govt. and the N.B. Police
Commission have refused to look at the evidence of the CCTV video
which is so blatantly obviously tampered with miracle appearances on
the video I have given two expert opinions on this issue as well as
lay people's interpretation. But our Crown Prosecution office does
not have time to look at it. Why? Ask Regional Prosecutor Hilary
Drain why or Mr. Labonte, or the criminal division director, Pierre
Castonguay. They are all guilty of not wanting to know. Omission. On
Page 3 of the law journal report, it says: "Typically, municipal
conflict of interst statutes do not declare "conflict of interest" an
offense. "It is the failure to disclose a conflict of interest which
creates the offense. " Ms. Kerton, I am asking why city council and
the Mayor have deliberately overlooked my issues that they have a duty
to look into? To not look into this, makes each and every one of you
an accomplice to corruption by acts of omission. I would like to hear
your position on this matter, because your lawyer knows of this issue
and I believe she is connected in some way to the law society as are
all crown prosecutors and lawyers. I am copying Mr. Michael Bray,
Registrar of the Court of N.B. for his response as well. Thank you.
Also, please confirm the following: 1) Is it an offense under the
Municipal Act for any member's failure to disclose a conflict of
interest? 2) Who is the person known as "Jack" who signed the consent
for five companies related to Ambulance N.B. to use N.B. at the
beginning of their respective companies? 3) I know it was not an

There is a document on the internet entitled "Public Private
Partnerships" second edition from the Centre for Civic Governance of
Columbia Institute which details much of how these type of
partnerships are cautionary partnerships. Also, in N.B. the
shareholders do not have to give their names up front on record to the
office of corporate affairs. They are secretly kept in the corporate
records of the head office. It is my opinion that any company with
N.B. in it, especially Ambulance New Brunswick Inc. which is a public
non-profit, also a crown corporation, and is partnered with New
Brunswick EMS that is a profit making company with shareholders and
has unlimited common shares. Those shareholders were obviously
cherry-picked. Did you ever see a notice in the Gazette or anywhere
else telling the public about these share opportunities which I
believe is the standard procedure?
Also remember that Eric Beaulieau was on the Board until June or July
of this year of Ambulance N.B. Incorporate and lawyer for Minister of
Health, Charles Murray and CEO of Horizon Health Network Donald Peters
is still on as Bord of Directors. The Head office is the Dept. of
Health so there is no one in upper jobs who would not have had access
to this information.
All the information on these five companies and others are on the
Internet and can be accessed for $3.00 from corporate affairs or you
can ask them to pull all the documents and they charge $10 and will
send it to you by email.

Hey,
Apparently everybody wanted to play dumb about my concerns and
allegations so that Humpty Dumpty Martin's minority government would
not fall and they could party hardy while the Queen was in Canada. As
you all know months ago, I began faxing, emailing and calling the
eight other Lt. Governors I had yet to cross paths with. I fully
informed them of my indignation towards the Governor General Clarkson
and two of her other Maritime Lieutenants Roberts and Chaisson before
the latest wave of bad acting Yankees invaded my home in the USA
without warrants or due process if law.
I made certain all of the provincial Attorney Generals and Premiers
can never deny the fact that I tried to make them well aware of my
concerns and allegations in order to make everybody should sit up and
pay attention. Not one person from any of your offices ever responded
in any fashion at all. You can be certain that I expected the
deliberate ignorance. It is one of the oldest tricks in the book that
lawyers employ in order to play their wicked game of see no evil, hear
no evil speak no evil. I knew it would happen particularly after Nova
Scotia's Conflict of Interest Commissioner Merlin Nunn had blocked my
emails before I had contacted you. I have no doubt it helped to
relieve him of his ethical dilemma before the NS NDP decided what to
do about their chance to unseat the Conservatives. I have no doubt
whatsoever many lawyers in Canada were praying that the Suffolk County
District Attorney would have me back in the loony bin by April 28th
and that all your troubles would go away. I opted to let you all have
your way and did not bother you anymore until the Queen had left our
shores and Parliament quit for the summer. Now it is my turn to have
some fun and raise a little Political Hell.
While the Queen, Clarkson and Martin where all having a grand old time
on the Canadian dime my little Clan went through living hell down
here. Trust me, lawyers need to learn some new tricks. Ignorance is no
excuse to the law or me. Making some Canadian Attorney Generals and
their political buddies show me their arses is child's play to me
after all that I have experienced in the last few years. If you doubt
me ask Michael J. Bryant and Yvon Marcoux why I am so pissed at their
bosses and the DHS. Then check my work for yourself. If the tag team
of John Ashcroft and Tom Ridge could not intimidate me, believe me you
people don't have a prayer. Both of those dudes have quit their jobs
but I am still standing and squaring off against their replacements
now. If it were not for all the decent folks I know, the snotty ones
like you would make me feel ashamed to be a Canadian. There is no
shortage of lawyers. It is just that ethical ones that are rare birds,
that's all. You must know how easily the Canadian people can replace
you with other lawyers if it becomes widely known how willing you are
to ignore crime if it means some fancy dude may be compelled to suffer
for his own wrongs.
The justice system is supposed to be self-policing. It should clean up
its own act rather than trying to maintain a false mask of integrity
for lawyers that are obviously criminals. It is way beyond my
understanding why you people would choose to support the likes of Paul
Martin, Adrienne Clarkson, T. Alex Hickman and Billy Matthews if you
are not all as crooked as hell as well. The deliberate ignorance and
double-talk employed by the wealthy few to dodge simple truths is
absolutely offensive to ordinary people blessed with the rare
attribute called common sense. Not all folks are like sheep. Paul
Martin's latest tricks make for a very fine example of truly how bad
things are. Even amidst wholesale scandals breaking out hell, west and
crooked everywhere lawyers and politicians just close ranks and stand
together as thick as the thieves they are. I stress tested the ethics
of the ladies of the Bloc Quebecois and the Gomery Inquiry immediately
after Martin's carefully orchestrated little circus in Parliament on
May 19th was a matter of history. Lets just say I was not surprised to
not hear one peep in response from anyone other than to get a call
from an unidentified and very nervous but cocky Yankee lawyer claiming
that Tony Blair was mad at me.
Pursuant to my phone calls, emails and faxes please find enclosed as
promised exactly the same hard copy of what I sent to the Canadian
Ambassadors Allan Rock and Franky Boy McKenna and a couple of nasty
FBI agents on May 12th just before an interesting event in front of
our home in Milton. I have also included a copy of four letters I have
received in response since then that you may find interesting to say
the least. I also sent you a copy of a letter sent to a lady Ms.
Condolezza Rice whom our former Prime Minister Brian Mulroney
considers to be the most powerful woman in the world. The CD of the
copy of police surveillance tape # 139 is served upon all the above
named Attorney Generals as officers of the court in order that it may
be properly investigated. I will not bother you with the details of
what I am sending to you byway of the certified US Mail because I will
be serving identical material to many other Canadian Authorities in
hand and tell them I gave this stuff to you first and enclose a copy
of this letter. All that is important to me right now is that I secure
proof that this mail was sent before I make my way back home to the
Maritimes.
However I will say I am also enclosing a great deal more material than
what Allan Rock had received in the UN. Some of it is in fact the same
material the two maritime lawyers, Rob Moore and Franky Boy McKenna in
particular received, while I was up home running for Parliament last
year. Things have changed greatly in the past year so I have also
included a few recent items to spice things up for you. I am tired of
trying to convince people employed in law enforcement to uphold the
law. So all I will say for now is deal will your own conscience and be
careful how you respond to this letter. If you do not respond. Rest
assured I will do my best to sue you some day. Ignorance is no excuse
to the law or me.

boss recently testified before the Gomery Inquiry and following quotes
prove why I must speak out.

come out with his allegations, Le Hir said he was "sworn to secrecy."

relieved of that oath." "Mr. Wallace added that police and the courts,

the law. But Judge Gomery did not appear satisfied. "It takes a major
scandal to get the police involved," he said. "It is not in the nature
of the public service to call in the police."
Everybody knows that in order to protect the rights and interests of
my Clan and to sooth my own soul, I have proven many times over that
all lawyers, law enforcement authorities, and politicians in Canada
and the USA are not worthy of the public trust. I maintain that their
first order of business is to protect the evil longstanding system
they have created for their own benefit rather than the people they

is likely for the same reason she will not accept my emails. It should
